    Beno Ndulu ana kashfa nyingi zikiwemo za ukarafati wa nyumba za BOT kwa bei ya kutisha.......................uchapishaji wa noti mpya zenye ubora hafifu na kwa mchakato ambao umedharau sheria za manunuzi za mwaka 2004 na hivyo kulitia taifa gharama kubwa kwa manufaa yao wenyewe......................

    Noti mpya bandia sasa zapitia benki

    KASHFA ya kukithiri kwa noti mpya bandia inazidi kuongezeka na sasa imebainika kuwa hata baadhi ya benki nchini zinashindwa kuzibaini na hivyo kujikuta zinaziingiza kwenye mzunguko.

    Hali hiyo inatokana na Karani wa Fedha wa Kampuni ya Magazeti ya Serikali (TSN) Februari 14 kuchukua fedha benki ya CRDB tawi la Lumumba na bila kutambua hatimaye akagundua amepewa noti nyingi za Sh 10,000 zikiwa bandia.

    Hata pale mmoja wa wafanyakazi wa TSN aliyepewa noti hizo alipokwenda kuweka baadhi ya noti hizo kwenye moja ya benki bila kujua kuwa ni bandia, karani wa benki hiyo alizipokea na kuzipitisha kwenye mashine na kuridhika kuwa ni halali.

    Kitendo hicho kinaonesha kuwa mashine za benki hazizitambui noti hizo na hata wafanyakazi wenyewe wa benki yawezekana hawana utaalamu wa kutosha wa kutofautisha noti bandia na halali hasa za Sh 10,000.

    Noti hizo ziligunduliwa na wafanyakazi waliopewa fedha hizo baada ya kuanza kuzitumia na kukataliwa mitaani ambapo jana baadhi yao walijikuta wakiwa na noti hizo.

    Meneja wa Fedha wa TSN, Diana Lyatuu, alithibitisha kuchukuliwa fedha hizo kutoka benki ya CRDB tawi la Lumumba kwa kubadilishwa na hundi.

    Noti nyingi ambazo zimezagaa ni zinazoishia na namba 366 na 362 ambazo ndizo wafanyakazi wengi wa TSN walikabidhiwa.

    Mmoja wa wafanyakazi wa TSN, Nelly Mtema, alikamatwa na Polisi baada ya kuzitumia fedha hizo alizopewa ofisini kwa ajili ya kwenda kulipia bili ya maji katika ofisi za Kampuni ya Majisafi na Majitaka Dar es Salaam (DAWASCO).

    Akielezea tukio hilo, Mtema alisema Februari 15 asubuhi alikwenda Dawasco kulipia maji lakini akashangaa kuwekwa chini ya ulinzi kwa maelezo kuwa ana fedha bandia.

    "Niliwakatalia kuwa si bandia kwani nililipwa ofisini, lakini nikapelekwa Polisi kituo cha Kimara," alisema Mtema ambaye baada ya kuzichunguza noti hizo aligundua bandia zikiwa tatu za Sh 10,000.

    Aliongeza kuwa baada ya sakata hilo, alilazimika kupiga simu ofisini, kufahamisha kuwa fedha alizopewa ni bandia na amekamatwa na polisi baada ya kuzitumia kulipia huduma ya maji.

    "Ofisini walizungumza na polisi juu ya kuwapo tatizo hilo ndipo nikaachiwa," alisema Mtema.
    Mkurugenzi wa Masoko wa CRDB, Tully Mwambapa, alipoulizwa juu ya tatizo hilo, alisema ana uhakika asilimia 100 ya fedha hizo hazikutolewa na benki yake.

    "Sisi tuna sheria inayomtaka mteja ahesabu na ahakiki fedha zake kabla ya kuondoka dirishani, itakuwaje keshia aondoke ndipo tupokee malalamiko ya kuwapo fedha bandia?" Alihoji Mwambapa.

    Keshia wa TSN alipoulizwa alisema hakuona haja ya kuhakiki fedha hizo kwa vile anaiamini benki hiyo kwani amefanya nayo kazi kwa siku nyingi. Hata hivyo, Mwambapa alisema: "Benki yangu ina sera ya kutoaminiana katika mambo ya fedha."

    Alijitetea kuwa kila dirisha lina kamera inayochukua mwenendo wa matukio ya kuanzia asubuhi hadi jioni yanayofanywa na karani aliyepo kwenye dirisha husika. "Ndiyo maana nasema fedha hizo hazikutoka kwetu," alisema

    Gazeti hili lilitaka kujua ukweli kutoka Benki Kuu ya Tanzania (BoT) kutokana na kukithiri kwa noti hizo bandia, lakini simu ya Gavana Benno Ndulu ilikuwa inaita bila majibu.

    Baadaye Katibu Muhtasi wa Gavana alisema bosi wake alikuwa kwenye kikao muhimu na akashauri mwandishi kama ni suala hilo la noti bandia uulizwe uongozi wa benki husika kwani utakuwa na majibu ya tatizo hilo.

    Katika hatua nyingine, Mbunge wa Mji Mkongwe, Ibrahim Muhamad Sanya (CUF) ametoa hadhari kwa BoT na Hazina juu ya kuzagaa kwa noti mpya bandia na kuvitaka vyombo hivyo kuchukua hatua za haraka kwa kuwa kuna hatari ya uchumi kuathirika.

    Sanya alitoa hadhari hiyo na kuwasilisha noti bandia ya Sh 10,000 juzi bungeni wakati wa mjadala wa hotuba ya Rais Jakaya Kikwete, aliyoiwasilisha wakati akifungua Bunge la 10, mwaka jana.

    Kwa hadhari hiyo, Spika wa Bunge Anne Makinda, aliitaka Wizara ya Fedha kuwasilisha taarifa juu ya suala hilo bungeni. Akiwasilisha noti hiyo, Sanya alisema iligundulika kuwa bandia baada ya kukaguliwa na kubainika haina picha ya Baba wa Taifa upande wa kushoto.

    Alipoulizwa na Spika Makinda alikoipata noti hiyo, alisema alikabidhiwa na mfanyabiashara ndogo mjini Dodoma ambaye alidai kuipata kwa mteja aliyemwuzia bidhaa, hali ambayo ilimtia hasara kwa kuwa kiasi hicho cha fedha ni sawa na mtaji wake.

    "Kijana huyo aliponiona alinikabidhi noti hii na kudai kuwa kwa sasa zimezagaa mjini hapa na kunitaka niiwasilishe bungeni ili vyombo husika vichukue hatua, kwa kuwa hali mtaani ni mbaya," alisema Sanya.

    Akipokea taarifa na noti hiyo, Makinda alimshukuru Sanya kwa kutoa taarifa hiyo, na kuitaka serikali ichukue hatua za haraka na kulitolea maelezo suala hilo bungeni.

    Tangu kutangazwa kwa noti hizo mpya kumekuwa na malalamiko kadhaa kutoka kwa wananchi wakidai noti hizo hazina ubora na ni rahisi kughushiwa lakini BoT ilijitetea na kudai kuwa zina ubora wa kimataifa na si rahisi kughushiwa.

    Bora wewe umesema....sawa lakini hata wabunge ndiyo haohao wanaopitisha miswada inayoleta sheria mbovu hasa ukizingatia kwamba kwa uwingi wa ccm ndiyo kura yao ya veto kupitisha uovu.

    Lakini mkuu unaijua benki kuu vizuri na hapa ndipo palipo na hofu yangu...lawezekana ni shirika binafsi lenye uhusiano na serikali maana nina taarifa kuwa hata wafanyakazi wake na mishahara yao haitegemei hazina kuu au serikalini ok labda wengine wanajua ukweli jamvini jamani.

    Banks now issue fake money

    CIRCULATION of counterfeit new 10,000/- bank notes hardly two months after being introduced has reached alarming proportions as some of it has landed into some banks and is being issued to clients as ‘legal' money.

    A ‘Daily News' survey has established the massive presence of the counterfeit money in the market, with many people testifying coming into its possession – unsuspectingly.

    A number of people interviewed by this newspaper have reported coming into trouble for being found in possession of fake 10,000/- notes.

    Among the latest victims of the counterfeit money syndicate are employees of Tanzania Standard (Newspapers) Limited, publishers of the 'Daily News', 'Sunday News', 'HabariLEO' and 'HabariLEO Jumapili'.

    The public newspaper firm received what is believed to be the largest single supply from a commercial bank of counterfeit newly-introduced 10,000/- bank notes.

    It all started when a number of TSN employees went to the company's cashier to collect allowances for the Maulid Day celebrations only to find out that some of the notes were fake.

    On closer scrutiny of the security marks, most of the over 700 notes had the same serial numbers - BE 1164366, BE 1164362 and BE 1167437. The cashier had gone to CRDB Bank, Lumumba Branch, in Dar es Salaam on Tuesday to withdraw 11m/-, out of which about 700,000/- turned out to be counterfeit money.

    According to the cashier, the cash he was given by one of the bank's tellers did not contain the Bank of Tanzania (BoT) seal despite being new. The money was rubber-banded in 1m/- bundles.

    But the CRDB Bank branch where TSN is among its loyal customers, denied issuing fake money when the company's Finance Department and the cashier reported the irregularity to the bank on Tuesday.

    The branch's manager, Mr A. Fungo, denied responsibility, saying the matter should have been reported to the bank immediately "in accordance with regulations''. The CRDB Director of Marketing and Research, Ms Tully Mwambapa, said they are 100 per cent sure that their teller was innocent.

    "Regulations clearly stipulate that the receiver should count and verify the money before leaving the counter,'' she added. According to Ms Mwambapa, the CCTV camera recorded the transaction clearly.

    "Your cashier accepted the money and left. It's impossible for us (CRDB) to accept responsibility after the withdrawer had left the bank for hours."

    But given the volume of the money withdrawn, it was not possible for the cashier to countercheck each and every note at the teller's counter. Besides, it has been learnt that the branch lacks counting machines that are equipped with fake money detecting devices.

    The senior CRDB Bank official ruled out the possibility of teller involvement after reviewing the CCTV camera, adding that it was impossible for the teller to enter the counter with any package.

    However, she failed to give a convincing answer when asked if the teller could have received the money from a depositor pretending to be genuine customer as cameras could not detected the fake bills.

    But the issue of banks being used to filter currencies is not new as early this year, a Dar es Salaam resident, Ms Fausta Musokwa, was given fake old bank bills after withdrawing money from Barclays Bank.

    Ms Musokwa realised that she had been goofed when she wanted to bank the money in another bank. Barclays later refunded the amount after she lodged a complaint.

    The Governor of the Bank of Tanzania (BoT), Prof Benno Ndulu, was not available to comment on the issue on Wednesday as he was reportedly engaged in meetings since morning.

    But his secretary told the 'Daily News' that the governor was briefed on the matter and has asked the newspaper to contact the responsible bank to clarify over the issue. Addressing a news conference early this month, the BoT chief restated that the newly-issued banknotes were durable and difficult to imitate, noting, however, that unscrupulous people had already sprung into the economy with counterfeits.

    Prof Ndulu dismissed concerns over the alleged poor quality of the new banknotes, reassuring that there was no problem with them, but quickly warned the public to be on their guard against counterfeits of the same that were already in circulation.

    "We're aware some unscrupulous persons have already started copying the new currency, and I've personally seen one," Prof Ndulu admitted. A senior economics lecturer at the University of Dar es Salaam, Dr Donath Olomi, told the 'Daily News' yesterday that fake money increases inflationary pressure on the system, as they amplify money in circulation.

    Haijapata kutokea kuwa na viongozi irresponsible namna hii uozo kila mahali hii nchi inanitapisha na hamna mtu atachukuliwa hatua! Hii mijizi imeenda kuchapa hela zisizo na viwango (najua imepata 30%)! matokeo yake inflation na madhara makubwa katika uchumi kutokana na kuhofiwa uimara wake na kukataliwa kupokelewa (yaani as exchange medium) sasa mimi kama mwananchi wa kawaida nikamatwe kwa kosa gani wakati hata mabenki wanazigawa na ni rahisi kughushiwa na vijana mitaani! Hii hasara kwa taifa ni halali? hamna kitu kinafanyika kikakamilika kwa hadhi na viwango vinavyotakiwa! This is a man eating another man society sasa!
