    The United States will stop deporting young law-abiding illegal immigrants who satisfy broad criteria, in a move that will be seen as a concession to Hispanic voters ahead of November's election.

    The scheme applies to minors brought to the United States before the age of 16, who are currently under 30, are in school or have graduated from high school, and have not been convicted of a felony, officials said.

    President Barack Obama was due to make remarks on the decision, which could impact an estimated 800,000 people, in the White House Rose Garden later on Friday.

    The move will likely be vigorously protested by conservative Republicans and be seen as a bid by the president to solidify his hold on the youth and Hispanic vote that could be critical in several swing states in November.

    "Our nation's immigration laws must be enforced in a firm and sensible manner," said Homeland Security Secretary Janet Napolitano.

    "But they are not designed to be blindly enforced without consideration given to the individual circumstances of each case.

    "Nor are they designed to remove productive young people to countries where they may not have lived or even speak the language. Discretion, which is used in so many other areas, is especially justified here."

    The decision will go some way to enshrining the goals of the DREAM Act, legislation backed by the White House that could lead to young illegal immigrants, brought to America by parents, gaining permanent residency.

    The bill, opposed by Republican presidential candidate Mitt Romney and conservatives on Capitol Hill, has repeatedly failed to pass Congress and become law.

    Napolitano anticipated Republican attacks on the decision on Friday during a conference call with reporters.

    "It is not immunity, it is not amnesty, it is an exercise of discretion so these young people are not in the removal system," Napolitano said.

    "These young people do not represent a risk to public safety or security."

    Officials said that the move was not a permanent solution to the status of illegal immigrants but offered a two-year deferment of deportation proceedings, which could be extended by a further two years on expiry.

    Though successful applicants to the scheme will get work permits, officials said it would not provide permanent legal status for young illegal immigrants nor would it provide a pathway to citizenship or legal permanent residence status.

    Such moves would require an act of Congress.

    There are 11.5 million illegal immigrants living in the United States, and efforts to deal with their status -- and provide a path to citizenship -- have foundered in recent years over sharp political divisions.

    Obama promised to work towards comprehensive immigration reform, a goal of the Hispanic community, when he ran for office but has made little progress. Now the president is pledging to tackle the issue if he wins a second term.

    Mexicans represented 59 percent of all the undocumented migrants, followed by 14 percent from three Central American nations -- six percent from El Salvador, five percent from Guatemala and three percent from Honduras.

    15 Kenyans arrested in US

    Fifteen Kenyans living in the US without proper documentation were last week rounded up and arrested in a major immigration swoop covering the States of Texas and Oklahoma.

    According to a report in a Kenyan US based Online publications, 15 Kenyans are among 40 arrested in North Texas and Oklahoma. The 12 day operation that ended on June, 1 was carried out by Homeland Security Investigations (HSI) Counterterrorism and Criminal Exploitation. The operation targeted students who had violated the conditions of their non-immigrant student visas.

    If the exercise continues, more Kenyans are likely to be affected because many who came to the US as students dropped out of school along the way to find jobs to support themselves and their families back home.

    Some of those arrested last week had expired student visas. Also three of them had allegedly claimed to be US citizens, which is a felony and bars them from re-entering the country.

    A news release from ICE's HSI said 21 men and 19 women were arrested in Arlington, Prosper, Irving, Dallas, Plano, Carrollton, and Mansfield, as well as five other Texas cities and Edmond, Oklahoma.

    "Those arrested are from the following 17 countries: Saudi Arabia (1), Yemen (1), Kenya (15), Azerbaijan (1), Zimbabwe (1), Zambia (1), Nepal (2), Nigeria (4), Gambia (2), Cameroon (3), Grenada (2), Thailand (1), Spain (1), Jamaica (1), Dominica (1), Mexico (2) and Antigua and Barbuda (1)," ICE said in the news release. They have all been processed for immigration removal proceedings.

    HSI Counterterrorism and Criminal Exploitation Unit (CTCEU) is part of a national program designed to prevent terrorists and other criminals from exploiting the nation’s immigration system.

    CTCEU also reviews the immigration status of known and suspected terrorists, combats criminal exploitation of the student and exchange visitor visa program, and leverages HSI’s investigative expertise to identify national security threats.
    According to the agency, there are about 33,000 foreign students registered in the North Texas-Oklahoma area.

    Bado haitasaidia wengi as watu huwa wanakuwa juu ya 16 years wakiingia USA wenyewe kusoma wa kutoka bongo yetu pia baada ya fomu six. Hao wa chini ya 16 wengi wameendaga na wazazi. Wa hispana ndo shangwe juu zaidi I guess.

    Na bado wanatoa elfu 50+ kila mwaka ktk lottery.

    Hao Watanzania wanaozamia huko ni Watumwa mambo leo. Nimewakuta wengi sana US na UK, wengi wao wana maisha ya taabu kuliko hapa nyumbani. Kinachowashinda kurudi mara nyingi huwa ni uoga wakuwa "failures" wameshindwa kimaisha Tanzania wakaona huko ndio watafanikiwa, kufika huko nako wameshindwa, kwani walifikiri maisha bora yanaletwa bila kufanya kazi.

    Nnakuhakikishia anaefanikiwa Tanzania hata akienda huko pia atafanikiwa lakini anaeshindwa Tanzania hata aende wapi hatoweza. Tanzania kuna fursa nyingi sana kwa anaejituma.
