Purpose of Position
This is a senior management position that provides leadership to the Audit Department of World Vision Tanzania. The incumbent should develop and implement an independent management appraisal system for the office. This appraisal system should provide management with the assurance that the financial and operational transactions are in compliance Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and World Vision’s Financial Manual Internal Audit policies and procedures with the established principles, practices and policies of World Vision International.

The Associate Director plays an advisory and consultant role to the National Director, the Senior Management Team and the Board of Directors. This advisory role includes but is not limited to providing advice on risk management, internal controls systems and their impact on the operations of the organization.
Major Responsibilities
1: Develop audit plans for the WV office based on risk assessments and communicating the scheduled audit dates as appropriate to management.
2: Ensuring that the audit programs and work practices in the department are in compliance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards (GAGAS) for US Government Funding and World Vision’s Financial Manual Internal Audit policies and procedures.
3: Advice management on the formulation of risk management strategies and policies and all operations areas of the organization with a view of ensuring all management policies adequately mitigate the risks identified – this role will not include the development of the actual policies and systems.
4: Review the WV office financial systems and ensure compliance with the Finance Policies and the Generally Accepted Accounting Principles and practices.
5: Review work papers before reports are issued and issue reports of audit results from internal audits and special investigations carried out by all staff members of the internal audit function.
6: Supervise internal auditors as they carry out performance and procedural audit of all WV office functions and projects, when necessary participate in such audits to provide strategic leadership. Develop a system to ensure the quality of work done by the Internal auditors is regularly reviewed and appraised and corrective action taken when necessary.
7: Provide summaries of audit findings and risk trends to management regularly and implement a system to track the implementation of audit recommendations by the management.
8: Perform performance appraisals for all internal auditors and other direct reports to the position.
9: Plan for Continuous Professional Development for all Internal Auditors and either as individuals or as a team by facilitating their attendance at professional seminars and trainings by maintaining 80 units every two years (with 24 in US government accounting/auditing).
10: Carry out special audits and investigations at the request of management. Assist on international audit assignments as required by WVI Global Internal Audit and Regional Audit Manager.
11: Attend and participate in daily devotional and weekly chapel meetings.

Qualifications: Education/Knowledge/Technical Skills and Experience

Job Title: Food Monitor
Reports to: Project Development Facilitator
Location: Ruvu Remit ADP
Purpose of the position:
To monitor the delivery, distribution, documentation and reporting associated with food commodities. Work hand in hand with relief committee members.
Major Responsibilities:
1. Commodity management & Accounting
• Ensure that all commodities delivered at the FDP are properly accounted for.
• Based on the approved distribution plan inform the relief committees on the quantities of food expected and ration scales.
• Monitor commodity movements, including delivery of commodities at the FDP. Supervise receipt/offloading of food/nonfood commodities to ensure correctness of quantity, content and quality as per the waybill. Ascertain signatures on the waybills documents as well as losses and damages, and excesses. In case of damage arrange for reconstitution.
• Ensure that all documentation and records pertaining to the beneficiary registration are updated periodically, with relevant information on the distribution that has been occurred.
• Ensure that all food and non-food distributions are conducted at the specified distribution centers, and that beneficiaries are informed of the ration plan and the quantities to be distributed according to family size, gender and age.
• Oversee the distribution process in collaboration with the relief committees and ensure proper rations are distributed. Beneficiaries must sign or thumbprint against their names on the beneficiary lists as proof that they received their food rations. Ensure no damaged commodities are distributed to beneficiaries.
• At the end of each distribution, conduct a physical count and reconcile commodity balances, if any viz., excesses/shortages, etc.
• After distribution ensure empty containers are collected and accounted for in Empty Containers Tracking table.
2. Liaison and beneficiary relations
Facilitate the community to get organized and with the help of the relief committees. The composition of the relief committees should include at least 50% of women.
Facilitate card checking process by the relief committees before distribution.
Assist community to solve problems related to the food distribution process
Coordinate and liaise with local authorities, NGOs and counterparts, provide information regarding beneficiary registration, commodity distribution, distribution plans,
Identify and recommend other needs such as health care, additional food needs, development activities, or any other rehabilitation and/or development activity.
Assist the Field Coordinator in all areas of commodity management, which include a periodical review of the food security situation and of food availability in the area.
• Treat beneficiaries with respect and dignity.
3. Reporting
• Ensure documentation on commodity movements and distributions are properly maintained and submitted to distribution Centre supervisor
• Scrutinize waybills, record underweight and lost quantities, if any.
• Ensure proper documentation of reconstituted commodities.
• Report on any incidences touching on security at the distribution centers.
• Conduct training for the relief committees based on the food assistance program principles.

Job Title: Commodities Accounting and Reporting Officer
Reports to: Commodities Officer

Purpose of the position:
To apply principles of accounting to analyze commodity accounting information and prepare commodity reports by compiling information, preparing monthly commodity statements such as the Commodity Status Report, Recipient Status Report and Commodity Summary Statement utilizing appropriate accounting control procedures.
Major Responsibilities
1: Commodity Reporting
• Compile and analyze commodity information to prepare statements including monthly and quarterly and yearly status reports and commodity summary statements
• Prepare monthly, quarterly and yearly reports showing planned versus achieved
• Ensure all commodities reporting deadlines are met; data updates from different operational areas are received and consolidated.
• Ensure accurate and timely monthly and yearly end close procedures. Control revision of monthly and yearly reports
Maintain and implement commodity tracking and management systems. Enter or supervise the entry and update of information in the computer system.
2: Record Keeping
Ensure commodity records are maintained in compliance with standard policies and procedures
Monitor and review accounting documents and reports from the field for accuracy and completeness. Resolve accounting discrepancies and irregularities
Maintain a neat organized and chronological filing system
Update shipment register and shipment receipt summaries
Update loss claim register and loss files
Review food monitor reports and center visit reports for consistency

3: Accounting Control and Audits
Establish and monitor the implementation and maintenance of accounting control procedures in the field

4: Training
Conduct on the job training and refresher training of district level commodity accounting staff on the proper application of World Vision commodity management standards including the tracking systems, document and reporting formats.
5: New innovations and initiatives
6: Undertake periodical monitoring field visits, particularly during food distribution, and any other tasks assigned time to time by supervisor.
7: Ensure that physical inventory verification for all warehouses matches with the commodity book balances and reconcile with WFP records.

Job Title: Senior Communications Officer - Grants

Purpose of the position:
This new role is designed to support donor communications for Grant Acquisition and Management within World Vision Tanzania’s (WVT), Sub-Office based in Dar es Salaam. This is an opportunity for a seasoned communications practitioner to work alongside WVT’s dynamic programme and communications team to support the growth and visibility of the WVTgrant projects brand, awareness-building, engagement and resource mobilization efforts.
To strengthen alignment and coordination to World Vision communications policy the incumbent will work closely with the WVT Communications Officers. He/she will also be expected to collaborate with other WVT programme clusters, WV support offices, media, development partners and civil society to communicate development results of the grants.
Major Responsibilities:
• Supportdevelopment of WVT’s communications strategy with emphasis on refining thegrants project communicationscomponent
• Develop and implement communications/media plans for allgrant project stakeholders
• Develop public information and creative publications to profile and promote WVT grant project(s) mission and project(s) activities to all stakeholders(fact sheets, progress reports, bulletins, project profiles, media releases, etc)

Job Title: Wealth Creation Research Officer (Re-advertised)
Reports to: EAR CC LC Advisor
Location: Arusha
Purpose of the Position
This position will be responsible for designing and implementing a collection of data and literature related to wealth generation and social issues resulting from that success
Major Responsibilities
1. Literature review
• Prepare a paper on Tanzanian (specific tribal groups) attitudes to money and wealth generation and distribution
• Prepare a paper on formal and informal social norms in the research locations. This should include how norms are being undermined.
2. Survey design
• Prepare survey instruments according to the key research questions outlined in the project design document and findings from literature review
• Prepare rationale for sampling (eg purposive vs random, adults vs children, etc), why certain instruments will be best with certain groups etc
• Ensure coordination with, and input from, key stakeholders and advisors, viz:
o MLAP Secretariat and WVT Operations Division
o Religious leaders and government officials from research locations
o Christian Commitment staff from WVT and EARO
• Initiate link to, and get advice from, academic institution/s
• Ensure instruments are checked by WVT Quality Assurance department
3. Survey implementation
• Prepare Terms Of Reference (TOR) for survey implementation

To provide overall leadership on issues related to transportation, Maintainence, Vehicle management. Logistics and Fleet Management.
Major Responsibilities
1: Transportation
•Facilitate efficient use of vehicles/ motorbikes and transportation services to achieve organizational objectives.
•Prepare travel plan for drivers and ensure all driver are maximally utilized.
•Check and update vehicle on board documents in timely basis.
•Review all WVT fleet requirements to ensure fleet size planning.
•Monitor vehicle condition and make proper suggestions to Administration and Logistics Manager.
2. Maintenance.
•Facilitate regular vehicle checks daily, weekly and monthly, if needed and ensure all checklists are completed in accordance with WVT vehicles policies.
•Ensure all mechanical equipments tools first aid kits are in vehicles and in good condition.
•Ensure the correct and timely routine maintenance of WVT vehicles/ motorbikes.
•Ensure all vehicles are cleaned both inside and outside. •

•Ensure all vehicle log books are dully filled in daily basis.
•Track all vehicle registrations and insurance and ensure all updated documents are in the vehicles and a copy in the logistic files on monthly basis.
•Act as a focal point to report all WVT vehicles / motorbikes accidents report to Administration Logistics Manager and Support Services Directors according to vehicle policy.
•Prepare and submit timely monthly vehicles fuels consumption, Distance covered in a month, total repair and maintenance cost and other vehicle/motor bike related costs
4. Logistics and Fleet Management
•Ensure fleet Management standards and systems are adhered to Staff Management.
•Conduct meeting with drivers and other stakeholders and submit minutes to the immediate supervisor.
•Conduct vehicle policy orientation, training to all drivers teams in collaboration with Logistics Manager.
