Kampuni ya Reli Tanzania (Tanzania Railway Ltd) imekubali kuilipa kampuni ya International Finance Corp kiasi cha dola za Kimarekani milioni saba ili kufuta deni inalodaiwa kabla ya kubinafsihwa tena na serikali.

Tanzania Railway Ltd iliingia deni hilo baada ya kuingia katika mkataba wa miaka 25 na ile kampuni ya Rites Ltd ya India. Hata hivyo mkataba huo ulivunjwa mwaka 2009. International Finance Corp ilikuwa imepanga kuikopesha Tanzania Railway Ltd dola za Kimarekani milioni 44 ili kuisadia kampuni hiyo ya reli kuboresha shughuli zake za usafiri wa reli Tanzania.

International Finance Corp ilikuwa tayari imeshaikopesha Tanzania Railway Ltd dola milioni 14. Tanzania Railway Ltd tayari imeshalipa dola milioni 7. Fedha hizi zililipwa Septemba 2010. Rites Ltd walitafutwa kwa njia ya simu kwenye makao makuu ya ofisi zao lakini hakuna aliyepokea simu.

Moro iko karibu 120Miles, wakati Tanga iko 223Miles kutoka Dar. Sasa tatizo kubwa la kwetu litakuwa bado ni umeme! Iwe kwenye Maglev trains au conventional trains. Lakini kabla ya kwenda huko tungeimprove hizi hizi conventional kama tulivyokuwa tunafanya (nadhani bado) kwenye TAZARA ambako tulikuwa na ile express na ordinary trains. Watu wangeweza kujenga na kuishi Tanga au Moro wanakuja asubuhi kufanya shughuli zao na kugeuza jioni na wengine wangeweza kufungua biashara huko kwingine na kuishi Dar.. miji yote miwili ingeweza kabisa kuabsorb the growing population ya Dar na hata Zanzibar.

Naamini huu uwekezaji hautakaa utokee. kuna mlolongo wa mambo. Kama hawa wanaolitafuna hili taifa walikuwa na nia ya kuwekeza hizo pesa kwanini waliwapa Wahindi at first place?. Kikwete alipoingia madarakani walisema wanampango wa kuboresha reli na kujenga reli itakayo kwenda mpaka Burundi, Rwanda na Congo,Michoro tulionyeshwa mpaka leo Hakuna kilichotokea, Mradi wa mabasi yaendayo kwa kasi tangu hii hadidhi ianze sasa ni zaidi ya miaka 12 hakuna kitu, Bla blaa za kuifufua ATC tangu zianze huu ni mwaka wa 8 hakuna kitu.

Dah! unanikumbusha mbali sana tena kwa majonzi. Miaka 1970 kulikuwa na treni Dar-Tanga-Moshi siku tatu kwa wiki. Miaka ya 80 zikafanya huduma za kila siku korogwe ikiwa ni shunting place. Unaondoka Dar/Moshi/Tanga saa 10, asubuhi 12 umefika unakokwenda. Huduma zikaboreshwa na kuwekwa second sitting mbali na first na second.
Ilikuwa mtu wa kawaida anapandisha machungwa yake Korogwe,mombo au muheza asubuhi anatua mzigo K,koo jioni anafunga pesa anachukua treni kurudi nyumbani.
Wafanya biashara wanakodi mabehewa wanapokea mizigo yao bila kusafiri kutoka mwanza/Kigoma kwenda Tanga/Moshi. Bei ilikuwa poa sana na wafanyakazi walikuwa wanatimka saa 9 kwenda moshi/Arusha/Tanga jumatatu asubuhi 12 wapo Dar 2 kamili ofisini.

Miji ya Tanga na Moshi ilikua sana kwasababu watu hawakuona sababu za kuhamisha familia zao.
Sijui kwanini viongozi hawaangalii mapungufu yaliyojitokeza na kuboresha, zaidi ya kumlaumu Nyerere aliyefanya mazuri kuliko kazi ya kusaini na kufumua mikataba ili watu wale.

Mji wa Moshi ikifika saa 10 ni ghost town, watu wote wanaenda suburbs marangu, machame, mwanga,uru, kiraeni,mwika, kibosho, kibong'oto n.k asubuhi saa 1 mji moto moto. Moshi haipanuki kwasababu infrastructure zake zinaruhusu watu kuishi vijijini na kufanya kazi mjini, huu ni mfano ambao Dar ingeutumia. Karne ya 21 tunasafiri maili 150 kwa saa 9!!! maili 220 siku nzima!

Hatushindwi kuanza na conventional treni, kinachotakiwa ni nia, uadilifu na utaalamu ambao tunao.Kinachokosekena ni uongozi si wa wale waliofanya kazi na Mwalimu tu bali na vijana ambao hawadadisi au kushughulisha akili zao. Hakuna kiongozi anayeamka na kufikiri ubunifu na kama yupo mama yake yupo wodi ya wazazi akilia na uchungu.

Hivi kama mtu ana uhakika wa kusafiri kwenda morogoro kwa saa moja anasababu gani ya kuhamisha familia na kukodi nyumba ya laki 6 na maisha magumu ya Jiji.

Wasafiri wapo, mizigo ipo, reli ipo, wafanyakazi wapo kinachokosekana ni uongozi. Hapa ndipo tatizo lilipo na ndicho chanzo cha umasikini wetu.

Bila kubinafsiha na kuwa na kampuni za reli "independent" hata wawekeze trillioni kumi, zitakufa tu. Hakuna kitu kiitwacho mali ya umma kikaendelea Tanzania hii.

Na kama ni kweli watu 10 wanakufa kila siku kwa ajali za barabarani, then usafiri wa treni unaweza pia kupunguza hii idadi. BBC walikuwa na documentary moja juu ya treni ya Tazara (BBC - BBC Four Programmes - African Railway). Bahati mbaya, video haipatikani tena. Kilichonyeshwa ni masikitiko. Basically, the Tazara railway documentary was to discover why this once shining example of investment in Africa is now in crisis. It was China's biggest ever foreign aid project, but is now plagued by derailments, lack of fuel and mechanical breakdowns. What is interesting is that the documentary tracked down the railway's elusive Chinese advisors to find out why it is in such a parlous state, lakini wote wakaingia mitini. Tanzania to invite bids for stake in state rail

Tanzania said on [1 June 2011] it would invite fresh bids for a stake in its railway company after the termination of a concession deal with India's Rites Limited before the end of next year. Rites, which owns 51 percent of Tanzania Railways Limited (TRL), has already signed a deal with the government to sell its stake in the joint venture, Transport Minister Omari Nundu told a parliamentary committee.

TRL was established in 2007 as part of a 25-year concession deal to improve the country's main railway network. The government retained a 49 percent stake. But the privatisation deal failed to revive the network, with the company frequently hit by financial difficulty and workers' strikes over salary delays. "Following the unsatisfactory performance of TRL, the Ministry of Transport and Rites of India agreed to terminate the contract and a deed of settlement has already been duly signed between the two parties," Nundi said.

He said the government was now seeking the approval of the World Bank's private sector arm, the International Finance Corporation (IFC), to buy back 100 percent ownership of the company as an interim measure. The IFC had extended a $44 million loan to TRL after the joint venture deal was sealed, but the privatisation of the railway firm has been largely unsuccessful.

"The full state ownership of the railway company would only be for a transitional period while the government seeks another investor," the minister said. The government had provided a 4.12 billion shillings ($2.66 million) bail-out to TRL by February for working capital and to settle some of the company's debts in addition to 13.868 billion shillings disbursed by the state for staff salaries. Nundu said the railway's passenger traffic declined 46 percent last year, while the annual cargo haul also fell 43 percent to 256,190 tonnes from the previous year.

Yaani ni haya mambo ya ufisadi na media tu otherwise ingeshapigwa bei kitambo. Wana roho mbaya si mchezo. Umimi ubinafsi choyo ndiyo dini wanayoijua.

Serikali haina sababu wala haja ya ku INVITE na huu mpango wa BIDS... Rais wetu anatakiwa kwenda Germany, Canada, China, UK na US na kuzungumza na serikali au mashirika ambayo atayapa kipaumbele kisha kati ya hayo ndio anatazama gharama na masharti yao. Haya maswala ya kuita bids ndio tunapata upupu wa mashirika feki na mengine hafifu ambayo uwekezaji wake Tanzania utakuwa mtaji kwao.

Tunataka serikali yetu kwa kushirikiana na serikali za nje wajenge msingi wa makubaliano ambayo lengo lake ni kuisaidia nchi yetu itoke ktk adha hii ya usafiri..I hate hearing hizi habari za bids kuita mashirika ambayo yako interested as if sisi tumekuwa na nguvu ya kutafutwa na mashirika makubwa. Hiki kiburi na umaskini jeuri ndio unaleta Ufisadi nchini kwani Marekani, UK,Canada na nchi zilizoendelea ndio wenye kiburi cha kufanya hivyo kutokana na mazingira waliyofikia. In 2011, Southern Sudan will be linking its railways to the thriving port of Mombasa, Kenya (where the U.S. has pledged $16 billion for a new port). The link-being subsidized by the Sudanese government to the tune of $20 million-will add Southern Sudan to the Northern Corridor Transit Transport Authority (NTTCA), and will enable up to 80,000 containers of oil and mineral exports for the entire region. In Uganda, the government will establish a more effective railway link-both to enable cost-effective transit of goods and raw materials across the region, and to position Ugandan manufacturers for more competitive participation in the East African Community Trade Union.

In 2007 RITES Ltd. of India won a contract from the Parastatal Sector Reform Commission (PSRC) to operate passenger and freight services on a concession basis for 25 years. The concession agreement was signed on September 3, 2007, and was to begin on October 1, 2007. The railway will be run as Tanzania Railway Ltd, with the government owning a 49% stake.

There were moves to abandon the contract "due in part, to the fact that the Indian investor failed to pay over USD 6 million in concession fees to the Tanzania government in 2008" but RITES officials countered noting that the contract "misled Rites officials by indicating that the Railway Assets Holding Company (Rahco) was in possession of 92 working locomotives when, in actuality, only 55 existed". In 2010, the government terminated the contract and resumed control.

Kenya-Uganda Rail Operator Signs $164 Million Loan Agreement

Rift Valley Railways Ltd., operator of the Kenya-Uganda railway, signed a $164 million loan accord to finance an upgrade that may boost capacity almost four-fold, according to its biggest shareholder, Citadel Capital SAE. The credit is part of a planned $287 million investment in RVR over the next five years, Citadel Chairman Ahmed Heikal said in an interview in the Kenyan capital, Nairobi. “This investment will not only greatly improve the efficiency of the railway, but that of the port ofMombasa as well,” Heikal said yesterday. The line links Mombasa, East Africa’s biggest port, to Kampala, the Ugandan capital.

Citadel, an Egyptian private-equity company with $8.7 billion in assets under its control, owns 51 percent of RVR, which manages about 2,000 kilometers (1,243 miles) of railway lines in Kenyaand Uganda. Last week, RVR said freight volumes in the year to June increased to 1.61 million metric tons from 1.53 million tons a year earlier. “The goal is to see that figure grow to 5 million tons per year by 2015,” Heikal said. “An efficient rail network could, in time, bring East African transport costs down by as much as 35 percent due to the operational and fuel efficiency of shipping by rail.”

New Wagons

Investment in the railway will include refurbishing the track, buying new rail wagons and locomotives and replacing information technology systems, Karim Sadek, Citadel’s managing director for eastern, central and southern Africa, said in the interview. Beyond the loan, the balance of investment will be financed from new equity, existing shareholders and profits from operations, he said.

The loan was provided by six development-finance institutions and Equity Bank Ltd. (EQBNK), Kenya’s biggest lender by market value. The African Development Bank is providing $40 million and Germany’s KfW Bankengruppe $32 million. Other contributors include the International Finance Corp., Nederlandse Financierings-Maatschappij voor Ontwikkelingslanden NV, Cordiant’s Infrastructure Crisis Fund, and the Belgian Investment Company for Developing Countries. “IFC is the largest financier, with a loan of $32 million, $10 million already disbursed,” IFC said yesterday in an e- mailed response to questions. “An additional equity investment of $10 million is planned, making the total $42 million.”

IFC and its unit Asset Management Co. will have a stake of about 25 percent in Africa Rail Ltd. Based in the British Virgin Islands, Africa Rail is controlled by Citadel Capital and will provide funding to RVR, IFC’s senior infrastructure manager, Ravi Bugga, said in an interview today. TransCentury Ltd., based in Nairobi, holds 34 percent of RVR, and Bomi Holdings of Uganda 15 percent.
