Shirika la Usafiri Dar es Salaam (UDA)

265. Mwaka 2007, Shirika lilikuwa na mabasi 27 yaliyotoa huduma ikilinganishwa na mabasi 34 mwaka 2006. Wastani wa mabasi yaliyokuwa barabarani kwa siku ni mabasi 19. Abiria 2,926,623 walisafirishwa mwaka 2007 ikilinganishwa na abiria 1,204,083 mwaka 2006, sawa na ongezeko la asilimia 143.1. Mabasi ya Shirika yalifanya safari za usafirishaji wa abiria 59,496 mwaka 2007 ikilinganishwa na safari 50,598 mwaka 2006, sawa na ongezeko la asilimia 17.6. Vile vile, mabasi ya shirika yalitembea jumla ya kilomita 1,563,442 ikilinganishwa na kilomita 1,418,416 mwaka 2006. Mapato ya Shirika yalikuwa sh. 1,606.94 milioni mwaka 2007 ikilinganishwa na sh. 680.31 milioni mwaka 2006.

Mapato yalikuwa kwa mwaka mmoja ni bilioni 1.6... I'm thinking.. ni kweli shirika halina uwezo? Shirika ambalo limetegemewa na watu karibu milioni tatu kwa mwaka? Lazima tujiulize kwanini "halina uwezo" wa kuendesha DART?

Hapo sasa ulipaswa kuanzia na siyo kulete porojo kwa jambo usilolijua.Kwanza nimekujibu kwanini UDA imebinafsishwa ni kwamba ilishindwa kujiendesha kibiashara kwa sababu ya ushidani huria wa usafiri wa jijini, Mfumo wa UDA haukutoa nafasi ya kubadilika kutoka mfumo wa zamani wa kiuendeshaji na mfumo wa soko huria. UDA haikuchukua role za DART kwa sababu za kimuundo na mfumo wa uendeshaji ni tofauti kabisa.
DART Agency is a government entity established by GN No.120 of 25th May, 2007 under the Executive Agency Act No. 30 of 1997 and its subsequent amendments. The key role of the DART Agency is to establish and operate the Bus Rapid Transit (BRT) system for Dar es Salaam. The Agency aims at achieving the following objectives;
a) Establish and operate Bus Rapid Transit (BRT) system for Dar es Salaam, branded Dar Rapid Transit – DART,
b) Ensure orderly floor of traffic on urban streets and roads and
c) Ensure effective Management of the Agency.
The Agency operates under the guidance of the Prime Minister's Office, Regional Administration and Local Government – PMO-RALG

Aim
The DART aims at "effectively planning, coordinating and facilitating the provision of urban transport facilities and services and ensuring improved traffic management in Dar es Salaam". Hili halikuwa lengo la UDA

Kama mfumo wa uendeshaji mashirika ya UMMA ni huu tulionao na uongozi wa NCHI ni huu, Bunge ni hili, acha tu UDA iende inakokwenda. Mashirika ya UMMA yanatafunwa sana. Hayana mwenyewe.

Even a brief survey of planned or existing BRT lines around the world reveals that in virtually every corner of the globe, cities are increasingly looking to Bus Rapid Transit as a viable transit solution.
DART, Dar es Salaam, Tanzania (Construction estimated in 2007)
In the city of Dar Es Salaam, Tanzania, public transportation actually consists of about 9,000 independently owned paratransit buses, or “daladalas,” which collectively provide one million trips per day in this rapidly growing city of 2.5 million. The daladala system developed in the 1970s after the city was unable to provide adequate service. So named because of the typical fare of 5 Tanzanian shillings is equivalent to a U.S. dollar (“dala”), daladalas were initially illegal, but proved so popular despite the high fares that the government eventually began regulating the system in 1983. In the absence of transit planning or adequate oversight, the system has become overburdened and suffers from undertrained drivers and a poor safety record.
In 2003, the city announced a plan to develop a world class BRT system called DART (Dar es Salaam Rapid Transit). The World Bank awarded the city $1 million in April 2005 to finance detailed design and planning. Aided by some of the same designers who worked on Transmilenio, DART has embraced a comprehensive vision of a modern, environmentally-friendly BRT system that will be affordable, will integrate and professionalize the daladala drivers, and will create a more livable city. The City is soliciting public and private funding and may be able to commence construction this year. Upon completion, DART will be the first BRT system in Africa.

Hotuba ya Bajeti ya Miundombinu 2007 - na Andrew Chenge

32. Mheshimiwa Spika, kuhusu usafiri jijini Dar es Salaam,
Shirika la UDA limeendelea kutoa huduma ingawa kwa kiwango
kidogo. Katika kipindi cha 2006/2007, Shirika lilikuwa na wastani wa
mabasi 22 yaliyokuwa barabarani kwa siku. Shirika pia lilinunua
mabasi mapya 3 na kufufua mabasi 10 yaliyokuwa yamesimama.
Jumla ya abiria 1,698,263 walisafirishwa katika mwaka 2006/07,
ikilinganishwa na Mwaka 2005/06, ambapo jumla ya abiria 994,924
walisafirishwa, ikiwa ni ongezeko la asilimia 80. Hata hivyo, kiwango
kikubwa (zaidi ya asilimia 70) ya huduma za usafiri jijini Dar es
Salaam ziliendelea kutolewa na watoa huduma binafsi maarufu kwa
jina la Dala dala. Katika mwaka 2007/08 Wizara itaendelea na
taratibu za kurekebisha utendaji wa Shirika ili liweze kutoa huduma
kwa ufanisi zaidi.

Jumatatu ya leo, majira ya asubuhi ya Juni 7 katika viwanja vya Karimjee, benki ya CRDB imezindua rasmi mradi wa mabasi ya Wanafunzi kwa Mkoa wa jiji la Dar Es Salaam kwa lengo la kuwaondolea wanafunzi kero na adha mbalimbali wanazokumbana nazo mara kwa mara waendapo na kurejea shuleni na majumbani.

Jumla ya mabasi matano yenye uwezo wa kubeba wanafunzi mia moja yametengwa rasmi kwa shughuli hiyo ya kupakia Wanafunzi tu katika sehemu mbalimbali za Jiji la Dar Es Salaam.

Mabasi hayo yenye thamani ya sh. milioni 500 pamoja na ushuru yalikabidhiwa kwa Shirika la Usafiri Dar es Salaam (UDA). Mabasi hayo yataanza kutoa huduma wiki ijayo kati ya Kariakoo - Chanika, Kariakoo –Tegeta na Kariakoo –Mbezi Louis, maeneo ambayo yana kero kubwa ya usafiri kwa wanafunzi.


















Akizindua mradi wa mabasi hayo katika viwanja vya Karimjee, Dar es Salaam jana, Waziri Mkuu Mizengo Pinda alilitaka shirika la UDA kuwa macho ili usije ukafia mikononi mwao.

Pinda alisema itakuwa aibu na fedheha kwa wanafunzi walioshuhudia uzinduzi huo, kuona mradi unayeyuka. Waziri Mkuu Pinda akizindua mradi huo kwa Niaba ya Rais Jakaya Kikwete, alisema Dar es Salaam ina zaidi ya wanafunzi 500,000 wanaohitaji usafiri kila siku. Alisema ili kutosheleza mahitaji ya usafiri kwa wanafunzi hao, kila asubuhi na jioni, yanahitajika mabasi 10,000. Kutokana na hilo, aliwahimiza wadau wengine kuchangia, akisema serikali iko tayari kuondoa ushuru kwa watakaokuwa tayari kununua mabasi kwa ajili ya mradi huo. Waziri Mkuu alisema ni ruksa kwa kila taasisi itakayotoa msaada kuweka nembo yake kujitangaza katika mabasi hayo.

Kwa upande wake, Meneja wa UDA, Martin Milanzi, alisema nauli kwa wanafunzi itakuwa sh. 100.

Naye Mkurugenzi Mtendaji wa CRDB, Dk. Charles Kimei, alisema wameamua kutoa msaada huo kwa kutambua kero wanazopata wanafunzi katika usafiri. Dk. Kimei alitoa wito kwa wadau wengine kusaidia katika kuondoa kero ya usafiri kwa wanafunzi mkoani Dar es Salaam.

Akizungumza katika hafla hiyo, Mkuu wa Mkoa wa Dar es Salaam, William Lukuvi, alilitaka UDA kuhakikisha linaweka utaratibu mzuri wa kusimamia mabasi hayo. Lukuvi alikumbushia mradi kama huo aliowahi kuuasisi, lakini ulikufa baada ya yeye kupanda cheo na kuhamishwa kutoka mkoa wa Dar es Salaam.

Uzinduzi huo pia ulihudhuriwa na Waziri wa Elimu na Mafunzo ya Ufundi, Profesa Jumanne Maghembe; Waziri wa Miundombinu, Dk. Shukuru Kawambwa; Meya wa Jiji la Dar es Salaam, Adam Kimbisa; Mkurugenzi Mtendaji wa SUMATRA, Israel Sekirasa; Mwenyekiti wa Bodi ya UDA, Idd Simba na wanafunzi wa shule kadhaa za Dar es Salaam.

Wanafunzi wa shule ya Sekondari Boko ya Jijini Dar es salaam wakipanda kwenye moja ya mabasi matano yaliyotolewa kwa mradi na Benki ya ya CRDB ampapo yameanza kutoa huduma hiyo jana. Wanafunzi hao walikutwa katika eneo la Boko Kilometa 30 toka katikati ya jiji.

Mabasi matano ya wanafunzi yaliyotolewa na benki ya CRDB, sasa yameanza kazi rasmi ya kusafirisha wanafunzi katika sehemu mbalimbali za Mkoa wa Dar es Salaam.


Akizungumza na Nipashe jana, Meneja Mkuu wa Shirika la Usafiri Dar es Salaam (Uda) linalosimamia mabasi hayo, Victor Milanzi, alisema mabasi hayo yanafanya kazi vizuri na yamekuwa yakipata abiria wengi.


"Yameanza leo (jana) kwa kuwa wanafunzi walikuwa wamefunga na sisi tukaona ni vyema yakasubiri hadi wafungue, Sasa wamefungua na yameingia barabarani kufanya kazi," alisema Milanzi.


Alisema mabasi hayo yameanza kutoa huduma zake katika njia za Mbagala Kariakoo, Chanika Kariakoo, Kariakoo-Kimara-Mbezi na Kariakoo Tegeta.


Milanzi aliliambia gazeti hili hivi karibuni kuwa kutakuwa na wakaguzi watakaokuwa wakifuatilia utendaji wa kila siku wa mabasi hayo na kwamba pamoja na mambo mengine watakuwa wakikagua tiketi na mapato ya mabasi hayo.

Fellow Tanzanians:
As AgriSol Energy Tanzania, Limited's development activities in Tanzania progress, we want to be sure that you know and understand how our proposed project is designed to enable and empower Tanzanian farmers to significantly increase the use and productivity of our nation's farmland for the benefit of our country.
Some recent news accounts and reports have inaccurately portrayed our intentions. Having been involved in the AgriSol Tanzania project from the beginning, I personally know the people, the plans, the politics and the potential of this project for Tanzania. I also know that the news accounts are wrong. Our project is about partnering with world-class agricultural experts and putting Tanzanian farmland to its best and fullest use.
AgriSol is focused on being a major sponsor of significant, long-term and sustainable change in emerging agricultural markets by bringing state-of-the-art farming practices, modern seeds and other inputs, and top-quality farming equipment to such markets.
Our ultimate objective is to create large-scale agriculture zones that: • Help stabilize local food supplies and bring lasting food security to our country; • Create jobs and economic opportunity for local populations; • Spur investment in local infrastructure improvements; • Develop new markets for our agricultural products; and • Attract investment in related businesses.
In developing this project, we have always sought to work only with people and organizations that have a demonstrated track record and commitment to sustainable and socially responsible agriculture, as exemplified by our American partners in AgriSol Energy Tanzania, Limited, and to working with small farmers.
We bring our own significant local expertise to the project, and we have also specifically sought the involvement of other local experts and institutions, for example, by partnering with Sokoine University of Agriculture, the leading Tanzanian agricultural institution. Our team also includes experts in commercial agriculture, educational outreach and small landholder programs from Iowa State University's College of Agriculture and Life Sciences (one of the leading agricultural universities in the world), and international business development and finance. AgriSol also will use its relationships with leading global and regional suppliers of seed and fertilizers, farming equipment and technical expertise for the benefit of our project.
Importantly, our project is consistent with the vision of President Jakaya Kikwete to transform the country's economy through significant, long-term investment in agriculture. The ambitious Kilimo Kwanza strategy is central to AgriSol's mission to forge a partnership with the government and with farmers to ensure that Tanzania rises above subsistence farming, low productivity and limited access to the best farming practices.
AgriSol firmly believes that the best way to tackle these issues in Tanzania is to develop agricultural enterprises that combine large-scale, profitable commercial farming with significant local outreach and outgrower programs for small landholders. This approach will not only stabilize local and national food supplies and create local jobs and prosperity, it also will support:
• Organized, efficient and transparent markets for agricultural products, providing small farmers with enhanced access to local, national, regional and global farming production, inventory and pricing data;
• Increased access to funding for similar and complementary agricultural businesses; and • Greater investment in roads, rail, water and air transportation infrastructure, and crop
and value-added product storage, processing and distribution.
Additionally, profits generated from this type of venture will support long-term investments in co- operative organizations and community investment trusts. These trusts will invest in local medical clinics, schools, water sourcing and treatment systems, power generation and other types of infrastructure that will have a profound and positive impact on the quality of life for local populations.
Regarding the proposed agriculture zones, our government made AgriSol aware of three tracts of land in western Tanzania that were previously used as camps for refugees, but were, at the time, either closed or being closed. The decision to close these camps was made well before AgriSol became involved and was based on a model program agreed to with the United Nations. The government then designated these lands for modern agricultural development, as part of the Kilimo Kwanza initiative, in order to restore the land to productivity.
Despite being in fairly remote locations with limited road, power and water infrastructure, AgriSol found these tracts to have attractive agroclimatic conditions and to be geographically well- positioned to serve growing local, national and regional markets. While these lands represent a very small portion of Tanzania's vast land resources, these factors led AgriSol to conclude that these lands provide a major opportunity to demonstrate the nation's ability to feed its own people and contribute to world food supplies on an accelerated basis.
As part of its feasibility analysis for this project, AgriSol has spent considerable time consulting with key participants in Tanzania to ensure that we have taken into account local and national interests appropriately, including:
• Meeting repeatedly over several months with local and national officials and representatives in Mpanda, Rukwa, with the full knowledge of the central government, to discuss our vision for agricultural development in their region and the country and to seek their input and guidance;
• Hosting our Prime Minister, Hon. Mizengo Kayanza Peter Pinda, and key local and national government officials on visits to the U.S. to see our partners' modern, large- scale commercial farming operations, and to meet with Iowa State University experts in small landholder outreach;
• Attending and presenting at an investment forum held in Mpanda for Rukwa and Kigoma regions at the invitation of the Honorable Prime Minister, who chaired the meeting, and which was attended by several members of the cabinet along with senior government officials at the local and national levels;
• Sponsoring a workshop in Dar-es-Salaam with local and national government officials, and including Iowa State University, to discuss and obtain their input into the development of small landholder and community programs specific to western Tanzania; and
• Contracting a leading Tanzanian agricultural consultancy, Diligent Consulting Ltd., to evaluate local, national and regional crop and value-added product markets, local infrastructure and small landholder activity in western Tanzania.
AgriSol anticipates beginning commercial farming and small landholder and community programs in Tanzania in 2012, starting with modest activities in the initial years. In addition to food security, a key initial focus will be on fighting Tanzania's protein deficiency problem by investing in crop cultivation and value-added businesses, including animal feed, cooking oil and livestock production.
AgriSol is committed to conducting its operations in a socially and environmentally responsible manner, and we welcome feedback and questions from all stakeholders. We have a deep respect for our fellow citizens, and we are realistic about the challenges ahead. We also are unshakably optimistic about Tanzania's future and the contribution that our project can make to our collective food security and economic prosperity.

About Mr. Simba: Iddi Simba was the founding Director-General of the East African Development Bank, former Resident Director of the African Development Bank in London, Member of Parliament and Minister for Trade and Industry in the Tanzanian government. He continues to maintain meaningful relations with the Government of Tanzania, and was recently appointed to the Bomani Commission, which was set up in 2007 to investigate and review mining contracts in Tanzania. Mr. Simba sits on the Board of Directors of several media, manufacturing and financial services firms.
