    Kama kuna sehemu ambapo wakati mwingine wa Kenya wananivuruga ni maswali hayo mawili ambayo kwa kweli yanataka kuuliza "kuna tatizo gani?" Lakini ni maswali ambayo yanahitaji udadisi na majibu yanayotokana na ukweli. Miaka hii michache iliyopita nimepata nafasi ya kipekee ya kuweza kufuatilia yale yanayofanywa kwenye background ya political scene ya Tanzania. Nimepata nafasi ya kuanglaia jinsi policy review inavyofanyika na hata kuandikwa kwa sera mbalimbali mpya ambazo nyingine zimeshaanza kufanya kazi.

    Lakini vile vile nimepata nafasi kutokana na udadisi kupitia vyanzo mbalimbali kusoma mambo yale yanayofanywa na wizara, idara, taasisi na vyombo binafsi katika kujaribu kutatua matatizo mbalimbali ya wananchi. Mipango, utafiti, ushauri n.k Nimegundua kitu kimoja huku nyuma inaonekana vitu vinaenda vizuri kweli. Hakuna kitu ambacho - as far as I can tell - ambacho hakijawahi kufanyiwa utafiti wa kina au kutolewa mapendekezo mazuri sana ya kukabiliana na mambo mbalimbali. Kuanzia elimu, maji, barabara, fedha, n.k There are a lot of materials out there! Kuna nyaraka, makaratasi ( white, brown and green!)

    Lakini ukija huku juu au niseme mbeleni something seems to be oddly dysfunctional. Ni kana kwamba watu wanafanya vitu kwa kukisia au making up as they go along! This is what I call "The Tanzanian Paradox". Na utaona inahusiana hata kwenye mambo ya matumizi ya utajiri wetu (tuna ardhi, maji, mbuga, madini, gesi n.k) lakini bado ni maskini!

    Is it possible then that we are in a sort of 'caught in a time warp'? Kwamba kwenda hatwendwi lakini twaonekana twaenda? Tunatoka jasho na kutembea kwa nguvu kumbe tuko kwenye treadmill of underdevelopment?

    Huyu jamaa ukimwambia kwamba Tanzania ipo kwenye treadmill of underdevelopment, anaweza akakutafuna mzimamzima!!

    Kwanza utetezi wake wa kwanza utakuwa ........Tuliachiwa barabara moja tu na wakoloni, sasa hivi tunabarabara kibao!!

    yani yeye, hata maendeleo hajui ni kitu gani, halafu ndo tunategemea a-lead upatikanaji wa maendeleo.

    hizo sura zote ulizoweka hapo mkuu hakuna hata moja inayouamini katika kufanya assesment ya INPUT=OUTPUT ili kujua waste nk, bali wote wamekuja na slogan mpya ya kubatiza failure kuwa ni 'changamoto'.

    The problem ni kwamba, kila kitu hapa nyumbani ni magumashi! Umeeleza kuhusu tafiti, nazo nyingi zake ni magumashi! Researchers wengi wanaanza kutengeneza recomendations kabla utafiti wenyewe hujafanyika! They make recomendations kutoka kwenye data magumashi. Wanapofanya data analysis, na kukuta indicators hazileti sense; wanaamua kuweka viungo/spices zaidi kwenye ready cooked data ili zitokee indicators zinazoleta sense. u know wht i mean....assume maximum figure for indicator "X" ni 1, lakini baada ya data analysis unakuta hiyo indicator "X" inatoa figure above 5.....wht next; more cooking nd adding of spices is done kwa kurekebisha figures mbalimbali and at the end of story unakuta indicator "X" inakuwa 0.7....perfect figure!!! What next?! Collected Data ni magumashi...analysis magumashi....hapo ndipo inatolewa RECOMENDATIONS ambayo lazima nayo itakuwa magumashi kwavile ni product ya "magumashid seeds!" and for that, no positive impact will be revealed...NEVER and EVER!

    MMJ, Hii serikali tatizo lake ni moja tu, inaoekana zaidi ya 80% ya watumishi wa ngazi za juu wa wizara na taasisi, wamepata nafasi hizo kwa ujanja ujanja........kwamba unapewa naasi ili umtumikie shetani. That being the case, huwezi kwenda kubadili mfumo au taratibu za kishenzi za utendaji wa kazi.

    Mfano, Ukiingia kama katibu mkuu au kamishina wizara ya elimu, ukakuta kuna papers nyingi sana zinazoonyesha jinsi capitation grants to schools haifiki, kwasababu mfumo wa disbursement ya hiyo fund ni too complicated to track. lakini kwasababu inanufaisha baadhi ya watu, na hasa waliokuweka, na the fact that utafaidika nayo pia, you keep the F mouth shut!!. (mfano halisi ni kwamba, I personally nimeshiriki kwenye policy review na budget review especially wizara ya Elimu)

    Sasa pakiwepo dhamira ya kweli ya enforcement ya sheria ya maadili ya kazi, watu wakawajibishwa, wakapewa adhabu, wakaulizwa walipotoa mali walizonazo........inawezekana tukaweza kutumia makaratasi haya mazuri kufanya mambo mazuri............till hapo tutakapokuwa na dhamira ya kweli........yani labda atokee Lyatonga flani wa siku saba, no matter what, then you are sucked..!!! tutaendelea hapa hapa!!

    Mkuu, nakubaliana na wewe, lakini kumbuka kwamba kuna idependent actors wengi ambao wao hawasukumwi na siasa kufanya research zao. But still, hazitumiki. Nikukumbushe, report ya PEDP na SEDP za mwaka 2004, zilikuwa zinasema nyumba za walimu zimejengwa kwa asilimia (kama sikosei) 20. HakiElimu, ikafanya review ya ile report, ikagundua kwamba, Nyumba za walimu zimejengwa kwa asilimia 4 tu. unakumbuka kilichotaka kuwakuta HakiElimu.
    Sasa tunatakiwa kujiuliza, kwa nini wanatoa report fake? wantaka kumridhisha nani? na hiyo difference ya 16% ni fedha hizo? nani alikuwa anazichukua?

    Kuna dada mmoja namfahamu, msomi mzuri tu, alipata kazi FAO akawa sehemu ya research fulani hapa motherland. Kila siku yeye yuko busy na shughuli zake binafsi, data alizotakiwa kutafuta akawa anzipika home;

    Cha kusikitisha hizi data zilienda kutumika kufanya maamuzi fulani muhimu !

    Kama tunaongelea maendeleo basi swali la msingi la kujiuliza ni kama haya maendeleo tunayoyataka ni ya watu au ya vitu? Kama ni ya watu, basi which particular people? Who are they? Where are they? Why do they need help? If they cannot get on without help, what precisely, is the help they need? How do we communicate with them?

    Tunapoamua kuwekeza kwenye watu maswali kama haya hayakwepeki, lakini kwa kuwa hii Frontline haipendi maswali mengi basi wao wanachokiona ni vitu tu; Sijui, wakoloni walivyoondoka walituachia majengo ya madarasa mia tatu leo tunayo laki tatu, Sijui tuliachiwa barabara zenye lami kilomota elfu moja, leo zipo kilomita laki moja. Sujui uchumu wetu umevunja rekodi ya ukuaji tangu tupate uhuru, (wakati umasikini unazidi kuongezeka) . And all that

    Ndugu zangu, It is much easier to deal with goods than with people. Mwl J.K. Nyerere alipata kusema maendeleo ni ya watu na si vitu, lakini hii frontline kila siku inajikita kwenye maendeleo ya vitu na sisi tunakubali kudanganyika kirahisi.

    Good Observation MMJ. Ni kweli kuna makabrasha na mipango kibao ambayo on paper they look very well crafted. But those policies were developed through foreign help and our people never seemed to own them. If someone helps you to create something that you don't believe in, then you definitely will trash whatever was created the moment they give you space to continue with what you value more.

    Maendeleo huenda sambamba na uongozi bora wenye kuona mbali. Sasa kama viongozi wetu, kuanzia wilayani hadi mawaziri na pengine hata raisi, wanaenda kazini kwa nia moja tu ya kujilimbikizia as fast as they can kabla ya muhula wao kupita, ni lini watakuwa na muda wa kushughulika na makabrasha yenye mipango ya muda mrefu. Suala la umeme ni mfano mzuri kabisa, JK karibu atamaliza vipindi vyake viwili na atakuwa amezunguka dunia nzima, lakini TZ bado giza.

    Tunahitaji mabadiliko makubwa kwenye kuhakiki utendaji wetu.

    as i speak mkuu wa mkoa flani ana-chair kikao cha ccm kwa kutumia fedha za serikali,..kwa lugha nyingine anatumia ukuu wa mkoa kupanga mikakati ya kuhujumu vyama vingine,kikao ambacho kingefadhiliwa na fedha za ccm,kinafadhiliwa na fedha za hazina..unategemea maendeleo nchi hii kwa mfumo wa namna hii..and it hurts me that i can't do anything about it.
