(1) Ni sahihi kabisa alivyosema mmoja hapo juu kwamba kama hatutaki haraka katika kuanzisha EAC ni kwa nini tutake haraka kwenye kujenga makao makuu mapya?

(2) Tunasema siku zote tunakaribisha wawekezaji kwenye kilimo. Lazima wawekezaji wenyewe wawe Wazungu? Mbona hatuwapokei kwa shangwe hao wakulima toka Kenya?

(3) Ilibidi lazima ifike siku Kenya watafute namna ya kuweka presha. It takes two to tangle. Did Kamala and company think that we held all the cards? Hiwezekani kukosa ari ya kuungana na huku ukataka makao makuu ya mungano yawe kwako. You cannot eat your cake and have it!

(4) Wenzetu wote walijadiliana, kabla ya mkutano, namna ya kuweka hii presha. Watakuwa wamekubaliana nchi mbili ziwe neutral kwanza ili wasiiumize mno Tanzania. Ikibidi wataweka presha zaidi baadaye.

Serikali yetu imevurunda kwenye mambo mengi, lakini kwenye hili la ardhi nadhani inabidi tuipongeze na kuiunga mkono.Iendelee kukaza uzi uleule hadi ukatike.

Kuwa na mapori haina maana hiyo ardhi ni "useless". I mean, "mapori" is not a wasteland. They offer habitat to some valuable species and help to sequester carbon. Any clearance of "mapori" translate into a loss of these values.

Having the EAC headquater in Arusha can be a gold mine to that town, it can easily be a bigger city than Dar. Why cant you people see the opportunities, you are always looking at what you will loose. Damn! Whats up with you guys. If you cant see the benefits of these why dont you ask nairobians and what the UN has done for us. My solution is simple, GET TANZANIA OUT OF THE EAC AND THE THE EAC OUT OF TANZANIA. Let the hq be taken to kisumu which was the other option, after all there is a strategy to turn it into a regionaly important city. Damn!

Waziri wa Ushirikiano wa Afrika Mashariki, Dk. Diodurus Kamala, leo anatarajia kutoa msimamo wa serikali kuhusu pendekezo lililotolewa na Waziri wa Kenya anayeshughulikia masuala ya Afrika Mashariki, Amason Kingi la kutaka makao makuu mapya ya Jumuiya ya Afrika Mashariki (EAC) yahamie nchini mwake badala ya Arusha.

Dk. Kamala aliliambia Nipashe jana kuwa atatoa msimamo huo atakapokutana na waandishi wa habari katika ofisi za wizara yake jijini Dar es Salaam leo.

Nipashe ilikuwa imemtaka kueleza msimamo wa serikali kuhusu mapendekezo ya Waziri Kingi.

Hatua hiyo inatarajiwa kuchukuliwa na Dk. Kamala ikiwa ni siku tatu tangu Waziri Kingi kuonyesha dhamira yake hiyo kwa kupendekeza makao makuu mapya ya EAC yasijengwe Arusha, ambako pamekuwa makao makuu ya Jumuiya hiyo tangu ilipofufuliwa mwaka 1999.

Waziri Kingi ameripotiwa kutoa pendekezo hilo kwenye kikao cha Baraza la Mawaziri wa EAC, kilichofanyika Arusha Februari 27, mwaka huu akisema makao makuu yahamishwe kwa sababu Arusha siyo tena katikati ya eneo la nchi wanachama wa Jumuiya hiyo.

Pendekezo hilo liliungwa mkono na Rwanda, ambayo ni moja ya nchi mbili mpya katika EAC.Arusha ndio mji unaotajwa katika Mkataba wa Kuanzishwa EAC kuwa itakuwa ndipo Makao Makuu ya Jumuiya hiyo.

Hata hivyo, nchi za Tanzania, Uganda na Burundi zimeripotiwa kupinga pendekezo hilo na habari kutoka Nairobi, Kenya zilieleza kuwa hata Baraza la Mawaziri la Kenya halijapata hata wakati mmoja kuzungumzia wazo au pendekezo la kuhamisha makao makuu ya Jumuiya kutoka Arusha.

Kenyans now reject Arusha as EAC headquarters

The Kenyans have once again smirched the operations of the East African Community (EAC) by objecting to the commencement of the construction of the new headquarters building in Arusha.

Speaking on condition of anonymity, the highly placed source informed me that, the Council of Ministers meeting, which convened on February 27th in Arusha, wasted time listening to Kenyan clamor.

The Kenyan delegation lead by the Minister for East African Cooperation, Amason Jeffar Kingi, contended that the inclusion of Rwanda and Burundi in the Community disqualifies Arusha as the center-point of the region and called for a fresh look into the matter.

Although the Kenyan officials did not mention their preference, it was apparently clear that the move was designed to make sure Tanzania does not continue to be the seat of the Community.

Common sense tells us that if a Kenyan representative objects to Arusha as the headquarters of the Community, the only possible suggestion would be Nairobi – dubbed the capital of slums and crime in the region.

Without shame, the Rwandan delegation supported the Kenyan objection, but the cool-headed Ugandans and Burundians opposed the Kenyans with perplexity.

Last year the Rwandans, like the Kenyans, were annoyed by the Tanzanian stand on the land issue. Arguably this could easily be interpreted as childish vengeance; otherwise, where did the impetus come from?

The source noted that the Tanzanian delegation led by the Minister for East African Cooperation, Dr. Diodorus Buberwa Kamala, reminded the vociferous Kenyans that the treaty states that Arusha is the headquarters.

In fact, Chapter 29, Article 136(1) states as follows: The headquarters of the Community shall be in Arusha in the United Republic of Tanzania.

When contacted for comment over the week-end, Dr. Kamala told me he was shocked and amazed at the Kenyans move to delay the construction. The minister is expected to speak with the media in Dar es Salaam some time this week.

According to Minister Kamala, the matter will have to be forwarded to the summit, which meets in April for further deliberation. He said the Community operates under the principle of consensus; thus the matter must be resolved amicably.

The Council of Ministers is the policy organ of the Community and reports to the summit, which is comprised of the presidents of the five member states, namely Tanzania, Kenya, Uganda, Rwanda and Burundi.

The Kenyan interference comes at a time when Germany has added another 6 million euros for the construction project to the earlier committed 8 million euros. The additional financial assistance came after the entry of Rwanda and Burundi in the EAC, which changed the original architectural plan.

The whole project is estimated to cost 14 million euros if completed on time in Arusha, where the government of Tanzania donated land free of charge in 2005. Currently, the Community is housed at the Arusha International Conference Center (AICC).

Although it is true that the defunct Community that collapsed in 1977 established Arusha as the headquarters based on its centrality in relation to the three capitals of Dar es Salaam, Nairobi and Kampala, the current treaty is silent on the equidistant argument.

Kenyans did not address a scenario in which another African country might join the Community in the future as has happened with Rwanda and Burundi. Will that prompt the Community to change the headquarters again? It’s absurd.

As a matter of fact, some international analysts are anticipating the possibility of Southern Sudan applying to join the Community in the near future should the cession deal from the Khartoum regime succeed in 2011.

Interestingly, a quick geographical analysis suggests that four big cities approximately meet the qualification of “centrality” in the region: Arusha and Mwanza in Tanzania, Nairobi in Kenya and Kampala in Uganda.

From observation on the map, the cities’ locations draw an irregular polygon, something that is neither a trapezoid in shape nor a rhombus, but close to a quadrilateral. Arusha is in the south-east corner of the quadrilateral, Nairobi in the north-east corner, Kampala in the north-west corner and Mwanza in the south-west corner.

Based on the actual locations of the four cities in relation to Rwanda and Burundi, which are located in the south-west of the quadrilateral shape, Mwanza reasonably meets the criteria of being in the middle of all five capitals of member states.

However, it is ridiculous that a Kenyan minister would fight to move the headquarters from one Tanzania city to another Tanzanian city that is even further from Nairobi. The Kenyan demands are laughable.

This is not the first time that Kenyans have stalled the processes in Arusha. Only last year, the Kenyans disrupted the negotiations of the Protocol on the Establishment of the Common Market demanding access to Tanzanian land and arbitrary permanent residence.

In the past, the Kenyan officials have even demanded equal employment opportunities among member states for non-skilled positions. These positions are jobs such as janitors, office messengers, watchmen, drivers, etc. The move failed.

In another incident in 2001, the Kenyans attempted to knock out the most qualified applicant in the position of the Registrar of the East African Court of Justice in favor their fellow Kenyan.

However, the no-nonsense Ugandans stopped the bad move and even threatened to quit and blow up the issue in the media. The suppressed applicant was a young Tanzanian lawyer with a doctorate degree from Britain.

The Kenyans, like the Ugandans, had four applicants against the Tanzanian, Dr. John Eudes Ruhangisa, who beat them all in all qualifications and in the interview. I met him in September 2008, and he is still serving the Community in Arusha with all his heart.

The selfishness and arrogance of Kenyan officials is blamed for the collapse of the earlier Community in 1977 after only ten years. The then Ugandan Dictator, General Idi Amin Dada, also tainted the Community with his evil endeavors.
Senselessly and foolishly, some Kenyans in 1977 drank wine to celebrate the death of the Community and grabbed everything they could from planes to pencils.

General Amin and his entire army were later overthrown by heroic Tanzanian troops in April 1979. The three countries resumed cordial relations in the mid-1980s and signed the Agreement for the Establishment of the Permanent Tripartite Commission for East African Co-operation in 1993.

The Community was later re-established on July 7, 2000, and on July 2007, Rwanda and Burundi were fully admitted into the Community.

The upcoming summit will thus have to decide on the fate of the headquarters. It is unlikely that the headquarters will be changed just to satisfy egocentric and incongruous behavior.

It is very unfortunate that the Kenyan regime, after grabbing power over the dead bodies of slaughtered hungry Kenyans, now wants to export impishness to everywhere in the region. Shame!
