    Mawasiliano yote kuhusu kiti cha Jamhuri ya Muungano wa Tanganyika na Zanzibar cha Umoja wa Mataifa yalifanywa na “Ministry of External Affairs, P.O.Box 9000, Dar es Salaam, United Republic of Tanganyika and Zanzibar”, kwa sababu kwa mujibu wa Khati za Muungano “Mambo ya Nchi za Nje” yalikuwa ni ya Muungano na Muungano ulikuwa ni wa Tanganyika na Zanzibar, na kwa mpangilio huo, Tanganyika iliyatawala mawasiliano yote na Umoja wa Mataifa bila ya kuihusisha Zanzibar.
    Kwenye “Interoffice Memorandum” yenye kichwa cha maneno “Registration of the Articles of Union between the Republic of Tanganyika and the People’s Republic of Zanzibar in accordance with article 102 of the Charter” ya tarehe 14 May 1964, Mr. Jose Rolz-Bennet, Deputy Chief de Cabinet alimuandikia C.A. Stravropoulos, Under-Secretary, Legal Counsel:
    As you are aware, Article 102 of the Charter requires Member States to register all treaties by them “as soon as possible” with the Secretariat. The same Article also provides that unregistered treaties cannot be invoked before any organ of the United Nations. Although the sanction just mentioned has never, as far as I know, been enforce, I think that, in the interests of full compliance with the Charter, the attention of the Government of the United Republic of Tanganyika and Zanzibar should be drawn to the registration requirement of Article 102 of the Charter with respect to the Agreement containing the Article of Union giving rise to the United Republic. I should therefore suggest that a cable along the following lines be sent by you to the TAB representative in Dar-es-Salaam for communication to the Government.
    “PLEASE DRAW ATTENTION OF GOVERNMENT TO PROVISIONS OF ARTICLE 102 OF CHARTER REQUIRING UN MEMBERS TO REGISTER AS SOON AS POSSIBLE WITH SECRETARIAT AGREEMENTS CONCLUDED BY THEM, AS THIS REQUIREMENT APPLIES TO AGREEMENT CONTAINING ARTICLES OF UNION BETWEEN TANGANYIKA AND ZANZIBAR. REGULATIONS TO GIVE EFFECT TO ARTCLE 102 OF CHARTER REQUIRE REGISTERING GOVERNMENT TO SUBMIT TO SECRETARIAT ONE COPY OF AGREEMENT CERTIFIED (my emphasis) TO EFFECT IT IS TRUE (my emphasis) AND COMPLETE COPY INCLUDING ALL RESERVATIONS (my emphasis) MADE BY PARTIES THERETO (my emphasis), TWO ADDITIONAL COPIES OF AGREEMENT, AND STATEMENT REGARDING DATE AND METHOD OF ENTRY INTO FORCE.”
    Serikali ya Jamhuri wa Muungano wa Tanganyika na Zanzibar ilitakiwa izisajili Khati za Muungano kunako Seketeriet ya Umoja wa Mataifa, na si kuzisajili tu, bali hizo Khati za Muungano zithibitishwe na pande mbili za Muungano, yaani Serikali ya Jamhuri ya Tanganyika na Serikali ya Watu wa Zanzibar, kama ni za kweli, yaani si za bandia, na kama kuna jambo lolote ambalo upande mmoja haujarithika nalo litoe maelezo. Memorandum hiyo iliandikwa tarehe 14 Mei 1964 na Muungano ulifanyika tarehe 26 Aprili 1964. Yote hayakufanywa.
    Kwa mujibu wa barua pepe ya majibu kwa mwandishi huyu ya tarehe 25 March 2009 kutoka kwa Bwana Andrei Kolomoets wa Ofisi ya Mambo ya Kisheria ya Umoja wa Mataifa, hakuna ushahidi kama usajili huo ulifanywa na Serikali ya Muungano wa Jamhuri ya Tanganyika na Jamhuri ya Watu wa Zanzibar huko Umoja wa Mataifa. Na kwa mujibu wa maneno ya hapa chini, ni kuwa kama ulifanyika basi kungelikuwa na kumbukumbu kwenye DB (database) na shahada ya usajili ingeliambatanishwa. Bwana Andrei ameangalia na amenijibu kuwa hakuna kitu kama hicho:
    There is no evidence that the Articles of Union were ever registered with
    the UN Secretariat.
    Had it been the case, there would have been a record in the DB with the
    registration certificate attached.
    I checked, it’s not there.
