    WAJUMBE wa Kamati ya Bunge ya Miundombinu, wameshutshwa na deni la Sh39 bilioni na gharama ambazo Shirika la Ndege Tanzania (ATCL), zinalilipa Shirika la Ndege la Air Bus.

    Deni na gharama hizo zinatokana na ndege ATCL iliyopata hitilafu ya bawa, wakati ikitua mkoani Mwanza siku kadhaa zilizopita.


    Kutokana na hali hiyo,
    kamati hiyo imeitaka Bodi ya ATCL inayongozwa na Balozi Mustafa Nyang'anyi, kuwasilisha vilelezo vya mikataba kati ya Shirika la Ndege la Air Bus na ATCL.

    Mikataba hiyo inapaswa kuwasilishwa bungeni katika kikao kinachotarajiwa kuanza wiki ijayo.


    ''Ni kweli ATCL inadaiwa Sh39 bilioni na kulipa gharama za ile ndege iliyopata hitilafu kule Mwanza. Fedha hizo zinalipwa Shirika la Ndege la Air Bus. Kutokana na hilo kamati imeiagiza bodi ya ATCL kuleta vielelezo vya mikataba iliyongia na shirika hilo katika Bunge la linaloanza Aprili mwaka huu,'' alisema Mwenyekiti wa kamati hiyo Mohamedi Misanga.


    Misanga alisema kamati yake itatangaza msimamo wake baada kupitia vielelezo hivyo na kupata maelezo ya kina.


    Mapema, kamati hiyo ilikutana kwanza na wawikilishi wa wafanyakazi na kupokea mapendekezo yao.


    Baadaye ilikutana na bodi kwa ajili ya ufafanuzi wa mambo mbalimbali ya msingi.


    Baadhi ya wabunge waliozungumza na gazeti hili, wameapa kuibana ATCL ili itoe taarifa za msingi kuhusu matatizo ya kimejimenti, tangu shirika hilo liliporejeshwe mikononi mwa wazalendo, baada ya kuvunjwa mkataba kati yake na Shirika la Ndege la Afrika Kusini (SAA).


    "Tuliwabana hadi wamevunja mkataba na SAA, tumewapa wazalendo wenzetu mambo bado hayaendi kabisa, mara unasikia ndege iliyonunuliwa bawa moja lina itilafu," alisema mbunge mmoja ambaye hakutaka jina lake litajwa.



    1. Wamestushwa? Really? Wabunge wamestushwa kana kwamba kadhia kama hii ni mpya(?)..

    2. Wabunge wanaomba mkataba baina ya ATCL na Airbus? Wabunge sasa wamekuwa Ernst and Young au wamekuwa wajuvi wa kila kitu a.k.a wazee wa theory of everything. Technically, ni vema ikumbukwe wabunge sio part ya utekelezaji ktk serikali, na mfumo uliopo they can go to hell and whatever they think kwa sababu serikali inayohaki ya kukataa kushare opinion zao, hata iweje isn't it?Sarakasi!

    Kampuni ya Ndege Tanzania (ATCL), ambayo kwa muda mrefu ilikuwa ikikabiliwa na hali mbaya ya kifedha, sasa ni mufilisi kutokana na kutokuwa na mtaji pamoja na kuelemewa na madeni.


    Waziri wa Miundombinu, Dk. Shukuru Kawambwa, aliiambia Kamati ya Bunge ya Miundombinu jana kuwa kampuni hiyo imekuwa ikijiendesha kwa mtaji hasi wa Sh. bilioni 13.4 wakati madeni yamefikia Sh. bilioni 44.9.

    Alisema mbali ya madeni hayo, kwa sasa ATCL ina ndege moja tu yenye uwezo wa kubeba abiria 50 na kwamba ndege yake aina ya Boeing 737-200 iliyokuwa na uwezo wa kubeba abiria 102 ambayo ilipata ajali Machi Mosi, mwaka huu mkoani Mwanza, haitaweza tena kufanyakazi kutokana na kuharibika vibaya.

    Kuhusu ndege ya kukodi aina ya Air Bus A320, Dk. Kawambwa alisema tangu ilipokodishwa mwaka 2007, imekuwa ikiendeshwa kwa hasara na kwamba kwa sasa Serikali inafikiria kuvunja mkataba.

    “Hata hivyo, gharama za kuvunja mkataba wa kukodisha ndege hii ni dola za Marekani milioni 18.0...hadi Machi mwaka huu, ATCL ilikuwa inadaiwa dola za Marekani milioni 15.5 kutokana na malimbikizo ya gharama za kuikodisha, Euro milioni 1.6 zitokanazo na matengenezo makubwa na Euro 104,000 kwa ajili ya malipo kwa kampuni iliyosimamia matengenezo hayo,” alisema.

    Alisema tayari mazungumzo ya namna ya kulipa deni hilo yameanza na kwamba kikao cha kwanza kilifanyika Dar es Salaam Januari 26 na 27, mwaka huu.

    Alisema Serikali inaendelea na juhudi za kumpata mwekezaji badala ya kampuni ya Sonangol International ya China ambayo ilionyesha nia ya kutaka kuwekeza ATCL.

    Dk. Kawambwa alisema ATCL imekuwa na matumizi makubwa ikilinganishwa na mapato akitoa mfano kwamba kuanzia Julai mwaka jana hadi Machi mwaka huu, mapato yalikuwa ni Sh. bilioni 7.8 wakati matumizi yalikuwa ni Sh. bilioni 26, hali ambayo ilisababisha hasara ya Sh. bilioni 18.


    “Ripoti kuhusu tathmini ya menejimenti ya ATCL inaonyesha kwamba kutokana na kampuni hiyo kuwa na madeni makubwa, ingekuwa vyema kwa mwenye hisa akaanzisha kampuni mpya badala ya kuweka mtaji huo ATCL,” alisema.


    Chanzo cha uhakika kutoka ndani ya kamati hiyo ya Bunge, kililiambia gazeti hili kuwa wabunge walishangazwa na taarifa hiyo na kuhoji sababu za kuingia mkataba wa miaka sita wa ukodishaji wa Air Bus A320 kwa gharama kubwa wakati ni mbovu.

    Mwenyekiti wa Kamati hiyo, Mohamed Missanga, aliwaambia waandishi wa habari kuwa hatma ya ATCL itajulikana baada ya kujadiliwa na wabunge.


    Ushauri kama huo hapo juu wa kuunda kampuni mpya nilikwisha utoa katika moja ya posts zangu humu ndani. Kwa kweli ushauri kama huo hauhitaji siasa wala PhD kuweza kuuona ukweli na kufanya maamuzi. Endapo ushauri huo ulikwisha tolewa rasmi kwa serikali basi ni vema wabunge wahakikishe kuna mtu anawajibika na hasara hiyo ya ATCL.

    Usiri usiokuwa wa lazima juu ya mambo kadhaa ya ATCL hasa kwa upande wa wizara (serikali) unaonyesha kuwa ni kichaka cha kuficha uzembe ambao umekuwepo katika suala zima la kufanyia maamuzi ATCL
    .

    Kwa mfano, kauli ya mazungumzo kati ya Serikali na Mwekezaji yapo katika hatua za mwisho imekuwa ikisemwa kwa karibuni kipindi cha zaidi mwaka mmoja kama si miwili, sasa tunajiuliza ni hatua gani za mwisho zinazochukua miaka?

    Pili, taarifa ya Kamati maalum iliyokuwa chini ya Prof. Mshoro hadi leo haikuwekwa wazi kwa public kama ambavyo Waziri mweney dhamana na ATCL alivyoripoti wakati akiizindua kwa umma.

    Haya mambo mawili yanaonesha suala la ATCL limeghubikwa na ajenda nyingine ambazo si zile zinazoongelewa kila siku.


    Hata hivyo, napenda kukumbusha kuwa Uimarishwaji wa ATCL umeelezwa katika ilani ya uchaguzi ya CCM ya mwaka 2005, kwahiyo basi ni mategemeo yangu kuwa Waziri husika anaelewa kuwa CCM ilipewa kura na wananchi kutekeleza pamoja na mambo mengine kuiimarisha ATCL.


    Nina hakika kuna watu watapiga kura za 2010 kwa kuipima serikali kwa yale iliyoyaahidi kuyatekeleza.

    .

    Huyu Waziri nae ni muongo itafikaje $15.5 milion deni wakati ndege haijakaa hata miaka miwili lease rate was $370,000 kama walivyomuongopea Raisi wao naye akakubali rent kwa mwaka itakuwa $4 million

    Labda waweke na hizo penalty za kifisadi

    ATCL ilishakufa zamani,watu binafsi waanzishe ya kwao tuu market ni kubwa sana,serikali inaweza kusaidia kwa kuondoa monopoly ya ATCL na kubadilisha laws,regulations za aviations nyingi ni ant business,kujenga viwanja vizuri na improvement ya vilivyopo na tax break kwa watakaoanzisha...hatuhitaji ATCL kuwa na usafiri mzuri wa anga ni kubadilisha sheria zilizopo tuu ili iwe fair game kwa investors la sivyo tutaendela na kupoteza taxpayer money kila siku wakati hizo pesa zingefanya kazi nyingine za maendeleo

    Habari kuhusu ndege ya Airbus is factually incorrect. Ndege ya Airbus 320 inakodishwa toka Wallis Trading Corporation na ndege iliyopata ajali Mwanza ya aina ya B737-200 ni ya Celtic Corporation. Hizi ni kampuni mbili tofauti hivyo malipo ya Wallis au Celtic hayawezi kuchangwanywa. Pili ile ajali ya B737-200 kule Mwanza analipwa Celtic Corp na Insurance sio ATCL. Mbona waziri wa Miuondombinu asemi nani alilazimisha ATCL ikodishe A320?

    Govt: Air Tanzania long bankrupt









    Air Tanzania Company Limited (ATCL) has an accumulated debt of 44.9bn/- and has effectively long gone bankrupt, according to a June 2008 audit carried out by Ernst &Young.
    This is according to Infrastructure Development minister Shukuru Kawambwa, who also told the Parliamentary Committee on Infrastructure in Dar es Salaam yesterday that the national flag carrier is left with only one 50-seater plane.
    He added that a second one, a 102-seater Boeing 737-200, crash-landed at Mwanza Airport early last month and is written off.
    “A third plane, a leased Airbus A320, has been operating at a loss since 2007 and the government is contemplating scrapping the contract under which it was acquired,” noted the minister.
    He said ATCL was up to March this year owed USD15.5m in lease arrears and had incurred euro 1.6m in aircraft maintenance costs, while it also owed firms supervising the maintenance euro 104,000.
    “The cost of breaching the contract between the government and Walliss Trading Inc. is USD18m,” Dr Kawambwa told the committee, adding that talks on the settling of the debts were underway and the first meeting was held in Dar es Salaam on January 26 and 27 this year.
    He said efforts by the government to scout for a reliable investor for the cash-strapped ATCL were continuing. This follows the backtracking of Chinese firm China Sanangol International Limited (CSIL), which had earlier shown willingness to partner with the state-owned company.
    Commenting on the company’s revenue and expenditure, the minister said bluntly that ATCL was spending more than it earns.
    “The firm’s revenue between July 2009 and March 2010 was 7.8bn/-, while its expenditure stood at 26bn/, which comes to a gross loss of 18bn/-,” he noted.
    He said the period saw ATCL ferry a total of 63,362 passengers and 253 tonnes of cargo.
    Dr Kawambwa cited the challenges facing the company as including securing a reliable investor, which he described as a matter of paramount importance “because the government believes that a strong national airline is vital for the growth of the economy”.
    He meanwhile revealed that the Infrastructure Development ministry was in the process of “knocking into shape and tabling a cabinet circular on the fate of ATCL”.
    The Communication and Transport Workers’ Union (T) (COTWU) registered to the committee its concern over the plight of ATCL, which they said they saw collapsing unless concerted efforts were made to “resuscitate” it.
    COTWU said that if the government let the airline die, “that will be the same as allowing a landmark founded by Father of the Nation Mwalimu Julius Nyerere to go to waste - and the country will have lost its identity”.
    “Again, killing ATCL will be tantamount to leaving the country’s aviation sector in the hands of private companies, which will impact negatively on the nation’s economy,” it added.
    The trade union asked the government to take over the company’s debts, inject enough capital into it and overhaul it.
    However, the minister would not be drawn into responding to the workers’ grievances, instead promising to give the government’s position on the issue today.

    Yes they will be so thanks to our own stupidity.

    Kila kitu hatuwezi...eti tunasubiri mwekezaji. Upuuzi mtupu! Miradi ya ujenzi wa majumba na mabarabara mnawapa wachina. Halafu mnawasifia eti watakuwa masupa power, yes kwa sababu wana-capitalize kwenye udogo wetu wa kifikra. Kama hata miradi midogo inayogharamikiwa na sisi wenyewe tunagawana na wageni, unategemea nini?

    Hujiulizi kwa nini mchina anahangaika kuwekeza ATCL ingawa iko hohehahe na madeni lukuki, badala ya kuanzisha mathalan shirika jipya? its obvious anataka kuchuma kwa kutumia mgongo na protection ya serikali dhaifu ya watu wasiofikiri vyema.

    Ukweli ni kwamba ATCL haiendeshwi kwa kufuata misingi halisi ya kibiashara bali ki-politiki.Siasa imetawala makampuni yetu na serikali ndiyo wa kulaumiwa kwenye haya yote.Ninaamini mikataba mikubwa kwenye kampuni kama hii Wizara husika inakuwa na mtu ambaye anaipitia.Pia ripoti za matumizi pamoja na projections ya mapato huwa zinatolewa.Iweje leo mtu unaona unaingia hasara na hakuna uwezekano wa kupata unafuu uendelee tu kijishikiza kwenye hiyo biashara mpaka ikufilisi?

    Smart business people try once and if the projections zinakaa vibaya,wanachomoka.Clauses kwenye mikataba mingi zipo very tricky na inahitaji utulivu wa hali ya juu sana ili kuweza ku-decipher the tricks.Wenye kusaini mikataba kama hii kama hawapo makini ndio repercussions kama hizi zinatokea.And yet unataka muwekezaji aje aweke pesa yake kwenye hasara,then what?Ni ujinga kufikiria ATCL itakuja kufufuka na kupata faida kama serikali haitabadili mfumo mzima wa uendeshaji,kubadili sheria nyingi ambazo haziisaidii kampuni kama ATCL kuweza kushindana kibiashara.Mikataba na clauses zote zipitiwe kwa umakini.Kuna mtu somewhere anakula pesa za walipa kodi kila siku iendayo kwa Mungu bila hata kunyanyua miguu yake kwa sababu tu wametufanya sisi mazumbukuku.

    Samahani kama post yangu itakuwa imemkwaza mtu.

Huyu waziri ameliarifu bunge zaidi ya mara moja kuwa muwekezaji kutoka China karibu wangemaliza nae mazungumzo ya kuwekeza ATCL; mpaka sasa hakuna chochote kinachoendelea kuikwamua ATCL na huyo Mchina inasemekana hana interest tena ya kuwekeza. Kuhusu ndege ya A320 anawatupia mzigo bodi na menejimenti ya ATCL lakini wafanyakazi wanasema shinikizo la kukodisha ile ndege lilitokana na wizara husika na hata mazungumzo na huyo muwekezaji hayawahusishi bodi wala menejimenti anafanya Kawambwa na team yake wakitafuta wawekezaji HongKong na Uarabuni bila bodi kuhusishwa!! Tabia hii ya huyu waziri ndio ilisababisha wajumbe wengine wa bodi kujiuzulu kwani alionesha dhahili kuwa alitaka watu wake katika bodi, ila kitu ambacho haieleweki kwanini alishindwa kuivunja bodi aliyoikuta ambayo hakuwa na imani nayo?
