AU: Donors Slow in Paying Up for Somalia Security

NAIROBI, Kenya (AP) -- The African Union's Somalia envoy says donors have released only 30 percent of funds they pledged months ago towards bolstering Somalia's security.
Nicolas Bwakira says as a result AU peacekeepers from Uganda and Burundi have not been paid since May. He was speaking to journalists in the Kenyan capital on Wednesday.
In April, donors pledged more than $250 million to run an expanded AU force for a year and to strengthen Somalia's security forces. The pledges came after a peace deal saw moderate Islamists join the Somali government, with one of them being elected president.
Islamic insurgents have tried to topple the country's fragile U.N.-backed government for more than two years. Somalia has not had an effective government for 18 years.
