Baba wa Taifa Mwalimu Julius Nyerere alitoa hotuba hii huko Kingston, Jamaika katika maadhimisho ya miaka 50 ya chama People's National Party (PNP) ambacho kilikuwa ndicho chama cha kwanza cha kisiasa nchini Jamaika. Hii ilikuwa ni June 4th, 1988.

"A Basic Needs and Self-reliant Strategy is not an easy one to follow. The poor people are the best-organized people in any nation, but they are not the most vocal. An emphasis on their needs, and on the work of developing their capacity, will not be popular with the Middle Class, who in a poor country, may in any case not be living very well by developed country standards. It will be definitely unpopular among the wealthy and economically powerful in a nation, who are used to receiving first consideration from their governments. The policies aimed at implementing a Basic Needs Strategy will, therefore, be mocked and distorted by people with influence; they may be made very difficult to implement. The party has to remain firm, and help its government!" - Julius Nyerere
This is one of the most reflective speeches by Father of the Nation Mwl. J. K. Nyerere. Hotuba hii ni kama mwendelezo wa hotuba nyingine aliyoitoa mid 1960s huko Sudan ambayo ilikuwa na jina tofauti "The Party Must Speak for the People". Siwezi kushangaa basi kuwa hii ya mwaka 1988 katika fikra za Nyerere yumkini ilikuwa inaendeleza wazo hilo alilolitoa Sudan.
Ni hotuba ambayo kiongozi wa chama chochote cha kisiasa anapaswa kuipitia kwani inadokeza misingi mbalimbali ya kiuongozi ambayo yaweza kufuatwa katika kuunda aidha chama kipya au kuboresha chama cha zamani.
