Kama hakuna mabadiliko ktk muundo wa kikazi, unaofuata structure, framework and principles na zaidi kabisa wenye kuonyesha clear path to the desired outcomes. The outcomes derived from clear goals and objectives which can be seen and touched, basi tusitegmee mabadiliko bali kilichokuwepo ni kukaimu kwa muda hizo nafasi kwa watendaji wake, sifa kubwa ya teuzi hizo ni loyalty, which in fairness should be the last.

Yaani hizi wizara toka enzi ya ukoloni ni nani anashika nafasi gani na nani anareport kwa nani, basically that’s it, it is very dull place to work, no modernisations no innovation, just sitting there and wait for directives from the top, that’s need to change, Mh. Rais need to demand that change, a better way of communicating, a better way of doing the job, a better way of cutting wastage, a better way of coming with new ideas and so on, tumeliona hilo kwa institute kama TRA baada ya kupata pressure from outside, facing criticism, scorning and so on, now we have a better system of collecting taxes, but they are now on roll almost abusing in some respect in regards to personnel income taxes.

Na kingine kikubwa na kibaya zaidi, the lack of respect and disregard listening to the other side, if we listened to criticism on Tax collection a result of which is birth of TRA, why not listen to constructive criticism directed to other corners of government apparatus, that lack of respect and disregard only led to creation of a system of nativism, it rewards loyalty rather than merits, and worse still expecting the verifiable results, i don’t think this is how politics should be conducted, the opposition is there to make the ruling politics to feel not at ease, therefore on the job 24/7 performing and delivering, this is how you counter your foe in politics, if you want to call them that.

You select people based on merits, who can do the job with proven track records, and so on, just like any other job applicant, but I feel Mh Rais is given a wrong advice, Ndio tunaona unaenda mwaka wa pili ni teuzi tu, bitting the same drum expecting a different sound bites.

Macho, masikio na matarajio ya waswahili wengi sasa tunasubiri teuzi za wakuu wa wilaya, huku nauhakika hutajaza nafasi zilizo wazi tu, natarajia watapunguzwa wengine na makada wengine wapewe nafasi.
