Tanzania Cancels US $200 Million Tender for Power Generation Plants

    Tanzania's troubled power utility firm recently received a shock when the government cancelled a tender that would have boosted its power generation capacity.

    William Ngeleja, the Minister for Energy and Minerals, confirmed the government had revoked the tender for the purchase of two generators to be located in Dar es Salaam and Mwanza.

    Mr Ngeleja said an evaluation conducted early last year by the Tanzania Electric Supply Company Limited (Tanesco) showed that the national grid required an additional minimum 160MW.

    "Since Tanesco is owned by the government and the process of acquiring and operating the power plants is expensive, the power utility asked the government for financial support," he said.

    Mr Ngeleja said the $120 million 100 MW plant in Dar es Salaam would run on locally produced natural gas while the $80 million 60MW plant in Mwanza would use heavy fuel oil -- because transmission of electricity over a long distance reduced the quality of power.

    Of the 30 companies that bid for the Dar es Salaam project, only five returned their documents; and out of the 28 that bid for the Mwanza project, only four returned their documents.

    The government said that after Tanesco scrutinised the tenders and handed them to the ministry, they were asked to submit other details including the lifecycle cost analysis for the project, which is estimated at 30 years for such plants.

    It is said that the Ministry of Energy and Minerals discovered Tanesco's evaluation in relation to the Mwanza project never took into consideration the running costs.

    For the Dar es Salaam plant, it was noted Tanesco picked a bidder who had offered to generate 130 MW when the tender clearly stated the plant would generate 100 MW.

    "Even though the country needed the extra 30 MW it wasn't part of the requirement and would have added to the costs," said Mr Ngeleja.The ministry nullified the bidding process and asked that it be conducted afresh.

    As per the Public Procurement Act, 2004 and in order to acquire the generation plant on time, the government instructed that the procurement procedure be conducted within 75 days from the date of cancellation.

    Ngeleja usitupe details nusu nusu tena za upande mmoja..........tupe details kamili......huyo mzabuni inaelekea anatoa offer ya 30MW......jambo ambalo si ajabu kwenye haya masuala ya manunuzi/zabuni..........sasa basi Mh Ngeleja tupe maelezo kamili.........

    ....kusema tu.....eti requirement ni 100MW na sio 130MW inapokuja kwenye evaluation.......watu huenda mbali zaidi plus common sense............otherwise hiyo argument ya Waziri ni very weak.........

    Hivi Tanesco/Goverment hawaruhusiwi ku-source/kununua from the Source/manufacturerer?

    Kama wanaruhusiwa kwanini wasifanye hivyo? si ni cheaper zaidi ya kupitia kwa mtu wa Kati?
    Si-wanaweza kutuma e-mail kwenye Trader Counsulars wa Balozo nje hapo Bongo ampazo watazoforward kwa supplier wa nchi zao, nao wata flashback price and delivery time, then kamati ya Ufundi ya Nchi yetu wanapitia hizo Details na kumchagua Moja?

    Au hiyo sio Cost effective?

    Lazima yatakuwa mambo ya ulaji tu hayo,kauli za waziri mla rushwa hazitofautiani na kauli za katibu kata mla rushwa,tofauti ni levels tu za rushwa yenyewe ie amount of money almaaruf kama 10 pecent.

    Sina utaalam kuhusiana na mikataba ya uzalishaji umeme,lakini kwa kutumia tu common sense utaona sababu za kuikataa kampuni inayozalisha 30 more MW si za msingi kabisa,labda kama kampuni hiyo ingekuwa inazalisha less than what is required by the contract then there we should have problems.

    Kwa wale wenye utaalam na issue hii tunaomba mawazo yenu,je kuwa na uwezo wa kuzalisha zaidi ya Megawatts zinazohitajika ni sababu ya kukosa tender moja kwa moja?Hawawezi kuambiwa wapunguze hizo 30?

    Hizo ni sababu za kipuuzi kweli, nadhani aliyechaguliwa siyo Richmod, na hivyo wanatafuta sababu ya kumpata Richmond wa kweli kweli.

    Nadhani wangeangalia unit cost per 1MW, kama huyu wa 130MW anatoza $1 kwa MW na yule wa 100MW anatoza $1.25, ni dhahiri nitamchagua huyu wa MW130 kwa sababu in the end hata kama nitatoa $130 badala $125 bado nitakuwa napata umeme mwingi unaoruhusu upanuzi wa matumizi yake.

    Mtu anakwambia kwa pesa hiyo hiyo nitakuongezea mw30 halafu unakataa! Kwani lazima watoe Mw130? Utakataa kununua gari kwa sababu lina uwezo wa kwenda kilometa 200 kwa saa wakati wewe mahitaji yako ni kilometa 100 kwa saa? Hata kama bei na gharama nyingine zinakubalika? Hapa ipo kazi. Watoe sababu nyingine lakini sio hii.

    Wataalamu wa Solar Energy tunaomba mtusaidie. Hivi tukiwekeza hizo USD 200MN kwa ajili ya kuzalisha umeme kwa njia ya Mwanga wa Jua tutaweza kupata MW ngapi?
