UDA yauzwa kwa bei chee, Ofisi zake Zavamiwa

    Inasemekana kuwa Shirika la Usafiri Dar Es Salaam (UDA) lenye assets zenye dhamani ya sh12 billion limeuzwa kwa kampuni ya Simon Group Ltd kwa sh 285 million. Wapo wengine wanasema kuwa ni asilimia 51 tuu ya share za UDA zimeuzwa kwa sh12 billion. UDA ilifanyiwa valuation mwaka 2009 ambapo ilikutwa ikiwa na assets zenye dhamani ya mabilioni ya shilingi. Kwa mujibu wa mkataba, Simon Group Ltd ilitakiwa kulipa malipo ya awali ya asilimia 25 ya shares ndani ya siku 14 baada ya kusaini mkataba, malipo ya asilimia nyingine 25 ya shares ndani ya siku 120 baada malipo ya kwanza, na asilimia 10 kila mwezi mpaka malipo yote yakamilike.

    Hata hivyo, mpaka February 25, 2011, Simon Group Ltd imenunua asilimia 12 tuu ya shares kwa sh285 million na haijalipa malipo mengine yaliyobakia. Ukiangalia hapo tayari imeshavunja mkataba kuhusiana na malipo. Cha kushangaza kuna taarifa kuwa mnamo tarehe 21 mwezi ulipita, majira ya jioni, Simon Group Limited walivunja ofisi ya Meneja Mkuu wa UDA zilizopo makao makuu ya UDA Kurasini na kuchukua ofisi.

    Mwenyekiti wa Bodi ya Wakurugenzi ya UDA, Iddi Simba, amekubali kuwa kweli ofisi za UDA zimevamiwa na mwekezaji wa ndani lakini suala zima linashughulikiwa na CHC. Kuna taarifa ambazo hazijadhibitishwa kuwa serikali imesimamisha mauzo ya hizo asilimia 51 ya shares za UDA kwa sababu mauzo hayakufuata taratibu zinazotakiwa.

    Manager wa wa UDA, Victor Milanzi, ameripoti suala husika polisi. ACP wa polisi Temeke amesema kuna "contractual misunderstanding" kati ya UDA na hiyo kampuni na ameshauri pande zote zikae chini ili watatue tatizo kabla ya kuchukua hatua za kisheria. Pia amesema ameshauri pande zote mbili watatue tatizo lao kupitia wizara na mamlaka husika. Kaimu Waziri wa Usafirishaji, Dr Athumani Mfutakamba, amesema hana taarifa na uvamizi huo kwa vile kwa sasa yupo jimboni kwake.

    simon group ltd ni kampuni ya kijanja hivyi na mmiliki wake aligombea ubunge akaangushwa na shibuda kwa tuhuma za utapeli alizo watapeli wakulima wa pamba.

    UDA ilitakiwa ifufuliwe na ndio iendeshe mass transit kuanzia routes zote za mabasi hapo DAr hadi metro train. Daladala zilitakiwa ziondoke na ziende hukoo vijijini. Sijaona ktk nchi yoyote iliyoendelea metro/mass transit kwenye majiji makubwa kama Dar ikaendeshwa na mtu mmmoja mmoja tena wababaishaji (dala dala owners).
    Na huyo mayor sijui ana vision gani kuhusu Dar!
    Ama kweli Maendeleo Tanzania ni ndoto

    Dah kweli Nchi haina utawala wa sheri, mpaka mtu binafsi anaenda kuvunja ofisi za shirika la UMMA, hachukuliwi hatua tu, jamani sijaona nchi yenye kunuka rushwa kama hii

    Nchi inaendeshwa unethically hii mkuu. Decision makers wengi wana masilahi katika huu mfumo wa karne ya 17 wa usafiri. They are the ones who own petrol stations, banks, daladala and every aspect of business. They are always exploiting Tanzania and its people for their benefits. Nyerere aliposema kiongozi asiwe na hisa kwenye kampuni binafsi aliliona hilo, kwani asemaye kamasi inachumvi ameilamba. Maamuzi yoyote ya kuwatoa wamiliki wa daladala jijini ni kama kuchukua kisu na kujichoma kwa wanasiasa na viongozi wa Tanzania.

    Katika kila successful private business iwe ina milikiwa na muhindi, mzungu au mwarabu basi kuna mkono wa kiongozi wa serikali nyuma yake ambaye anakula dividend kwa kuinganishia madili na kuikingia kifua, na wengine wanafanya hivyo kwa kuogopa kuziweka nafasi zao za kisiasa rehani. Serikali always inatakiwa kuwa upande wa watumiaji kwa kuwalinda na predators wafanyabiashara ambao motive yao ni maximization of profit no matter how, ila kwa Tanzania wafanyabiashara ndiyo wanalindwa na wananchi wanaachwa kivyaovyao.

    Kwa manufaa ya watumiaji, zinahitajika kampuni kuu tatu za usafiri katika jiji kama la Dar es salaam, ili kuweka ushindani na kutoa huduma bora za usafiri, tatizo ni kwamba waidhinishaji wanataka nao wapewe (10% or corruption) shares kutoka kwa wawekezaji na hivyo kuwakimbiza watu makini kuingia katika soko. Saa ngapi tutakuwa na maendeleo ya kweli?

    Mr. Sherrif, hilo ndilo lilikuwa wazo langu pia. Wanachofanya ni ilie ile template ya ufisadi - wanauza cha Taifa ili waingize cha mtummoja mmoja. Yaani wameanza mpango wa transit system halafu wanauza UDA! Kwanza nimeona sitaki kuamini lakini siwezi kushangaa kabisa kuwa ni kweli. Huwa nauliza kwanini hawabinafsisi Ikulu?

    I head this crap again. Kila ninaposoma hizi habari nafikiria ndugu zangu na generations zilizoumizwa na wale waliokufa kutokana na hizi fikra za ccm. Tunaposikia maneno kama joint ventures na mergers au government sales tunafikiri wanao-negotiate hizi deals wanafanya hivyo kwa malengo na manufaa ya wananchi kumbe ni uhuni, ignorance na stupidity mtupu. Tatizo sio hizi sales za kikwete ila ni hawa wahuni wanaoshikilia madaraka kwa katiba ya kihuni. Taifa gani ambalo haina check and balance? Taifa gani halina any kind of transparency? Taifa gani lina wananchi waliowalevi wa madaraka na kuwanyanyasa wananchi wao kama watumwa? Viongozi gani wanatembea na kupanda ndege kila siku wakienda nje ya nchi kujigamba kama vile wanajua uongozi kumbe ni wezi kupindukia? Hii ndio dectatorship ambayo imemuondoa mubarak, Ben Ali na Gadaffi. Kweli sikio la ditector alisikii dawa ya aina yeyote ile.

    Kutokana na hii sale sijui ni focus na ujinga gani sale yenyewe, deposit amount au waliosaini makaratasi au waliosuka uhuni huu?

    Nyie ccm endeleeni kuwafanya watanzania kama watumwa wenu na tutaona atashindanani

    Na huyo meya wa jiji la Dar, Mkuu wa mkoa, na hata MP's, baraza la wazee wa Dar/Mzizima wooooooteeeee ni hopeless na utumbo kabisa, tena anabidi wapelekwe Mirembe sijui kama wanajua lolote ama ana vision yoyote kuhusu jiji la Dar. Ndio shida ya kumchagua mtu kwa sababu mnakunywa wote kahawa pale Saigon ama Shibam...pumbafu sana inatia uchungu manake ingekuwa ni China yeye ndie wa kuwatoa kafara kwa kuwalima risasi kwanza

    Duh! naikumbuka sana UDA ndipo nilipofanyia field yangu ya mwaka wa kwanza.Ile depot tu pale opposite na geti no. 5 ya bandari ni zaidi ya mara kumi ya hizo million 285. Kweli sisi ndivyo tulivyo!!!!

    Valuation ya UDA iliyofanywa mwaka 2009 na kampuni ya Land and Property Consultants ya Dar Es Salaaam ilionyesha kuwa UDA ilikuwa na mabasi 20, ardhi na majengo, funiture za maofisini, zana na mashine zenye dhamani ya mabilioni ya shilingi. Pia kwa wakati huo ilikuwa na waajiriwa 120.

    Kwa vile kuna mpango wa DART ambao unahusiana na usafiri wa Jiji la Dar - kazi iliyokuwa imefanywa kisheria na UDA - kwanini UDA haikubadilisha na kuwa hiyo mamlaka mpya ya DART - ikiwa na facilities na mara nyingine ambazo zingeweza kuwa sehemu ya mtaji wake? Kulikuwa na tatizo gani la kuzuia UDA isiwe DART?

    MMJ, wewe ulitaka UDA ibadilishwe kuwa DART halafu mafisadi wakale wapi? Ilikuwa lazima UDA iuzwe kwa bei ya kutupwa huku cha juu kikiwa kimewekwa kibindoni mwa wafanya maamuzi tayari halafu hiyo DART ianze moja!!! Who cares about the cost?
