WAKAZI WA wa Kigamboni, jijini Dar es Salaam, wameshutumu serikali kwa kusema mpango wa kuwahamisha ili kupisha wawekezaji kutoka nje ni "wizi mtupu."

Wamedai kuwa mradi wa Kigamboni ni wa kupatia fedha za CCM za kufanyia uchaguzi Oktoba 2010.

Siyo siri tena kwamba wakazi wa Kigamboni watapewa "fidia," watahama au kuhamishwa ili kupisha wawekezaji kutoka nje ambao wanadaiwa watafanya Kigamboni kuwa eneo la kisasa.

Uhamishaji utafanyika mwaka huu. Anayetajwa kuwa "dalali" wa Kigamboni ni Katibu wa Itikadi na Uenezi wa CCM, ambaye pia ni Waziri wa Ardhi, Nyumba na Maendeleo ya Makazi, John Zephania Chiligati.

Kwenye uwanja wa Swala, Kigamboni wananchi walimwambia Chiligati,"Huu ni wizi mtupu, sawa na EPA. Ninyi watu wa CCM mnatafuta fedha za kampeni za uchaguzi 2010."

Wanajeshi wastaafu wamehoji, "Je, askari kastaafu, kapata malipo yake, anaambiwa aondoke kambini lakini nyie (Chiligati) mnamzuia kujenga nyumba eneo lake, sasa watoto wake wakalale wapi, apeleke wapi familia yake?" Chiligati alishindwa kujibu.

Tayari Chiligati amewatangazia wakazi wa Kigamboni kuwa eneo hilo linahitaji "kuendelezwa" na ametaja sababu zifuatazo.

Kwanza, ongezeko la watu jijini la asilimia saba kwa mwaka. Pili, Kigamboni kuwa sehemu ya jiji kwa mujibu wa sheria. Tatu, Kigamboni kuwa karibu na jiji na kuwa na mandhari nzuri ya kuvutia watalii.

Taarifa zinasema tayari mnunuzi amepatikana lakini Chiligati hajawahi kumtaja. Kuna wanaosema mwekezaji ni Mwarabu wa Bahrein; wengine wanasema ni Waarabu wa Dubai; lakini wapo wanaodai eti ni rais mstaafu wa Marekani, George W. Bush.

Naye Chiligati anasema tayari hatua ya "kuendeleza" Kigamboni imetangazwa kwenye gazeti la serikali ambako inaonyeshwa kuwa kutakuwa na mpango kabambe wa kuijenga upya.

Katika mikutano yake ya Januari 16 (Chadibwa Beach), Machi 18 (Uwanja wa Swala- Tuangoma) na Machi 19, 2009 (Vijibweni) wilayani Temeke, Chiligati alirudia mara kadhaa kuwa madhumuni ya kuswaga wananchi nje ya Kigamboni ni kujenga mji uliopangika.

Alisema serikali inataka mji wenye mifumo mizuri ya majengo; wenye huduma za jamii, wenye maeneo ya wazi, wenye maeneo ya uwekezaji na mji wenye mfumo wa kisasa wa mawasiliano.

Chiligati aliwaambia wananchi kuwa mchakato wa utekelezaji utakuwa pamoja na kutoa tangazo la kusudio alilosema litatoka 24 Oktoba mwaka huu, kutoa elimu kwa wananchi kuhusu mradi, kutafuta mtaalamu mbunifu wa mji na kuwatambua wakazi na miliki zao.

Waziri alitaja jukumu jingine kuwa ni kutangazia wawekezaji, kulipa fidia na kuunda mamlaka ya usimamizi wa mradi.

Alisema wananchi watakaokumbwa na upitishaji miundombinu watapewa viwanja maeneo ya makazi na kulipwa fidia; watakaoamua kuuza maeneo yao watalipwa fidia na wawekezaji na kupewa viwanja maeneo ya makazi; na watakaoamua kuwekeza wataingia ubia na wawekezaji hao.

Tangazo la kusudio la mradi linalenga kutoa notisi na kuwapiga marufuku wananchi wa Kigamboni kuyaendeleza maeneo yao kwa kuwa watahamishwa.

Hapa ndipo penye mvutano. Baadhi ya wananchi wanahoji itakuwaje wapigwe marufuku kuyaendeleza maeneo yao wakati ndiyo kwanza mchakato wa kutwaa Kigamboni unaanza na wenye ardhi hawajakubaliana?

Wasiwasi wa wananchi unatokana na usiri uliotawala taarifa za "mradi wa Chiligati." Wizara ya Ardhi haikutoa taarifa yoyote hadi pale habari hizo zilipoandikwa na gazeti la kila siku la KuliKoni.

Vilevile wadau ambao watapokonywa ardhi hawakuhusishwa tangu mwanzo, ikiwa ni pamoja na mbunge na diwani wao. Nayo halmashauri ya jiji iliwahi kukana kufahamu mradi huu.

Wasiwasi unaongezwa na hatua ya Chiligati kuwa mtoa elimu badala ya mamlaka ya kusimamia mradi, ambayo hadi sasa haijaundwa, au viongozi walio karibu na wananchi.

Kinachoshangaza wengi ni kwa nini serikali haikutoa elimu kabla ya kufikia maamuzi? Kwa hiyo, kinachoitwa elimu ya Chiligati kinachukuliwa kuwa uamuzi umefikiwa na sasa wajiandae kusambaa.

Kuna taarifa kwamba mwekezaji hataonana na mwananchi mwenye ardhi bali waziri na wataalamu wake. Wataalamu ni pamoja na wale wanaotuhumiwa na wananchi kupora viwanja kumi au ishirini kila mmoja na kuwakosesha wananchi walioathirika kwa bomoabomoa ya Ubungo, Kurasini na maeneo mengine.

Suala la ubia pia ni jambo lisilowezekana, kwa kuwa Kigamboni hakuna mwananchi mwenye mabilioni ya shilingi ya kuwekeza katika magorofa ya "kupamba mji."

Hii si mara ya kwanza kwa Chiligati kufika Kigamboni na mradi wa kuuza ardhi ya wananchi. Iliwahi kutokea wakati Kitwana Kondo (KK) akiwa mbunge wa Kigamboni, huku Chiligati akiwa Mkuu wa Wilaya ya Temeke.

Alipima eneo la Vijibweni bila fidia na KK akawaongoza wananchi kugomea ardhi yao kuchukuliwa bila fidia; badala yake viwanja hivyo viliuzwa na wenye ardhi.

Kitongojini Vijibweni, mzee mmoja alipora kipaza sauti kabla ya mkutano kuanza na kuwatangazia wananchi waondoke katika mkutano huo kwa sababu Chiligati aliwadharau kwa kutofika siku aliyoadhidi na kwamba siku hiyo alipofika alikuwa amechelewa.

Wengi waliondoka na Chiligati alibaki kuhutubia watu wachache, wengi wao wakiwa watoto.

Kwa mikutano ya Kibada na Mjimwema, Chiligati aliwakilishwa na Mkuu wa Wilaya ya Temeke, Abdallah Kihato ambaye alitofautiana na bosi wake kwa kudai kuwa wananchi watakubaliana na wawekezaji na siyo kuwakilishwa na serikali.

Kihato alilazimika kutoa lugha ya matusi aliposhindwa kujibu swali la mtu mmoja anayeitwa Machano. Machano alisema, Wewe (Kihato) na wote waliokutuma ni wanafiki."

Naye DC Kihato akajibu, "Shekh Machano ulienda jando gani wewe, la porini au la hospitali?" Wakazi wa Pwani wanaamini aliyekwenda jando la porini hufunzwa heshima na adabu.

Alipofika Mjimwema Kihato alishindwa kujibu kwa nini ardhi ya mfanyabiashara wa asili ya kiasia, aliyetajwa kwa jina la Manji, ipatayo hekta 760, haikuingizwa kwenye mradi wa serikali wa kuiuza Kigamboni.

Muuliza swali hakueleza ni Manji yupi. Mfanyabiashara Yusuf Manji aliwahi kuomba ubunge katika jimbo la Kigamboni.

Kutokana na hali inavyokwenda, wananchi wa Kigamboni wamejipanga kupinga mradi huo mahakamani. Tayari wameanza vikao vya mkakati.

Madai ya baadhi ya wananchi ambayo hayajaweza kuthibitishwa yanasema mradi wa Kigamboni ni wa kupatia fedha za CCM za kufanyia uchaguzi Oktoba 2010.

Kumekuwa na madai kutoka kambi ya upinzani kwamba mwaka 2005, CCM ilitumia makada wake kuchota mabilioni ya shilingi kutoka Akaunti ya Malipo ya Madeni ya Nje (EPA) ndani ya Benki Kuu (BoT).

Ardhi ya Kigamboni ndiyo pekee katika jiji iliyosalia yenye thamani kubwa, iliyo karibu na jiji, inayouzika haraka na ambayo wakazi wake wengi ni walalahoi wasiojua mtu yeyote ikulu wa kuwasemea.

Lakini, Kigamboni iliyo karibu na jiji, yenye pantoni kubwa ya kubeba magari 60 na abiria 2,000; inayojengewa daraja la njia sita pamoja na reli ya Vijibweni, haiwafai tena walalahoi. Je, wananchi wana ubavu wa kuzuia isichukuliwe?

Siyo siri tena kwamba wakazi wa Kigamboni watapewa “fidia,” watahama au kuhamishwa ili kupisha wawekezaji kutoka nje ambao wanadaiwa watafanya Kigamboni kuwa eneo la kisasa.

Uhamishaji utafanyika mwaka huu. Anayetajwa kuwa “dalali” wa Kigamboni ni Katibu wa Itikadi na Uenezi wa CCM, ambaye pia ni Waziri wa Ardhi, Nyumba na Maendeleo ya Makazi, John Zephania Chiligati.

Kwenye uwanja wa Swala, Kigamboni wananchi walimwambia Chiligati,“Huu ni wizi mtupu, sawa na EPA. Ninyi watu wa CCM mnatafuta fedha za kampeni za uchaguzi 2010.”

Wanajeshi wastaafu wamehoji, “Je, askari kastaafu, kapata malipo yake, anaambiwa aondoke kambini lakini nyie (Chiligati) mnamzuia kujenga nyumba eneo lake, sasa watoto wake wakalale wapi, apeleke wapi familia yake?” Chiligati alishindwa kujibu.

Tayari Chiligati amewatangazia wakazi wa Kigamboni kuwa eneo hilo linahitaji “kuendelezwa” na ametaja sababu zifuatazo.

Kwanza, ongezeko la watu jijini la asilimia saba kwa mwaka. Pili, Kigamboni kuwa sehemu ya jiji kwa mujibu wa sheria. Tatu, Kigamboni kuwa karibu na jiji na kuwa na mandhari nzuri ya kuvutia watalii.

Taarifa zinasema tayari mnunuzi amepatikana lakini Chiligati hajawahi kumtaja. Kuna wanaosema mwekezaji ni Mwarabu wa Bahrein; wengine wanasema ni Waarabu wa Dubai; lakini wapo wanaodai eti ni rais mstaafu wa Marekani, George W. Bush.

Naye Chiligati anasema tayari hatua ya “kuendeleza” Kigamboni imetangazwa kwenye gazeti la serikali ambako inaonyeshwa kuwa kutakuwa na mpango kabambe wa kuijenga upya.

Katika mikutano yake ya Januari 16 (Chadibwa Beach), Machi 18 (Uwanja wa Swala- Tuangoma) na Machi 19, 2009 (Vijibweni) wilayani Temeke, Chiligati alirudia mara kadhaa kuwa madhumuni ya kuswaga wananchi nje ya Kigamboni ni kujenga mji uliopangika.

Alisema serikali inataka mji wenye mifumo mizuri ya majengo; wenye huduma za jamii, wenye maeneo ya wazi, wenye maeneo ya uwekezaji na mji wenye mfumo wa kisasa wa mawasiliano.

Chiligati aliwaambia wananchi kuwa mchakato wa utekelezaji utakuwa pamoja na kutoa tangazo la kusudio alilosema litatoka 24 Oktoba mwaka huu, kutoa elimu kwa wananchi kuhusu mradi, kutafuta mtaalamu mbunifu wa mji na kuwatambua wakazi na miliki zao.

Waziri alitaja jukumu jingine kuwa ni kutangazia wawekezaji, kulipa fidia na kuunda mamlaka ya usimamizi wa mradi.

Alisema wananchi watakaokumbwa na upitishaji miundombinu watapewa viwanja maeneo ya makazi na kulipwa fidia; watakaoamua kuuza maeneo yao watalipwa fidia na wawekezaji na kupewa viwanja maeneo ya makazi; na watakaoamua kuwekeza wataingia ubia na wawekezaji hao.

Tangazo la kusudio la mradi linalenga kutoa notisi na kuwapiga marufuku wananchi wa Kigamboni kuyaendeleza maeneo yao kwa kuwa watahamishwa.

Hapa ndipo penye mvutano. Baadhi ya wananchi wanahoji itakuwaje wapigwe marufuku kuyaendeleza maeneo yao wakati ndiyo kwanza mchakato wa kutwaa Kigamboni unaanza na wenye ardhi hawajakubaliana?

Wasiwasi wa wananchi unatokana na usiri uliotawala taarifa za “mradi wa Chiligati.” Wizara ya Ardhi haikutoa taarifa yoyote hadi pale habari hizo zilipoandikwa na gazeti la kila siku la KuliKoni.

Vilevile wadau ambao watapokonywa ardhi hawakuhusishwa tangu mwanzo, ikiwa ni pamoja na mbunge na diwani wao. Nayo halmashauri ya jiji iliwahi kukana kufahamu mradi huu.

Wasiwasi unaongezwa na hatua ya Chiligati kuwa mtoa elimu badala ya mamlaka ya kusimamia mradi, ambayo hadi sasa haijaundwa, au viongozi walio karibu na wananchi.

Kinachoshangaza wengi ni kwa nini serikali haikutoa elimu kabla ya kufikia maamuzi? Kwa hiyo, kinachoitwa elimu ya Chiligati kinachukuliwa kuwa uamuzi umefikiwa na sasa wajiandae kusambaa.

Kuna taarifa kwamba mwekezaji hataonana na mwananchi mwenye ardhi bali waziri na wataalamu wake. Wataalamu ni pamoja na wale wanaotuhumiwa na wananchi kupora viwanja kumi au ishirini kila mmoja na kuwakosesha wananchi walioathirika kwa bomoabomoa ya Ubungo, Kurasini na maeneo mengine.

Suala la ubia pia ni jambo lisilowezekana, kwa kuwa Kigamboni hakuna mwananchi mwenye mabilioni ya shilingi ya kuwekeza katika magorofa ya “kupamba mji.”

Hii si mara ya kwanza kwa Chiligati kufika Kigamboni na mradi wa kuuza ardhi ya wananchi. Iliwahi kutokea wakati Kitwana Kondo (KK) akiwa mbunge wa Kigamboni, huku Chiligati akiwa Mkuu wa Wilaya ya Temeke.

Alipima eneo la Vijibweni bila fidia na KK akawaongoza wananchi kugomea ardhi yao kuchukuliwa bila fidia; badala yake viwanja hivyo viliuzwa na wenye ardhi.

Kitongojini Vijibweni, mzee mmoja alipora kipaza sauti kabla ya mkutano kuanza na kuwatangazia wananchi waondoke katika mkutano huo kwa sababu Chiligati aliwadharau kwa kutofika siku aliyoadhidi na kwamba siku hiyo alipofika alikuwa amechelewa.

Wengi waliondoka na Chiligati alibaki kuhutubia watu wachache, wengi wao wakiwa watoto.

Kwa mikutano ya Kibada na Mjimwema, Chiligati aliwakilishwa na Mkuu wa Wilaya ya Temeke, Abdallah Kihato ambaye alitofautiana na bosi wake kwa kudai kuwa wananchi watakubaliana na wawekezaji na siyo kuwakilishwa na serikali.

Kihato alilazimika kutoa lugha ya matusi aliposhindwa kujibu swali la mtu mmoja anayeitwa Machano. Machano alisema, Wewe (Kihato) na wote waliokutuma ni wanafiki.”

Alipofika Mjimwema Kihato alishindwa kujibu kwa nini ardhi ya mfanyabiashara wa asili ya kiasia, aliyetajwa kwa jina la Manji, ipatayo hekta 760, haikuingizwa kwenye mradi wa serikali wa kuiuza Kigamboni.

Kutokana na hali inavyokwenda, wananchi wa Kigamboni wamejipanga kupinga mradi huo mahakamani. Tayari wameanza vikao vya mkakati.

Madai ya baadhi ya wananchi ambayo hayajaweza kuthibitishwa yanasema mradi wa Kigamboni ni wa kupatia fedha za CCM za kufanyia uchaguzi Oktoba 2010.

Kumekuwa na madai kutoka kambi ya upinzani kwamba mwaka 2005, CCM ilitumia makada wake kuchota mabilioni ya shilingi kutoka Akaunti ya Malipo ya Madeni ya Nje (EPA) ndani ya Benki Kuu (BoT).

Ardhi ya Kigamboni ndiyo pekee katika jiji iliyosalia yenye thamani kubwa, iliyo karibu na jiji, inayouzika haraka na ambayo wakazi wake wengi ni walalahoi wasiojua mtu yeyote ikulu wa kuwasemea.

Lakini, Kigamboni iliyo karibu na jiji, yenye pantoni kubwa ya kubeba magari 60 na abiria 2,000; inayojengewa daraja la njia sita pamoja na reli ya Vijibweni, haiwafai tena walalahoi. Je, wananchi wana ubavu wa kuzuia isichukuliwe?
 
TUMEPOKEA kwa masikitiko makubwa amri ya serikali kusimamisha utoaji hati za ardhi kwa wote wenye nyumba na viwanja huko Kigamboni. Kwa kifupi kulingana na sheria mpya ya ardhi inayotka kumpa uwezo mwananchi kuitumia ardhi kama njia ya kujikwamua na umasikini huu ni uonevu na mauaji ya kiuchumi.
Ni haki kwa kila mtu hata kama ananunua ardhi leo huko Kigamboni kupewa hati ya ardhi ili hao wenye matrilioni ya halali na ufisadi wanapotaka kuja kujenga wanunue ardhi hiyo toka kwa wananchi na sio kwa wajanja wachache serikalini.

Inavyoonekana ni kwamba Wizara ya Ardhi inataka wao na wanasiasa waliowaweka hapo wafaidike pale ardhi hiyo itakapopaa bei na wananchi wa kawaida Kigamboni waendelee kula kisamvu, dagaa na ugali wa bada. Hilo hatulikubali.

Tunaomba serikali itengue uamuzi huo na kama wizara hiyo haina fedha ya kutengeneza hati za umiliki viwanja na ardhi basi wapewe wakala watu au makampuni yenye uwezo kufanya kazi hiyo. Inatuuma sana maana wizara hii ndiyo inachoyachangia kwa kiasi kikubwa umasikini wetu na matatizo yanayotukabili sisi wananchi wa kawaida hapa Tanzania.

Kweli kabisa ndugu yangu, inatakiwa kila mwananchi apewe hati yake ya kumiliki ardhi na kama kuna hao wawekezaji waje kuelewana na mwananchi mwenyewe aliyekuwa anaishi kigamboni tangu kipindi hicho ilivyoluwa pori na sio wajanja wachache wanaowaona wenzao ndio wanafaa kuishi kijijini kila siku (Polini). Sehemu ikashapanuka na kupendeza wanajidai kuleta wawekezaji.
 
Well, CCM wanasema ARDHI ni MALI ya SERIKALI na bado mnawachagua kila uchaguzi, hivi wafanye nini kinyume cha matakwa yenu wenyewe?..
 
Tatizo hii nchi yetu imejaa mafisadi kila kona, hadi kwenye ardhi.......

Wameona Kigamboni imekuwa na Panton jipya karibia linaanza kazi, na NSSF wamejitolea kujenga daraja basi ndio wamekumbuka kwamba kuna sehemu inaitwa kigamboni na kuja kuzuia watu wasipime viwanja vyao....

wameshachungulia deal na wamegundua muda si mrefu kigamboni viwanja vitakuwa deal na wao wanataka kujiwekea sehemu ili baadae waje kuuza kwa bei kubwa.

Siku zote Kigamboni ilikuwepo, umeme hakuna usafiri shida maji shida, mbona hawakuvitaka hivyo viwanja...............iweje sasa ndio waone kigamboni deal.

Mimi nasema kiwanja changu hawachukui ng'o walete WAWEKEZAJI WAO Lakini mimi eneo langu sihami hata wakileta FFU...... labda wanipe kiwanja masaki, sinza au mikocheni ndio nitakubali kuhama.

Wamezidi kutuonea WATANZANIA KWA SABABU SISI NI WAPOLE SANA.


Ni kweli kuwa kigamboni ardhi imekuwa dili. Kiwanja kilichokuwa hakiuziki kwa milioni moja mwezi julai mwaka jana sasa ni kinashindaniwa kwa milioni thelathini. Na hiki kipo kilometa 15 toka Kigamboni fery...

Hata hivyo sidhani kama huu ni ufisadi. Ukweli ni kuwa haya ndio matokeo ya kufakamia mfumo wa UBEPARI HOVYOHOVYO. Inashangaza kuwa watanzaniawote tupo busy kupanda ngazi za kitabaka na kila mmoja wetu anataka kufika tabaka la juu kwa spidi ya mwanga/sauti na kutumia njia zote za mkato tuzifikiriazo lakini tunakuwa mabingwa wa kushutumu na kulalama pale tupatapo vijimaumivu vya mfumo wa ubepari...

Imagine waking up one day to find Dar es Salaam looking like one of the beautiful capitals we see on TV, with cosmopolitan high-rise buildings, solid infrastructure and a sparkling waterfront.

If all goes as planned, that stunning slice of metropolis you'd be looking at would be the new Kigamboni.

Government officials and private developers are hoping to redevelop Kigamboni, located to the southeast of Dar es Salaam's Central Business District, to bolster investment, attract tourism and mitigate some of the current challenges facing Tanzania's commercial capital.

Under the Ministry of Lands, Housing and Human Settlements Development, the Kigamboni New City project will aim to drive social and economic development in the Dar es Salaam suburb while creating a separate urban centre that will diffuse some of the tremendous congestion in the current CBD.

It will be a transformation that few could have thought possible a few decades ago, when people had to be persuaded to move to Kigamboni under Julius Nyerere's socialist Ujamaa programme, which centred on rural development.

"They used to compose songs to sensitise people to go live in Gezaulole, Kigamboni, but even then people were not interested," says James, a taxi driver who lives in Kigamboni and works in the city centre. "Today Kigamboni is a hot cake. Everyone wants to buy land there."

As Dar es Salaam's population has mushroomed - now placed at around 4 million and rising - Kigamboni has become more populated, and as of late, more dense. According to the 2002 census, the suburb is home to 60,000 people, with between 10 and 20 people per hectare of land.

The Kigamboni New City project's planners want to make the land more cost efficient by putting up a cluster of high-rise buildings that will accommodate 150 to 200 people per hectare.

Though the project is still in the first stages of inception, organisers have settled on a proposed area of 5,533 hectares, according to the project's coordinator Lameck Mtui.

As Mtui and his colleagues have bandied about ideas and figures, local residents have been swapping rumours just as quickly.

Some say the United States has an interest in Kigamboni; others insist that Arabs are the mystery investors coming in. Some expect property values to skyrocket and others are concerned they will be kicked off their land and not appropriately compensated.

James, the taxi driver, says those who think to buy land in Kigamboni ahead of the project's commencement should be wary of conmen, who he said have been selling off plots for which they have already been compensated and which they know will be taken over by new investors shortly.

Perhaps to combat this kind of swindling, or just to keep things at a standstill while plans are still being worked out, Kigamboni Mayor Jerome Bwausi told residents three months ago that a freeze was being put on all property in the area and that they were not allowed to sell their plots. Still, few people attended the mayor's meeting, and hearsay has done its best to keep things confusing as the government has otherwise stayed mum as to what the fate of Kigamboni residents will be.

``I do not know where I stand as far as the redevelopment of Kigamboni is concerned," said Mama Msuya, a resident of Tungi.

"All I know is that some investors want to build modern houses and change the look of this place. But what will happen to our low standard houses?"

Elineema Shumbi, who lives in Ghorofani, says she has seen ministry officials taking measurements of houses and asking residents questions about their property.

"I hear these people are doing a survey as the investor is about to come. Unfortunately they did not explain to me what that was all about," Elineema says.

Mtui says the ministry is currently doing a socio-economic survey in Kigamboni for the purpose of updating the base map to be followed by the drawing of a master plan, expected to be completed by October 2010.
"Then we will lay infrastructure - that is water, electricity, roads and the bridge connecting Dar with Kigamboni - as per the master plan.


With the infrastructure in place, the city will be complete as investors will just flow in," says Mtui.

No development will be allowed in the project area until the master plan is ready, Mtui says. There will be no evictions except for those residents whose plots will be within the infrastructural development areas, like the spaces planned for roads.

These residents will be relocated within the planning area and will be compensated at the current market rate, he says.

Mtui says people were sensitised at all levels and so far the response to the project has been very positive. "The people of Kigamboni are the beneficiaries of the project and not victims," he says.

The Kigamboni New City project is hoping that primarily local investors will handle the project, and he refuted rumours that Kigamboni has been sold to foreign investors.

"We are banking on the National Social Security Fund (NSSF), the Local Authority Provident Fund (LAPF), the Parastatal Pensions Fund (PPF) and the Government Employees Provident Fund (GEPF)," he says.

If these agreed to come together to develop Kigamboni, Mtui is sure they could manage to develop the infrastructure.

A Kigamboni Planning Authority to be formed in the near future will put strategies in place to secure funds for the infrastructural development of the area, he says.


In the meantime, parts of Kigamboni already have the new city feel, where real estate developers have put up beautiful residential houses in planned areas over the past few years.

Mutual Developers Limited for example has built 110 modern houses in its South Beach Resort in Gezaulole, all of which have already been sold. The company also has built 56 houses in its first phase of the 189 house projects in Kisota.

NSSF has about 1,000 plots in Tuangoma, Mtoni Kijichi and Vijibweni areas in Kigamboni. They are currently putting up affordable houses for sale on a mortgage basis and have started with 300 units in Mtoni Kijichi area.

Kati Kerenge, who works with Tanga Cement, has bought one of the South Beach plots and plans to rent it out to cover the $1,300 a month, 15-year mortgage.

The three-bedroom house cost $130,000, but Kerenge anticipates it being worth far more in the future. "I figured I might get into it now because I think later Kigamboni would be unaffordable. I was told it was going to be the new Masaki," she says.

Kerenge had also been inspired to buy in the Kigamboni area because she knew the planned bridge connecting Kigamboni and the city centre would draw far more residents, tourists and merchants. She has since lost faith, as years after the bridge was proposed the project has stalled.

"Kigamboni is pleasant. The only reason people are not there is because of lack of infrastructure. They need to make sure that the basics are in place," Kerenge says.

Yacoub Kidula, NSSF's Director of Planning Investment and Projects says NSSF is looking for a partner in the construction of the bridge under a public-private partnership.

Six prospective investors have been short-listed, and now NSSF just needs to procure a globally recognised advisor to evaluate the proposal documents from the six investors, which are a mix of purely foreign firms and others in partnership with local companies.

"We expect within a period of two to three months to have gotten the advisor and to have distributed the documents to the prospective investors," Kidula says.

The 45 million Euro (Sh 72 billion) bridge will be 640 metres long with six lanes, three on each side. The six-lane approach road on the Dar es Salaam side to connect with Mandela road will be 1km long while that on the Kigamboni side will be 1.5km long, also with six lanes.

The six-lane highway could bring with it a flood of new consumers, residents and traders, those already operating in Kigamboni are hoping.


And it will encourage a more polished environment in the area, which has breathtaking ocean views but has been a haven of haphazardly built homes with little regard for overall aesthetic.

Dorothy Massawe, Mutual Developers' director of corporate affairs and marketing, says the new Kigamboni city development offers an opportunity for a radical departure from the longstanding and economically detrimental practice of allowing the growth of unplanned settlements.

"If the market forces, the development process and stakeholders' interests are properly addressed and aligned to a long-term economically sustainable vision, then the opportunity will create self-sustaining dynamics that will build the new city and generate significant economic opportunities for the existing and incoming populace, current land owners, developers, investors and other actors," Massawe says.

She says the role of developers is to translate an overarching economic vision and existing development policies into a practical reality that can fulfil current or created market demand.

For the market to build the city, Dorothy says there should be incentives and a conducive investment climate to generate economic rates of return on the investments that are necessary to build the new city.

All the market needs is assurance that investing in the new city will be worthwhile - and the world-class re-imagining of Kigamboni will no longer be just a vision of the future, but a reality.

The partner in the much-awaited Kigamboni Bridge project, ORET from The Netherlands, has pulled out of the project, The Citizen has learnt.

The action earlier this year forced the Ministry of Infrastructure Development to look for funds elsewhere for implementation of the multi-billion shillings project. High ranking officials from the ministry confirmed to this paper that the Government had asked for financial backing from another source and was holding talks on the issue. They said there were indications that the funds would be secured, though no one was sure when this would happen.

Information from the ministry has it that the Government has approached the World Bank to get support for the project. Expected to cost about $100 million (more than Sh132 billion under the prevailing exchange rates), it is very important to complement on-going plans to upgrade the Kigamboni suburb.

This paper has also learnt that delays of the Ministry of Infrastructure Development to quickly process the initial stages of the project before construction of the facility were to blame for the pull out by the external partner.

According to the Netherlands embassy website, ORET is a Dutch directorate of international cooperation dealing with grant programmes in the Ministry of Foreign Affairs.It is understood that ORET was supposed to team up with the National Social Security Fund (NSSF) to execute the project. Each partner was required to come up with half of the project's implementation costs.

According to agreed structures, the bridge was to be about 560 metres long and 14 metres wide. It was also designated to have a 3.75-metre two-lane carriageway with provisions for cyclists and pedestrians.

A source who preferred anonymity said ORET decided to pull out after noting that some of the criteria indicated in the Memorandum of Understanding (MOU) were violated by the Government, particularly the Ministry of Infrastructure Development.

According to our sources, NSSF was required to write a project proposal which had to be submitted to the ministry for approval."The document (proposal) was presented in 2006, but was not authorised until the offer from ORET expired; this is unusual" the source said.

Reached for comment yesterday, NSSF officials said, according to the MOU they are not allowed to make any statement with regard to the project.

The NSSF spokesperson, Ms Eunice Chiume, said the ministry was the responsible authority to comment on the Kigamboni Bridge project."NSSF has done nothing which caused the project's delay. It is not to blame for the pull-out of the other partner," she said curtly.
But the minister for Infrastructure Development, Dr Shukuru Kawambwa, told The Citizen that the information they had indicated that ORET normally sponsors community projects.

He said studies indicated that the Kigamboni project was more community-service oriented than commercial.

"Earlier Kigamboni had no economic activities because of its poor infrastructure, but after the Government bought the new pontoon things have changed in the area," Dr Kawambwa said.

He said studies indicated that, after improving the infrastructure, the Bridge Project would be economically viable. It is this condition that made the project fall out of the kind of projects which ORET could support.

But when reached for comment, the permanent secretary in the Ministry of Infrastructure Development, Engineer Omar Chambo, threw the ball back to NSSF."We are not responsible for that matter, please contact the NSSF," he said. He sidestepped commenting on information that NSSF had presented its proposal in time, but there was a delay in processing it at that time when the minister was Mr Basil Mramba.

Last May, the World Bank pledged to sponsor a fresh study on the viability of constructing the multi-million dollar bridge across the Magogoni channel in Dar es Salaam.

This is according to Dieter Schelling, a transport specialist with the World Bank in Tanzania. The study would help resolve conflicting cost estimates.

"The project needs a fresh feasibility study and a concession document that investors can use to evaluate its worth," Mr Schelling said.

NSSF entered into an agreement with the Government to undertake the project on its behalf nearly five years ago.

Katika mradi mkubwa wa KIGAMBONI ni vyema serikali ikawa wazi wa nani anae kuja kuwekeza kwenye hayo maghrofa, ni nani ataishi humo, sasa hadi leo hakuna taarifa ya financier wa mradi mzima wala kujua vyanzo vya mapato.

Tunawahitaji wawekezaji katika sekta za uzalishaji wa moja kwamoja wenye maslahi kwakila Mwanannchi.
