Dar es Salaam city authority`s $3bn transport crisis rescue plan, which will involve private individuals funding the multibillion-project, has elicited strong resentment from the public.

A cross-section of motorists and city residents interviewed on Friday said they were completely opposed to the idea terming it as misplaced. Any attempt to carry on with the plan would only show how things have gone awry for the government.

``No, it can`t be! It can't just happen! That would be completely outrageous! It will be like selling off this country,`` a visibly surprised and thoroughly agitated Rajabu Hassan Mambo, a taxi driver at Mwenge in Dar es Salaam, said.

He was reacting to the recent mooted plan, which aims to revamp the city`s road transport network through private funding that will see individuals own public utility roads.

Mambo likened the idea to giving out one`s plot to a private developer, and then upon assuming residence on the same plot, you go on to pay rent for the rest of your life.


Overwhelmed by ceaseless traffic snarl-ups on most roads heading to, and from the city centre, city authorities have embarked on an expensive and overly ambitious Dar es Salaam Transport Policy and System Development Master Plan to remedy the situation by 2030. Under the arrangement, private individuals are invited to invest in the reconstruction of sections of some roads and widening of the main highways within the city.

According to the Dar es Salaam city mayor Adam Kimbisa, any prospective private investor will be apportioned a section of the road to finance its refurbishment, and then collect toll from motorists to recover expenses incurred.

Mayor Kimbisa justified the plan, stating that it has successfully been carried out in Malaysia`s capital city, Kuala Lumpur.

Several interviewed by The Guardian on Sunday said they were disappointed with the country`s leadership.

Jankar Mbungo for example faulted the government for remaining out of touch with real issues affecting Tanzanians.

``We, ordinary citizens, are burdened with taxes already. Prices of commodities are all time high, and instead of the government making policies that will solve the country`s problems it`s making life more difficult for us.`` Mr Mbungo stated.

Honestly hatuwezi kuendelea kuipiga nchi panga kabla hatujajuwa marekebisho ya ujambazi wa awali wa mali za umma.
Kabla hatujafikiria kuhusu business as usual..Ni lazima tuyafanyie kazi yale yaliyotufikisha hapa tulipo...Ni maajabu makubwa sana..Serikali kweli iko mbingu yake yenyewe.

Sasa tumefika mbali. Bora tuuze nchi yote tu, tujua moja kwamba hatuna nchi bali ni wapangaji. Ninavyojua mimi hata sasa tunalipia barabara. Katika kila lita ya petrol au ya dizel tunayonunua kuna kiasi flani kwa ajiri ya ujenzi na ukarabati wa barabara. Tatizo ni ukosefu wa mipango bora, na uduni wa ubora wa barabara zetu unaotokana na ufisadi. Hivyo barabara zinaitaji matengenezo ya mara kwa mara. Hili tusilikubali

Mkuu Ogah na wengine, mi nadhani hizi safari wakuu wamekuwa wanakwenda kwa matumaini ya kujifunza hazifai... Badala ya kwenda na kuangalia kisha wakirudi nyumbani wafikirie namna ya kutumia assumptions zile lakini wakiweka parameters zinazotuhusu, wao wanataka itumike as is??

Nadhani uvivu umetuzidi kwa kweli!!
 
Sasa tumefika mbali. Bora tuuze nchi yote tu, tujua moja kwamba hatuna nchi bali ni wapangaji. Ninavyojua mimi hata sasa tunalipia barabara. Katika kila lita ya petrol au ya dizel tunayonunua kuna kiasi flani kwa ajiri ya ujenzi na ukarabati wa barabara. Tatizo ni ukosefu wa mipango bora, na uduni wa ubora wa barabara zetu unaotokana na ufisadi. Hivyo barabara zinaitaji matengenezo ya mara kwa mara. Hili tusilikubali

Hii hoja ya kuuza nchi ni nzuri. Niko radhi kushiriki kuandaa mapendekezo ya kumtafuta mzabuni, maana nchi ilipofikia sioni ni mlango gani wa kutokea ktk matatizo yetu ya kila kona.

Hata hizi barabara wanazotaka kujenga hata wakijenga, ni magari yepi yatakayopita wakti wamesema magari used yote yasikanyage Tz na inavyojulikana asilimia zaidi ya 90 ya magari yote ni mitumba?

Nchi ikiuzwa kila mtu akipewa chake, ndo njia muafaka wa kutumbua sote keki ya taifa ambayo sasa hivi vizazi vya mafisadi wanarithishana bila aibu.
 
Private road ni sawa zikiweko, ila ziwe ni zile barabara ambazo ni "Optional" wengine wanaziita express road. hii ina maana barabara hizo zitatumiwa na watu wale ambao wana haraka na wanauwezo wa kufanya hivyo. Kwa mfano mtu anaweza akajenga underground tunnel au barabara ya juu kutoka mbezi hadi posta ambayo ambayo italipiwa lakini at the same time barabara ya kawaida ya Wananchi ina kuwepo na inahudumiwa ipasavyo. Lakini ni juavyo mimi kwa rusha ya Tanzania this will not work. Kwa sababu barabara za umma zitahujumiwa ili mwekezaji apate wateja.

Nimesikia kwamba master plan ya jiji la Dar es Salaam iliyotayarishwa miaka mingi iliyopita inaendelea kuozea chuo kikuu. Nayo Master plan ya mji wa DODOMA hadithi ni ile ile na kwamba Ghana wameitumia kuendeleza Lagos?

Kama swala Ni Msongamano wa magari waimarishe Public Transport. My Take is, kama hili likifanyika watu wata opt kutumia public transport. Matatizo ya viongozi wetu wanafikiria solutions ambazo ndani yake kuna 10%. Ulaji mbele!!!! so sad.
 
Shida kubwa solution zote zinazofikiriwa si kwa manufaa ya umma. maslahi ya umma yakiwekwa mbele mtu hawezi toa pendekezo kama hilo, kila mtoa maamuzi atachukua road yake. and for sure there will be no proper maintanance. just look at Parking system ya mjini, hayo makusanyo yangekuwa ya umma parking blocks zingeweza jengwa mjini then watu wanapark bila bughudha na kwa usalama.

Nadhani ifike mahali pia tuwe wakali kwa wote viongozi na wawekezaji wa vitu vya dezo. Tutakuwa na mchango gani kwenye kupanga viwango vya malipo ya hizo road ambazo tulilipa kodi kujengwa? ni kweli serikali hawezi kikarabati na kuendesha barabara zake?? tutegemee barabara mpya a ndio mwisho? nani ataweka na kusimamia viwango vya ukarabati ili idumu kwani ni hela yetu imejenga.
