Tanzania President wins praise over constitution; CCM dominance on the wane

    Tanzania President Jakaya Kikwete has received praise for the way he has handled the issue of the new constitution, with analysts reporting that it has helped restore faith in the ruling Chama Cha Mapinduzi(CCM).


    According to the Economic Intelligence Unit (EIU) January report for Tanzania, the constitution issue places CCM in pole position to continue dominating the country's politics despite the threat posed by the opposition, especially Chadema.

    The specialist publisher also reports that there are chances that divisions in CCM may grow, but they will not harm its chances of winning the 2015 presidential election.

    There is some consolation for the opposition too, especially Chadema. The report says it will secure greater representation despite CCM's dominance.

    EIU, which has been a prime source of information on economic and political trends worldwide for 60 years, reports that Chadema, which has been trying to establish a more high-profile role since the 2010 General Election, will dominate the headlines every now and then. So will the discontent with domestic economic conditions.


    But both factors will not present a major threat to the overall political stability of the country "unless they are badly mismanaged by the dominant CCM".

    Relevant law

    The good news for State House continues with the observation that President Kikwete's willingness to spearhead the constitution review and restructure his party has given him and CCM bonus points, especially among cynics.

    But the opposition's expectations of the new dispensation may be dashed, the report says, given the ruling party's fears that it could lose more ground should it allow this to happen.

    Hii constitution reform bado inapingwa na wabunge wa CCM. Kikwete amekubaliana na hoja za Chadema. Lakini kinachoendelea kukitafuna CCM, jambo ambalo si bayana kwa EIU, ni kwamba chama hicho si chama tena cha maslahi ya Watanzania. Kinalinda maslahi ya wawekezaji zaidi ya maslahi ya Watanzania. Na EIU kingependa kuona hali hiyo inaendelea. Kwa hiyo naona kuna element ya wishful thinking kwa upande wa EIU.

    Economic Intelligence Unit ni chombo kinachoheshimaka sana ulimwenguni. Kinasifika kwa kueleza ukweli na hata waandishi wao mara nyingi wameingia matatizoni na watawala wasiopenda wanachoandika.

    Lakini kwa hii analysis ya Tanzania? Ya kuwa wamesha conclude kuwa CCM itaendelea kutawala baada ya 2015, ninapata shaka wamefanyaje analysis. Sana sana ningetegemea labda waseme kuwa siyo rahisi ku-predict kwa sasa, hasa ukizingatia kuwa kuna mchakato wa Katiba unaoweza ukabadilisha moja kwa moja medani ya siasa ifikapo 2015.

    Katiba ya sasa ni katiba ya nchi ya chama kimoja. Tulivyoleta vyama vingi, hatukubadilisha vitu muhimu sana vinavyoendeleza ukiritmba wa chama kimoja, na ndiyo sababu inayofanya kuwa mpaka leo siasa za nchi hii zinatawaliwa na CCM. Kwa hali ya kawaida siyo rahisi kwa Chama chochote kutawala kwa muda mrefu hivyo. Sababu zinazotolewa ya kwamba vyama vinge havijakomaa bado haina mantiki. TANU ilishinda uchaguzi wa 1961 kikiwa na miaka sita tu, na wakati huo wanachama wake walikuwa ni watu wa kawaida kabisa; wapagazi, mahouse boy, wakata miwa - walimu walikuwa ndiyo wajanja. Vyama vya leo vina maprofessa wa kimataifa, watu walioenda shule vizuri, wenye exposure ya hali ya juu, lakini eti baada ya miaka 12 tunalazimishiwa kuwa bado havijakomaa.

    Katiba mpya itaondoa huu ****** unaoruhusu chama kimoja kutawala milele. Na mabadiliko ni mazuri kwa taifa kwa ujumla. Isiwe CCM, au CUF au CDM au NCCR wakatawala milele.
