Swali ni je,hizo sheria alitunga nani? sisi wazalendo au tuliomba tutungiwe? ni mzalendo gani mwenye uchungu na nchi yake anatunga sheria inayomkandamiza yeye zaidi? Au somo la ubinafsishaji hatukulielewa kabisa, au tulielewa kinyume chake...kujenga 'mazingira bora ya uwekezaji' kumaanisha kuwafaidisha zaidi wawekezaji?

    SERIKALI ya Canada imetonesha kidonda katika mjadala unaoendelea kwenye sekta ya madini nchini kwa kusema kuwa, sio mpango wa makampuni ya nchi yake kuinyonya Tanzania bali ni mapungufu ya sheria zake katika mikataba ya uwekezaji kwenye sekta hiyo.


    Akizungumza jana jijini Dar es Salaam, Waziri Mkuu wa serikali hiyo, Stephen Harper, alisema kuwa uwekezaji katika sekta ya madini nchini unafanywa kwa kutumia sheria za ndani za nchi, hivyo kasoro zinazojitokeza kwenye madini ni matokeo ya ubovu wa sheria hizo.

    Harper aliyasema hayo wakati akijibu swali la waandishi wa habari kuhusu mtazamo wa Canada juu ya uamuzi wa Tanzania kupitia upya sheria za mikataba ya madini kwa kuwa iliyopo inawanufaisha zaidi wawekezaji kuliko wazawa. Canada ni mwekezaji namba moja wa makampuni ya madini nchini.


    “ Siku zote Canada inaitakia Tanzania mafanikio na ndio maana imekuwa ikiisaidia katika sekta mbalimbali. Kwa hili la kupitia upya sheria za madini, Canada haina tatizo ni afadhali kufanya hivyo ili kuondoa upungufu uliopo,” alisema Harper


    Alisema tangu kuanza kwa uhusiano baina ya Tanzania na Canada, nchi hiyo imekuwa mstari wa mbele kuisaidia katika sekta mbalimbali ikiwamo elimu, afya na miundombinu na hata uwekezaji katika madini ulifanywa kama mwendelezo wa jitihada za nchi hiyo, kuikomboa katika umaskini.


    Akifafanua kuhusu suala hilo, Rais Kikwete alisema kuwa, uamuzi wa Tanzania kupitia upya sheria zake katika mikataba ya madini, umetokana na ukweli kwamba sheria zilizopo zinatoa fursa kwa wawekezaji kunufaika zaidi na rasilimali hiyo, kuliko Watanzania.

    Alisema kinachofanywa ni kupitia na kufanyia marekebisho sheria za ndani za nchi kuhusu madini kwa lengo la kuziboresha ili ziwanufaishe Watanzania na wawekezaji kwa uwiano unaokubalika.


    “ Hatuwezi kuwalaumu wawekezaji kwa sababu wanawekeza kwa kutumia sheria zetu wenyewe. Tunachofanya katika zoezi hili ni kupitia sheria hizo na kuweka wazi nani atapata nini na atapataje katika madini,” alisema Kikwete.


    Hivi karibuni Rais aliteua Kamati ya kuangalia upya na kupitia mikataba ya uchimbaji wa madini nchini kwa lengo la kuifanyia marekebisho ili iweze kuleta faida baina ya Tanzania na wawekezaji.


    Kamati hiyo yenye wajumbe 11 baada ya mmoja kujitoa, inaongozwa na Mwanasheria Mkuu wa Serikali Mstaafu, Jaji Mark Bomani. Wajumbe wake ni pamoja na Mbunge wa Kigoma Kaskazini (Chadema), Zitto Kabwe, Mbunge wa Bariadi Mashariki (UDP), John Cheyo na Mwanasheria wa Wizara ya Nishati na Madini, Salome Makange.


    Wengine ni Kamishina wa Sera Wizara ya Fedha, Mugisha Kamugisha, Mkurugenzi Msaidizi Idara ya Makazi Wizara ya Ardhi na Makazi, Edward Kihundwa na Mbunge wa Kyela (CCM), Dk Harrison Mwakyembe.


    Wajumbe wengine ni Mbunge wa Msalala (CCM),Ezekiel Maige, Mkaguzi wa Mahesabu kutoka Kampuni ya Kimataifa ya Ukaguzi wa Mahesabu, PriceWater Coopers, David Tarimo ambaye ni mtaalam wa masuala ya kodi, Iddi Simba na Mkurugenzi wa Madai na Sheria za Kimataifa, Wizara ya Katiba na Sheria, Maria Kejo.


    Pamoja na mambo mengine, kamati hiyo itakuwa na kazi ya kuchambua mfumo wa kodi unaotumika katika sekta ya madini na kupitia mfumo wa usimamizi wa shughuli za uchimbaji mkubwa unaofanywa na serikali.


    Kamati hiyo iliyopewa muda wa miezi wa mitatu kumalizia kazi yake pia inajukumu la kukutana na taasisi zinazosimamia madini na wadau wengine na kutakiwa kutoa taarifa yenye mapendekezo na kupitia mikataba ya madini na nyaraka nyingine zitakazohusu migodi mikubwa nchini.


    Katika hatua nyingine, kumeibuka mjadala katika Bunge la Canada wiki iliyopita kuhusu ziara ya waziri mkuu wa nchi hiyo, huku baadhi ya wabunge wakihoji sababu za kutembelea ofisi za Kampuni ya Barrick katika nchi alizotembelea.


    Paul Dewar, Mbunge wa Ottawa ya Kati (NDP), aliitaka Serikali nchi hiyo Bungeni kueleza sababu za Waziri Mkuu huyo kufanya hivyo wakati kuna taarifa kuwa, makampuni ya Barrick yamekuwa yakituhumiwa kwa utendaji mbovu katika nchi yanakofanya kazi.


    “ Mheshimiwa Spika, Waziri Mkuu amekuwa na tabia ya kutembelea ofisi za Barrick Gold anapokuwa nje ya nchi, amefanya hivyo alipokuwa nchi Chile na sasa yuko Tanzania ambako atazungumzia maslahi ya kampuni hiyo ya Canada ambayo imekuwa ikituhumiwa kwa makosa mengi. Kwa nini Waziri Mkuu aitangaze Barrick ? ” alihoji Dewar


    Wakati Waziri Mkuu huyo alipofanya ziara Chile na kutembelea ofisi za Kampuni ya Barrick, alipata upinzani mkubwa ambao ulisababisha walinzi wa nchi hiyo, kumpitishia mlango wa nyuma kwa kuhofia waandamanaji.


    Akijibu swali hilo , Katibu wa Bunge katika Wizara ya Mambo ya Nje ya Canada, Deepak Obhrai, alisema Waziri Mkuu huyo, anaitembelea Tanzania kuendeleza uhusiano uliopo baina ya nchi hizo na kutangaza makampuni ya biashara ya Canada yaliyoko huko.


    Alisema katika kufanya hivyo, amelazimika pia kutembelea makampuni yote ya biashara ya Canada yanayofanya biashara katika nchi hizo ili kujua namna yanavyofanyakazi.


    Kuhusiana na makampuni ya Barrick kutochangia maendeleo katika nchi yaliyowekeza, Obhrai, alisema Canada wana utaratibu wa kuchochea maendeleo, hivyo hata makampuni ya Canada yanapaswa kufanya hivyo kokote duniani wanakowekeza.

    Waziri Mkuu Canada umechelewa kuja Tanzania (Mhariri)
    LEO katika ukurasa wa kwanza wa gazeti hili tumechapisha habari inayomkariri Waziri Mkuu wa Canada, Stephen Harper akisema matatizo yaliyopo katika sekta ya madini hayasababishwi na makampuni ya nchi yake yaliyopo nchini, bali ni udhaifu uliopo kwenye sheria za Tanzania katika mikataba ya madini.

    Waziri mkuu huyo ambaye yupo katika ziara nchini, alisema uwekezaji katika sekta ya madini unafanywa kwa kutumia sheria za ndani za nchi hivyo kasoro zote zinazojitokeza kwenye sekta za madini ni matokeo ya ubovu wa sheria hiyo.

    Alisema tangu kuanza kwa uhusiano baina ya Tanzania na Canada, nchi yake imekuwa mstari wa mbele kuisaidia Tanzania katika sekta mbalimbali ikiwamo elimu, afya na miundombinu na kwamba anaunga mkono hatua ya iliyochukuliwa na serikali kutaka kuipitia upya sheria ya madini nchini.

    Moja ya kampuni ya Canada ambayo imewekaza katika sekta ya madini nchini ni Kampuni ya Barrick Tanzania ambayo inamiliki migodi ya madini ya dhahabu ya Kahama Mining na Buzwagi iliyopo Wilaya ya Kahama mkoani Shinyanga, Tulawaka uliopo mkoani Kagera, North Mara uliopo mkoani Mara.

    Kauli ya Waziri Mkuu Harper imekuja wakati kuna malalamiko makubwa kutoka kwa wananchi ambao wanaona Tanzania ambayo imejaliwa kuwa na hazina kubwa ya madini mbalimbali lakini imeshindwa kunufaika nayo.

    Ni kutokanana na ukweli huo ndiyo iliomsukuma Rais Jakaya Kikwete kuchukua uamuzi wa kuunda kamati kupitia upya sheria za madini hivi karibuni ili iweze kutoa mapendekezo yake yatakayosaidia kuboreshwa kwa mikataba ya madini.

    Kwa hakika, kauli ya waziri mkuu, huyo wa Canada, imetufumbua macho kuwa tatizo la udhaifu wa shetia ya madini linajulikana na watu wote wakiwamo wafadhili na wawekezaji wenyewe katika sekta hiyo.

    Tunachukua nafasi hii kumpongeza waziri mkuu, Herper kukubali kutueleza ukweli Watanzania kwamba haitunufaishi na madini yetu na kwamba tunaopaswa kujilaumu kwanza ni sisi Watanzania wenyewe wala sio mtu mwingine.

    Kauli ya waziri mkuu wa Canada pia imetuonyesha kwamba ile hofu ya baadhi ya viongozi wetu serikali kwamba itakuwa ni vigumu kuibadili mikataba tuliyoingia na wawekezaji wa nje, haipo.

    Kwa muda mrefu suala la mikataba mibovu katika sekta ya madini limekuwa likizungumzwa sana lakini halijapatiwa ufumbuzi mpaka sasa mbali ya kwamba limeundiwa tume nyingi mno za kufuatilia lakini ripoti ya tume zote zimekuwa zikiishia kuwekwa kabatini bila ya kufanyiwa kazi.

    Kama kingozi huyo ametambua kwamba mikataba yetu mibovu ndiyo inayotufanya tushindwe kufaidi matunda ya madini tuliyonayo, ni wazi makampuni yanayotoka katika nchi yake yaliyowekeza katika sekta ya madini yapo tayari kukubali kubadilisha mikataba yao ili pande zote ziweze kunufaika.

    Ingawa tunashukuru kauli ya Waziri mkuu huyo, imeamsha hamasa ya wananchi kutaka sheria mpya zitakazowanufaisha, tunadhani hatua hii imechelewa kutolewa na serikali ya Canada.

    Tunasema imechelewa kwa sababu tulidhani kwamba, Canada ambayo nchi rafiki na mfadhili mkubwa wa Tanzania katika sekta nyingi, basi ingeweza kutushtua mapema badala ya sasa.

    Ni wazi sasa serikali inatakiwa kuichukulia kauli ya waziri mkuu, Heper kama changamoto ya kuleta mabadiliko makubwa katika sekta ya madini ili wananchi waweze kunuifaka nayo kama zinazofaidi nchi nyingine za kiafrika.

    Tuna matumaini kwamba kamati ya kupitia upya sheria za madini iliyoundwa na Rais Kikwete itakuja na mapendekezo ambayo yatasaidia kuiboresha mikataba iliyopo na mingine ambayo tutaingia ili madini yaweze kutoa mchango mkubwa katika uchumi wa nchi.

    Harper pledges more money to Africa, admits Canada's foreign aid declining (Cda-Tanzania) By Alexander Panetta

    DAR ES SALAAM, Tanzania _ Prime Minister Stephen Harper wrapped his African tour on Monday in Tanzania pledging $105 million to a global initiative aimed at improving living conditions in Africa and promising to double Canada's aid to the impoverished continent.

    But the prime minister also admitted that Canada's **>foreign aid<** levels have declined below the average for the Organization for Economic Co-operation and Development countries, attributing it to the unexpected surge in the country's economy.

    ``That's simply explained by the fact our economic growth in the past 18 months has been much stronger than we expected,'' said Harper.

    ``But we recognize we do still have some work to do to achieve the target we've set for ourselves,'' he said.

    Canada's aid to other countries was 0.35 per cent of economic output in 2005. It fell to 0.3 per cent in 2006 and is expected to fall to 0.29 by 2010, according to Ministry of Finance documents obtained by CTV News.

    Harper also said Canada is set to meet a pledge to double aid to Africa by fiscal year 2008 _ a pledge started by the former Liberal government.

    Harper committed $105 million over the next five years for the global initiative known as Catalytic Initiative To Save A Million Lives, a $500 million project to provide health-care services for poor mothers and children in Africa and Asia.

    Harper made the announcement after a luncheon with Tanzanian President Jakaya Mrisho Kikwete. The visit came a day after the end of the Commonwealth summit on climate change in Uganda, where Harper characterized the Kyoto accord as a flawed document.

    UNICEF Canada will handle Ottawa's $105 million contribution to the initiative. The money comes from the government's commitment of $450 million to Africa's health system at a G8 summit last year. The organization said the funding will go toward efforts to save children in developing countries in sub-Saharan Africa and other places.

    UNICEF Canada pledged another $105 million of its own to the initiative on Monday saying it will be spent on services such as training health workers, immunization, anti-retroviral medication, community-level health education, and the distribution of insecticide-treated bed nets, anti-malarial drugs and antibiotics.

    Other partners in the initiative include the Bill and Melinda Gates Foundation, the governments of Norway, the United States, Britain and Australia, the World Health Organization and the World Bank.

    According to UNICEF, global deaths of children under five from preventable diseases have reached a record low, falling to 9.7 million per year, down from almost 13 million in 1990.

    Harper said Canada has taken a lead role in the initiative, which when fully implemented ``it will help save over 500 lives daily.''

    The newly pledged money will support the training of about 40,000 front-line health care workers to provide services to children and new mothers, Harper said.

    The Tanzanian president thanked Canada for its assistance and for
    $83 million relief in foreign debt, money that Kikwette went to poverty eradication programs and into health, education and infrastructure sectors.

    Canada has contributed one billion dollars to Tanzania since 1961, said Harper.

    Earlier Monday, the prime minister shook hands with children and watched them recite the names of animals in English during a visit to an elementary school in the capital. He clapped his hands while they sang for him in a classroom that was sweltering in 37 degree Celsius heat and packed with media crews.

    The final day of the prime minister's Africa tour underscored both the challenges and opportunities on the world's poorest continent, and Canada's role there.

    It was Harper's other meeting with Canadian businesses, including a Toronto-based company that local workers accuse of unfair labour practices, that kept reporters guessing.

    The afternoon meeting was left off the official agenda released by the Prime Minister's Office. When Canadian reporters heard about it from their Tanzanian colleagues, they were told the meeting was private and no details were provided.

    Canadian companies are the biggest investor in Tanzania's gold mining and oil and gas exploration, and ``no other countries compare with Canada,'' said Kikwete. Those companies have helped contribute to an impressive 6.2 per cent increase in Tanzania's GDP growth in 2006, and the country credits **>foreign aid<** with helping get almost all children into classrooms.

    But the standard of living in this country of about 39 million people remains low and, according to government statistics, unemployment stands at 11 per cent and as high as 31.4 per cent in the capital. Per capita income in Africa's third-biggest gold producer was $320 in 2006.

    But the process hasn't been always smooth, and at least one company has made international headlines after disputes with its workers have led to protests and, more recently, threaten to result in a court case.

    Miners working at the Toronto-based Barrick Gold's Bulyanhulu gold mine have complained of inequalities in salaries between foreign and local workers, and non-payment of health and risk allowances as well as bonuses to local workers.

    The miners went on strike last month and vow to continue until the company meets their demands.

    But Barrick has called the strike illegal and says it will hire new workers to replace about 1,000 miners that continue their strike. The miners say they will challenge that move in court.

    Barrick was among the businesses Harper met with on Monday afternoon.

    Harper finally acknowledged the meeting at a news conference.

    ``We always expect our companies to act responsibly and within the laws of the land of the countries they find themselves located in,'' said Harper, declining to comment on specific companies.

    But the issue that appeared to dominate the media interest was a recent decision by Tanzania's government to review its royalty policy, an issue familiar to Canada where oil- rich Alberta announced last month it was charging energy companies 20 per cent more for the right to develop oil and gas resources.

    ``We're not trying to create a situation where they (foreign
    companies) would lose out and we would win,'' President Kikwete told reporters.

    ``We want to create a win -win situation,'' he said.

    Harper said he would never ``tell another country how to run its affairs.''

    ``I would simply say that in our view, the Tanzanian government has made remarkable steps forward in creating a stable environment for business investment, and I think it's important to have rules of the game that are understood, are going to be there for the long term,'' Harper said.

    Unajua hakuna kitu kibaya kama wananchi wamekupa dahamana ya kuwaongoza alafu unafanya mambo kama mtu asiyejua hata nini maslai ya taifa.
    Ni mpaka lini sisi tutakuwa watu wa kuliwa,elimu tulionayo tunaitumiaje kumkomboa mtanzania ambaye anateseka at the expense of watu walafi,mafisadi,watu wanaoendekeza umimi na kutokuwa hata na chembe ya haya wanapokuwa wanadeal na issue za nchi.
    Tutamkumbuka sana mwalimu"nitembeapo vijijini nikikuta hali duni za watu najua in one way or the other mimi kama raisi nahusika na umaskini wao" sizani kama kuna kiongozi katika zama za leo ambaye ana feel matatizo ya wananchi.
    Kama wapo ni wachache,we need to change si kwa viongozi tuu na wale wote walioufuta ujinga kwa fedha za wavuja jasho wa Tz.
    Mungu ibariki Tz,na Africa at Large na hasa viongozi wetu wawe na maamuzi ya busara yenye kulenga ktk kutetea maslai ya taifa.

    Mimi siku zote nitaendlea kumlaumu sana Mkapa kwa papara yake katika hiyo sector ya madini. huwezi amnini maskio yako kwamba mwekezaji anaingia nchi anapewa eneo nafanyia utafiti(exploration) bila uangalizi wowote halafu an declare kwamba hapa kuna madini kiasi fulani; ndo wanakaa mezani na serikali kuweka terms za huyo bwan kufanya uchimbaji. Kweli hapo si lazima uliwe?

    Tatizo hilisio la Mkapa pekee kama wengi wanavyotaka kuamini tatizo hapa ni CCM . JK anasema anatak kureview mikataba wakati alikuwepo kwenye baraza la mawaziri lililopitisha hii mikataba , yeye pia ni part and parcel ya hii mikataba mibovu. Hizi ndio ilani za CCM ambazo walikuwa wakijivunia , leo wanasema wanareview mikataba . Huu ni ujinga utareview vipi mikataba ambayo mlishasaini kama taifa ? Wanafikiri hawa wazungu ni wajinga , tayari walishaliona hili kitambo na a'm hundred percent sure kwamba kuna clause katika hiyo mikataba itakayokuwa inawa defend.

    Mikataba imekuwa siri, lakini nadhani sheria ya madini si siri. Naomba kama yumo humu aliye nayo hiyo sheria aichapishe hapa ili wote tuone ubovu unaozungumziwa.

    "Tatizo ni sheria mbaya ya madini". Hayo ndiyo wanayosema wakuu wa nchi zinazofaidi madini yetu. Hata De Beers waliwahi kusema hivyo hivyo. Hawajasema mikataba ndiyo tatizo. Wamesema ni SHERIA ZA TANZANIA ZA MADINI NDIYO MBOVU.

    JK naye kakubali sheria ni mbovu. Lakini amekazania kupitia mikataba, na si sheria. Mikataba itapitiwa mara ngapi? Na iweje asiweke zaidi watu ambao wananchi wana imani nao katika hilo kundi la kupitia mikataba? Why not include credible people like Lisu and Shivji?

    Viongozi wa Afrika ya Kusini na Canada wanafahamu fika kwamba makampuni ya nchi yao yanatunyonya kishenzi. Ni kiasi cha kuudhi mtu yoyote mwenye akili timamu, ndiyo maana hata wao wameudhika. Lakini wanaona Serikali ya CCM inaendelea tu na hali hiyo. Ndiyo maana wameshindwa kujizuia wakawaambia ukweli kwamba sheria zilizopo ni mbovu.

    Ukinyonya mtu, unataka abaki na nguvu kiasi. Akianguka hutaweza kumyonya tena. Ndiyo maana hata akunyonyaye hataki uwe zezeta moja kwa moja. Uzezeta ukizidi atakushtua. Hicho ndicho wanajaribu kufanya hao wenzetu wanaotukemea kwamba wanafaidi madini yetu kuliko sisi.

    Wasiwasi wangu ni kwamba uozo kwenye system unaweza kuwa umefikia kiwango ambacho ni beyond repair. Hawa waliopo hawataweza kutusimamisha. Wanahitaji muda wa miaka mitano hivi wa kukaa benchi so that they can recharge their batteries.

    Mkapa aliinua sana uchumi wa Tanzania. Hilo lina data za wazi kabisa, halina ubishi. Nadhani unafahamu kwamba alipokea nchi yenye kasi ya mfumuko wa bei ya 30% kwa mwaka, na akaishusha hadi 4.9% kwa mwaka. Alitujazia mapesa ya kigeni kwenye Hazina yetu, akajenga macroeconomic stability.

    Naamini kama Mkapa angekuwa ameendelea na Urais, leo hii tungekuwa na rate of inflation ya kwenye 2 - 3%, na GDP growth rate ya 10 &#8211; 12%. Hayo ni tisa. Kumi ni kwamba barabara ya Mtwara hadi Mwanza ingekuwa imekamilika, barabara nyingine kadhaa za mikoani (eg. Marangu hadi Tarakea) nazo zingekuwa zimekamilika au zinajengwa kwa kasi kubwa, miradi mingi (sana) ya maji iliyokufa mikoani ingekuwa imekamilika, wanafunzi wote wa vyuo vikuu wangekuwa wanapata mikopo ya kutosha 100% ya mahitaji yao, na tungekuwa na nusu ya utiriri wa mawaziri tulio nao sasa.

    Mkapa hakuwa malaika. Inawezekana alikuwa na uchu mkubwa wa mali, na alishiriki uporaji wa mali ya uma. Hata hivyo, hakuna shaka kwamba ndiye kiongozi aliyejenga uchumi wa Tanzania zaidi ya wengine wote. Kuna ambao hawakuchukua chochote na hawakuacha chochote (zaidi ya umasikini mkubwa kuliko hata wakati wanaingia madarakani). Mkapa ameacha mengi sana, lakini inaelekea kaondoka na kitu kidogo.

    Pamoja na BWM kuinua uchumi lakini jamaa ni dhulumati. Kiwira thamani yake ni kiasi gani? Hasara ya NBC kuuzwa kwa pipi, IPTL, RADA, Shirika la reli ambalo hawa wawekezaji hata wanakubali treni kusafiri usiku bila taa kwenye mabehewa, TANESCO na ATC walipopewa SA. Yeye ndiye chimbuko la incompetence zake kwa kuwaachia JK na EL kuweka mikataba haramu na uvundo unaoendelea hivi sasa. BMW alijaribu kutuonjesha hizo pipi alizopewa lakini machungu yake ndiyo tunayaona hivi sasa.

    Ndugu Augustine Moshi inaelekea hakika unampenda sana Mkapa. Naweza kukubaliana nawe kuhusu aliyoyafanya Mkapa akiwa madarakani kama ulivyoyaorodhesha, na kwa hayo anastahili pongezi. Lakini kwa hizo prediction nyingine kwamba angeendelea na madaraka sasa hivi inflation ingekuwa 2&#37;, barabara zingemaliziwa kujenga nk nk nadhani umezidisha ushabiki kwa huyu shemeji yako. Hivi Mkapa angezuiaje mambo kama ukame, kupanda ghafla kwa bidhaa za petroleum, kukauka kwa mabwawa ya Mtera na mengine kulikosababisha ukosefu wa umeme, na majanga mengine kadha wa kadha, angezuiaje haya? Pili, unadhani hizo shutuma anazotupiwa Mkapa sasa hivi (kama kufanya biashara ikulu, mikataba mibovu ya madini iliyosainiwa kipindi chake, habari ya Kiwira coal mines nasikia familia yake pia ipo nk), unadhani hizo shutuma leo hii zisingekuwepo? Au angetumia njia gani kuzizima, na angefanya hivyo unadhani athari zake zingekuwa nini? Si ajabu angeanza kuogopa kuachia madaraka, na pengine angeelekea kwenye "u-mugabe". Kwa hiyo katika mambo mazuri aliyofanya Mzee Ben Mkapa, ongezea hilo la kuachia madaraka kiutaratibu bila jaribio la kuchokonoa katiba ili aendelee. Wala hakuna haja ya kusema angeendelea ingekuwa hivi na vile, nadhani hilo halitusaidii chochote. Yeye apumzike Lushoto, ale pensheni yake, nchi anayo JK, huyo ndio tushughulike naye sasa hivi, tumpongeze kwa yanayoenda sawa, na tumkome nyani giladi katika yote yanayoenda kusikofaa.

    Naona umekubali kuhadaiwa na madai ya serikali ya sasa kwamba tunarudi nyuma kwa sababu ya ukame na kupanda kwa bei ya mafuta.

    Huo ukame uliwapata majirani zetu wa Kenya hata zaidi yetu, lakini kukua kwa uchumi wao kukaongezeka, na sio kupungua. Kukosa mvua ya msimu mmoja wala sio ukame. Hicho kisingizio cha ukame wachana nacho kabisa. Au unadhani hatukupata "ukame" wakati wote wa Mkapa? Mbona bado tulisonga mbele, daima?

    Chimbuko la matatizo yetu ya umeme sio kukauka Mtera. Usidanganyike kirahisi hivyo, Kithuku. Mtera imejaa, lakini matatizo ya umeme yako pale pale. Wewe unadhani watu wanaosema watajaza Mtera kwa kutumia cloud seeding wana uadilifu wa kutosha kuleta maendeleo?

    Kuna watu wanakula nchi kidogo kidogo lakini wanaleta maendeleo makubwa sana bado. Chukua mfano wa Rais Suharto wa Indonesia. Alipokuwa madarakani, alikula kiasi, lakini aliendeleza Indonesia kiasi ambacho kiliwanyima kabisa usingizi viongozi wa Australia. Walishikwa na kiwewe.

    Mkapa alikuwa na maneno machache lakini matendo mengi, na yaliyofikiriwa vizuri. Alisababisha Tanzania ikawa ndiyo inapiga hatua kwa uhakika na kwa haraka zaidi kuliko nchi nyingine za Afrika Mashariki. Hata balozi wa Uganda wakati ule alisema wazi kwamba kama hali ndiyo hiyo, basi Dar ingekuwa economic center ya EA baada ya miaka kidogo tu. Wameingia hawa Waswahili wako sasa, na unaona hali ilivyoharibika. Dar is once again firmly the economic backwater of East Africa.

    Mimi sina uhusiano wowote na Mkapa. Nlimwona mara ya kwanza, na ya mwisho, wakati akiwa Balozi wa Tanzania Canada, nami nikiwa mwanafunzi kule. Baada ya hapo niliwahi mara moja kuona akipita kwa kasi ndani ya gari (wakati wa likizo zangu Dar) lakini hakuna zaidi.

    You guys have a very short memory. Mkapa alifufua civil service. Ilikuwa imemalizika kabisa wakati wa Mwinyi. Nakumbuka kukaa juu ye meza mbovu wakati mmoja nilipokwenda makao makuu ya Wizara ya Ardhi. Hapakuwa na kiti cha kukaa. Walionikaribisha ni maofisa wanaonifahamu; wangekuwa na kiti wangenipa.

    Mkapa re-equiped and re-tooled the civil service. Aliaanza kujenga tena Tanzania. Hawa Waswahili wenu wanaosema uongo kila siku wanabomoa tena msingi alioweka Mzee Mkapa. Ona sasa wanadanganya taifa kwamba barabara ya Mwanza hadi Mtwara karibu kabisa kumalizika. Nothing could be futher from the truth.

    JK alipoteua mawaziri, nilitabiri (humu) kwamba rate of inflation itafika zaidi ya 10% kabla JK hajamaliza miaka 5 ya kwanza. I can see now that I was too optimistic. Imefika 10% kabla hajatimiza hata miaka miwili! Nilitabiri ingefika 20% kabla ya kumaliza kipindi cha 2 (kwa kawaida walio nayo ya kuiba kura, lazima atakuwa na vipindi 2). I think I was too optimistic there too. Inavyoelekea, ikafika hiyo 20% kabla hata hajamaliza miaka 5 ya kwanza!

    Waziri Mkuu wa Canada anachoangalia ni interests za nchi yake na mapato yanayoingia kutokana na makampuni ya nchi yake kufanya kazi TZ. Umaskini wa watanzania sio priority kwake.
