"Wakati inajiandaa kuingia ubia, ATC imeanza mchakato wa kuuza ndege yake aina ya Boeing 737-200 ambayo inadaiwa inatumia mafuta mengi. Ndege hiyo ilirithiwa kutoka Shirika la Ndege la Afrika Mashariki. Mbali na ndege hiyo, shirika hilo lina ndege tatu zinazofanya kazi ambapo mbili ni zake na moja imekodi."
MASAHIHISHO:
Shirika la Ndege la Afrika Mashariki (East African Airways Corporation) halikuwa na ndege ya aina ya B737-200 wala B737 aina ingine ye yote!. Ndege za EAA wakati inakufa 1977 zilikuwa ni Super VCIO, DC9, F27 na B707 (Freighter). Tanzania tukarithi DC9 moja (ambayo tuliiuza haikuwahi kutumikia ATC) na F27 mbili.
Historia ya ATCL, na kabla yake ATC, ni ya kusikitisha sana sna. Inahitaji kijitabu kuelezea matatizo yaliyoikumba Shirika la Ndege hili "from the inception, buying of the Boeing 720 which was abandoned at KIA, through selling of DAHACO, forced marriage with Alliance Airlines, privatisation to SAA" etc. Let me just recap a few highlights:
1. ATC was under-capitalised when she took off in 1977. That situation has NEVER changed throughout its life span and has been surviving on Govt subsidy most of the time. 2.
2. In 1978 ATC acquired two B737-200 (Advanced) which, fortunately for our country, have never been involved in a fatal accident. But ATC financial position was not fluid despite modernising her fleet.
3. Troubles were escalated in the 80's when Lawrence Mmasi was appointed GM (RIP) and Dry Leased a B720 from Hallack of Lebanon for Long Haul operations to Europe and India. One of the ATC Directors, who is now the Chairman and founder of PRECISION AIR, and his Engineering counterpart, resigned in protest against this shoddy deal. The aftermath was the grounding of the aircraft, cancellation of the Contract and the dismissal by Nyerere of Mmasi and Minister Mwingira.
4. In 1984 DAHACO was formed by ATCas a subsidiary Company (SU) in a bid to de-centralise some of her activities (remember Air Caterers Ltd, Jet Club?) and at the same time beef up her revenues. DAHACO has been, and still is (renamed SWISSPORT) unchallenged FOREX earner at JNIA and KIA. DAHACO was later privatised and ATC "kicked out of it" and now ATCL is only a client of Swissport with no shares.
5. In the 90's, the 3 Twin Otters in ATC were sold out by the former GM (RIP) claiming they were loss making but the Kenyan Co. which bought them is flying high - profitwise!
6. ATC ventured again into the International Operations (IOPS) under Ole Kambainei with a Wet Leased B767 aircraft from Ethiopian Airlines. Little did Ole Kambainei know that some MAFISADI in the mother Ministry had already eaten 10% to bulldoze ATC into partnership with SAA (and Uganda) to start Alliance Airlines. IOPS was scrapped off by "the Govt" after only 9 months claiming that it incurred losses in that period. Amazing!
-- Any Commercial project of this magnitude will rarely yield profit in the 1st year. ET took 7 years to break even in their West African route which has now attracted KQ and both are leaving behind overflows of passengers.
-- ATC workers sneeked in a "dossier" to Mkapa revealing dangers to ATC of joining the Alliance and motives of the "bigger partner" -SAA. True to their words, Alliance Airlines collapsed leaving behind huge debts which our Govt. was forced to pay: hakuna aliyewajibika, wala postmortem haikufanyika ingawa Ole alishapoteza uGM.
7. Azma ya SAA ikajitokeza wazi ilipotangazwa ATC kubinafsishwa na wao "waka-bid kifisadi kiasi cha kuwafanya wengine wote wajitoe". Ndipo SAA ikaanza vituko vyake:
-- haikuleta ndege mpya kubwa kama ilivyosainiwa ktk Mkataba
-- safari za masafa marefu - LON, ROM, BOM, Dubai, n.k. hazikuzinduliwa
-- ajira ya wafanyakazi haikuongezeka badala yake baadhi walipunguzwa zaidi
-- airline ticket designator yaani 197 - ikatupiliwa mbali na abiria wote wa ATC wakalazimika kutumia tikti za SAA hata kwa safari za ndani ya Bongo
-- ndege za ATC zikapakwa rangi nyingine na mkiani picha maarufu ya Twiga ikafutwa pamoja na kile kijinembo cha "TC".
-- revenue accounting ya mapato yoote ya ATC yalikuwa yanapelekwa SAA HQ's, JNB.
8. BAADA YA KUSEMA HAYO YOTE NI SERIKALI PEKEE INABIDI ILAUMIWE KWA MTOTO ALIVYOLELEWA VIBAYA, HUSUSAN KWA KUWALETA MA-GM NA MA-CHAIRMEN WASIO NA AVIATION BACKGROUND. HATUNA WATAALAMU WA KUBOBEA WA FANI MBALI MBALI ATCL, NDIO MATOKEO YAKE HAYA - MADEGE MABOVU NA MIKATABA OVYO!!
