    Kwa wale wamiliki wa simu za mkononi nchini Tanzania:

    **TCRA wametoa taarifa kuyataka makampuni yote ya simu za mkononi kufanya registration ya wateja wake ndani ya miezi sita kuanzia Julai mosi mwaka huu (2009). Tazama kiambatanisho hapo chini.

    My take:

    Ni hatua nzuri ingawa nadhani imechelewa sana ukizingatia madhara makubwa yaliyokwisha kuwakumba watu mabalimbali kutokana na uuzaji/utumiaji holela wa SIMCARDS.

    Suala hili pia linahitaji umakini mkubwa kwa sababu linaweza pia kutumiwa katika kuingilia uhuru wa watu binafsi (privacy) na hata unlawful tracking by the government.

    Yaani sheria ipo katika hatua za mwisho wao wameshaanza kutangaza maagizo, je iwapo wabunge wataikataa sheria hiyuo, au kuifanyia marekebisho ambayo hayaendani na maagizo yanayotolewa sasa! Mi nilidhani kuwa sheria hiyo ipo tayari. Huku ni sawa na kutanguliza mkokoteni mbele ya farasi

    Kitu hichi kilitia kiwewe wanafunzi wengi sana wengine mpaka kuamua kuondoka mjini wengine kuzima simu kabisa wengine wakaamua kubadilisha namba zao za simu na mambo kama hayo yote haya ni kuogopa kufuatiliwa

    Sasa walikuwa wanafuatiliwa vipi wakati wanajiunga na chuo waliacha namba zao za simu kwa wahusika wa chuo kwahiyo wao ndio wanajua na pengine kutoa ushirikiano kwa hao waliokuwa wanawafuatilia mpaka kuweza kuwa na uhakika namba ni ya nani haswa na yuko wapi ??

    Mimi pia wakati Fulani niliwahi kuwa na tatizo la mawasiliano katika simu yangu nilipopiga huduma kwa wateja yule mtoa huduma akaniambia nitumie mtandao mwingine nikanunue tu SimCard nyingine niendelee na mawasiliano kama kawaida baadaye ndio niweke card hiyo huduma zikishakuwa salama

    Kama sim card yangu ingekuwa imesajiliwa pamoja nisingeweza kuamua haraka haraka kwenda katika kampuni nyingine kwa ajili ya mawasiliano kwa sababu ningetakiwa kusajiliwa na nijulikane kama ningekuwa nipo porini nafanya kazi na kupata matatizo hayo ya mawasiliano ina maana nisingeweza kuendelea tena na kazi labda kama ningekuwa na simu zaidi ya moja

    Hata ni jambo la kawaida sana kupita mitaani kukuta watu wanauza simcard hizi kama njugu na mtu wowote tu yule anaweza kwenda kununua na kuitumia anavyotaka bila kuuliza chochote kile labda kama umepoteza line ya simu pamoja na simu unapoenda kuitaka upya ndio utaulizwa maswali ukiyajibu ndio utaweza kupatiwa namba yako

    Kuna kipindi niliwahi kusafiri kwenda nchi jirani , nikaamua kudivert namba yangu ya simu mtu mmoja akawa ananitafuta kuniuliza niko wapi nikamwambia nilipo hakuamini akaniambia subiri kidogo – baada ya muda akaniambia haupo huko ( wakati simu nili divert ) .

    Nikaamua kutoa malalamiko yangu kwa kampuni ya simu iliyokuwa na namba yangu ya simu kwanini mtu wa nje ameweza kuangalia taarifa za simu yangu hata kama amekosea au kapatia lakini ni makosa kisheria .

    Hayo pamoja na mambo mengine mengi ndio watu wanaoyoogopa sana sasa lipokuja suala la watu kusajiliwa simucard zao basi watu hawa wawe na privacy policy kati yao na hizi kampuni za simu ili kuwe na uwiano Fulani mtu anapohisi amehujumiwa au ametendewa kitu ambacho ni kinyume aweze kufuata sheria na kushugulikia suala lake kwa ukamilifu

    Hapo kuna tatizo ,na tatizo lenyewe ni kuchukua na kuamua mambo kisiasa bila ya kujiandaa vyema na zoezi lenyewe.Nakumbuka ni mwaka jana waziri aliulizwa swali watafanyaje kuhusiana na hili na yeye akawajibu kwamba serikali iko kwenye mpango wa kuandikisha laini zote za simu.

    Ila kabla ya kwenda huko kuna mambo ya kujiuliza.

    1.Je Sheria inasemaje kuhusiana na uhuru wa mawasiliano wa kila Mtanzania.

    2.Je zoezi la kuandikisha hizi namba litafanyika Vipi,Hata kwa watu walioko vijijini ambao hawawezi kufika mjini ambako kuna ofisi za kampuni za simu.

    3.Je ni watanzania wangapi ambao wana vitambulisho ili watambulike ikiwa kuna kama watanzania millioni 10 na zaidi ambao hawajaandikishwa katika daftari la kupigia kura

    4.Nani atagharimikia Zoezi hili ikiwa kama Kampuni za simu zitafungua Outlet huko vijini kwa jili ya kusajiri hizi namba.


    Kwa Maoni yangu,Naomba suala hili lisichukuliwe kisiasa na wasubiri mpaka zoezi la Vitambulisho vya kitaifa lilmazike.Tusikurupuke tu kwa kuwa Mbunge flani anataka au kuna Waziri katishiwa kuuwawa au Spika.

    TCRA wameshindwa kusimamia mambo mengi sana ambayo wanatakiwa wayashughulikie kwa sasa

    1.Gharama kubwa za Simu.Kwanini vodacom au Zain wachaji Bei za juu kuliko Tigo ama kampuni Nyingine wakati wao kama Authority ambayo ina nguvu kama walizonazo EWURA wanaweza kupanga bei.Naomba hatua zichukuliwe kuanzia sasa

    2.Huduma za internet nazo ziko Juu sana nyumbani ukilinganisha na nchi yeyote duniani

    Ushauri wa Bure ambao nawapa ni wao kusubiri kwanza mpaka hili la Vitambulisho vya kitaifa limalizike!Na mwisho kabisa sitaki kusikia Serikali imetoa Pesa zake kusaidia zoezi hili lote la kkuandikisha wapiga kura!

    Tatizo ni kuwa na waziri ambaye kasoma mambo ya mifugo anakuwa waziri wa Mawasiliano..Upuuzi mtupu na Enzi za Mwalimu na Mzee Ben kulikuwa hakuna maamuzi ya kukurupa kama yanayofanyika hivi sasa tho Mzee Mkapa alikuwa na maamuzi ya kusukumwa na Mashirika ya Fedha ya kimataifa

    Tukiachilia mbali jazba na hamaki, nchi nyingi tu huwezi kununua sim card kama njugu barabarani ( SA,Dubai, India to name but a few).Uhuru lazima uwe na mipaka vinginevyo abuse inatawala na kuingilia haki za watu wengine.Binafsi nakerwa na kitendo cha watu waoga wenye kununua sim card na kuwapigia simu wenzao za matusi au vitisho.Usajili utaondoa kero hiyo japo inaonekana ni ndogo.

    hivi hata kukiwa na usajili, kwa mtu ambaye ni muovu atashindwa vipi kutoa maelezo ya uongo ili kufanikisha uovu wake kwa wakati huu ambao hatuna vitambulisho vya kitaifa, ukisema passport zitumika bado ni idadi ndogo sana ya wenye passport, ukisema vitambulisho vya kura pia kuna idadi kubwa ya waTanzania hawanazo.

    A Subscriber Identity Module (SIM) on a removable SIM Card securely stores the service-subscriber key (IMSI) used to identify a subscriber on mobile telephony devices (such as computers and mobile phones). The SIM card allows users to change phones by simply removing the SIM card from one mobile phone and inserting it into another mobile phone or broadband telephony device.

    SIM cards are available in two standard sizes. The first is the size of a credit card (85.60 mm × 53.98 mm x 0.76 mm). The newer, more popular miniature-version has a width of 25 mm, a height of 15 mm, and a thickness of 0.76 mm. However most SIM cards are supplied as a full-sized card with the smaller card held in place by a few plastic links and can be easily broken off to be used in a phone that uses the smaller SIM.

    The first SIM Card was made in 1991, with Munich smart card maker Giesecke & Devrient selling the first 300 SIM cards to Finnish wireless network operator Elisa Oyj (formerly Radiolinja).

    Each SIM Card stores a unique International Mobile Subscriber Identity (IMSI). The format of this number is as follows:

    * The first 3 digits represent the Mobile Country Code (MCC).
    * The next 2 digits represent the Mobile Network Code (MNC).
    * The next 10 digits represent the mobile station identification number.

    Since a SIM card is a smart card, it also has an ICCID number based on International Standard ISO/IEC 7812. The maximum length of the visible card number is 20 characters; 19 digits are preferred, but telecommunication network operators who are already issuing Phase 1 SIM cards with an identification number length of 20 digits may retain this length. The number is composed of the following subparts:

    Issuer Identification number (max. 7 digits)

    * Major Industry Identifier (MII), 2 digits, 89 for telecommunication purposes.
    * country code, 1-3 digits, as defined by ITU-T recommendation E.164.
    * issuer identifier, variable.

    Individual account identification

    * individual account identification number.
    * parity check digit.

    W-SIM is a SIM card which also integrates core cellular technology into the card itself.

    A Virtual SIM is a mobile phone number provided by a wireless carrier which does not require a SIM Card to terminate phone calls on a user's mobile phone.

    It is just a political decision. the bad thing is that the politics has gone as far as to TCRA.

    People will start going to make threatening or malicous calls through phone kiosks and internet cafe...unless a law is passed that forces one to register before using these services as well!!!!! lol!!! Bottomline is the government doesnt even have the means and capability to enforce this.

    Wanacheza. Ukitaka kupiga simu za "mazaga" siku hizi kuna namba ambazo ziko internet-based. namba ya UK kumbe uko Dar! Au unanunua simcard ya safaricom huko Kenya, TZ inapiga mzigo kama kawa. Mi nadhani kuna vitu vingine muhimu wanasahau wanakomalia visivyo vya muhimu.
    Wakae chini kujadili mambo mengine ya kuboresha maisha- train angalau line mbili pale Dar kupunguza tatizo la usafiri., Kuhakiki magari na madereva kupunguza ajali nk. TZ kwa kweli inaumisha kichwa!

    Gembe, umewakosoa TCRA vizuri sana na kutoa mapendekezo ya kuboresha huduma ya simu kuwasaidia watumiaji. Lakini ulipolinganisha maamuzi hayo na awamu zilizopita ndipo umeteleza kweli hususan enzi za Nyerere - hii hapa mifano mitatu:

    1. Baada ya kupata Uhuru tu Nyerere ALIAMUA KUNG'OA RELI KUTOKA MTWARA HADI MASASI iliyojengwa na Wakoloni kwa lengo la kuunganisha na Reli ya kati kupitia Upper Ruaha hadi Dar. Wengi wenu hamjui hii blunder ambayo ndio ikaleta adha ya usafiri kati ya Dar na Kusini na "hekaya" ya miaka nenda rudi ya ujenzi wa barabara ya Lindi/Kibiti!

    2. Waioitwa "wahujumu uchumi" walisweka rumande hata kabla sheria haijapitishwa Bungeni! Leo hayo hayo yanajirudia - PUBLIC NOTICE ya TCRA inatolewa kabla mswada haujajadiliwa Bungeni.

    3. Magari ya Peugeot 504 maarufu "mitumba" walinyang'anywa wenyewe yakaozea pale Uwanja wa Taifa bila fidia eti kwa sababu yameingizwa nchini bila idhini ya Serikali na yalileta MATUMIZI YA ZIADA YA MAFUTA NA VIPURI!

    Nikirudi kwenye mada ya simu, tangazo linasema, "most users of mobile phones are trustworthy, there are a few who are using this technology negatively". Yaani hao wachache ndio imelazimika kuwatungia sheria watumiaji wote hata wale waaminifu? Na kama walivyochangia wenzangu, hawa wachache ndio wenye uwezo na mbinu nyingi za kutumia mawasiliano/ mitandao mbali mbali iwapo wataazimia kutenda uhalifu wao. Kikubwa zaidi, TCRA itahakiki vipi majina na maelezo ya mtumiaji wakati hatuna vitambulisho vya taifa? Mhalifu anaweza kutaja majina ya uongo ama kuwa na sim-card zaidi ya moja.

    Kwa kweli, zoezi hili ni kuwasumbua tu wananchi na hasa hasa wa vijijini na ningewasihi TCRA wasitishe uamuzi wao. Badala yake wayalazimishe Makampuni ya simu kushusha viwango vya huduma zao zikaribiane na mataifa mengine e.g. in West Africa, local calls cost about (USD) 15 cents and international calls between 30 and 50 cents per minute while at night the rates are lower, and CALLS ARE FREE FOR CUSTOMERS IN THE SAME NETWORK (from 0001 to 0530 hours). Yote haya yanawezekana kabisa - kazi kwenu TCRA!

    Kutoka pale tulipo sasa kuelekea kwenye kusajili sim cards, ni kurudi hatua kadhaa nyuma. Bunge litumie muda vizuri kwa kujadili masuala yanayohusiana moja kwa moja na umasikini tulio nao badala ya kupoteza muda kwenye mijadala iliyojaa symbolism. Kusajili sim card kwa Tanzania hakutaleta jipya lolote zaidi ya kulimit costomer choice,flexibility and privacy.

    Endesheni mijadala ya kutunga shria zitakazowezeshe kueradicate malaria inyoua watanzania wengi kuliko kitu chochote! jadilini sheria zitkazopunguza ajali za barabarani zinazohuzunisha umma kila kukicha, jadilini sheria zitakazowezesha uboresha wa ilimo na upatikanaji wa masoko. Jadilini sheria zitakazowezesha ukusanyaji madhubuti wa kodi. Hii ya kusajili simcard inaweza kusubiri, we have to prioritise,

    Idea nzuri lkn implementation yake naona inakwenda sivyo.

    naungana na wenzangu kuwa muhim kwanza tuwe na vitambulisho au passport ili kila anunuae simcard anakuwa registered.

    Pia muhim kuwapa muda makampuni ya SIMU ili waweze andaa mipango yao ili kusajili hao subscribers...kwani zoezi hili lina utaalam wake pia...Hii itahitaji kila kituo cha kuuza simu kiwe na internet ili viweze kufanya registration hio ili mteja asikae zaid ya masaa 12 line haijawa active..

    Bahati mbaya ktk Mabosi wanaolipwa sana hapa TZ ni watu wa TCRA na safari za Nje kibao, lkn ni wale wale wasiojifunza.Leo wanaanzisha ofisi za Mikoa sijui zifanye nini Mikoani....?Mijitu imekaa kizembe kula Hovyo na ULEVI wakisubiri vitrip wa make na si kukuza uwezo wao wa kuboresha mawasiliano tanzania.

    Gembe nafikiri kuna muda ilijadiliwa kuhusu gharama za internet, ni vema ukarejea hizo, pia ilipata kujadiliwa huko blog ya michuzi...Gharama za internet zitapungua ikiwa TCRA/GOV watawekeza ktk Fiber Optic nchi nzima na pia Kukamilika ule mradi wa cable za Baharini ili kuunganishwa na "DUNIA"...kwasasa mawasiliano ya internet au international calls yote yanapitia thru satellite, ambayo gharama zake bado zipo Juu.

    Wenzetu uliowataja kama india wao hadi sasa wana Fiber za kumwaga na pia wana satellite za kwao wenyewe za Data Communications.Sie TZ bado twanunua kutoka nchi US au EU.
    Tatizo hilo unaweza li-connect na TTCL...ambao either wanahujumiwa au wana viongozi wasio na fikra endelevu za mambo ya mawasiliano...

    back to the subject...simu za internet ambazo mtu anaweza twanga thru Yahoo au skype au nyinginezo bado ni challenge kubwa ktk huu Mswada utakaopelekwa bungeni...lkn atleast unaweza kupunguza matatizo tuliyoyaface hivi sasa...
