Wabunge CCM wakanusha kutokuwa na imani na rais

Impeachment siyo mapinduzi, bali ni utaratibu halali uliowekwa kikatiba wa kumwajibisha rais aliyeshindwa kutekeleza majukumu yake au raisi aliyeiabisha taasisi ya urais. Mbunge akipeleka hoja ya impeachment kwa utaratibu uliowekwa kisheria na ukaungwa mkono kwa idadi inayotosheleza ya wabunge hawezi kuhesabiwa kuwa ametenda kosa. Sasa suala la kuishia jela linatoka wapi.!

CCM legislators have refuted reports on plans to impeach President Jakaya Kikwete during the just ended National Assembly session in Dodoma, in connection with allegations against Energy and Minerals Ministry’s Permanent Secretary Mr David Jairo.
Assistant Secretary of the CCM Parliamentary Caucus, Mr Richard Ndasa (Sumve – CCM) told a news conference in Dar es Salaam on Sunday, that reports by the two local Swahili tabloids were false, malicious and seditious.
Mr Ndasa was accompanied by the Vice-Chairman of Parliamentary Defence, Security and Foreign Affairs Committee, Mr Mussa Azzan Zungu (Ilala – CCM).
The MPs said the reports carried by the newspapers were in essence mala fide since they were designed to incite hatred and rebellion between the two pillars of the state — the executive and legislature.
Mr Ndasa who is also Assistant Secretary of CCM MPs noted that the claims that the MPs were about to move a motion for a vote of no confidence in President Kikwete was a mere concoction by the tabloids.
“There was no any plot by any legislator to move such a motion. It should also be noted that according to the Parliamentary Standing Orders, there was no grounds under which the MPs would have used to make such a move,” he said.
Mr Zungu said that the reports which appeared last week were not genuine, but aimed at ruining the existing good relations between MPs and the Head of the State.
According to the Constitution of the United Republic of Tanzania, the president can only be impeached after being proved that he or she has violated the Constitution or Public Leaders Ethics Act.
It further stipulates that the National Assembly would reach such a decision after a petition signed by at least 20 per cent of all MPs and submitted to the Speaker 30 days before the motion is moved in the House.
He said allegations against the president must be proved by a special probe committee which will only be formed after the motion is supported by two thirds of all MPs.
The committee, according to the Constitution, will consist of the Chief Justice of Tanzania, ZanzibarChief Justice and seven MPs to be selected by the Speaker of the National Assembly.
According to the reports by the two tabloids, the MPs reached such decision following the president’s move to reinstate Mr Jairo.
“We were in Dodoma when the National Assembly contested the decision by the Chief Secretary, Mr Philemon Luhanjo, to recall Mr Jairo back to work and by that time President Kikwete had already over-ruled the decision.
“We are insisting here that it was his personal initiative to over-rule the decision by the Chief Secretary. He did that without pressure from any individual or institution,” stated Mr Zungu.
“Much as we highly cherish freedom of the press, but that freedom is not an excuse for sowing the seeds of discord in the society and hatred among leaders or members of public,” Mr Ndasa stressed.
President Kikwete on August 24, directed Mr Jairo to remain on leave a few hours after reporting on duty, following clearance of allegations against him by preliminary investigations conducted by the Controller and Auditor General (CAG).
Mr Jairo had earlier on that day reported for duty amid pomp and celebration by the ministry’s staff.

Ndasa na Zungu wamekuwa wabunge kwa kipindi kirefu na eti hawajui wajibu na haki zao kikatiba kiasi hicho basi inatia shaka maana hata ubongo wa mtoto wa miaka 10 ukiuweka pale Bungeni miaka mitano hautashindwa kuelewa haki ya msingi ya kumwondoa Rais kikatiba waliyonayo. Ni kama mwanangu anavyojua bila kufundishwa na mtu kuwa mimi ni wajibu wangu kumlisha na kumvisha.
