The Ministry of Agriculture, Food Security and Cooperatives has set aside Sh3.8 billion in its 2010/11 budget to loan farmers for the purchase of agricultural inputs.
According to a report presented to the Parliamentary Committee on Agriculture, Food and Cooperatives, the loans will enable farmers purchase 62 tractors and 63 power tillers to push "Agriculture First" initiative. Briefing reporters after meeting the ministry's top brass in Dar es Salaam yesterday, the chairman of the committee, Mr Gedion Cheyo, said the ministry had prepared a Sh253 billion budget for the new fiscal year.
The budget shows a Sh23 billion increase compared to the current budget where the ministry received Sh230 billion in budgetary allocations. According to the ministry's analysis, Sh14.035 billion has been set aside for recurrent expenditure and Sh135.844 million would be used for recurrent votes.
Out of the total budget, Sh103.952 billion has been allocated to development projects. Commenting on government's efforts to increase agricultural production, Mr Cheyo said there was still a need to increase production of quality seeds and application of efficient farming technology.
Mr Cheyo said the government has already established the seed production department in a bid to improve farmers' access to quality seeds. "We have advised the ministry to concentrate on production of seeds locally to meet increasing demand... there is no need to import seed," he said, insisting that production of seeds locally would ensure that the crops would withstand diseases and changes in the environment," said Mr Cheyo.
He said the ministry has been advised to use the Prison Department and the Tanzania Peoples Defence Force and National Service to produce the seeds that will be supplied to local farmers.
On food security, Mr Cheyo said the committee has proposed the maintenance of a ban on export of maize as a way of safeguarding food security. "We may export other cereals but not maize," he said.
According to Mr Cheyo, the country should reserve maize the same way it does for foreign exchange. The country should keep cereal stocks enough to feed the nation for six months before it permits export.
