Tulikosea Wapi? Tufanyeje Kujirekebisha?

Tatizo la Tanzania ni kubwa ziadi ya Ubepari maana Walimu na Madaktari wanataka kujithaminisha wao pasipo mnunuzi kuelewa thamani ya huduma zao. Wakati wa Mwinyi alijaribu kutaka kuwalipa walimu mishahara mizuri, kwa kutoza karo shule za msingi. mwaka uliofuata wanafunzi waliojiandikisha kujiunga na shule hizo iliporomoka kufikia chini ya asilimia 50...ikabidi awamu ya pili ya Mkapa arudishe elimu bure kwa shule hizo. Elimu na Afya sio swala la biashara hata siku moja kwa mtu maskini. Ni necessity - mandatory! tukisha kuwa na uwezo, then inaweza kuwa biashara..
...Kwenye Elimu. Ukimlipa mwalimu vizuri -kwa maana apate mahitaji yake ya msingi, na kujikita zaidi kwenye kuandaa masomo na kufundisha- utakuwa umeokoa fedha nyingi, kuliko inavyofikiriwa. Can you imagine kiasi cha ujinga utakaofutwa, achilia mbali kuwawezesha vijana skills mbali mbali. We have to see the big picture. Lazima tuwekeze kwenye Elimu. And yes, maslahi bora kwa walimu ni muhimu, sana.

...Kwenye Afya. Daktari yupi mwenye njaa -ingawa hawa wetu hawana- atafanya matibabu vizuri. Je, ataipenda kazi yake? hapa mazingira ya kazi ni muhimu sana [Walimu wanahusika na hili pia] katika kuhakikisha huduma bora inapatikana. Hivi, tunapoteza kiasi gani kutibu watu nje ya nchi? Je, uwekezaji kwenye sekta hii -vifaa, maslahi ya madaktari, na vingine- hauwezi kupunguza gharama hizi, na pengine kutuingizia kipato?

...Huu ni mzigo wa serikali yeyote duniani, ipende isipende, kwa kutoza ada au bila kutoza.

Ifike wakati watanzania muijue kwanza nchi yenu, mko katika hali gani na nafasi gani kisha ndipo unapanga maendeleo yako ni kutoka hatua gani kwenda ipi? huwezi kufikiria kumlipa daktari au mwalimu mamillioni ya fedha ili tu apate kutoa huduma bora. Tusijaribu kabisa kuiga nchi za Ulaya wakati sisi maskni na muhimu tena tufikirie fikra za mwalimu kuhusiana na ELIMU na AFYA kuzifanya maadui wetu wa Taifa na hivyo kinachofanyika leo hii ni makosa makubwa sana kiitikadi na hivyo binafsi nyangu nakuwa mpinzani wa mfumo mzima wa ELIMU na AFYA nchini..

Pamoja na kuwa na mtazamo wa Ufafidhina swala la ELIMU na AFYA ndio vita kubwa ya Mtanzania na hapo ndipo Patroitism inahitajika japokuwa tumo ktk mfumo wa Ubepari.. Ni sawa na Marekani ambao kwao mtu akikataa kwenda vitani basi hufungwa hata Jela..

Kwa hiyo basi swala la kishahara linakuja tu kwa kutazama jinsi gani fedha za Umma zinavyotumiwa vibaya. Viongozi wetu ambo hawapo vitani wanachukua mamillioni ya fedha kama mishahara, bunge kubwa, serikali yetu kubwa na wala sii mawaziri tu hadi madiwani na wenyeviti wa Halmashauri wote hawa hawako vitani maana kila siku wapo ktk mikutano na semina...

na hata hao walokabidhima dhamana ya kuendesha sekta hii ya ELIMU na AFYA hawako vitani hivyo tunachoona ni walimu na madaktari wamekuwa kama insurgents within the system. Migomo yao na majonzi yao sii kwa saabu ya ishahara tu isipokuwa ni wao pekee wanaopo vitani na kwa bahati mbaya sana hakuna mtu anayethamini muhanga walojitolea. Kama wangethaminika na tukaona toka rais wa nchi hii, wabunge na mawaziri wakikumbushana VITA yetu ya Kitaifa na kuiwekea mkazo basi bila shaka walimu a Madaktari wangekuwa ktk hali nzuri sana maana tungehakikisha wanapatiwa vifaa, nafasi muda na malipo mazuri kulingana na kazi yao..

Leo hii ELIMU na AFYA ni Biashara kama ilivyo Ulaya ambako magonjwa mengine yanatengenezwa ktk maabara halafu zinatengenezwa dawa ili watu wapate kuuziwa. Kwa kila ugonjwa kwao ni FEDHA. na ukitazama wenzetu ELIMU utakuta mwalimu wa Primary school lazima awe na digrii hata moja, sasa utaweza vipi kumlinganisha mwalimu huyo wa Ulaya kuwa na malipo sawa na mwalimu wa kitanzania ambaye yeye mwenyewe hakumaliza hata form six..

Nitazidi kukumbusha kwamba tulipokosea sisi kuondoa umuhimu wa vita yetu kupambana na UMASKINI, UJINGA na MARADHI kwa kufikiria kwamba maendeleo yanaonekana pale Magorofa yanaposimama, tunapoibadirisha nchi yetu na kuonekana kama ULAYA...Sisi ni mfano mzuri wa Mzaire ambaye kwake kuvaa ndio hoja sii chakula wala anapolala..

Welcome back Mwana mpotevu. I bet you have seen the thread I posted yesterday: "Barua kwa Lowassa and Zitto: Hakuna Elimu ya Bure".

The reason I started that thread is the policies of the ruling party, CCM, and those of opposition parties, in particular CHADEMA, have converged. I don't know whether that is by design or by accident. CHADEMA, which are supposed to be center right, reiterate what Nyerere advocated 40 years ago with great vigor and furious enthusiasm.

The most senior members of this party claim that it's possible to dispense free education and health services. My question to you now is in terms of service delivery, how CHADEMA is going to do it differently? What I mean is if Nyerere had been successfully, we wouldn't have this discussion at all. For, everything would have been sorted out.

Well on the issue of education, let's put aside EL or Chadema plans on free education 'cause I will be lying to you. I am not impressed but not bad neither...Yet again, my main concern is not even the Mwlaimu declaration of the same, but my believe that every one of us is entitled to education as the human right..

And am not alone 'cause it has been recognized by vitual international covenants such as that of economics, social and cultural rights..And above all, I have always stand by the fact that even Europe, USA and many Industrialised country had for so long, Education in their domestic Bill of rights (The latter half of the nineteenth century).. U can check Franklin Roosevelt second bill of rights address..

So, til this day, I believe education is the matter of Constitution RIGHT to every Tanzanian. and should be free as that of Obama proposed healthcare or mwalimu declaration of Azimio la Arusha on Poverty, Illiteracy and Healthcare as enemy of the state.. For those who can afford private schools, want or had their children enrolled in special schools they have the CHOICE to do so..but I total disagree imposing the idea that we Tanzanians can start thinking of development ahead of education to all when over 50 percent of our young ones are illiterate, simply because over 60% of their parents can't afford education...of which they never had themselve anyway!.

We have seen during Mwinyi era over 50% drop out of primary schools, and it never ended there..Today over 40% drop out in high schools and over half in higher education, yet we keep on pushing for more private schools disregarding the facts..Oooh, glasses are always greener on the other side..

It seems to me, that people are forgeting the fact that over 70% of Tanzanians are poor in my definition 'cause lack of basic necessities such as food, water, shelter in our country may find less numbers than that of some developed Countries because of Geometrical characteristics - we don't need processed food banks!. But if we define poor as access to Employment, Education and Healthcare, (maadui wetu), then without a doubt we have about 80 percent of poor people.

As Roosevelt had said:- "We have come to a clear realization of the fact that true individual freedom cannot exist without economic security and independence. "Necessitous men are not free men. People who are hungry and out of a job are the stuff of which dictatorships are made."

Nyerere never failed, we failed him and will always say SHAME to all those who handed back our public schools to the Germans in the name of their faith - They should as well handover The IKULU..

Probably now we can discuss where did we get it wrong (Tulikosea Wapi)? Education isn't our constitutional right so is wealth or good health. And to assert the opposite is a molestation of the concept of the constitution itself.

Constitution should be a frame that stipulates how society governs itself while protecting the rights of individual entities and group. For examples, as individual, the constitution should give you the rights to make your choices. If you want to go to school and became a professor, that's your choice. Got for it, but don't infringe the rights of others. Your life in school shouldn't make the lives of others miserable. if you have decided to attend a fancy and expensive school why should others pay for it?

I am not saying we shouldn't educate ourselves or our children. We should, but good reasoning which distinguish fantasy from reality should excel. For example, free western style of education in Tanzania is a fantasy. On the other hand, free traditional education in Tanzania is a reality.

Tanzanian people have constantly educated themselves though traditional channels and in theory they have explored their own reality. Am I quoting your signature? You bet I do. The exploration of reality brings me back to the subject at hand. We took a wrong direction because Tanzanians haven't explored their own reality. They want the whole package of western education or for that matter lifestyle when they don't have anything to pay for it.

They equate fantasies with their constitutional rights. Take for example a kerewe boy. If you say that his rights to learn should emanate from his environments, he has everything at his disposal. For instance, if he wants to learn how to catch fish, he will not have a pond but the whole lake just for that. However, if you create a fantasy world around his, he will be lost.

Don't get me wrong. I am not saying we should confined our country within our traditional parameters. We shouldn't. The universe is expanding, so is our country. If we had taken baby steps to explore our reality, we would have done much better today. I believe a gradual modernization which take into consideration our social and economic ecosystems would have helped us immensely.

Constitutional right to modern education doesn't stipulates the number of years the children should spend in school. So, if our reality is to provide primary school students decent education for two years, we don't need to stretch ourselves beyond what we can afford. Because stretching ourselves isn't economically viable and constitutionally acceptable.
