    Have you ever wondered why our parliament never took time to have a lengthy and candid discussion on the purchase of the military radar ? The radar that was found tobe "wrong for the country, overpriced, and had all signs of corruption"?

    As matter of fact, what you didn't hear in our own parliament due to expected political maneuvers by our Prime Minister was in fact said and discussed at the British House of Commons during the time of the purchase (late 2001) and earlier this year after allegations of corruption was officialy made that led to the beginning of an official investigation.

    The following report is the compilation of the House of Commons hansards of January 30, 2007.

    Na wewe ni debe tupu hauna tofauti yeyote na hao viongozi wetu, unajifanya un uchungu na wananchi watz kumbe hamna lolote, sasa huo ujumbe wako umewaandikia watoto wa masaki na ostabei wasome au... manake umeandika kwa lugha ambayo wengi wetu ~ 98% hatuielewi, sasa sijui una maana gani, na tofauti ya wewe na hao wabunge unaowashtumu ni nini, manake nao ni kama wewe bungeni wanaongea kiingereza wakati wakijua wazi kuwa wananchi wao waliowachagua hawawaelewi, sasa ndugu yangu mimi sielewi nia yako ni nini hasa NAOMBBA usinielewe vibaya, mimi pia ni mmoja wa wanaharakati wa kupigania haki za watz tuliowengi ambao hatuwezi kusoma magazeti ya maana kwa maana yameandikwa kwa lugha za kigeni, na mpaka leo sielewi NI KWANINI??????????

    Lakini i'll have doubts all the way from my feet to my head since you touched this article haki ya nani, maana sasa hivi i'll have to be EXTRA CAREFUL with what you put out !

    Mze hapo utakuwa unamuonea mwanakijiji, pale hujaona vitu vingi ni original hansard ya bunge la uingereza? sasa mwanakijiji ingemchukua muda gani kui-translate ile? au kuipeleka kwa mkalimani unajua mkalimani ana-charge kiasi gani kwa neno moja?

    ninavyojua mimi ni kwamba mwanakijiji is his own man, yeye ni mkalimani,mkulima, mwalimu, mwanafunzi, mwandishi wa ngonjera, mkosoaji, mkosolewa, rafiki, adui, na mengi.... lakini huyo jamaa alisema tu kwamba ingefaa angeandika kwa lugha ya kiswahili !

    Nadhani ungeanza na hilo neno la naomba usinielewe vibaya.. post yako ingekuwa ya maana zaidi ila hilo la kwanza la 'nawewe ni debe tupu' lina ishusha sana na kumaliza maana ya hilo ambalo ungepaswa anza nalo.

    Mkijiji asante kutuwekea hii kitu.

    Hapo ndipo ninaposhindwa kuelewa mimi sijasema kuwa kujifunza lugha si muhimu, ila ukweli ni kwamba wengi wetu hatuelewi lugha za kigeni si kosa letu na kujifunza lugha sio bure na unaelewa mapato yetu je nitoe hela kwenda kujifunza lugha ya kigeni au ninunue chakula? kama wewe na wengineo mlibahatitika kujifunza lugha za kigeni ni vizuri kwenu lkni mimi naona mngekua na manufaa zaidi kama ni kweli mna uchungu nchi yetu kama mnavyoandika humu kama mngefikisha ujumbe wenu kwa lugha ambayo sisi tuliowengi ambao hasa ndio walengwa na wapokeaji wa matatizo yanayotokana uzembe wa viongozi wetu, tunaweza kuielewa na kuchangia hoja kikamilifu, VINGINEVYO mtakua mnajenga madaraja kama ilivyo nchi nyingi za kiafrika ambapo watoto wa wakubwa tuu ndio wanauwezo wa kusoma na kuelewa kiingereza, na waliobaki wanaonekana kama ni wa jinga...     Kuhusu lugha iliyotumika ni sawa kabisa kwani alichofanya ni kutuwekea hansard ya bunge lwa waingererza na walikuwa wanazungumza kiingereza, na pia kutafsiri sio lazima kwani hii ni lugha ya hapa na hapa tunazo lugha mbili .

    Kila mtu alipojiunga hapa alikubaliana na hilo sharti kuwa lugha zitakazotumika hapa ni mbili la sivyo kijakazi ulijiunga vipi wakati hata masharti ya KUJIUNGA YAPO KWA KIINGEREZA?

    nawatakia mchana mwema nilikuwa kijiijini unguja ndio nimerudi mjini makunduchi nitaendelea kuwepo nanyi.

    kwa maana nyingine watz ~98 wasioweza kuelewa kimpango wao au manake sikuelewi, na tupo hapa kusaidina juu ya nchi yetu na si kuleteana dharau kama ulivyoonyesha mwishowe hakuna anaefaidika zaidi ninyi wachache na familia zenu manake sasa manataka kila kitu hata kile ambacho masikini watz alichonacho mnataka kumnyan'anya kila kitu mmechukua kuanzia nyumba za serikali mpaka, udhamini wa kusoma chuo mnawapa watoto wenu, sasa hivi na mnazidi kuwakimbia masikini manake mmeanzisha shule za kiingeraza tangu msingi na bei ni nyinyi tuu mnaoweza kulipa, mama zetu walimu wa shule za msingi hawapati kazi ktk hizo shule, badala yake mnaleta wageni, ukiuliza kiingereza.... sasa hata hapa napo mnataka kututenga, jamani sasa mtatubakishia nini????

    wewe mimi sio debe tupu, mimi ndio mpigania haki haswa wa mtz, kwa maana naelewa tatizo lilipo nikaamnisha kiini cha matatizo yetu, na nimejitolea maisha yangu ktk hili kwani naamini kabisa ukombozi wa mtz utanzia vijijini na na sio kuwatenga kama ninyi mnavyofanya humu....kwani kuna tatizo gani kuandika kiswahili mbona hujibu hilo swali???

    1. Kwa taarifa yako siyo Watanzania wote vijijini wanaoongea au kuelewa Kiswahili, wengine wanatumia lugha za makabila yao, inaelekea pamoja na kujiita "mpigania haki haswa wa Mtz" umeshindwa kuliona hilo.
    2. Watanzania wangapi walioko vijijini wana uwezo wa kupata au kutumia tarakilishi vibwebweto hata wakatembelea wavuti huu na kushindwa kuelewa kilichoandikwa humu kwa kutokufahamu Kiingereza?
    3. Hakuna aliyesema wala kudai kuwa kuna tatizo kuandika Kiswahili. JF tunatumia lugha mbili Kiswahili na Kiingereza kama ambavyo nchi yetu inavyofanya tuna lugha mbili za taifa Kiswahili na Kiingereza, usichokielewa hapo ni nini?
    4. Kupigania haki za Mtanzania na kuongea Kiswahili ni vitu viwili tofauti hivyo usichemke tu, hao wanaoitafuna Tanzania sasa hivi si wanaongea Kiswahili.
    5. Kama wewe umesoma hizo kumbukumbu za Bunge la Uingereza, jambo la busara pengine ungewatafsiria hao Watanzania wa vijijini wasioelewa Kiingereza, vinginevyo unachofanya hapa ni sawa na kuparamia meli kwa mbele, yatakushinda.

    Mwanakijiji first of all ask yourself just simple questions:

    1.Why did the Government of Tanzania refused the publication of the final report of ICAO?
    2. Who made that decision, the President (Mkapa), Foreign Minister (Kikwete or the Cabinet?
    We all know that BAE Systems that sold the military radar for £28 million has been involved in corruption in several countries including Saudi Arabia. If the ICAO bombshell report was to be released, I am sure CCM would completely fail in the 2005 elections and J.Kikwete would have been a President of Tanzania.

    “It is worth bearing in mind that the decision to purchase the equipment was made by the
    Tanzanian Government. Foreign Minister Kikwete at the time said:
    ““Our engineers prescribed the system which we required. We put the contract out
    to tender, four companies competed and we got BAe Systems delivering to our
    specification. This is the system we wanted.”

    Again if we look in details we can observe that then President Mkapa was also involved and his predecessor through this statement:

    “Clare Short: The hon. Lady makes an important point. President Mkapa was a
    technocrat and a fine President, but he was not politically powerful and he inherited the
    contract. If the UK had done the right thing by refusing a licence under criterion 8, he
    would have been a very happy man, but there were penalty clauses for breach of contract
    and a payment of about £5 million had already been made.”

    The British Government can wash its hands by simply saying” BAE Systems sold the system to Tanzania. The Government granted
    it an export licence, which is different from being involved in the actual sale.”The blame of buying the military radar is laid upon the government of Tanzania because it is the one that is responsible for the well being of its citizens. If it wants Tanzanians to die of hunger,Malaria,HIV(AIDS), poverty and have poor primary education it was right to buy a £28 million radar!

    ““The system cost £28 million, which is an extraordinary amount. It amounts to one third of
    the entire education budget for Tanzania. Our aid to Tanzania in 2005-06 was not £121
    million as the Secretary of State stated earlier; it was £113 million. We complain about
    corruption and waste, but we promoted this white elephant ourselves. The radar has a
    military capability that far outweighs the requirements of the country’s 19 military
    aircraft. Several hon. Members have bandied around figures for the number of aircraft
    that Tanzania actually has. My hon. Friend the Member for Bournemouth, East (Mr.
    Ellwood) suggested that the figure was 12, whereas I understand that it is 19. No matter
    what the figure is, it is significantly smaller than the number that would justify such
    equipment.”

    “The deal stank—it reeked of corruption”

    HOW CAN PRESIDENT J.KIKWETE NOW PRETENDING THAT HE IS FIHGTING CORRUPTION WHEREAS HE IS PART OF CORRUPTION HIMSELF.
