TANAPA introduces new payment method

The Tanzania National Parks (TANAPA) Director of Resources Conservation and Ecological Monitoring Mr. Edward Kishe has urged Tanzania tour operators to avoid the tendency of their tour guides and drivers carrying cash for paying gate fees and other services offered by TANAPA. They should instead use the newly introduced credit card called TANAPA-Exim Card.

Mr. Kishe was addressing Arusha press members at the Exim Bank Offices located at Goliondoi Road on September 18. TANAPA collects fees from all tourists who enters the national parks.

Most tourists to the national parks use tour operators based in the region and make complete payments before their arrival. They enter into a package deal which includes boarding, lodging and entry fees to the national parks and the tour operators in turn make payments at the gate on behalf of the tourists by either cash or cheque.

‘But we would prefer this newly introduced card which will be much safer than any other means of payment," said Mr. Kishe.

Tanapa-Exim card will be issued to the account holders with Exim Bank. Any number of cards can be issued to the tour operators depending on the vehicles they own.

All cards are linked to the same current account of the tour operator, so that the funds are directly debited to their accounts.

For those tour operators who do not maintain accounts with the Exim Bank, prepaid Tanapa-Exim cards will be provided.


TANAPA walianzisha mfumo wa kilipia viingilio kwenye hifadhi za Taifa – Serengeti, Manyara, Tarangire, Arusha na Kilimanjaro mwishoni mwa 2007 bila kuwashirikisha wadau wa sekta hiyo. Walichofanya ni kuwaalika kwenye uzinduzi huo. Sijui sana kama pia baadhi ya bank zilishirikishwa, ila siku hiyo walikuwepo viongozi wa juu wa Bank ya CRDB na Bank ya EXIM pamoja na viongozi wa TANAPA.
Bank ya Exim ilipewa kuandaa card kwa ajili ya Tarangire,Manyara na Serengeti, na Bank ya CRDB iliangukia hifadhi ya Arusha Arusha na Kilimanjaro.

Siku ya uzinduzi maswali mengi yaliulizwa jinsi gani kuakikisha kuwa hapatakuwepo na usumbufu utakao tokana na kugoma/kuaribika kwa mashine za cards. Wao walisema kuwa wamejizatiti vya kutosha na tatizo kama hilo halitatokea. Wadau waliomba wapewe muda wa kuendelea kulipia kwa kutumia Cash, Cheques na hizo Card, na walipewa hadi mwezi wa kumi, na baada ya hapo cards tu ndizo zitakazo tumika.
Kinachonihudhi ni kwamba kunamatatizo mengi yanayo jitokeza kutokana na mfumo huu, baadhi ya hayo ni pamoja na:

1: Kuchelewa kwa wageni getini wakisubiri pesa zikatwe kwenye cards hasa siku ambazo system/wawasiliano si mazuri.

2: Kuaribika/kugoma kwa mashine

3:Ushirikiano wa Bank husika na TANAPA: kuna wakati unaweza kuingiza pesa kwenye card, na watu wa Bank wasiactivate hiyo card kwa muda muhafaka, wewe utaenda na wageni na ukifika getini una ambiwa card yako haina pesa, ukiwaambia wawasiliane na Bank,wao wanasema si kazi yao kuwasiliana na Bank ila ni jukumu lako wewe mteja. Utaajitahidi upate namba za simu za Bank na ukipata zitakuwa za makao makuu DAR, hivyo itabidi wakusubirishe ili wawasiliane na Bank Arusha na baadaye watakujibu bila wasiwasi "system yetu iko down" subiri baadaya masaa Fulani wataactivate card yako, itachukua muda wa zaidi ya masaa mawil au matatu ndo iactivate au wakuruhusu huache card yako pale na baadaye uirudie. Wakati huowot wageni wanasubiri na wale wasio kuwa na subira wanaanza kulalamika kuwa unawaibia.

4: Wanaweza kukupa cards ambazo namber za siri – Pin number si sahihi, ytakayo jitokeza ni sawa na hayo hapo juu no.3

5: Cards nyingi hasa za Exim Bank zinaharibika mapema, na nyingi huaribika zikiwa na peas. Ukitaka kuamisha hizo pesa itabidi uandike barua ya kuomba kufanya hivyo pamoja na kujibu maswali utakayo ulizwa wakati vithibitisho vyote kuwa hiyo card ni yako unavyo.

6: Walisema watoa huduma siku saba za juma, lakini sivyo ilivyo. Wanaofanya biashara ya utalii hawana siku maalum ya kupata wageni, wanaweza kupata siku za jumamosi jioni(baada ya Mabank kufungwa) na wengine jumapili. kunawatalii ambao wathitaji kwenda kwenye hifadhi, sikuhiyohiyo, utakuwa na baati mbaya sana kama hutakuwa na card ambayo inapesa kwa siku hiyo kwani Bank zitakuwa zimefungwa mpaka Jumatatu

7: Bank ya CRDB wamejitahidi kiasi Fulani kwani kwa sasa wameweka mashine zao pia Tarangire,Manyara na Serengeti, japo ya Tarangire mara nyingi inasubua. EXIM ndo kabisa wamelalia masikio, na matatizo mengi ya cards yapo kwenye cards zao. Ukiwauliza sana wanakuambia "soma maelezo hapo chini – ambayo yanasema kuwa unashauriwa kuweka pesa kwenye card yako masaa 24 kabla, swali ni lilelile, ukipata wageni chini ya muda wa masaa 24wasipokelewe? Na kama ni jumamosi na jumapili je?

8: Mabenki yote (CRDB na EXIM) hayana utaratibu/dirisha kwa ajili ya makampuni ya utalii. Unaweza ukakaa kweny mstari zaidi ya masaa matatu wakati wageni wanakusubiri nje.- CRDB Moshi wanajitahidi kidogo katika hilo kwani wanawapa kipaumbele watu hawa. Lakina kwa Arusha hilo halipo.
Hayo na mengine mengi, yanasababisha malalamiko kwa wadau wa utalii kitu ambacho kinawaharibia biashara yao

Fee entrance must be collected.

Why can't they use online payment? You pay online with your credit card and/or checking account.

That will solve the bank lines, but, I don't think they should have a separate line for tourist.
