Wazee vs vijana/wasomi ofisi za serikali

    Kuna malalamiko kwa vijana (graduates) wanaofanya kazi ofisi za serikali kwamba wanabaguliwa na wazee kiasi kwamba kunakuwa na makundi ofisini matokeo yake ufanisi duni.
    Hii inatokea sana kwenye halmashauri za mikoani, na sababu ni kwamba wazee ambao hufanya kazi kwa uzoefu wanawahofia graduetes kwani wanatishia ajira zao.
    Kuna mwanajamii aliyewahi kukutana na hii halii?

    ni challenge kwamba tujiandae ili siku moja usije ukamchukia mtu simply kwa kuwa anaelimu kukuzidi.

    Kinachotakiwa ni wazee kuwakubali na kuwatambua hao vijana kwa sababu itafika siku itabidi waachie ngazi kwa mujibu wa sheria. Kwa hiyo wasiwaogope vijana. Na vijana tambuneni hao wazee wapende wasipende ityabidi waondoke tu. Kwa hio haisaidii kupambana.

    .........kuna style moja ya uongozi sehemu za kazi niliipenda sana.......nafikiri hii inaweza kuapply sehemu zingine za kazi serikalini......inaweza kuchukua muda kui-implement kwa kuwa pengine itahitaji kupitia na bureaucracy za legislation.........

    ........style hiyo ni.....kuwa na term limit ya uongozi....i.e. KUWEPO NA TERM LIMITS KTK UONGOZI (maximum two terms).....then mtu unarudishwa kwenye pool (endapo umri unaruhusu)....mwingine anachukua nafasi.......hiii nimeishuhudia....vyuoni.....Head wa section/dept/kitivo/institute wanakuw ana terms akimaliza anakuja mwingine.....ndio maana utakuta idara inaongozwa just a Semior Lecturer....wakti ma-Prof wako pembeni nao wakidunda mzigo.......na hamna noma wala nini.......

    ......hiii mambo ya kuwa Kamishna miaka ishirini imepitwa na wakati....na inanyima vijana msukumo wa uchapaji kazi..........

    ......mfano mbona wakuu wa majeshi wana term limits........kwanini hii style isiigwe kwenye idara nyingine serikalini............nafikiri pia italeta ufanisi zaidi.........kwani kila mtu atapenda afanye vizuri ili apate na term ya pili ya uongozi...........

    assume retirement age ni 65.......na lets say rais kamteua CDF akiwa na miaka 40 (maana hutumzuii Rais kuteua).......je ina maana huyu CDF akae madarakani miaka 25.....thats ridiculous and its NONSENSE.......

    Just imagine other army officers will be blocked their opportunities just by having the guy there for 25 years........
