Wikileaks diplomatic cables release 'attack on world'

Cape Town - A secret diplomatic cable sent to American diplomatic missions in the name of Secretary of State Hilary Clinton last April sought personal details – including fingerprints, DNA and iris scans – of leaders in the Great Lakes region, including political, military, business and religious figures.

The cable, sent from Washington to missions in Bujumbura, Kampala, Kigali and Kinshasa, was among 220 released by the WikiLeaks website on Sunday. WikiLeaks says it plans to release more than 250,000 State Department communications in the coming months, of which more than 15,000 are classified as secret.

The cable to Great Lakes region missions outlined what it called "reporting and collection needs" for the Democratic Republic of Congo, Burundi and Rwanda. It was dated April 16, 2009.

Apart from seeking biometric details for "key and emerging political, military, intelligence, opposition, ethnic, religious, and business leaders", the cable – and a separate directive sent to missions in the Sahel region – directed diplomats to collect local leaders' telephone, cell phone, pager and fax numbers, internet and intranet "handles", internet e-mail addresses, web site identification URLs, credit card account numbers, frequent flyer account numbers and work schedules.

Journalists who have examined all the documents published on Sunday report that biometric data were also sought by Washington for key United Nations officials.

The Australian newspaper, owned by media magnate Rupert Murdoch, characterized the State Department directives as "a secret order signed by Hilary Clinton" which "directed American diplomats to act as spies around the world against friends and enemies alike." In London, The Guardian suggested that the directive "appears to blur the line between diplomacy and spying."

The directive covering the Sahel is also dated April 16, 2009, and specified eight countries: Burkina Faso, Cape Verde, Chad, The Gambia, Mali, Mauritania, Niger and Senegal.

It said a separate document – which it named as "the West Africa Littoral directive" covered the coastal countries of West Africa: Guinea-Bissau, Guinea, Sierra Leone, Liberia, Cote d'Ivoire, Ghana, Togo and Benin. This directive does not yet appear to have been published by WikiLeaks.

Former president Thabo Mbeki had a bias for Zanu-PF during his time as mediator between Zimbabwe's ruling party and opposition Movement for Democratic Change (MDC), United States embassy documents have revealed. The set of US embassy cables released by Wikileaks this weekend has a South African twist.

During the past weekend whistleblower website WikiLeaks released 250 000 documents, consisting of US diplomatic and intelligence reports, to five international newspapers, sending shockwaves through the international diplomatic community.

Included in these documents is a report by US ambassador to Zimbabwe Christopher Dell in 2007, marked "confidential", which sheds light on the US strategy in Zimbabwe, as well as Mbeki's role.
It shows, for the first time, that Mbeki may not have been a neutral broker during the negotiations process, which he was mandated by the Southern African Development Community (SADC) to take charge of.

"Mbeki has always favored [sic] stability and in his mind this means a Zanu-PF led GNU [government of national unity], with perhaps a few MDC additions. This solution is more likely to prolong than resolve the crisis and we must guard against letting Pretoria dictate an outcome which perpetuates the status quo at the expense of real change and reform," Dell wrote in his report.

Dell's report was written shortly after then-US president George Bush declared Mbeki as his "point man in Africa".

Behind the scenes, MDC activists claimed that during the negotiations process Mbeki had favoured president Robert Mugabe's Zanu-PF, but this is the first time the issue is stated in official documents.

In his assessment of MDC leader Morgan Tsvangirai, Dell said he was the "only player on the scene right now with real star quality and the ability to rally the masses".

How to get access to Madiba…

The set of US Embassy cables also reveal that senior African National Congress members gave confidential information about the inner workings of the ANC to the US government before the 1994 elections with ANC stalwart Winnie Madikizela-Mandela seemingly helping US officials gain access to Madiba.

One cable, sent from the US embassy in Pretoria on May 3 1990, describes how former South African Broadcasting Corporation (SABC) boss and now mining businessman Zwelakhe Sisulu persuaded the top leadership of the ANC at the time that Nelson Mandela should refrain from meeting United Kingdom prime minister Margaret Thatcher.

Mandela, who headed the ANC at the time, and was formally elected as its president a year later, apparently was "keen" to meet Thatcher because he wanted to talk to her about the UK viewing the ANC as a "terrorist organisation". However Sisulu, who ran Mandela's appointment diary, argued successfully that the national executive committee veto the idea.

This information was given to US intelligence agents by Gabu Tugwana, then deputy editor of the Nation newspaper, which Sisulu, son of ANC stalwart Walter Sisulu, was editing at the time. Tugwana was until 2008 a spokesperson for the city of Johannesburg.

"Gabu Tugwana (Protect), Sisulu's deputy at the ‘New Nation' newspaper, told USIS [United States Intelligence Services] officer April 27 that Sisulu had been the most persuasive speaker at the ANC executive meeting which decided the issue of whether to meet Thatcher," said the cable.

The document also reveals information given to US officials by UDM leader Bantu Holomisa, who was at the time the head of the Transkei government.

"Transkei leader Bantu Holomisa became so frustrated by dealing with Sisulu for Mandela's visit [to Transkei] he told us he insisted on complete control of Mandela's schedule as the price for the Transkei government's co-operation with the visit. Sisulu relented."

‘An ironic twist'

The anonymous US intelligence agent who wrote the text for the document marked "confidential" expressed the frustration the US embassy in Pretoria had at the time in arranging a meeting with Madiba.

"It took seven weeks of steady hounding to obtain an appointment for ambassador Swing [US ambassador at the time] with Mandela. In an ironic twist, the formerly undependable Winnie [Madikizela-Mandela] has now become one of the most effective channels to Mandela."

The document does not elaborate on Mandela's former wife's role.

The document quotes Sisulu where he complains to US officials that his job as Madiba's gatekeeper is taking its toll.

Mandela vs. Bush and the "cray old man"

The US cables between the embassy in Pretoria and Washington contain reactions to Mandela's strong criticism of then president George W Bush after he sent US troops into Iraq in 2003.

Mandela, who was no longer president, said Bush was incapable of thinking correctly and had ignored UN pressure not to go to war with Iraq because the UN secretary-general at the time, Kofi Annan, was a black man.

The cables also included brutally frank assessment of Robert Mugabe. "The crazy old man" – this apparently is how South Africa's International Relations Minister, Maite Nkoane Mashabane, branded Zimbabwean President, according to a US embassy cable from Pretoria to Washington
Nelson Mandela Foundation spokesman Sello Hatang said they had no comment and ANC was not immediately available for comment on Sunday night.
 
WikiLeaks Reveals Confidential, Blunt U.S. Assessment of Political Leaders

Cape Town - A confidential 2007 diplomatic cable from the outgoing American ambassador to Zimbabwe, Christopher Dell, is among the U.S. State Department documents released online by the website WikiLeaks on Sunday.
In the cable, Dell outlines his views of Zimbabwe's prospects at the time – eight months ahead of the 2008 elections -- and gives blunt assessments of key political figures.
Among the highlights:
  • President Robert Mugabe "has survived for so long because he is more clever and more ruthless than any other politician in Zimbabwe. To give the devil his due, he is a brilliant tactitian (sic) and has long thrived on his ability to abruptly change the rules of the game, radicalize the political dynamic and force everyone else to react to his agenda…"
  • Movement for Democratic Change (MDC) leader Morgan Tsvangirai (now the Prime Minister) "is a brave, committed man and, by and large, a democrat. He is also the only player on the scene right now with real star quality and the ability to rally the masses. But Tsvangarai (sic) is also a flawed figure, not readily open to advice, indecisive and with questionable judgment in selecting those around him. "He is the indispensable element for opposition success, but possibly an albatross around their necks once in power. In short, he is a kind of Lech Walesa character: Zimbabwe needs him, but should not rely on his executive abilities to lead the country's recovery."
  • Arthur Mutambara, leader of a smaller wing of the MDC, "is young and ambitious, attracted to radical, anti-western rhetoric and smart as a whip. But, in many respects he's a light-weight who has spent too much time reading U.S. campaign messaging manuals and too little thinking about the real issues.
  • Welshman Ncube (of the Mutambara faction of the MDC) "has proven to be a deeply divisive and destructive player in the opposition ranks and the sooner he is pushed off the stage, the better. But he is useful to many, including the regime and South Africa, so is probably a cross to be borne for some time yet."
  • On other opposition politicians: "With few exceptions – Tendayi (sic) Biti, Nelson Chamisa – the talent is thin below the top ranks. The great saving grace of the opposition is likely to be found in the diaspora. Most of Zimbabwe's best professionals, entrepreneurs, businessmen and women, etc., have fled the country. They are the opposition's natural allies…"
  • A South African-brokered government of national unity, subsequently ushered in after the 2008 elections by then President Thabo Mbeki, was in 2007 seen by Dell as a "less attractive" option. Dell added: "Mbeki has always favored stability and in his mind this means a ZANU-PF-led GNU, with perhaps a few MDC additions. This solution is more likely to prolong than resolve the crisis and we must guard against letting Pretoria dictate an outcome which perpetuates the status quo at the expense of real change and reform."

The media is so powerful today in terms mass influencing than anything else. It has become the source of their propaganda as at it can be reached by the masses around the globe, just has they conviced most of you about Mugabe.
