    Na lawama hizi naziwakilisha moja kwa oja kwa viongozi wa KANISA ambao kwa kiasi kikubwa wanauwezo mkubwa wa kuinfluence mambo serikalini lakini so far kimya

    Nasema hiv kwa sababu tunajua jinsi gani walivyokuwa na sauti na wanavyozikosoa serikali zilizopo serikalini na mfano mzuri angalia Bush na Republicans wanavyo wasikiliza hao ma evalengical christians,hapa UK kila kukicha huyo SENTAMU wa Anglikana na MURPHY wa wakatoliki hawaiaichii safasi serikali ya BLAIR

    Issue za Rushwa na Utawala bora nadhani zilitakiwa ziwe zinapewa ajenda kubwa na hawa jamaa wa kidini lakini sasa najiuliza vipi na wao wamenunuliwa?

    Kwa upande wa waislam nadhani kazi ni kubwa kidogo kwa sababu hawana Kiongozi mmoja kama KADHI wa kuikemea serikali na majority ya waislam hawaitambui BAKWATA na hata hiyo Shekhe mkuuu hana nafasi sana kwani wanaona kama kawekwa na serikali na hata gari analotembelea kaewa na serikali sasa lilobaki ni kwa ma SHEKHE na MAIMAMU kuwa active katika kukosoa Serikali na kero zinazowaumiza wanainchi lakini so far naona KIMYAAA hauna na Basaleh wala Gorogosi aliyezungumzia issue ya RICHMOND

    Tazama kule Kenya akina Cardinal OTUNGA walivokuwa active

    Hivi Krisimasi hotuba zilkuwa nini huko makanisani?Maana najua wengi walienda makanisani lakini wanajua fika Hawana pesa za kulisha familia zao wala hawajui watakula nini wakati watawala wanaendelea kuinshi maisha kamavile wako peponi sasa hata kama serikali ikidai hakuna RUSHWA nani ataamini? the GAP between the haves and Have nots inazidi kupanuka, Kazi hakuna,Zinaa ndio kama dini,Ulevi imekuwa kawaida...sasa jamiii ya namna gani hiyo? No wonder kila kona kuna matangazo ya kuwashawishi watu wanywe ...after all pombe zetu slogan ni URITHI WETU!

    Hivi kwa nini viongozi wetu wa kidini hawawi kama wenzao walioko huko LATIN AMERICA au SOUTH EAST ASIA?

    DrWho, swali lako ni zito na la msingi lakini ugumu wa jibu lake hauko dhahiri kwa watu wote.

    a. Viongozi wa dini wa Tanzania wanapenda heshima. Ni hii heshima ambayo kwa namna fulani inatokana na sababu za Kihistoria inayosababisha viongozi wa dini kutokuwa na ule ujasiri wa kuzungumza mmoja mmoja. Viongozi wa dini hukaribishwa mara nyingi Ikulu, hupata nafasi kadha wa kadha za kuzungumza na viongozi wa serikali hivyo mara nyingi hawaoni ulazima wa kuzungumza hadharani kutokupendezwa kwao. Ni kwa sababu hiyo kitendo cha Askofu Shao wa Zanzibar kuzungumza hatuna budi kukiona kwa mwanga mkubwa.

    b. Mara nyingi viongozi wetu wa dini hasa wa makanisa hata wanapozungumza juu ya jambo mara nyingi hawazungumzii jambo moja hususan (specific) mara nyingi wanazungumzia mada fulani rasmi. Ni kwa sababu hiyo utaona kuwa hata wanapozungumza maneno yao yanakuwa ya kijumla na hivyo kukosa ukali wa maana yake. Kitu pekee ambacho kinaweza kutokea sasa ni kwa Askofu mmoja mmoja kujitokeza na kumuunga mkono Askofu Shao. Hata hivyo utaona kuwa hata yeye amechelewa, kwani makali RDC yashapunguzwa isipokuwa kama madai ya kampuni hiyo kuuzwa yatakuwa ya kweli.

    c. Tangu zamani Kanisa limelala kitanda kimoja na serikali hivyo ni hadi pale ambapo viongozi wa kanisa watakapotambua kuwa kitanda hicho kimeharibiwa labda wataamua kutoka na kusimama kama viongozi wa dini. Hili hata hivyo ni gumu. Ugumu wake unatokana na ukweli kuwa you don't rock the boat ur sitting in!

    d. Kwa upande wa viongozi wa Kiislamu tatizo lao pia ni la kihistoria. Tangu zamani kwao imekuwa vigumu kuikosoa serikali bila kuonekana wanataka kuleta uchokozi au "machafuko ya kidini". Inakuwa vigumu zaidi kwao kukosoa kwani mara nyingi wanakosoa pale ambapo matatizo yanahusu Waislamu zaidi kuliko Watanzania wote. Kwao tatizo ni pale linapokuwa linahusu maslahi ya Waislamu. Ni kwa sababu hiyo utaona kuwa Waislamu hupiga kelele mali za waislamu zinapochukuliwa (kina shehe Khalifa Khamisi na Shura ya Maimamu), utaona wanapiga kelele kuhusu kukandamizwa Waislamu kielimu na kiajira (Dr. Njozi, na Mohammed Saidi), pale Shule za Kiislamu zinapoonekana kutopewa nafasi sawa (Tanzaniamuslims)n.k Hivyo, suala la umeme kwa vile linawahusu watanzania wote haliwaumizi waislamu (msemo wa "msiba wa wengi harusi" unanijia) sana. Ila kama umeme ungekuwa unakatika Tanga, Dar, na Zanzibar zaidi na mikoa kama Kilimanjaro, Mbeya na Kagera ikipata umeme wa uhakika bila ya shaka ungesikia "kilio cha waislamu".

    e. Zaidi ya yote, kwa viongozi wa kiislamu inakuwa vigumu kwao kuikosoa serikali yenye viongozi waislamu katika nafasi za juu. Sababu ya hili ni wazi. Kwa maoni ya baadhi ya viongozi wa kiislamu, hakuna kitu chema kama kuwa na viongozi waislamu ambao waliahidi kushughulikia "matatizo" yao. Hivyo, hawataki kuwaudhi na kuonekana kutokuwa na shukurani. Ni hadi pale viongozi wa Kikristu wataweza kukosoa viongozi wakristu na waislamu bila kuwaonea haya, na ni pale viongozi wa Kiislamu wataweza kukosoa viongozi waislamu na wakristu bila haya ndipo tutaona kweli nafasi yao katika jamii ikionesha kujali nchi yetu na maslahi ya watu wake kiujumla.

    Pamoja na hayo, viongozi wa dini hawana nguvu kubwa kama ile iliyoko ndani ya chama tawala ambapo vyombo vyote vya dola vimeshehena na kubugizwa "siasa ya chama". Hapa ndipo ugumu ulipo. Chama cha Mapinduzi hakina lengo wala nia ya kusahihisha viongozi wake isipokuwa kwa uwezo wa Mtukufu mwenyekiti wa Chama! Kama Mwenyekiti hataki, hakuna mwenye ubavu wa kufanya jambo kinyume na mwenyekiti

    Hofu yao kubwa ni juu fadhila itolewayo na watawala kwa makanisa na misikiti

    Mosi hawa jamaa wa dini wanamsamaha wa kodi, hii inawafanya wafunge midomo yao, kwani wakipiga sana kelele wanaweza kuanza kutozwa kodi.

    Pili, wachangiaji wakubwa wa mwakanisa ni wana siasa, mara nyingi kuwenye harambee ya ujenzi wa makanisa wanasiasa huwa wanawavuta wafanya biashara wengi waje kuchangia chochote kitu, wakipiga kelele wanasiasa hawatawaunga mkono kwenye michango.

    Tatu, viongozi wengi wa serikali ndio watoaji wakubwa wa sadaka makanisani na misikitini, hawa jamaa wana nguvu sana ya maamuzi, kwani viongozi wengi wa makanisa na misikiti wana hali duni ya maisha, kabla ya kutolewa tamko lolote hawa wazee wanawaziba mdomo mapema.

    nne, hizi dini haziko huru, ni taasisi zilizosajiliwa na serikali, wakipiga kelele kuna sheria ambazo zinawabana
    Ninashindwa kuelewa, kwanini viongozi wa makanisa wamekuwa wasaliti, serikali inasema dini isichanganywe na siasa, pale viongozi wa dini wanapoisifia serilika serikali inashangilia, dini ikikaripia serikali hapo kelele zinapigwa kuwa dini na siasa ni vitu viwili tofauti, na uchochezi unachukua nafasi.

    On 28th December, 2006, some newspapers reported on special interviews of Hon. John Malecela, the CCM Deputy Chairman by some journalists at his Sea View Residence, Dar es Salaam.

    It was reported in the newspapers that in the interviews, Hon. Malecela advised religious leaders not to complain about corruption as ordinary people but to use their wide access to meet the President to give him their views about corruption.

    He was reported as saying that, the best way to combat corruption was to publicly name those individuals known to involve themselves in acts of corruption instead of complaining.

    We appreciate that Hon. Malecela as the Deputy CCM Chairman is obliged to support the President and the performance of his government and we also recognize the fourth phase government’s efforts in combating corruption and other evils in society, including drug trafficking.

    However, we hold that his stand on the role of religious leaders in the war against corruption is wrong, first in his thinking that they err in preaching against corruption which to him is tantamount to complaining like ordinary citizens.

    It is true that religious leaders have wide access to the President to whom they can give their views on how to combat corruption, but this is only one alternative among many others to assist the President and his government in the war against corruption.

    It must be understood that the essential role of religious leaders is to lead their faithful, the majority of whom are ordinary people in doing what is righteous and to abandon evil.

    Preachings of religious leaders against corruption are preachings against evil; they are limitless and continuous until corruption is uprooted.

    Their preachings create public awareness about corruption and the public is sensitized to play their civic role more fully in combating corruption as their moral duty.

    For this reason Hon. Malecela’s stance that religious leaders should desist from preaching and complaining about corruption and instead send to the President lists of names of people involved in corruption could gag religious leaders and therefore weaken public sensitization against corruption.

    Requiring religious leaders to send to the President such lists amounts to back tracking to the third phase government which insisted that instead of complaining about corruption, the public should provide evidence of corruption.

    Secondly, to require a person who has information about an individual involved in corruption to name that individual publicly cannot be a prudent way of combating corruption.

    Such method will only end in discouraging potential informers because public identification will most certainly put the lives of informers in danger.

    It must be understood that whistle blowers are very useful in exposing evil.

    Requiring them to expose in public people involved in corruption will weaken efforts in combating corruption.

    It must also be understood that whistle blowers do not have the capacity to investigate fully and prove acts of corruption.

    When they give information, they give an opportunity to relevant government agencies which have the ability and capacity to carry out adequate investigations before action is taken under the rule of law.

    To require a whistle blower to name a suspect in public would amount to requiring him to act contrary to the rule of law.

    We also know that the President appreciates and supports the efforts of the public including those of religious leaders in fighting corruption, and we believe that his government will take action against those involved by following the rule of law and good governance.

    The President has once said that he has no partnership with any one in performing his duties as President and undoubtedly, Hon. Malecela is not the President’s partner.

    We will not have fulfilled our duty if we do not touch on Hon. Melecela statement that ”many newspapers were soiled by reports of Bishops complaining about corruption??..”.

    The media has an essential role to combat corruption and one of the ways is to report extensively efforts of all stakeholders and the steps they have taken to combat corruption so that they are sensitized to put in even more efforts in this war and the rest of the public is equally sensitized to emulate them.

    We will not be wrong to assume that Hon. Malecela is not only asking religious leaders to desist from preaching against corruption but he also wishes the media to stop reporting complaints against corruption.

    It is evident that such wish is wrong and will certainly weaken efforts to fight corruption.

    We would like to re-inform Hon. Malecela that religious leaders are important stakeholders in the war against corruption and that they preach against corruption in good faith in the fight against evil.

    Although religious leaders have access and bigger opportunity to give their views direct to the President, they are one with ordinary people in the war against corruption.

    For this reason, he should not see religious leaders as being wrong when they complain about corruption in the same way ordinary people do, and he should not ask them to stop preaching to their faithful about corruption or other evils in society.

    If he believes that transparency is the best way to fight corruption, why is he against religious preachings; preachings which create transparency regarding corruption?

    Hongereni kwa kuwa active kuchangia mada anuai. Mchango wangu binafsi ni juu ya Mwanakijiji na maoni yake juu ya viongozi wa DINI. Aiyosema asilimia fulani yana ukweli, lkn kidogo nimkosoe ktk waislam.

    Kwa jinsi ya Nchi ilivyo+historia, muslim wamekuwa victims wa Utawala. Suala ati waislam hawawezi kusema ati kwa kuwa alie madarakani ni mwislan si Sahihi kwani waislam wameanza kulalamika tangu Mchonga yuko madarakani, na wakati wa Mzee Rukhsa ndo shutuma zilikuwa kubwa. Lkn hakuna wa kuwasikiliza waislam. Serikali kwa nyakati tofauti imewatumia Bakwata kupora misikiti kwa Nguvu za serikali. mifano ipo mingi..ulio wazi ni Msikiti wa MwembeChai.
    Bahati mbaya hotuba za masheikh wengi si zenye kuandikwa ktk Magazeti na wapo watu wakiona magazeti ya waislam..wanaanza kusema "Siasa kali" ofisini ukilinunua, watu wanaanza kuku-mark. hapo ndipo walipofikishwa.

    Waislam wamekuwa wanapiga vita vitu vingi ambavyo viovu, lkn wengi wanaona mfumo wa uislam ni mgumu. Kwani Uislam umekuja kuweka Misingi ya Utawala wa mwanaadam. Suluhisho zinazotolewa nyingi na akili za mwanadam haziwezi kidhi haja. Suala la Rushwa ktk Uislam lipo wazi. Mchukuaji na anaepokea wana adhabu iumizayo. Makemeo ya masheikh yanaonekana ni kutaka kuleta serikali ya kiislam. lkn kwa zama zote.. Viongozi wa Serikali si weny kuwasikiliza waislam, Labda viongozi wa kikristo wakisema wanasikilizwa.

    Labda tujiulize kwanini viongozi wa Kanisa wanaposema wanakashfiwa, na siku ya pili wahadhiri wa kiislam wanakatwa..lkn viongozi hao hao wakisema juu ya RUSHWA hawasikilizwi???

    Muslims are complaining that they have been marginalised for a long time, in order to balance why not change to muslim state.

    I am deeply disappointed that people who are otherwise logical and thorough should take such cheap shots at religious leaders. I personally attended several religious celebrations during this festive season, and I can assure you that I heard corruption being criticized many times.

    Priests, Bishops and others have constantly spoken for the common good. They have praised where praise was called for, and spoken prophetically against societal evil, singly and collectively.

    You cannot blame religious leaders about what you do not hear from them, when you are not listening to them. How can you hear bishops when you neither attend church nor read church newspapers? People are speaking! The only reason you do not hear them is because you are not listening!

Viongozi wetu wa dini ni mashuhuru kwa kuzungumzia masuala ya kiujumla bila kuzungumzia suala fulani husika kama alivyofanya Askofu Shao. Hatujasema kuwa viongozi hawazungumzii rushwa au hawakosoi maovu, tunachosema ni kuwa viongozi wengi wa dini kwa ujumla wao au mmoja mmoja hawaja majasiri na wanaothubutu kuweza kunyoshea uovu au kuuita uovu kwa jina lake. Wakati watanzania wanalalamikia nyumba za serikali kuuzwa, degree feki, mikataba mibovu n.k ni Askofu gani aliyesimama nao? Ni Askofu gani aliyesema hadharani kuwa au kiongozi fulani amejipatia mali kwa njia zisizo halali au zenye maswali? Kama kweli wanajua kuna tatizo la rushwa waseme ni lini wao walilazimika kulipa "kitu kidogo" ili kupata huduma? Watuambie ni kiongozi gani aliwapa msaada (mchango) hali wakijua mchango huo una kamba nyuma yake? Kama hawana mifano hai, hawazungumzi tena kinabii, bali kinafiki! Wito wao wa kuwa wafalme manabii na makuhani wachungaji unakuwa na mushkeli!! Haitoshi kusema kuna tatizo la rushwa, watuambie wala rushwa ni kina nani? Kama hawawajui, au hawajawahi kukutana na rushwa wao wenyewe ni bora wanyamaze!!!

    Really? Where were the religious leaders when infamous mining and IPP contracts were signed? What did they say (assuming they spoke prophetically) after it was revealed that key government officials were involved in these scandalous contracts!? Did any pastor/sheikh spoke against government officials who received large sums after signing these contracts? Did any Bishop, Priest, Deacon, dared to "nyosha kidole" at anybody accusim him/her of misappropriation of public funds, and abuse of public trust? What did the Bishops of the Catholic Church say after the killings of Mwembechai or the January 27 killings in Zanzibar? They remained silent! They didn't point a finger to accuse anybody of any wrong doing? If the words of Dr. Njozi are true then we know what they did! "They have praised where praise was called for"!

    Mwalimu, the only time the Catholic Church came close to be what it claims to be as far as teaching and speaking prophetically is concerned was when it issued that famous pastoral letter "Dhamira Safi Dira ya Maisha Yetu". I was at TEC then and I remember people like Fr. Method Kilaini (now Auxillary of Dar), Peter Madula etc, and other members of "Justice and Truth" Committe speaking with such passion! Of course, people were not listening then, just as they are not listening now!! People are not listening now not because what the Bishops and other Church leaders are saying is not true or irrelevant, no sir! they are not listening because the people who are speaking on these things are on the same table of comfort with these leaders who promulgate these things and defend by their deeds the ideas behind these things. yes! they eat and drink at the same table! It is this conspiracy of comfort, the diplomacy of ambiguity, and the illusion of power! This you choose to defend. Not I sir, not I!!

    As a person whose conscience has been formed by Catholic Doctrine, I choose to be counted with such people like Archbishop Oscar Romero who chose to defend the poor and the voiceless rather than sleeping with the might and the powerful, the Bishop who saw the light and never went back to darkness!

    Priests and Bishops are not political leaders, they are religious leaders. They are called to proclaim the truth, and let this truth set all of us free. This very last Christmas I heard my Parish Priest condemn the evil of corruption in high places, and I read about similar statements from religious leaders of practically all Christian denominations.

    UVUNJAJI wa Sheria unaofanywa na baadhi ya watu dhidi ya raia wengine, ni kinyume na madai ya Serikali kuwa Tanzania inafuata misingi ya utawala bora na sheria; amesema Askofu Agustino Shao wa Kanisa Katoliki Jimbo la Zanzibar. Aidha, Mhashamu Shao, ameijia juu Serikali akidai vurugu katika chaguzi, unyanyasaji wa wawekezaji dhidi ya raia na uharibifu wa mimba ni matunda inayovuna Tanzania kwa kutowajibika viongozi wake.

    Kwa mujibu wa taarifa iliyolifikia KIONGOZI, Mhashamu Shao aliyasema hayo katika maadhimisho ya Sikukuu ya Krismasi yaliyofanyika kitaifa Jimboni Zanzibar.

    Alisema katika kipindi hiki sherehe hizo zimesongwa na wasiwasi kwani furaha iliyopo nchini na duniani kote ni tofauti na iliyotarajiwa kwa kuwa imesongwa na hofu ya vurugu na ukosefu wa amani.

    Askofu Shao alisema kwa kuwa uhai ni zawadi kutoka kwa Mungu, kila mmoja anawajibika kuulinda, kuuheshimu na kuuenzi ,“….Je, ni kwa namna gani tunauenzi na kuutunza Uhai ? Kitendo cha vyombo vya dola kusajili vituo vya kuharibu na kuondoa uhai kwa kisingizio cha UZAZI WA MAJIRA ,ni kinyume cha sherehe za leo,” alisema.

    Akaongeza, “Nchini mwetu leo kuna utitiri wa vituo vya uzazi wa majira na shughuli kubwa za vituo hivi ni kuharibu Uhai. Sera ni kwamba, kadiri wanavyoweza kutoa dawa nyingi za kuharibu mimba au kusitisha mimba, ndivyo wanavyojipongeza na kuzawadiwa na wale walio watuma”.

    Kiongozi huyo wa Kanisa Katoliki alisema kuwa, kitendo cha Serikali kufumbia macho vitendo hivi ni kutowajibika na kufanya Katiba ya Nchi inayolinda uhai wa raia, kuwa kejeli.

    “Enyi viongozi wetu, si kila linalofaa pale China, Amerika au Ulaya, linafaa pia Tanzania… Jueni kwamba, mamlaka yoyote ina uwezo wa kugeuza mabaya kuwa mazuri, lakini hamna ruhusa yakuyafanya mazuri kuwa mabaya,” alisisitiza ubaya wa vitendo hivyo vya ukatili dhidi ya Uhai.

    Aidha, Askofu Shao alisema inasikitisha kuona hivi sasa kipimo cha haki za raia si uraia wa mtu na ubinadamu wake, bali chama cha siasa, dini, kabila na uwezo wake kiuchumi hali aliyosema, ni hatari.

    “Hata kitendo cha wana usalama kuingilia mahakama ni ashirio wazi la kutokuwa na utawala wa sheria,” alisema na kuongeza kuwa, mfano mzuri ni waamini Wakristo wa Kiuyo Pemba walionyimwa na vyombo vya dola, haki ya kusali katika kanisa lao baada ya Mahakama ya Mwanzo kuamua kinyume.

    “Je, huo ndio utawala bora wa sheria? Ni zaidi ya miezi kumi sasa tangu ajali ya gari la skuli ya Tomondo kugongwa, hakuna kesi kwani aliye sababisha ajali hiyo ni mzito kiuchumi. Mnyonge akimbilie wapi? Na hali kama hii itaendelea hata lini?” Alihoji na kusisitiza kuwa, ni wajihu wa kila Mtanzania kulinda haki za wote wakiwamo wanyonge.

    Akaongeza, “Mboni ya utawala wa sheria ni HAKI kwa wote na uwajibikaji wa vyombo vilivyopewa jukumu la kutekeleza hayo. Kutowajibika kwa vyombo dola athari zake ni kubwa na za hatari.”

    Mintarafu matukio ya vifo yaliyotokea katika zoezi la Uchaguzi wa Serikali za Mitaa Tanzania Bara na uandikishaji wa wapiga kura katika Daftari la Kudumu huko Kusini Pemba, ni matunda ya kutowajibika kwa waliokabidhiwa jukumu hilo.

    “Kitendo cha kuwaweka raia katika vituo vya kupiga kura kwa muda kwa sababu za uzembe au ubinafsi, ni kinyume cha utawala wa sheria na demokrasia hivyo, Kanisa lina laani kwa hali zote, umwagaji damu uliotokea huko Pemba na Dar es Salaam na linaagiza wahusika wawajibishwe kisheria,” alisema.

    Alionya dhidi ya propaganda za kuwagawanya Watanzania kwa nadharia za Uzanzibari na Uzanzibara na kusema kuwa, vitendo vya kutishia raia juu ya haki ya kujiandikisha kupiga kura ni kinyume cha Katiba ya Muungano hivyo, wahusika wawajibishwe.

    Aidha, Kiongozi huyo wa kiroho alitahadhalisha kuwa hadi sasa bado nia ya mataifa

    makubwa kuzitawala nchi masikini inatekelezwa kwa kasi chini ya mwavuli wa UTANDAWAZI na UBINAFSISHAJI unaolenga kumiliki njia kuu za uchumi wa nchi.

    “Je, nani asiyejua nguvu ya utawala ni uchumi wenye nguvu?…Si kweli kwamba wawekezaji nchini hawafahamu umuhimu wa haki ya kila kuishi kwa jasho lake. Lakini, ni nani anayewahalalishia kwamba mwekezaji ana mahitaji zaidi ya mwenyeji anayemwezesha?” alisema.

    Akaongeza, “Mishahara, marupurupu na faida wanayopata wawekezaji ikilinganishwa na wasomi na wahudumu Watanzania, ni kielelezo wazi cha ukoloni mambo leo na muundo endelevu wa matabaka ya watu…..Ili ulimwengu utambue kuwa Mungu tunayemsherehekea leo ni wa wote, vyombo husika vidhibiti unyanyapaa wa raia wanaofanyiwa na wawekezaji,” alisema.
