Tanzania moja bei ya sukari toka Sh. 1,700 hadi 2,500

Pamoja na kuwepo kiwanda cha sukari bado sukari bei juu mkoani Kagera kilo moja sh 2500, piakupatikana kwa sukari mkoani humo ni vigumu ambapo watu hulazimika kupanga mstari kwa ajili ya kununua sukari kwenye maduka ya Wahindi.
 
Kuna uhaba mkuybwa wa sukari Uganda,kigunia cha kilo 50 kinauzwa 150,000shs from 80,000 shs,watu wanasafirisha sukari Uganda.
 
Serikali si bado ipo kimya inamaana wapo kimaslahi zaidi kuliko wananchi waliowaweka madarakani

SUGAR prices in the local market are expected to rise further as world market prices escalate and traders seem reluctant to import the commodity due to high taxes.

As of Thursday sugar was selling at a wholesale price of 72,000/- per 50-kg bag, up from 65,000/- last week, while in retail outlets sell at around 2,000/- a kg.

Prices of the commodity in the world market currently range between 850 and 900 US dollars per tonne, up from between 250 and 400 US dollars three years ago.

Traders are reluctant to import despite the decision by the Tanzania Sugar Board (TSB) to allow importation of 30,000 tonnes.

They are worried that even if tax and duty were to be exempted, still imported sugar would be sold at wholesale price of 75,000/- per 50kg bag.

"If they will pay VAT only (without Duty) the retail price of 50-kg bag will be 90,000/-, meaning a kilo of sugar will go at between 2,500/- and 3,000/-," observed one sugar stakeholder who preferred anonymity.

"Common people cannot afford such a price and what is worse is the fact that local industries will maintain the price (between 2,500/- and 3,000/-) once they resume production)," he added.

Some importers told this newspaper that in order to stabilise the market price, the government should scrap off VAT and duty on imported sugar.

Another source hinted to this newspaper that sugar situation in East Africa is a thorny issue to be discussed during the East African Community (EAC) meeting in Arusha next month.

Reports have it that local industries are not selling sugar and this pushes up prices.

Tanzania Sugar Producers Association (TSPA) Executive Secretary Ambassador Fadhil Mbaga, admitted that local producers have stopped to receive fresh orders because they cannot supply.

"For the time being manufacturers have few stocks that are on sale until the end of March. We cannot receive new orders because we cannot supply," noted Ambassador Mbaga.

The Director General of the Sugar Board of Tanzania (SBT) Mr Mathew Kombe, said according to the records, no manufacturer has ever kept huge stock of sugar for whatever purposes.

He said his board keeps regular track of sugar movements from the existing four industries and the current sugar situation in the local market cannot allow manufacturers to unnecessarily hold stocks of the commodity.

But on the prices, he defended the dealers saying the current situation in the world market will keep on dictating terms even if importers get tax exemptions.

"Costs involved in the process of importation and current prices in the world market will always keep prices of this commodity higher for ultimate consumer," he said.

Mr Kombe said importers have to wait until next month when the decision on the matter would be made according to Eastern African Customs Management procedures and requirements.

"We have already identified 23 private companies registered with the Board to import the commodity, but they can't do anything for now until the matter is decided at the regional level," he explained.

New production season, according to him, expects to start in May/June and from July to early January next year there should be enough sugar in the local market.

Surveys in various shopping centres in Dar es Salaam revealed that many consumers are considering abandoning tea, since they are forced to buy one kilo of sugar at between 1,700/- and 2,000/- up from 1,600/- last month.

Mr Kombe also said that local producers were unable to satisfy the country's demand due to many reasons, some being having strategic plans like expansion schemes that are projected to cost them a lot of resources, affecting their production goals.

The country's sugar demand annually is more than 330,000 tonnes, while all four industries namely TPC, Kilombero Sugar, Kagera Sugar and Mtibwa Sugar companies produced about 279,000 tonnes last year.

But Ambassador Mbaga said local producers had made a quantum leap in production of the commodity. In recent years, the factories were rehabilitated and production rose to 300,000 tonnes, up from 100,012 tonnes in early 2000, according to him.

The Minister of Finance and Economic Affairs, Mr Mustafa Mkulo, declined to comment on the matter, saying he was not in the position to say anything as he was in Kilosa.

Tanzania's annual sugar consumption is 330,000 tonnes, while in Kenya the demand is 700,000 tonnes against production of 500,000 tonnes.
