Ushuru wa Magari Tanzania

    Ninataka kuagiza magari kutoka Japan na kwingineko, kwa ajili ya biashara hapa Tanzania. Nimejaribu kupata data ,ili kuweza kugundua namna ya kuweza kukadiria, kiwango cha ushuru unaoweza kulipwa pale kwa waheshimiwa sana wa TRA. Katika uelewa wangu,ninafahamu kwamba wataangalia CIF value,market value,luxury or not etc, etc.
    Sasa ninaomba wadau mnisaidie, kuhusu rate za
    Import Duty
    Excise Duty-kasheshe
    Vat= 18% - imepungua kidogo.

    Wapi ninaweza kupata rate za ushuru wa magari unaolipwa - Tanzania? nimejaribu website ya TRA, sikupata kitu, nikajaribu TISCAN napo sikufanikiwa.

    Je hakuna mahali kwenye mtandao, au mtu ambaye ana data kuhusu mambo ya ushuru wa magari.

    Ninahitaji rate tu,kwani inputs nyingine kama engine size, year of car, hivyo vitabadililika kufuatana na mahitaji.

    Ningeweza kwenda kwa C & F, lakini hatua hiyo itafuatia baada ya kuwa nami nimejielimisha na kuwa na kitu cha kuanzia.

    Kama umeweza kujizatiti kufanya biashara ya ku import magari,
    Usijiumize kichwa, ajiri wataalamu wa imports & exports wakufanyie majukumu kama haya.
    Kazi hii itakuwa ngumu sana kama utataka kufanya kila kitu mwenyewe.Pia unaweza kupoteza zaidi. Hawa wataalamu wanajua mbinu na njia rahisi zaidi za kufanikisha biashara hii ya magari iliyojaa utapeli kila kona.
    Vinginevyo unaweza kujiingiza mjini mwenyewe mkuu.

    Kwanza nikupe hongera mwana JF mwenzangu kwa wazo lako zuri la kibiashara.

    Soko la magari hapa bongo bado ni zuri sana - usafiri ni wa shida sana siku hizi, na ukizingatia watu wengi, hata wale wenye mwaka mmoja kazini wana uwezo wa ku-afford economic cars ... so you will have plenty of market here.

    Kwa maelezo yako, naweza kuhisi kwamba wewe haupo haba bongo - correct me if I am wrong ... na hili linaweza likazua vipingamizi vingi kibiashara, ukitegemea na utaratibu wa nchi yetu - rushwa bandarini, TRA .... haya nitayachambua zaidi baadae.

    Kabla sijakupa mchakato kwa kukokotoa ushuru, kuna vitu vichache lazima uvifahamu ili uweze kufanikiwa vizuri kwenye hiyo biashara yako.

    Watanzania wengi ni watu wanaopenda vitu vizuri hata kama hawana hela au uwezo wa kuvimiliki - so ushishangae kwanini mchina anasoko zuri la simu feki hapa kwetu.

    "Bei" ni kitu cha muhimu sana - ukileta gari ukaweka malipo yako yote + faida, unaweza kushangaa hupati wateja kwa sababu ya bei. Watu wengi wamekua wajanja siku hizi na wanaagiza magari wenyewe toka Japan - so ni lazima uwaonyeshe ni "kwanini wanunue kwako na si kuagiza toka japan" - hapa jibu zuri ni "Bei nafuu, kuepuka usumbufu, kupoteza muda na risk nyinginezo"

    Sasa turudi kwenye "Bei". Wafanya biashara wengi wanaingiza magari kinyemela. Ukweli ni kwamba, ukiingiza gari kihalali, ukaweka gharama zote ulizoingia na faida yako - bei inakuwa juu sana na "price tag" zako zitatishia watu! So, uwanja huu ni mpana na kuna technique kibao. Mimi sifanyi biashara ya magari, ila nafahamu watu wanaofanya hii biashara - kuna mzee mmoja ana yard hii njia ya bagamoyo road - kuna kipindi alikuja na gari 140 - usiulize gari moja iliingia kwa sh ngapi!

    Na magari mengi unayoyaona kwenye car yard, sio yote yametoka japan - mengine yananunuliwa hapa hapa - yanakarabatiwa na kubadilishwa digits za speedometer - then mchezo unaendelea kama kawaida.

    So, sisemi nawewe ufanye hivyo - just kwa sababu unataka uingie kwenye hii ngoma, ni vyema kujua wenzako wanafanyeje ili ujue jinsi ya kuwapiku kibiashara.

    Hata hapo bandarini na TRA, kuna ujanja wake - ila sijui wanafanyeje. Business partner wangu yeye ana clearing and forwarding company - na pia huwa anaagiza magari na kuuza. Nilipotaka kununua gari, aliniambia nilipie CIF, then likifika bandarini nimwachie hiyo kazi.

    Sijui aliliota kivipi - ila gharama zilikua ndogo kuliko nilivyodhani - so I think kuna kitu wanafanya, kutoa hongo au ujanja fulani hivi ambao hajawahi kuniambia.

    Hapa napoandika hii e-mail, kuna Toyota RAV4 inabadilishwa piston rings, inatoa moshi si mchezo! Cha ajabu ina JAAI Test, na imepita bandarini. Gari kama hii sijui hata imepitaje pitaje, ila ndio itawekwa show room na kuna mtu atabamizwa bei - Tanzania hiyo!

    Those are just few handy tools of the trade - mambo yapo mengi na mengine mi siyajui vizuri!

    Sasa nije kwenye kukokotoa mapato.

    Sina uhakika kama kuna tofauti ya ushuru kati ya magari ya Luxury na ya kawaida ... nadhani wataalamu zaidi hapa JF wataelezea hili.

    Kwa magari yenye umri zaidi ya miaka kumi, kuna "Dumping Fee" 20%.

    So mchakato ni kama ifuatavyo:

    Parameters:

    CIF = Cost Insuarance & Freight
    DFR = Dumping Fee Rate (0% if less than 10 years old, 20% otherwise)
    EDR = Exercise duty rate 25%
    IDR = Import Duty rate (5% if < 2000cc, 10% otherwise) Hapa ndio nadhani unaanisha Luxury na Econonic cars.
    VATR =VAT Rate 18%

    Import duty fee = CIF x IDR/100
    Dumping fee = (CIF + ID) x DFR/100
    Exercise Duty fee = (CIF + ID + DF) x EDR/100
    VAT = (CIF + ID + DF + ED) x 18/100)

    Hizo ndio gharama uncle.

    Kwa kifupi, TRA wanatumia Cummulative arthmetic, which means fee ya kwanza inaongezewa kwenye previous cost kabla ya kutumika ku calculate fee nyingine.

    Order ya calculation ni

    1) Import Duty
    2) Dumping Fee
    3) Exercise Duty
    4) VAT

    So, kama gari umelinunua $1000 CIF, cc 2300, la mwaka 1998.

    Import Duty (ID) = 10% x $1000 = $100
    Dumping Fee (DF) = ($1000 + $100) x 20% = $220
    Exercise Duty (ED) = ($1000 + $100 + $220) x 25% = $330
    VAT = ($1000 + $100 + $220 + $330) x 18% = $297

    So, umeshajua ni kwanini watu wanatoa rushwa? Kama gari ni ya CIF $10,000? Pata picha!

    Nakubaliana na ushauri wako na analysis uliyofanya , ni sahihi kabisa na ya maana.

    Hata hivyo sina uhakika kwenye Import duty
    Je haipaswi kuwa CIF Price x 25% ? Au hiyo hapo chini ni kwa magari mapya tu? Naomba mchango wako

    Naomba uliza na hizi fees zina apply ata kama mtu ni mwanafunzi anarudi na gari nyumbani ambalo amelitumia zaidi ya mwaka? Kama siyo, je unajua mwanafunzi anapata exemptions zipi? Nashukuru.

    Kuna ushuru utalipa, ila hautakuwa mwingi sana.

    Ila kwenye gari, lazima uwe na vielelezo vya kutosha - watafanya valuation ya thamani ya gari na kodi utakayotakiwa kulipa. So ushuru upo pale pale, it won't be $0.00.

    Mfano wako unapotosha kwani siyo magari yote ni ya miaka 10 au kuzidi, kwa hiyo "Dumping Fee" itakuwa hakuna. Halafu inaitwa "Excise Duty" na siyo "Exercise Duty". Vinginevyo well done kwa somo zuri! :)

    Hizi % kwa ujumla wake utaona unatakiwa ulipe zaidi ya nusu ya bei ulionunulia gari hata kama inamiaka chini ya kumi tangu itengenezwe.
    Ili kuepusha mianya ya rushwa hizi kodi zingepunguzwa angalau ikawa kati ya asilimia 20-30 ya gharama ya gari ila watu wengi waweze kuwa na uwezo wa kununua usufiri hasa magari.
    Na tuondokanane na dhana kwamba magari ni anasa kwa ulimwengu wa sasa usafiri ni kama vile sehemu ya mahitaji muhumu ya binadamu.
    Na pia kwa vile sisi hatuna viwanda vya ndani vya kutengeneza magari hatuna ulazima wa kupandisha kodi za kuingiza magari toka nje.Nchi nyingine zinafanya hivyo ili kulinda viwanda vyao vya ndani,je sisi tunapandisha hizi kodi ili tulinde nini?
