Dar`s Makongo area lined up for major facelift

The government will soon begin demolishing all illegally constructed buildings in Dar es Salaam's suburb of Makongo in a move that will see the area acquire a more refined look, complete with modern and well planned structures.

This was said by Lands, Housing and Human Settlements Development minister Prof Anna Tibajuka at an event held at Lugalo in Dar es Salaam on Sunday to congratulate her on being appointed minister, organized by Makongo residents.

According to the minister, the major facelift aims at improving Makongo’s stature as a residential suburb. Tibaijuka told the residents that after the demolitions, Makongo settlements will “resemble those at Beverly Hills in the United States of America (USA).”

The minister promised the residents that her ministry would do all in its power to ensure Makongo is declared a planned residential area. She also said that, although the demolitions might upset many of the area’s current inhabitants, she would not go back on the decision, as she believed that true development comes only with sacrifices.

She added that the victims of the exercise would be those who built within the road reserves and those who erected structures without following municipal plans.

“I want to see this informality gone”, said the Lands minister, adding, “We want to have a well-organized residential area here - the government wants this area to overtake Mikocheni and Oysterbay in terms of planning and development.”

Additionally, Tibaijuka warned those who violated building regulations to expect no compensation.

“Let me assure you that soon the project will start, and that it will leave many crying as the violators won't be compensated,” emphasized the minister. She further questioned the rationale for their expecting compensation when they were illegally occupying government land.

The minister reminded Makongo residents that they were almost evicted from the area by the Tanzania People’s Defence Forces (TPDF) in 1986, save for an intervention by then president Ali Hassan Mwinyi, who convinced the army to grant them temporary occupancy.

According to Tibaijuka, instead of using the chance to seek other building sites, the people have increasingly been encroaching on military land, causing tensions between civilians and army personnel at the site, which is primarily a designated TPDF base.

The minister seemed to imply that the decision to tear down illegal structures would also improve civilian-army relationship.

Speaking at the event, Kinondoni municipal mayor Yusuphu Mwenda welcomed the idea, saying the demolition of all illegal structures would give the district a settlement upgrade it truly deserves, adding that he would like to see Kinondoni municipality free of squatter settlements.

"Kinondoni is a district that not only houses important personalities, but also dignitaries from other countries - it’s a pity we’re seeing illegal structures everywhere,” he observed, adding “I’m not saying we’ll have modern houses everywhere, but we must at least build in recommended areas.”

For his part, the chair of the celebration committee, Abiud Nalingingwa said, Makongo residents thought it wise to organize the party to wish her the best of luck in her new job, adding that the residents appreciated what Tibaijuka had done for the area.

Furthermore, Nalingingwa said her achievements should inspire all citizens.
