Miaka 8 iliyopita nilipokuwa chuoni Marekani, nililazwa hospitalini kwa siku tano, gharama za matibabu ni $ 15,106.

Kumbuka gharama hizi zililipwa na bima ya afya aliyokuwa nayo huyo rafiki yangu kwa ajili ya kujifungua mke wake, hali kadhalika mimi gharama zangu zililipwa na bima ya afya nilyokuwakuwa nayo kutokana na kwamba baada ya kitabu nilikuwa napiga box. Hali kadhalika watajwa hapo juu walijulikana na status ya usa residential permit status kwa vile walikuwa walipa kodi.

Kwa kesi ya mke wa Kitime sishangai kama iligharibu $ 60,000 kama kweli alitibiwa marekani, kwani wakuja anadaiwa zaidi kuliko mlipa kodi, kama ilivyo kwa wanafunzi International hulipa karo kubwa zaidi kuliko wazawa ambao wanategemewa kulipa kodi wakishaajiriwa. Ila kama alighushi alikuwa hajatibiwa Marekani basi hiyo ni kesi nyingine.

Why Taking State Money is a 'Light Offence'

HOW do we describe this now? Here is a fraud case. It is uncovered, then a cover-up is attempted. The nearest I can get to as an example is the Watergate Scandal, which led to US president Richard Nixon's exit from the White House.
In our particular case, Ms Saada Mkwawa Kitine, wife of Dr Hassy Kitine, Member of Parliament for Makete, in Iringa region, was alleged to have obtained money from the government of Tanzania to the tune of US $63,000 (Tsh 63 million) ostensibly to pay for medical treatment abroad.

Verification by the government failed to show that the money was indeed used for treatment. Ms Saada was therefore asked to refund the money to the Ministry of Health. Dr Kitine resigned as Minister of State in the President's Office and it looked as though matters would soon be laid to rest.

In July 2002, the Parliamentary Accounts Committee (PAC), with Richard Ndassa, MP on ruling CCM ticket as the acting chair, was said to have written a letter to the Ministry of Health instructing it not only to waive repayment by Ms Saada, but to return to her the Tshs 15 million ($15,000) she had already repaid as part of the refund.

It was at this point that Dr Kitine expressed, through the press, relief that his family's image had been cleared. He then remarked that some of the ministers were not helpful to the president in the fight against corruption. This caused an up-roar within the government, in Parliament and within the ruling party with everyone crying for evidence from Dr Kitine.

It turned out that the said clearance for Ms Saada Kitine from PAC was yet another forgery. Parliament then decided that Mr Ndassa who, in an acting capacity, chaired the PAC meeting alongside Dr Aman Kabourou, the actual Chairman of PAC at the time, be held accountable. Thus Mr Richard Ndassa, Dr Aman Kabourou and Dr Hassy Kitine were suspended from parliamentary sessions for two months.

A number of interesting issues arise out of the Kitine case. First, let us note that the Kitines were not facing any legal action for the initial controversy over the medical treatment money. All they were required to do was make a refund. Is this the normal practice or the exception to the rule? If it is the rule, how much is the government losing in the same way? If it is the exception, what is the basis for that exception?

Next we note that the issue of the forged pardon came out in the open after Dr Kitine had disclosed it in public. There is always the possibility that had he kept quiet, the world might never have known about the forgery. Then, the family would be exempt from even having to refund the government.

Dr Kitine made allegations in public about corruption, yet he had to resign as minister and is now suspended from parliamentary sessions for those same reasons. This is interesting because it shows that even those busy pointing out the rot in society, may not themselves be as clean. Take note, too, that parliamentarians thought the initial punishment of a six-month suspension for Dr Kitine, Mr Ndassa and Dr Kabourou was too severe for the offence committed.

So a double forgery is still a light offence! Or is it a question of avoiding hypocrisy? Yes, it could be some form of negative honesty: why should I rejoice at the misfortune of a colleague? Tomorrow it could be me...

It leaves you wondering who is really clean. May be corruption is no longer an anomaly but a way of life.
