Challenging and unique opportunity has arisen in our Tanzania programme Country Office and therefore we are seeking to recruit a highly qualified and self-motivated for the position of Senior Programme Officer

Location: Dar es Salaam (with regular travel to regional offices and programme areas)


Purpose:

To provide overall technical support and accountability for the implementation of day-to-day Integrated Livelihood Programme activities, reporting and learning from better practice


Main Duties and Responsibilities:

  • Programme management
  • Ensure that all development practices in the programme areas are coherent and in line with government development framework, Concern's policies and informs better practices for learning.
  • Link Concern's work through networking with relevant private sector, individuals or organisations in the programme areas, and liaise with Local Government Authorities in the 9 IlP Districts Councils.
  • Provide technical support to CSO partners on foo&-pri cessing and he overall value addition processes in agribu ines . Provide support to CSO partners and targeted partidpants to access information on agricultural marketing and financial services
  • Assist the PM to coordinate the mainstreaming of HIV/AIDS, RBA and equality in all programme work.
  • Ensure participatory and timely reporting of Integrated Livelihood Programme adhered to Concern standards and donors' requirements.
  • Ensure implementation of the programme and visibility plan is coherent with EC agreement and regulations.
  • Ensure cross-learning between Concern programme implementing partners and collaborators and Concern Tanzania Adhere to Concern Tanzania delegation framework and ensure programme expenditure is authorised prior to payment being made and in accordance with budget, Concern policies, rules and regulations.
  • Assist the PM in ensuring that partners have good understanding of Concern's Partnership Guidelines, Programme Particiipant Protection Policy (4P) and Human Accountability Partnership (HAP).
  • Participate and contribute to wider Concern strategic decisions

Budget Management

  • Manage approved expenditure specific to the ILP & support cost centres as per the Delegation framework
  • Assist in preparation of programme budgets and ensure that the timing and cost of planned work is accurately reflected.
  • Partner Support: Implementation and capacity building
  • In collaboration with Programme Officers & Partner Support Officers provide support to partners to focus on and manage Integrated Livelihood projects which have real and lasting impact on the lives of extremely poor people.
  • Facilitate tailored mentoring support to partners to develop and manage their action plans and project activities.
  • Support partners on identifying gaps, needs and implementing their development plans.
  • Provide support to partners on fund-raising at local level and linking to other potential donors and organisations.
Advocacy and governance

  • In collaboration with Advocacy Advisor, Programme Officers, Partner Support Officers and Partners, identify issues of concern relevant for advocacy.
  • Feed the national advocacy forums and seek support from the governance adviser Participate in advocacy at district levels and support district initiatives.
Monitoring &Evaluation

  • Understand the PM&E responsibilities and how they do fit into the bigger picture Facilitation on collecting baseline and ongoing monitoring data
  • Participate in the design and facilitation of reviews and evaluations
  • Discuss any changes needed with Programme Manager
  • Undertake any other duties as may be reasonably requested by the Programme Manager.
Essential Requirements:

  • MSc in Agricultural Economics or Agribusiness or Development Studies from reputable higher learning Institution
  • BSc in Agriculture general, Agronomy, Agricultural Extension, Agribusiness, Marketing or any other related field Experience in research, designing and implementation of development programme, monitoring and evaluation of developpment, conversant with Rights Based Approaches to Development, Advocacy policy analysis and knowledge on value chain analysis will be an added advantage
  • At least 5 years of working experience in development, at least 3 of which should be in the Agriculture, At least 3 years of programme management experience in the context of rural development
  • At least 2 years experience of working in or supporting partnership with other CSO and or government. Experience of budgeting, and familiarity with sound budgetary and financial management procedures. Knowledge and skills of utilising participatory approaches to development
  • Good analytical and report writing skills
  • Excellent spoken and written Kiswahili and English
  • Highly motivated, energetic, enthusiastic and willingness for extensive travel
