Congrats Guardian for resolving the paradox!
Strictly speaking, any information sent via the internet; PSTN (public-switched telephone network); GPRS (general packet radio service - technology used for transmitting data over the mobile network), etc is public domain information and its source can easily be tracked, traced and identified. A pc used to send information over the internet can be identified by tracing its ip address. Likewise a mobile device used can be identified through its phone number or IMEI (international mobile equipment identity) Number and its exact location established using GPS (global positioning system) technology. Otherwise, the developers of such ICT technology would be stupid if they did not device a system for checking against its abuse; like using it as a vehicle for perpetuating crime. Osama has always shunned the use of the internet and mobile phones and that's why he has survived despite all along being hunted by the Americans.
Shamte, thus erroneously being referred to as 'specialist' in the Guardian report, has demonstrated a very high degree of naivety by agreeing, in the first place, to take up such a risky and incriminating assignment.
On the other hand, if TCRA claim that they had no means of identifying the culprit, then either they were an accomplice to this crime or they are simply a bunch of nincompoops who cannot do their job. Therefore, they have negated their usefulness as a communications regulatory authority. TCRA DG John Mkoma big-headily enjoys the title 'Prof' while presiding over all this this filth!
