Mkullo`s dramatic U-turn on pension funds situation

Panic, disbelief and anger now engulf some employees following a shocking statement made by Minister for Finance and Economic Affairs Mustafa Mkullo in Arusha on Friday, that some public pension funds are financially unstable.

Shortly thereafter, several individuals who declined to reveal their names made phone calls to The Guardian on Sunday's news desk, the common thread of their sentiments being that "the government is grossly irresponsible".

Opening the annual Parastatal Pension Fund (PPF) conference for members and stakeholders, the minister was quoted to have mentioned PSPF and LAPF as social security funds that were experiencing financial problems to the level that may force the Government to bail them out.

One of the callers was a fuming, high profile bank official who said by making the statement, the minister showed how irresponsible he was when it comes to serious matters directly touching people's lives.

"We have been contributing money to the social security funds hoping to relieve our lives' hardships upon retirement. Now, what message does the minister communicate to us when he says the pension funds have started experiencing liquidity problems? "
She angrily added: "The minister should tell us about the whereabouts of our money, considering the fact that some of us are about to retire from service."

She furthermore said that poor performance by the social security schemes emanated from haphazard investment decisions combined with poor record keeping, as well as lack of accountability by officials running them. Most of the callers said they no longer trusted the pension funds unless the government assured them that their post-retirement dues were secure.

However, in what appeared to be a dramatic U-turn, Minister Mkullo strongly denied having said some pension funds were financially unstable to an extent of needing bailout, blaming the media for misquoting him.

"I never said that some pension funds have started experiencing liquidity problems in my speech in Arusha. There is nowhere in my speech where I made such remarks," said Mkullo in a brief telephone interview, adding that a section of the media exaggerated the matter.

He added: " I would like to assure the public that no pension fund is financially unstable as it was reported, and that therefore a bailout plan is immaterial."

According to Mkullo, some lecturers who attended the conference demanded that the PPF Act be reviewed so that payment systems can be the same as those used by others, such as the National Social Security Fund (NSSF).

According to Mkullo, lecturers from higher learning institutions complained of receiving little pension compared to low ranking personnel served by other pension funds upon retirement.

" Having lodged the complaints, I told them that the law governing PPF operations was very specific and different from the laws governing the activities of other pension funds,' he said. However, contributing to the subject an economist from the University of Dar es Salaam, Dr Semboja Haji, said such poor performance of the pension schemes in question may have resulted from lack of expertise on the side of officials on how to run them.

He added that what has befallen the pension funds may be no different from the fate that befell the National Insurance Corporation (NIC). He cited lack of accountability, conducive legal framework and failure of trusted executives to adhere to the leadership ethics as among the factors that might have caused the negative state of affairs.

The local economist also said running pension schemes requires high discipline that is supported by certain internationally accepted regulations. He said if anyone tempered with those regulations, the consequences would be horrendous. However, he could not get into the details about the regulations.

Prof Ibrahim Lipumba, the Civic United Front( CUF) national chairman who is also an economist supported Dr Haji's arguments, saying failure to stick to the leadership ethics by the executives is a central factor accounting for poor performance of some pension funds .

Giving an example, Prof Lipumba said at one time some pension schemes were blamed for lending money to some businessmen who invested in projects whose returns were doubtful.

"If a pension schemes decides to invest in any project then such area of investment must be very safe or else at the end of the day it may fail to pay its members their benefits. As far as I am concerned, I think this is an aspect that creates problems when it comes to the operations of these pension schemes," he said.

Prof Lipumba said he was not certain if there was any auditing of the assets belonging to the pension funds to establish their actual value compared to the cost incurred in setting them up.

"There has been a tendency of inflating the cost when these pension funds are setting up certain investments and very unfortunately there has never been any auditing to establish the truth. Billions of cash get swindled by leaders trusted to run these schemes through those investments,' he said.

LAPF denies minister's statement on fund's finances

The Local Authority Pension Fund (LAPF) has refuted reports that it was
facing financial difficulties, contrary to what has been said.


This refutation comes a day after the minister for Finance and Economic
Affairs, Mr Mustafa Mkulo, warned that the Government may be forced to use
its own money to bail it out.


But yesterday, the LAPF marketing and public relations officer, Rehema
Mkamba, said it is financially sound and can sustain itself for the next
30 years.


She spoke in Dodoma as lecturers from higher learning institutions who are
members of the Parastatal Pension Fund (PPF), held a meeting and
threatened to down tools over claims for better pension benefits.


Speaking to Sunday Citizen at the LAPF headquarters in Dodoma, Ms Mkamba
said LAPF will never collapse because its members are contributing as
required and it has solid investments.


She said the recent Actuarial Report by the International Alexander Forbes
firm projected that LAPF would be able to pay the same benefits to its
members without a hitch for the next 30 years.


''This shows that with or without government grants, LAPF will never
collapse. Taking into consideration the number of members, investment
income and cash outflows, LAPF is 90 percent financially sustainable,''
she said.


Mr Mkulo said during the opening of the PPF Conference that the Public
Sector Pension Fund (PSPF) and LAPF, which are regarded as social security
funds with high benefits, have already started to experience liquidity
problems and the Government may be forced to compensate for the losses
resulting from their financial problems.


Part of the Report on the Actuarial Valuation of the LAPF, which was made
available to this paper, projected that the fund is expected (with the
current cash inflows and outflows projection) to still have positive net
cash flows for the feasible future even if the membership was to grow at
an annual rate of three per cent.


Currently LAPF has about 62,000 members out of whom about 1,600 receive
pension. Its monthly membership contributions stand at Sh3.5 billion while
LAPF investment income is Sh12 billion per year.


The monthly pension benefits payments stood at Sh200 million while for
last year new pension payments stood at Sh1.2 million per month. This
translates to Sh12 billion in the last year.


''I cannot believe that the minister can make such a statement as he would
be the first to know if we are experiencing financial difficulties,'' she
said.


She added that the statement which she believed was engineered by PPF was
unethical as it was supposed to focus on PPF and not dwell on other funds.


At the Dar es Salaam meeting, the chairman of the University Academic
Staff Association (UDASA), Professor Emmy Assey, said the Government has
been shunning the academicians' problems and there was need for a
deliberate push for change.


He said, earlier the Government had asked them to list down their problems
for presenting to the president and their solutions would be made before
the end of this year.


''We have been promised many times with fruitless results; this time
around we will lay down tools by December if the Government fails to
address our problems,'' said Professor Assey.


He said university lecturers have been living in very poor conditions
after completing their terms in office because of their poor pension
schemes.


According to Professor Assey, all staff of public universities are under
the Parastatal Pension Fund (PPF) which he termed as exploitative and of
little benefit to members.


Dons from public universities who attended the meeting demanded that the
Government move their institutions from PPF to LAPF which, according to
them, was better.
Meanwhile, an economic consultant based in Arusha, Mr Abdul Hussein, told
the Sunday Citizen that he was shocked by the minister's remarks that the
funds' poor financial performance may force the government to intervene by
compensating for any losses suffered.


''How can a government use tax payers' money to pay for losses occasioned
by an obvious act of mismanagement?'' he queried.

Govt to issue guidelines on PPF scheme for academics

Any attempt by Parastatal Pensions Fund (PPF) to change its formula of determining the benefits for its members, will send the fund into an early bankruptcy, a cabinet Minister has warned.

Lecturers of public universities in August this year raised a red flag against PPF for continuing to pay them what they termed as ‘peanuts’ in the name of terminal benefits.

They demanded that university employees be left to decide the pension scheme they want to register with. The Dons believe that PPF is capable of increasing the rates of their benefit payments, but its management was taking the issue for granted.

Yesterday, Finance and Economic Affairs Minister, Mustafa Mkullo told the 19th PPF annual members conference in Arusha that the government will soon issue guidance on the matter.

“The government will issue the guidance soon after working on the report by Actuary who analyzed the benefits provided by the PPF and the fund’s sustainability if it decided to increase benefits” Mkullo noted.

Quoting the report, he said, if PPF will dare to change its benefits formula in order to provide benefits rate similar to other funds like Public Service Pension Fund (PSPF), Local Authority Provident Fund (LAPF), it will fail to issue sustainable benefits to its members.

“ For your information, even those PSPF and LAPF claimed to have been providing handsome benefits, are currently facing financial woes, forcing the government to compensate the loss” Mkullo noted.

He however commended PPF for increasing its value by 10 percent in six months period, amid the worst global financial crisis which brought almost social security funds into their knees.

Earlier, the PPF Board chairman, Ramadhani Khijja said his fund’s value has swelled from 499.33bn/- in 2008 up to 550.5bn/- in June this year. The fund’s value increase is equivalent to 10 percent.

Khijja further announced his fund to increase its minimum retirement benefits from 21,000/- to 50,000/- per month as from January 2010.

PSPF, LAPF wamefuliaje?

Ujenzi wa chuo kikuu cha Dodoma (UDOM) ulikopeshwa mabilioni ya fedha kutoka mifuko ya PSPF, LAPF, PPF na NSSF, ambayo serikali ilitegemea ingeanza kulipa, lakini ukata uliopo serikalini na misaada ya kuendesha serikali ya Tanzania ambayo inategemea nchi za nje ambao bado wanasuasua kuitoa ndiyo inayoiyumbisha mifuko hiyo ya akiba.

Jengo kubwa la Chimwaga, CCM iliuza kwa serikali na kupewa mabilioni ya pesa za pension, kiasi kwamba ilikuwa heri UDOM ingeanza kujenga majengo yake yenyewe kwenye viwanja vingine leo hii adhari za kuchukuwa mikopo ambayo ililipwa CCM isingekuwepo.
