Zanzibar Minister for Justice and Constitutional Affairs Abubakar Khamisi Bakari has defended the Union of Tanganyika and Zanzibar, saying it is legal because it was endorsed by legislators from both sides of the Union.
Responding to a question by Chake Chake representative Omar Ali Sheha in the House of Representatives, the minister insisted the Union contract was endorsed by legislators from both Tanzania mainland and Zanzibar.
He explained that when something existed for a long time without raising questions on its legality, then it was legal.
"The Union is legal because the Union contract was endorsed by legislators from both sides," he emphasised.
However, he said tin accordance with the Union Constitution, Union matters could not be reduced or increased until two thirds of the legislators from both Tanzania and Zanzibar voted for the change.
He noted that any item included in the Union matters could not be taken out or added unless two-thirds of MPs voted for the change.
Earlier, Sheha representative wanted to know about constitutional procedures to be followed in adding Union matters from the 11 ones since the Union was entered in April 1964.
