    Mwanauchumi mashuhuri duniani, hayati Milton Friedman (1912-2006) aliwahi kusema kuwa hakuna kitu kama lanchi ya bure (there's no such thing as a free lunch). Ingawa hakuna uthibitisho kama Friedman ndio mtu wa kwanza duniani kutumia hiyo sentesi katika hotuba yake, watu wengi sana walimhusisha na huo usemi kwa muda mrefu wakati wa maisha yake. Milton mwenyewe aliwashangaza wasikilizaji wake wa taasisi ya CATO (CATO institute) nchini marekani (tarehe 6 May, 1993) aliposema kuwa vitu vizuri maishani vinapatikana bure (the best things in life are free). Hizi sentensi mbili zinapingana kwa kiasi fulani ingawa zinaelezea kitu kimoja. Si ajabu wanauchumi wengi duniani walipokea habari za kifo cha Friedman mwezi uliopita kwa masikitiko makubwa sana.

    Tafadhali marafiki zangu wa-jamaa (socialists) msianze kubeza uamuzi wa kutumia mifano ya Friedman katika makala hii. Nimeamua kutumia hotuba za Friedman ambaye wengi wenu mnamuita bepari (capitalist), kwa sababu kubwa mbili. Kwanza, matokeo ya mechi kati ya ubepari na ujamaa ni kwamba mabepari wameshinda 5-2. Pili, watanzania wengi sasa wameutambua uongo wenu wa-jamaa kwa sababu ya mali za nchi mnazojilimbikizia kila siku huku mkituambia watanzania wenzenu tufunge mikanda. Friedman alifafanua usemi wake kwa kusema kuwa; hakuna mtu anayetumia pesa za mwenzake kwa makini zaidi ya anavyotumia pesa zake mwenyewe (nobody spends somebody else's money as carefully as he spends his own).
    Ni ukweli uliothibitishwa sasa, hakuna kitu cha bure duniani. Hakuna chakula (lanchi) cha bure duniani. Kwa miaka mingi sasa nchi maskini za kiafrika zimekuwa zinapokea misaada kutoka kwa nchi tajiri duniani kwa ajili ya shughuli za maendeleo. Ukweli wa mambo unaonyesha kuwa misaada hiyo haijabadili hali zetu za maisha na badala yake siku hadi siku watanzania na waafrika kwa ujumla tunazidi kuwa masikini. Ninadhani kuwa ni wakati muafaka kwa waafrika kusoma tena hotuba za Friedman ili kutambua kuwa hakuna kitu kama lanchi ya bure. Hili lundo la misaada tunayoletewa sio ya bure kama wanavyoiita wafadhili wetu. Hizi lanchi za bure tunazopewa hazitasaidia kabisa juhudi zetu za kuondokana na umasikini. Wanauchumi wengi walishang'amua hili; hizi lanchi za bure zinatudumaza na zitatuponza milele.
    Kama huamini hebu jiulize maswali yafuatayo. Karne nyingi zilizopita wakati wa mapinduzi ya viwanda (industrial revolution), ni misaada gani ya nje ambayo wazungu wa Ulaya walipokea ili kufanikisha mapinduzi hayo? Je ni fedha kiasi gani za kigeni benki ya dunia iliwapa wazungu waliohamia Amerika na Australia kujiendeleza? Ni misaada kiasi gani ilitakiwa ili kuwawezesha wazulu kujenga falme zenye nguvu kabla ya ukoloni? Je, wamisri walipokea mikopo kiasi gani ili kujenga mapiramidi? Majibu ya maswali yote hayo ni HAKUNA. Misaada ya nje inadumaza badala ya kuendeleza. Misaada inayoitwa ya bure inafanya watu kuwa wategemezi badala ya kufanya kazi kwa bidii ili kujiletea maendeleo. Misaada ya nje inawapa viongozi wetu nafasi ya kuifuja kwa sababu hakuna uhakika wa ni lini na ni wapi ilitolewa. Ukweli wa mambo ni kwamba; hakuna msaada wowote tunaopewa na hawa wanaojiita wafadhilli wetu. Hii ni njia mpya inayotumiwa na wanaojiita wafadhili wetu kutudumaza.
    Tuseme ukweli; nchi za kiafrika hazihitaji misaada ya nje ili kuendelea au kutokana na umasikini. Nchi zetu hazihitaji mipango ya wafadhili na wakopeshaji ili kufanikiwa. Nchi zetu zinahitaji uhuru wa fikara (free minds) na juhudi zetu wenyewe badala ya lanchi za bure. Nitamnukuu tena Friedman hapa; ni kweli hapa duniani kuna lanchi ya bure, lanchi huru, lanchi isiyopimika, Lanchi yenyewe ni soko huria na vitu binafsi (in the real economic world, there is a free lunch, an extraordinary free lunch, and that free lunch is free markets and private properties). Sina nia ya kuchanganya madesa hapa (nikitumia lugha ya mlimani) kwa kuongelea soko huria na misaada ya nje katika makala moja. Nia kubwa hapa ni kusisitiza umuhimu wa kupunguza ushawishi wa nje (iwe wa serikali au wa wafadhili) katika kuleta maendeleo ya Afrika.
    Watanzania na waafrika inabidi tujifunze kutoka katika historia ambayo inaonyesha kuwa maendeleo ya kweli ni yale yanayozalishwa ndani ya nchi na wananchi wenyewe. Maendeleo ya kweli yataletwa na sisi wenyewe na watoto wetu na wala sio wanauchumi wa Benki ya dunia na shirika la fedha-IMF. Misaada ya nje ni sumu ya maendeleo yetu na inatudumaza. Makala hii pia inawalenga wale vijana wanaokaa vijiweni bongo bila kazi huku wakilalamika kuwa serikali haijawasaidia. Hakuna hata siku moja serikali yetu itakuwa na pesa za kutosha za kumsaidia kila mmoja wetu awe tajiri. Ni wakati wa kujishughulisha wenyewe ili kujiletea maendeleo. Makala hii inawalenga baadhi ya viongozi serikalini wanaofuja mali zetu huku wakisingizia kuwa tuko masikini kwa sababu hatupati misaada ya kutosha kutoka nje. Tunaweza kupata na ni vizuri tukipata wawekezaji wa ndani na nje ya nchi ili kuleta ushindani wa kimaendeleo (nguvu ya soko huria). Lakini Kama tutakaa chini na kusubiri kupiga wafadhili virungu (kuomba lanchi za bure na misaada), basi tutazidi kuwa masikini milele zote.

    The late, great Milton Friedman

    Nobel-prize winning Chicago-school economist Milton Friedman is famous for saying, "There is no such thing as a free lunch." Sci-fi novelist Robert Heilein also used the phrase in his book "The Moon is a Harsh Mistress."

    The term means that nothing is free, and if something seems free, it's just that you're getting charged through a back-door means; e.g., a bar might offer you a free lunch but you pay for it in the price of drinks.

    More likely is that it may be free to for some people, but someone else is picking up the tab.

    And the economists says,

    Actually, Robert Heinlein wrote "There ain't no such thing as a free lunch." Often shortened to TANSTAAFL in written conversations these days.

    "There is no such thing as a free lunch" refers to economics. In economics everything from our time to money is a resource. To have a "free lunch" is to give up a resource, "time", that could be used elsewhere. So although you gain a "free lunch", you lose a resource.

    Very true! Ukiona watu wametabasamu au wanasign mikataba ya kuisaidia nchi in this or that way lazima kujiuliza "what's in it for them?" Mara nyingi lengo sio kukukwamua kiuchumi, kimaisha etc kama unavyoambiwa.

    There is an old adage in Finance/Economics literature saying that if someone tells you "look there is a $1 bill laying on the floor, dont even turn to look bse if it was so, the efficient mrkt could have taken it already b4 u reach it" Its about EMH proponents. Indeed its hard to find a free lunch in this world full of greedy.
