Assalam alheikhum ,hakika katika maisha yangu yote Nimekuwa nikiifanya kazi pale ATC na mpaka nilipoondoka. Leo hii nimepatwa na shock kusoma gazetil la mwananchi kwa mambo yaliyotokea,,najua ni vigumu kuamini ila nasikitikia kampuni ilionisomeshea wanangu iliowapeleka wanangu 4 marekani na kupata elimu zao na leo hii nakaa kama mfalme kwa elimu yao..iinateketea..la hasha sikuamini nikaamka asbh
nakwenda mjini kuona nini kimetokea,,,,nilipatwa na mshangao kuona watu wa rika mbalimbali wakija pale kulalamika na kuomba kurudishiwa tiketi zao..nikapata kuonana na wazee waliokuwepo enzi zangu kwa kweli ilikuwa ni aibu sana kwa yalioongolewa,ila kuna moja limenigusa kidogo nikaona niombe kwa ridhaa ya wananchi wakati RAIS akiteua BODI za makampuni tafadhali tunamwomba ateuwe watu wenye uchungu na maslahi ya taifa na si maslahi binafsi......
Iliniskitisha kuambiwa kumbe haya matatizo yameanza siku nyingi sana kuanzia kukosa mafuta ya ndege mpaka kufikia hapa ilipo,,,,nikapata nasaa kumuuliza ndugu yangu mmoja ambae mungu amembariki kuwa na cheo katika uongozi wa sasa nikaambiwa yuko na mkutano wa BODI.......
Nikiwa naulizia hivi hiyo bodi inaongozwa na nani hivi sasa nilipashwa jambo ambalo limeniumiza sana nilipotajiwa mwenyekiti na mwisho nikaambiwa wakati tunaongea kuna DOLLER 5500 yaani 5500usd zimepelekwa kwenda kulipwa wahusika ,,,he nilipatwa na mshangao kuona hawa mabwana wanalipana pesa za nje wakati hali ya kampuni iko mbaya kiasi hiki ndipo nilipoambiwa kila mtu anapata si chini ya doller 300usd...bado najiuliza wakati hizi bodi zinateuliwa wanaambiwa kabisa nenda ukale mkao wa kula ama ni wao kutojali maslahi ya taifa....
hapo nyuma nilisiikia kuna matatizo mengi na wengine hata kuwezekana kutolipwa mshahara miezi iliopita,...sijawa na uhakika kama wamelipwa ama lah..lakini inasikitisha sisi kama watu wazamani tuliwahi kuishi na B737/200 moja kwa muda wa miezi 3 na wote kuweza kulipwa mshahara
.sasa sijui nini kipya kilichofanyika hivi punde ila kama mtanzania naiombea mungu kila la kheri sikumoja waweze kuwa na ndege kubwa na safari za uhakika kama hapo nyuma tulipokuwa tunasafiri

Kwa kweli ili jambo la ajabu na la kusikitisha sana nchini kwetu. Yaani kwa shirika kama lile umma inakuwaje liwasomeshe watoto wa wafanyakazi nje ya nchi wakati kila siku lilikuwa maututi??
Swali la kujiuliza je viongozi wake kweli walikuwa na uchungu nalo au walikuwa wanafikiria maslahi binafsi??
 
Watanzania wengi tuna shida hasa tukipewa dhamana ya kuongoza mashirika haya ya umma. Wengi wanapopewa dhamana hii wanafikiria watafaidika nini over and above normal wakati na baada ya utumishi wao badala ya kufikiria watafanya nini katika kuliongezea tija shirika. Ukiteuliwa kuingia kwenye bodi unafikiria zaidi nini utapata na siyo kujiuliza nini hasa wajibu wako katika shirika husika. ATCL kufa si ajabu kama waliopewa dhamana ya kuliongoza hawakufanya self determination ya kazi wanayopewa kwa kulinganisha na hali ya shirika wanalopewa. ATCL inakufa, na hakuna atakayejali, wamezoea kulipana kwenye vikao vya bodi, kama ilivyo kawaida kula harusini na msibani pia, ni sawa tu kulipana posho hata wakati wa kuzika shirika. Huyu jamaa nae ni sehemu ya ufisadi huo wa ATCL labda tofauti ni kuwa sasa kishaondoka/kaputwa.

Mleta habari kwa taarifa yako sitting allowance ya dola 300 ni kiwango kidogo sana ukilinganisha na mashirika mengine. Naona utapandwa na presha ukisikia allowance za BOT, TPA, CRBD etc ambazo ni almost double or more than
 
Siamini kwamba hatua hii ni ya dharura ili kuzuia mafisadi kukimbia, lakini mambo ya muhimu kuzingatia ili tupate maendeleo katika karne hii tuliyonayo tunahitaji; WATU-kama tulivyokuwa tukikariri mashuleni zamani na hata sasa bado ni hivyohivyo na ndiyo ukweli wenyewe (nawashangaa wanoua watu ili waendelee hapa!). Mabara yanaungana ili kutanua uwigo pamoja na mambo mengine lakini 'population' muhimu (NB; Si mafisadi), pili tunahitaji TEKINOLOJIA - usafiri wa anga ni miongoni mwa sekta ambazo tekinolojia yake imefikia hatua juu kwelikweli duniani, menejiment ya ATC wanalijua vizuri hili (hapa ndiyo kwenye tofauti kubwa kwa sababu zamani mashuleni hutukukaririshwa hili likaeleweka, tuliimbishwa vitu vingine hapa na shida hii tunayo mpaka kwa viongozi wa sasa kwenye mashirika yetu) na nimalizie jambo la tatu tunahitaji 'SERVICE' - hivi sasa taarifa imesema huduma ya anga imesitishwa 'no service' tutafika?

SASA ukienda kila sekta mambo haya yanahitajika, nasikitika sana TANZANIA tunakwenda wapi? 'let us purify our brains' ziwe safi kama jina langu. INANIUMA SANA!
 
Jakaya mwenyewe aliahidi hadharani kuwa angeifanya ATCL modern airline, Pinda nae kawaambia wahariri kuwa atasaidia kutatua matatizo ya ATCL; sasa kama wakubwa wote hawa waliahidi na shirika halikusaidawa mpaka limefikia hatua ya kunyang'aywa leseni huo msaada utapatikana lini? Ikumbukwe kwamba kama serikali haitaongeza mtaji [capitalization] ya kampuni hii, kampuni hii haitarudishiwa leseni yake ya kuoperate na huo utakuwa mwisho wa ATCL!! Ni vyema tatizo hili limejitokeza wakati huu wa holiday season kwani hapo ndipo wananchi watatambua umuhimu wa ATCL katika kutoa huduma ya usafiri katika Taifa hili.
 
Wakurugenzi wa ATCL ni wazalendo kweli kweli habari za kutoka ndani zinasema mara nyingi huwa wanafanya vikao bila kulipwa na mara nyingine wanakopwa !!!

One of the ATC Directors, who is now the Chairman and founder of PRECISION AIR, and his Engineering counterpart, resigned in protest against this shoddy deal. The aftermath was the grounding of the aircraft, cancellation of the Contract and the dismissal by Nyerere of Mmasi and Minister Mwingira.
4. In 1984 DAHACO was formed by ATC as a subsidiary Company (SU) in a bid to de-centralise some of her activities (remember Air Caterers Ltd, Jet Club?) and at the same time beef up her revenues. DAHACO has been, and still is (renamed SWISSPORT) unchallenged FOREX earner at JNIA and KIA. DAHACO was later privatised and ATC "kicked out of it" and now ATCL is only a client of Swissport with no shares.
5. In the 90's, the 3 Twin Otters in ATC were sold out by the former GM (RIP) claiming they were loss making but the Kenyan Co. which bought them is flying high - profitwise!
6. ATC ventured again into the International Operations (IOPS) under Ole Kambainei with a Wet Leased B767 aircraft from Ethiopian Airlines. Little did Ole Kambainei know that some MAFISADI in the mother Ministry had already eaten 10% to bulldoze ATC into partnership with SAA (and Uganda) to start Alliance Airlines. IOPS was scrapped off by "the Govt" after only 9 months claiming that it incurred losses in that period. Amazing!
-- Any Commercial project of this magnitude will rarely yield profit in the 1st year. ET took 7 years to break even in their West African route which has now attracted KQ and both are leaving behind overflows of passengers.
-- ATC workers sneeked in a "dossier" to Mkapa revealing dangers to ATC of joining the Alliance and motives of the "bigger partner" - SAA. True to their words, Alliance Airlines collapsed leaving behind huge debts which our Govt. was forced to pay: hakuna aliyewajibika, wala postmortem haikufanyika ingawa Ole alishapoteza uGM.
7. Azma ya SAA ikajitokeza wazi ilipotangazwa ATC kubinafsishwa na wao "waka-bid kifisadi kiasi cha kuwafanya wengine wote wajitoe". Ndipo SAA ikaanza vituko vyake:
-- haikuleta ndege mpya kubwa kama ilivyosainiwa ktk Mkataba
-- safari za masafa marefu - LON, ROM, BOM, Dubai, n.k. hazikuzinduliwa
-- ajira ya wafanyakazi haikuongezeka badala yake baadhi walipunguzwa zaidi
-- airline ticket designator yaani 197 - ikatupiliwa mbali na abiria wote wa ATC wakalazimika kutumia tikti za SAA hata kwa safari za ndani ya Bongo
-- ndege za ATC zikapakwa rangi nyingine na mkiani picha maarufu ya Twiga ikafutwa pamoja na kile kijinembo cha "TC".
-- revenue accounting ya mapato yoote ya ATC yalikuwa yanapelekwa SAA HQ's, JNB.

8. BAADA YA KUSEMA HAYO YOTE NI SERIKALI PEKEE INABIDI ILAUMIWE KWA MTOTO ALIVYOLELEWA VIBAYA, HUSUSAN KWA KUWALETA MA-GM NA MA-CHAIRMEN WASIO NA AVIATION BACKGROUND. HATUNA WATAALAMU WA KUBOBEA WA FANI MBALI MBALI ATCL, NDIO MATOKEO YAKE HAYA - MADEGE MABOVU NA MIKATABA OVYO!!

Ni kweli kabisa! Katika taaluma ambayo imesahauliwa na Awamu zote Nne ni fani ya Usafiri wa Anga – AVIATION, particularly Civil Aviation disciplines including prioritizing the Airline business. Unaweza kuamini kuwa marubani wazoefu tulionao Nchini ni wale waliostaafu East African Airways (akina Ng’andile, Mapunda, Makinda, Masao, n.k.) Hao vijana wengine ama wametoka Jeshini, Precisionair au wamejipeleka wenyewe mafunzoni. Kile Chuo pale Uwanja wa Ndege wa zamani (Civil Aviation Training Centre) wanakazania tu masomo ya Uongozaji Ndege (Air Traffic Control), Utoaji taarifa za watumiaji viwanja vya ndege na anga (Aeronautical Information Service, notice to airmen, meteorology, communications) na nyanja zingine lakini SIO URUBANI.

Kwa ujumla, tusishangae ATCL kukosa uongozi bora, wahandisi mahiri au wafanyakazi waliobobea katika taaluma mbalimbali za ndege. Pia tukumbuke kuwa Bodi, Mwenyekiti wake na Mkurugenzi Mtendaji wanateuliwa na Serikali na kibaya zaidi ni kwamba katika uhai wake ATC na sasa ATCL maamuzi mengi ya kiutendaji yamefanywa na Serikali "kisiasa na sio kitaaluma". Hivyo basi, KUFA KWA ATCL NI SERIKALI MOJA KWA MOJA YA KULAUMIWA NA IWAJIBIKE! WE NOW NEED LONG LASTING ACTION TO REVAMP IT AND NOT BIG WORDS OR EXCUSES!!

SHIRIKA la Ndege la Tanzania (ATC), limesema litapata hasara ya sh milioni 300 kila wiki kutokana na kusimamishwa kwa huduma za ndege zake.

Hatua hiyo imefufua maumivu kwa shirika hilo ambalo limekuwa katika jitihada za kuboresha huduma zake baada ya kukabiliwa na matatizo ya kifedha ambayo yalilikumba wakati na baada ya kuingia ubia na Shirika la Ndege la Afrika Kusini (SAA).

Kauli hiyo ilitolewa jana na Mkurugenzi Mtendaji wa Shirika hilo, David Mattaka, alipokuwa akitoa ufafanuzi juu ya sababu zilizofanya shirika hilo lifungiwe kurusha ndege zake kwa kushindwa kutimiza masharti 482 ya usalama wa anga.

Mkurugenzi huyo alisema kusitishwa kwa huduma ya ndege za ATC, kunatokana na Mamlaka ya Usafiri wa Anga nchini (TCAA) kusimamisha huduma za shirika hilo baada ya ukaguzi uliofanywa na Jumuia ya Kimataifa ya Usalama wa Anga (IOSA) kupitia Kitengo chake cha ukaguzi wa usalama (AYATA), kubaini kuwa TCAA haikufuata taratibu katika kutoa cheti cha kurusha ndege kwa shirika hilo.

Mattaka alisema, ukaguzi huo uliofanywa Desemba, mwaka jana (2007), ulibaini kuwepo dosari 482 katika maeneo ya operesheni yaliyo chini ya TCAA.

Kwa mujibu wa Mattaka, dosari 39 zilibainika katika eneo la oganaizesheni na usimamizi, uongozaji wa ndege, dosari 206, matengenezo dosari 45, sehemu ya mizigo, dosari 44, ulinzi, dosari 36, kitengo cha utoaji, dosari 55, na uwanjani dosari 50.

Taarifa hiyo ilieleza kuwa, Novemba mwaka huu, Shirika la Kimataifa Linalojishughulisha na Usalama wa Anga Duniani (ICAO), lilikuja kuifanyia ukaguzi TCAA kuhusiana na jinsi inavyosimamia mashirika ya ndege yanayofanya kazi nchini na kubaini kuwa vielelezo vya mashirika ya ndege vilivyokuwa TCAA, havikidhi masharti kwa mujibu wa taratibu zinazoongoza TCAA za mwaka 2006.

“Kwa hiyo walibaini kuwa cheti kilichotolewa kwa ATC na ambacho muda wake ulikuwa umalizike Desemba 15, 2008, hakikuwa kimefuata taratibu. TCAA kwa hiyo iliamua kuiondolea ATC cheti hicho hadi hapo itakapokamilisha taratibu za kuwa na vielelezo vinavyokidhi masharti ya TCAA,” alisema Mattaka.

Alisema kwa bahati nzuri, ATC iliweza kuwasilisha vielelezo vyote vilivyohitajiwa Desemba 10, 2008, na sasa shirika hilo linaisubiri TCAA ijiridhishe na vielelezo hivyo na kulirejeshea cheti ili liendelee kurusha ndege zake.

Kwa mujibu wa Mattaka, TCCA inatarajia kutumia takribani siku 10 kupitia nyaraka hizo za ATC na kurejesha huduma zake.

Alisisitiza kuwa mapungufu yaliyojitokeza ya kutokuwepo kwa vielelezo hivyo, hayana uhusiano wowote na suala la usalama wa ndege zake na hakuna kipindi ambacho wateja wake walikuwa katika hatari, kwa sababu ya ubovu wa ndege zake.

“Tunajutia usumbufu wowote uliojitokeza kwa wateja wetu na tunawaomba watuvumilie wakati tukiendelea kulishughulikia suala hili,” alisema.

Mattaka alisema hivi sasa shirika lake linarejesha nauli kwa abiria waliokata tiketi za kusafiri na ndege za shirika hilo katika siku za hivi karibuni, lakini waliomba kusafiri kwa tarehe za mbali, wataendelea kubaki nazo kwani wanaamini baada ya siku 10 kuanzia jana, watarejesha huduma zao.

Alipoulizwa kama yuko tayari kujiuzulu kutokana na kushindwa kuliendesha shirika hilo tangu alipokabidhiwa, Mattaka alisema hafikirii kufanya hivyo kwani anaamini bado anaweza na kutoa wito kwa serikali kuendelea kulisaidia shirika hilo linalochungulia kaburi.

Wakati Mattaka akitoa ufafanuzi huo, Waziri wa Miundombinu,Dk. Shukuru Kawambwa, alisema ATC imesimamishwa kutoa huduma kwa kutokidhi vigezo vya kimataifa vya usalama wa anga.

Alisema kufungiwa kwa shirika hilo hakutokani na ubovu wa ndege zake kama inavyofikiria na wengi bali kutokana na dosari zilizojitokeza wakati wa ukaguzi.

“Wamesimamishwa kwa muda tu na tatizo si mwekezaji, bali kutofuata utaratibu uliopangwa na IATA,” alisema Dk. Kawambwa.

ATC ni shirika pekee la ndege la umma na hadi Mei mwaka huu, lilikuwa na ndege sita, tatu ikiwa inazimiliki na nyingine za kukodi.

Hivi karibuni Kamati ya Miundombinu ya Bunge, ilisema kuwa kulikuwa na mpango wa shirika hilo la ndege kuingia ubia na shirika moja la ndege la China.

Huyu jamaa inabidi aachie ngazi... vinginevyo tutarudi kwenye mashirika ya ugavi watu wanatafuna wanapewa kwingine. Jamaa si alikuwa Bima huyu sasa si aliharibu kule hata shirika liko hoi then now bado wanamchelewesha!! Au kuna kamchezo kama kale kaTANESCO shirika life mashirika fulani ya ndege yapete?
 
Kwani mtu akishindwa kazi option pekee iliyopo ni yeye kujiuzulu? hakuna njia nyingine ya kumuwajibisha?
 
Hivi wandugu nchi yetu inaelekea wapi? we seem not to have learnt anything in our failures. Bado tunapeana nafasi za muhimu kwa kuangalia undugu na urafiki. This is WRONG.

Hivi kweli tujiulize mtu kama Mataka ana record gani ya ku-run public parastatals au hata private companies? (naomba nisimuhukumu mwenye kujua aniambie)

Lakini naamini kabisa Tanzania tunahitaji mapinduzi ya kiukweli jinsi tunavyoteuana na kupeana kazi. Shirika kama AIR TANZANIA ile ndo bendera yetu ambayo ingebidi tujivunie! Lakini mpaka leo shirika limekuwa burden kuliko chochote!

I suggest the following:

1. Kujaza nafasi nyeti kama za ukurugenzi wa mashirika muhimu (na mengineyo) kazi tuzitangaze GLOBALLY kwenye magazeti kama economist, guardian na mengineyo. Wenye sifa kutoka pande zote za dunia watume maombi. After all hii itasaidia hata kuwapata watanzania waliobobea katika management ya makampuni makubwa huko nje na ndani. Tukishampata tunayemtaka tunampa job discription na malengo tunayotaka ayatimize. Na Masharti ni kwamba mkataba utaongezwa kwa perfomance na delivery! after every ONE year.

2. TUPUNGUZE POLITICS!! kwenye shughuli nyeti kama hizi. Hebu angalia Management ya KQ ni wazawa na wageni (they complement each other). Jamani tunahitaji kujifunza. Kama tumekumbatia globalization, matakwa yake ndo hayo-let those who can deliver do the job.

3. Raisi ajitoe kufanya appointment kama hizi za maswala ya kiuchumi. Adeal na politics mengine awaachie wataalamu wake. Jamani iweje mkuu wa nchi afanye almost uteuzi wa kila kitu?

4. AIR TANZANIA inahitaji management mpya ya wazawa na wale wa nje. Ni shirika linaloweza kujiendesha kwa faida kabisa. Lakini people are obsessed with corruption and incompetence. Tangazeni nafasi hizo watu watume vyeti..tuache porojo. Tupeane kazi kwa kuangalia vyeti na utendaji wa mtu.

5. Mataka should just give way to another person.

It doesnt matter who runs the organization/company hata kama mtu anatoka El Salvador or Fiji...As long as He/She can deliver thats all we want!
