Hii inatakiwa isomwe na waTanzania wote, ila ninachoshangaa imeandikwa kwa kiingeretha! kwa nini? je kuna nakala yake kwa kiswahili? au ndio tunarudi pale pale kwa maujanja ya kuweka vitu vyote vya muhimu kwa kiingereza! sijui ni asilimia ngapi ya watanzania wanaelewa kiingereza cha hizi repoti.

Ni kweli kuwa serikali iliamuwa kuto itowa hii ripoti ni kwa kuwa walikuwa wanaingia ktk uchaguzi mkuu ambao kama ingewekwa mapema ilikuwa inakula upande wao

Uadilifu haupo makazini na hii inatokana na kipato kisichokidhi mahitaji lakini si hivyo tu viongozi wengi wa siasa Tanzania hawana uzalendo na nchi yao,ndio maana mtu yupo radhi akuuwe eti kwa kukosa ubunge sio kama anamachungu na kukosa nafasi peke yake la hasha anakuwa amekosa mengi moja yapo ni kula rushwa kwa manufaa ya familia yake

Hakika twahitaji kujitoa ktk hili ili tuweze kudhibiti wala rushwa la sivyo tutaendelea kupiga kelekele zisizo kuwa na manufaa kwa Taifa letu
 
The problem of corruption in our country is not new and certainly it did not start with my
Government i.e. the Fourth Phase Government of The United Republic of Tanzania. Past
Governments have dealt with it in various ways, although corruption remains a problem
in our country, as it is in the whole world, albeit in varying degrees. To tackle corruption,
the country should generally be well governed – that is to have good governance in the
country. This study, National Governance and Corruption Survey is very appropriate in
that sense.

To understand the problem of good governance in general and corruption in particular, it
is important to conduct studies, which will generate facts and indicate appropriate way
forward in the fight against the vice. Without appropriate studies, the fight against
corruption cannot be scientific. The National Governance and Corruption Survey is an
effort towards that end.

In my inaugural speech to Parliament in 2005, I said the following and I quote: we will
accelerate the war on corruption in a more scientific way and by addressing its root
courses …. But all this will not account much if the public is not cooperative. I ask the
full cooperation of citizens in the war on corruption. This report is part of implementation
of that speech, to fight corruption in a more scientific way. The public have indeed
cooperated in giving information to the consultants, who covered all the regions of
Tanzania Mainland in this study.

In 1996, a study similar to this was undertaken by the Third Phase Government. A
Presidential Commission of Inquiry Against Corruption was appointed to carry out a
study on the status of corruption in the country as part of a strategy of the government to
enhance integrity and accountability. The commission released its report one year later
and recommended a number of things as a way of tackling the vice. In 1999 the
government formulated a National Framework on Good Governance (NFGG) to facilitate
the coordination of reforms designed to foster Good Governance and improve public
service delivery. The National Anti-Corruption Strategy and Action Plan (NACSAP) was
formulated as a component of the NFGG to increase efforts in corruption prevention. In
2002, the Annual State of Corruption in Tanzania Report was published as part of the
follow-up of the 1996 report. However, this report was less detailed and hence the need
for more detailed and thorough baseline report on the problem of corruption in the
country. The National Governance and Corruption Survey is broad, detailed and captures
important parameters which gives an insight into the problem of corruption in the country
to date.

The National Governance and Corruption Survey add to our understanding of the vice in
the country and offers opportunities for tackling the same. Three surveys, i.e. household,
public servants and enterprises were carried out and some of the main findings are that:
despite the efforts enumerated above, corruption is widespread and a major impediment
to development efforts; the leading cause of corruption is greed among public servants
and business people; in some sectors of public service, corruption has become a way of
life; the institutions which are central in safeguarding good governance like the police
and the judiciary are ranked highest in perpetrating corruption. The indication one gets is
that: my Government have still a long way to go in eradicating this vice and I want to
assure the public that we are equal to the task.

Some of the recommendations are that: more research be carried out on those institutions
which ranked highest and determine the root causes of corruption; the PCCB be
strengthened to be equal to the increasing tasks and increase public awareness on the vice
and elicit their support.We will take the results of the survey seriously and implement the recommendations
therein to contain corruption in our country.

I would like to thank the Government of Denmark, for providing financial support, which
made this study possible. I would like also to commend the consultants who did a good
job in research and compilation of the report. Last but not least I would like to recognize
the contribution of the Prevention and Combating of Corruption Bureau, who on behalf
of the Government commissioned and supervised the survey.

Wananchi waonesha Dalili ya KUKATA TAMAA

Ripoti ya Tathmini ya Rushwa nchini ambayo ilikuwa imecheleweshwa kuwekwa hadharani kwa miaka miwili na TAKUKURU hadi Rais Kikwete alipoagiza iwekwe hadharani wiki iliyopita inaonesha kuwa wananchi wengi wa Tanzania wanaona kuwa wanasiasa na watendaji mbalimbali nchini ndio vinara wa rushwa.

Akiandika katika utangulizi wa ripoti hiyo Rais Kikwete amekiri kuwa watendaji wa serikali yake wanaonekana na wananchi kuwa ndio vyanzo vya rushwa kutokana na uroho wao. “Rushwa imeenea sana na ni kikwazo kikubwa cha juhudi za maendeleo; chanzo kikuu cha rushwa ni tamaa ya watumishi wa umma na wafanyabiashara” amesema Rais Kikwete.

Hukumu hii ya wananchi dhidi ya serikali na watendaji wake imekuja kuthibitisha kile ambacho tayari ripoti mbalimbali kabla yake zilishakionesha kuwa rushwa ni tatizo ambalo limejikita katika jamii yetu katika ngazi mbalimbali na taasisi mbalimbali nchini. Rais Kikwete akiandika katika utangulizi huo anasema “katika baadhi ya sekta za umma, rushwa imekuwa ni jambo la kawaida”

Hivi ile ripoti ya Jaji Waryoba ingefanyiwa kazi vizuri hali ingekuwa hii kweli? Watanzania ni wataalamu sana wa kuunda tume kisha kuandaa ripoti ambazo huishia makabatini. Turudishe sheria ile ya rushwa kama ilivyokuwa enzi za Mwalimu.
 
Hivi,hii ripoti mnaona ni blueprint ya hali ya rushwa tanganyika?....mimi naona haielezei jinsi wanasiasa wanavyo contribute kwenye mchuzi mzima w rushwa.Data zote zinaonyeshwa kuwafavour wakuu wa wilaya na central government na kuwasupress ordinary public officials(who are corrupt,of course),wabunge nao wamepewa scores kubwa.
Ukiiangala hii repoti imewaficha mno wanasiasa.
 
that was my other reaction; sasa Kikwete alipoagiza iwekwe wazi "ili wananchi wachangie" alikuwa ana maanisha wale wanaojua Kiingereza tu au hadi watafsiriwe? Mimi nadhani iliandikwa kwa ajili ya donors zaidi maana kama wangekuwa wanataka Watanzania wengi waisome wangeiweka kwenye Kiswahili na kuitoa mapema mwaka 2010.

Halafu cha ajabu ni kuwa haija name and shame the REAL culprits kama vile TPA na TRA na BRELA ambao wanaongoza kwa corruption.

I think huko PCCB kwenyewe nako kuna corruption maana sioni kwa nini hawataki kuweka wazi hizi ripoti za specific organisations.

Lakini why should we expect much from HOSEA ambaye tunajua wazi msimamo wake not only kwa bosi wake (JK)

Naona mods kama wanachakachua hii thread kiaina but I managed to see your last post anyways.Hata kama watu wanajua,nakubaliana nawe kuwa wanaweza kuambiwa tena,ila kusema polisi,wauguzi/madaktari na mahakimu ni wana CCM unakosea,watu waliohojiwa ni watanganyika,hakuna sehemu ripoti imesema ni wa-CDM.

Ndio maana nimemwambia Mzee Mwanakijiji asiipoliticize hii ripoti kwa kusema wanachama wote wa CCM waisome hii ripoti hata kwa viboko.

Hii intro ya JK vp? Yaani sentensi ya kwanza tayari failure admission, na kuruka kimanga kwamba hili si tatizo lake? Huyu mkulu vp? Is he really a commander in chief?

Bora hata angeanza na corruption has been one of our main challenge in the fourth phase govt..... blah blah..... we done this, we done that........

I'm total against on red! Every person has a right to listen and speak! Kama tukiona mabo hayaendi sawa, lay man like 'Me & I', by any means I have to speak out! Nikisha sema ndo researchers waanzie hapo na waje na fact siyo uchakachuaji! Ukiona mtu anakimbilia msemo huu kwa watu wa kawaida juwa anataka kuwaziba midomo wasiendelee kuhoji na kudadavua kuhusu jambo husika.

Wasomi ama wafanyabiashara wahuni wajanja sana, wanatumia elimu na uwezo wao wa kifedha kufanya ufisadi na kuficha ukweli hata wa vielelezo. Mfano RA ana makampuni mengi sana, nenda BRELA kama utakuta makapuni anayomiliki yana jina lake! Viongozi wa kitaifa wamewekeza kwenye vyombo vya usafirishaji na mahotel makubwa makubwa, lakini majina yao hayamo kwenye list ya wenye hisa!
