As Tanzania dithers, EA integration must roll on

It is regrettable but hardly surprising that Burundi, Kenya, Rwanda and Uganda must now proceed with the East African regional integration project without Tanzania because it is scared about the implications of progressing with plans to set up a common market by 2010 and a political federation by 2015.

Tanzania's unease was evident from early 2007 when results from the referendum conducted on the pace at which the integration should be conducted returned a verdict that its citizens saw no need for haste because their national systems and institutions were not quite ready to embrace East Africa as completely as the integration envisaged.

This is hardly surprising. The theory and experience of regional integration provides ample evidence that subordinating national interests to a supranational authority is not an easy feat even for countries that otherwise have plenty else in common.

The EU integration that started more than 30 years ago is still very much a work in progress. Had the initial signatories of the European Union waited until all eligible members were ready, they would still be waiting.

A decision from the rest of the Eastern African countries to proceed without Tanzania will not, therefore, be seen as a betrayal of the EA spirit. Tanzania should be free to make decisions that it feels are in its best interest just as the other countries are free to do.

For them, however, those interests are best served by creating an entity whose sum total is bigger than its individual units – economically, politically and socially.

Tanzania does not advance a compelling case why it is getting cold feet so late into the process.

Its fears became apparent when the Wako Commission on the fast-tracking of the integration process proposed a formula that would see the political process rolled out parallel to the economic one.

Tanzanian leaders argue that its people are not ready for the envisaged integration because its political and economic structures cannot manage the demands of integration – which call for elimination of all trade barriers, allowing free movement of goods and services, and finally having a political federation.

Informally, Tanzanians will confess their main problem is Kenya's stronger economy and the aggressive streak of its entrepreneurs. It is very concerned that Kenyan professionals will have an unfair advantage over Tanzanians.

This week, Tanzania's East African Co-operation minister Diodorus Kamala told a meeting of private sector representatives in Arusha that his country would insist that non-citizens be barred from acquiring land.

Although he was quick to reassure his surprised audience that land for business purposes would still be available, the caveat he desires exposes a deep-seated and largely misplaced fear that citizens from one country –
supposedly Kenya – will migrate en masse and inhabit Tanzania's vast virgin land.

These reasons must be taken for what they are – belated excuses to delay a process whose potential benefits have been fully demonstrated.

It is tempting to agree with those arguing that Tanzania is suffering serious indecision over its status as a member of both the East African Cooperation project and SADCC.

It wants to enjoy the advantage for having feet in both camps for as long as possible before it finally opts for one – probably SADCC – after wasting its neighbours' valuable time.

It must have been very clear for Tanzania that regional integration comes with a cost, and none larger than the cost of surrendering some autonomy and opening up its doors to allow the infusion of resources and competition from its neighbours.

It should also know that Kenya's industrialists are not going to close shop and wait for their neighbours to raise their production sophistication levels before they can compete

Tanzania should have devised a strategy that enables its industrialists to benefit from partnering with others who will set up shop there. It should be using this time to expose its professionals to skills and work attitudes that raise their competitiveness – just as Uganda and Rwanda are doing.

The only plausible reason why they have not done so is unwillingness, as the country is not short of strategic thinkers.

It is unlikely that this position will change soon and the rest of the East African countries must move on.

The economic imperative for the other countries is certainly more urgent than it is for Tanzania, which believes its port, vast land, unexploited resources and SADCC membership give it a time advantage.

The rest of Eastern Africa must not be held hostage by such selfishness.

that is not the best solution. hizi nchi zina share vitu vingi sana, Tz bila Kenya ina vitu ila lack, vivyo hivyo kwa Kenya. we live by another kwa kufaidiana. vivyo hivyo hata kwa nchi zingine. so what we need here is kukaa chini na kuvumiliana hadi tupate muafaka. ukisema kuwa ninyi mjiunge na muwaache watz wakae peke yao, mtakuwa mmejitengenezea shetani/betrayer mmoja pembeni ya nyumba zenu/mipaka yenu. can you imagine if tz is not friend with kenya, or if kenya is not friend with tz, adui anaweza akaingia upande wowote ule akafanya mambo mabaya, because hakuna rafiki anayeshare interest kama tulivyo kwa sasaivi. na ukisema kuwa, tz ikae peke yake, sio solution, kwasababu tz itaenda kujiunga na sadc na wataendelea na maisha yao mazuri kama kawaida. kitu cha muhimu hapa ni kujitahidi kukusanya marafiki kama iwezekanavyo, sio kufukuza marafiki. it is better to make much more friends than to chase friends. kama tz ikienda sadc hamna hasara yoyote itakayopata...zaidi sana watakuwa wamewaita wasouth Africa kuja kutawala hadi huku east Africa...na ita kuwa detrimental kwa bidhaa za kenya vilevile. so tunaomba wakenya mtuvumilie, watz itafika tu kipindi tutakuwa na muafaka mmoja na kuamua kufanya iyo fast track mnayotaka. this is my opinion.

Hakuna haja ya kuungana why tuanaiga siasa za watu? Do we know why EU imeungana na nini siasa ya EU? EC nchi zake zina siasa zisizoandikika. Si wakulima haswa, si wanaviwanda haswa, si wanasayansi haswa, hawana speciality yoyote katika uchumi, ni chumi zinazotegemea nature. Usione Kenya wanadai uchumi mzuri haki ya MUNGU mtu wa chini kabisa Kenya hana kipato cha kulingana na Mtanzania NEVER.

Ukabila
Ni kwamba very few Kenyans owns and drive the country's economy cause wana ukabila simply hata wao wakenya wanakubali na kukiri mbele ya Mungu kuwa wana ukabila, genocide ndo aftermath inaendelea Rwanda again ukabila, mauaji ya kimbari. Hata siasa za nchi hizi ni za kikabila ...what a shame? In comparison Tanzania uchumi uko umetawanyika kwa kila mtu walau kama matone ya mvua ingawa chini ya miti ni kidogo ila hudondoka muda mrefu baada ya mvua kwisha hivyo kufanya kama ngoma droo na sehemu zile open. BUT Kenya very few wakabilas have money kama Odinga etc while the rest majority wanakula mizizi. Anayebisha aseme.

Uganda nako Museveni hataki kuachia anadai yeye ni "kota pin" ya baiskeli huingia kwa nyundo na kutoka kwa nyundo... what is this why tuungane nao. Akiingia EC si ataleta huu upuuzi? Kwani jamani alevunja muungano wa EC miaka ya mwisho wa 70 ni nani si hawa hawa Uganda? Why jamani tule matapishi ya waganda. They did shit and now they realised they lost everything and they are now luring our desperate, undecicive leaders to making decision to remarry the EC. Peace
Katika nchi zote katika EC prospective kama mimi navyoiita ni kwamba Tanzania tu ndo clean, ila tu ufisadi. Tukimalizana na ufisadi basi ni peponi hapa.

Hawa jamaa Rwanda, Burundi, Uganda ana Kenya waendelee kwani wana dhambi zinazofanana wasijetuambukiza. Na tena wanatakiwa wao waanze na kama tutaona wamedumu mika 50 bila taabu na mafanikio yameonekana bila mgogoro wowote kama tukiona inafaa tutajiunga na sio kukimbizwa. Watanzania hatujakosa kitu tuone tutakipata Burundi, au Kenya au Uaganda ama Rwanda, jamani Watanzania angalieni hii mambo kwa macho mbili na sikio mbili atiiii?
 
hata mimi naona waendelee tu. unachosema mkuu hapo, kweli hapa tz mtu unaweza kununua ardhi ya maelfu ya ekari kwa hela chache tu, kwasababu tulizitunza raslimali zetu. kenya hauwezi kununua ardhi au kumiliki nyumba pindi tu unapomaliza chuo kikuu. si rahisi, lakini hapa tz mtu akimaliza chuo kikuu tu, anaweza akakaa mwaka mmoja tu na kuanza kujenga nyumba, tena hapahapa dar. tunazo tofauti nyingi sana. ardhi yetu ni kubwa saa, the size of tz is equal to the size of combinging (kenya,uganda,rwanda and burundi)all togther. ni bora tuende sadc ambako interest zetu zitalindwa, na kama hao wakenya ndo wanaleta huo kama ndo mkwara, basi sisi ndo wenyewe, we dont need them as they need us. labda waje kwa adabu ndo tunaweza kuongea, wakija kwa nyodo hatutafika mbali, tutawaambia waendelee tu.
