    katika makosa tuliyoyafanya baada ya mageuzi ya kiuchumi na kisiasa yaliyoanza kimyakimya mwaka 1981/83............na kuendelea ni kufuta tume ya kuthibiti mishahara na marupurupu ya watumishi wa umma.................matokeo yake ni kuwa kila taasisi ikawa ikijipangia kulipana ionavyo..................na sasa zimejitokeza nyufa kubwa za matabaka ya kimapato ambayo zinatishia utaifa wetu..........................

    katika kila taasisi ya umma wamejitangazia hizo taasisi ni zao wakati siyo kweli....................katika utapeli tajwa wamekuwa wakijipangia mishahara na marupurupu bila ya kuwa na mipaka yoyote ile......................na ndiyo maana wale walioko ndani ya serikali kuu na serikali za mitaa wanaona wanabaguliwa kama na wao siyo watumishi wa umma........................migomo ndiyo imekuwa chimbuko la kudai na wao kutendewa haki ya kutobaguliwa.......................iwe ni bunge na baadhi ya mashirika ya umma yenye kivuno wamekuwa wakijiwekea ugali watakavyo bila ya kuthibitiwa na yeyote yule................pamoja na hazina kupewa jukumu la kuthibiti masilahi ya mashirika ya umma lakini kazi hiyo yaelekea kuwa haiendani na shughuli zao...................mikataba ya hiari kama ile ya Tanesco na sehemu nyingine imeongeza tofauti za kimapato na kwa maeneo mengine ya umma ambayo haina mikataba tajwa wamekuwa wakiidai ili nao wanufaike............................

    suluhishi inabidi turudi hatua moja nyuma kama tunataka kusonga mbele hatua mbili.........tuanzishe tume ambayo itathibiti masilahi yote ya watumishi wa umma ikiwemo haki za kustaafu ambazo hivi sasa zinaleta misuguano mikali sana...................yawaje viongozi wa kitaifa ambao wametajwa nyadhifa zao kikatiba wale ma\fao ya kustaafu ambayo yanahusishwa na mishahara ya wale waliko madarakani sasa wakati kada nyinginezo kubanwa na mishahara walliyoondokea kama siyo kubaguana.................formula za kulipana lazima zishahibiane katika nyadhifa zote ili kurandana na katiba ambayo inakataza kubaguana kwa namna yoyote ile.........

    Hili nalo neno, tena tuwe kama Japan, ambapo mishahara na masilahi kwa wafanyakazi wote wa Public na Private Sector inakuwa sawa. Nadhani ni jambo la Msingi Sana.

    Sekta binafsi ni suala la kima cha chini lakini ni vigumu kuwathibiti zaidi ya hapo bila ya kuathiri soko la ajira kwa maana ya upatikanaji wa kazi.............na suala zima la ushindani................mengineyo uliyoyasema ninayaafiki kabisa......
