Significantly, despite his chequebook diplomacy, Gaddafi never became chairman of the OAU. He finally ascended the chair of the newer AU only after both Mbeki and Nigeria's Olusegun Obasanjo had left the political stage, leaving leaders of lesser stature unable to obstruct his ambitions. Gaddafi's patronising bid to serve a second successive term as AU chairman was, nevertheless, soundly rejected at the Sirte summit. He even went far, trying to shift AU headquarters from Ethiopia to Libya.
