Exploration and Mining Operations in TANZANIA

Hydrocarbon Exploration and Development

Dodsal has signed a Production Sharing Agreement (PSA) in October 2007 with Tanzania Petroleum Development Corporation (TPDC) for the exploration and production of Oil & Gas in the 15,000 sq. km on-shore Ruvu block in Tanzania. Exploration & Survey of the block is currently underway and drilling will commence in 2010.

Dodsal is also actively in the process of acquiring similar concessions in other countries in Africa.

Serikali imeingia mkataba na Kampuni ya Noor Oil and Industrial Technology Consortium (NOITC), kwa ajili ya ya kutandaza mabomba ya mafuta kutoka Dar es Salaam hadi mkoani Kigoma.
Mradi huo utagharimu Dola za Marekani bilioni sita (zaidi ya Sh. trilioni saba) na utatoa ajira 2,000 kwa wananchi.
Rais wa NOITIC, Dk. Genady Shmal, alisema kuanzishwa kwa mradi huo ni matokeo ya utafiti walioufanya kati ya kampuni hiyo na serikali.
Dk. Shmal alisema,mabomba mengine ya mafuta yatasambazwa kuelekea mkoani Mwanza, ili kurahisisha usafirishaji wa nishati hiyo katika mikoa ya Kanda ya Ziwa.
Alifafanua kuwa kampuni yake ilifanya mazungumzo na Shirika la Maendeleo ya Petroli Tanzania (TPDC) na kwamba kazi ya kuweka mipaka itafanyika baada ya upembuzi yakinifu.
Shmal, alisema serikali imetoa msamaha wa kodi kwa muda wa miaka 15 na mradi huo utaanza kujenga mabomba kuanzia Kisiju katika Wilaya ya Mkuranga, Mkoa wa Pwani.
Dk. Shmal aliwaomba watanzania kutoa ushirikiano katika kufanikisha mradi huo ambao utawanufasha kiuchumi.

Landlocked East African Community member states are to benefit from a proposed oil pipeline to connect them to Tanzania if negotiations, now at an advanced stage, go through.

The $3.5 million project, which will see the construction of a refinery and a 1,500-kilometres pipeline from the Coast Region of Tanzania to Kigoma and Mwanza regions will be carried out by Noor Oil & Industrial Technologies (NOIT), a United States-based multinational oil firm.

Such a pipeline will give the region a steady, uninterrupted supply of refined products.

Union of Oil and Gas Producers of Russia president Dr Gennady Shmal told The EastAfrican that the project’s advantages are linked to the huge net proceeds from the storage and transport of petroleum products to Mwanza, Kigoma and neighbouring states.

Benefits

Dr Shmal, who is also the chairman of NOIT, said that beside cheaper oil, EAC countries will also save on the cost of road maintenance occasioned by excessive use of surface transport to deliver products to destinations.

“It will help protect the environment and reduce the loss of lives attributed to road accidents,” he said.

The project’s feasibility study by US-based Fluor Enterprise Inc. is in its final stage and will be completed in July.

According to Deputy Minister for Energy and Minerals Adam Malima, NOIT is in talks with Tanzania Petroleum Development Corporation over the pipeline.

NOIT president Minoo Davar said her firm had signed an implementation agreement with Tanzania to build an oil refinery with a capacity of 200,000 barrel per day and the oil pipeline.

The feed stock supply of crude oil for the refinery, design, engineering, technology and plant and main contractor for oil refinery and pipeline have been secured from global leaders in the oil and gas industry including Gazprom of Russia.

Costs

Mrs Davar said that the projected costs of the refinery and pipeline are about $3.5 billion. The refinery will supply Tanzania and its neighbours with refined products in addition to some for the export market.

The state-of-the-art refinery will yield 98 per cent white products. The design of the project will allow room for expansion.

“NOIT contractors have completed the demarcation of the designated land for the refinery while the environmental impact assessment will be completed alongside the feasibility study,” she said.

The major shareholders in the Tanzania project include members from the Middle East royal families, Union Oil and Gas Industrialist Association of Russia and Rosneftegazstroy of Germany.

The consortium to run the project is made up of Zakneftegastroy Promety, Stroytransgaz — an affiliate of Gazprom; Saba Enterprises, Mena Marine Technology, and the Haas Gulf States and Condensate Marketing Corporation.

Katika hayo makampuni yanayotengeneza hiyo consortium sijui kama kuna moja ambalo ni la Kitanzania? Kama hakuna ni yale yale - shamba la bibi.

Wale Jamaa wa Kabaka kasikazini kwetu wamepata mafuta yao wenyewe na wameisha anzaisha mkakati wa kujenga refinery ya kwao pamoja na kujenga pipeline ya kuyapeleka Mombasa for export. Kwa hiyo in the spirit of EAC mimi naona huenda tukawa tunafanya unnecessary duplication kwa sababu na wenyewe watakuwa wanalenga regional markets zile zile. Lakini watakuwa na comparative advantage dhidi ya mradi huo 'wa kwetu' kwa sababu ya kuwa na assured supplies (not imported crude) and proximity to the markets of DRC, Rwanda, Burundi, Kenya and Southern Sudan.

Mystery over refinery construction deal !!
Mystery surrounds the status of a firm granted a contract to construct $3.5 billion refinery plant on the
outskirts of Dar es Salaam in 2005.At that time of signing the deal - described by then planning minister Dr Juma Ngasongwa as "the largest single investment to take place in our country since independence'' - Noor Oil and Industrial Technology was reported to be registered in Qatar.

It has since emerged that it was registered in the United States in 2006.

Noor Oil is currently incorporated under the laws of the State of California.

According to the company's website, it leads a consortium whose members are Noor Oil & Industrial Technology Inc, OAO Stroytransgaz, 000 Prometey/ Sakneftegazstroy, Roneg AG, and Russia Union of Oil.

This newspaper has also been informed that Noor Oil has been given two parcels of land at Kisiju in Mkuranga district of Coast Region to build a refinery plant with a capacity to process 10,000,000 tonnes of crude oil per annum.

The company also intends to build an oil pipeline from Dar es Salaam to Mwanza and Kigoma.

The initial plan for the government was to construct the refinery at Kigamboni in Dar es Salaam but the location was later changed to Bagamoyo and subsequently to Mkuranga district.

Noor Oil has also been provided with a certificate of incentives from the Tanzania Investment Centre for the huge project.

But, according to the documents, the company has not started any construction work three years after being granted the TIC incentives and the two parcels of land, nor has it conducted a feasibility study for the commencement of the work.

No financial commitment

Despite the documents showing that Noor Oil was to construct a "flexicoking" processing plant under licence from Exxon Mobil of the US, the firm has so far not put any financial commitments into the project.

The EastAfrican has been informed by a source in the Parliamentary Committee on Energy and Minerals that, not only has it not made a start on the project, but the company is also said to be interested in bidding for the newly developed bulk oil procurement scheme to supply the Tanzanian market with refined products from other refineries to which Noor Oil is affiliated.

However, Minoo Davar chief executive of Noor Oil and Industrial Technology said that the firm will soon employ a contractor to conduct a geological engineering survey required for feasibility study in respect of the projected facilities.

Mrs Davar said the plant will be fed by Arabic crude oil-light, with sulphur content of 0.5 to 0.6 by weight.

The plant will also produce construction and road bitumen and fuel oil of less than one per cent sulphur content.

In August 2007, a burglary at a law firm in Dar es Salaam led to the disappearance of confidential files and documents regarding the much-hyped $3.5 billion project.

Minister for Energy and Minerals William Ngeleja told The EastAfrican that the government will go ahead with the refinery project whatever happens, to cater for the country's needs and possibly for export.

According to a report from the Wall Street Journal, Noor Oil & Industrial Technology Inc. has received funding for the $3.5 billion project to build a refinery and pipeline in Tanzania.

Noor Oil & Industrial Technology Inc.(NOIT) has already signed an implementation agreement with the government of the United Republic of Tanzania to build the facilities. With design and feasibility studies currently under way, the 200,000-barrel-per-day oil refinery would connect to an oil pipeline connecting Dar es Salaam to Mwanza, Kigoma.

The refinery is being built to not only provide the people of Tanzania with refined petroleum products, but also neighboring markets. NOIT is in talks with nearby governments to expand the pipeline into neighboring countries.

Noor Oil & Industrial Technology Inc. is planning to construct a 200,000 bpd refinery and an oil pipeline in Tanzania to supply refined fuel products to the domestic and regional markets. Funding for the project, $3.5 billion, has already been lined up and talks with the government are in their final stages.
The Tanzanian government will hold a 10% stake in the refinery and a 5% stake in the pipeline.
The project includes running a pipeline from the coastal port of Dar Es Salaam to Mwanza on the shores of Lake Victoria and Kigoma on Lake Tangayika, in northern Tanzania, according to Minoo Davar, president of Noor Oil.
"Plans, design and feasibility studies are in progress. The refinery will be a state-of-the-art facility and will yield 98% white products. The design of the project will allow room for expansion if the need may arise," the company said in a statement.
