Professionalism polisi na takukuru

    Taasisi nyingi za serikali ambazo asili ya majukumu yake ni kutumia mabavu zina tatizo la kuwa na professionals wachache sana. Taasisi kama vile TAKUKURU, POLISI, na MAGEREZA ni taasisi ambazo zinatakiwa kuwa na watendaji ambao ni professionals wa hali ya juu ili kuhakikisha kuwa haki inatendeka kila mara kwa kutomwonea mtu au kuzembea mbele ya mhalifu. Mbali ya mafunzo ya kutumia nguvu kama matumizi ya pingu, matumizi ya silaha, na namna ya kujilinda (self defense), watu hawa wanatakiwa wae na elimu ya juu ya kitaalamu katika nyanya nyingine kama ifuatavyo:

    TAKUKURU na POLISI wanatakiwa wawe wamesomea nyanja kama Criminal Justice, Criminal psychology, Interrogation techniques, Human Rights Law, Crisis Management, The Law of Evidence, na Constitutional Rights Law. MAGEREZA wanatakiwe wawe pia wamesomea nyanja kama Criminal Psychology, Human Rights Law, Crisis Management, na Educational Psychology.

    Mara nyingi sana tumesikia uchunguzi wa kipolisi au TAKUKURU umekamilika na kupelekwa na DPP, lakini ama uchunguzi huo hutupiliwa mbali, na au kesi inapofanyika serikali inashindwa ama kwa technicalities au kwa kukosa ushahidi imara. Hivi karibuni tumesikia wagombea wakihojiwa na TAKUKURU na baadaye kuachiwa lakini sina uhakika kama kweli hao TAKUKURU walikuwa wanawahoji wagombea hao kitaalamu kiasi cha kujiridhisha kuwa ama kuna kosa au hakuna lolote.

    Ushauri wangu kwa serikali ijayo, ni kuimarisha muundo wa tasisisi hizi mbili ambazo zina jukumu kubwa sana la kulinda sheria ile ziwe na watu wenye ujuzi na kazi zao. Ninajua kuwa idara ya polisi ina wanasheria ila ni watu wakubwa sana ambao hupelekewa ripoti kutoka kwa watu ambao hawako trained katika sheria, na hivyo kufanya shughuli yote ya upelelezi iwe imejengwa kwenye msingi dhaifu.


    Madai ya mama Sita hivi Karibuni kuwa TAKUKURU inawabambikiza kesi watu, yanatia doa sana kwenye kredibility ya TAKUKURU hasa itakagundulika kuwa interrogation ile haikufanyika professionally.

    Tatizo la wana siasa wetu ni kwamba huwa wanapenda msumemo ukate upande mmoja tu, siku msumemo huo ukiwageukia ndipo huwa wanaanza kulalamika. TAKUKURU kwa muda mrefu wamekuwa wakiwabambikia kesi watu wengi na ndiyo maana hata kwenye kesi za rushwa wanawashika dagaa tu, wale manyangumi/papa wa ufisadi na rushwa wanapeta tu.

    Mfano, kwenye hotuba ya juzi JK amedai kwamba sheria ya gharama ya uchaguzi itaboreshwa, maana ya kuboreshwa ni kwamba ina walakini. Hapa JF watu walipiga sana kelele kuhusu sheria hiyo, lakini serikali ya CCM wakaamua kuipitisha. Ilipoanza kuwauma wakaanza kulalamika.

    Tatizo la nominations za CCM kesi zake zitahukumiwa kwenye CC na NEC, hazitaenda mahakamani. Kwa hiyo majalada mengi yaliyofunguliwa wakati wa nominations yatapelekwa kwenye vikao vya CC na NEC ili kuchinjilia mbali wale wote ambao hawatakiwi. Kwa hiyo whether kulikuwa na professionalism au la, bado haimpi mtuhumiwa haki yake. Labda kama watazipeleka kesi hizo mahakamani ambako ndiko wanaweza kusema mtuhumiwa ana kosa ama hana kosa, lakini kama hakimu ni Makamba unategemea nini?

    Baadhi ya wabunge ambao wanamaliza muda wao walioshiriki kupitisha hiyo sheria, watajuta sana kuipitisha kwa kuwa imeishia kuwaumiza.

    Na kama ubambikiziaji kesi(If that is the case anywayz) unaweza kufanyika kwa Mama kama huyu, waziri and the wife of one of the most powerful person in the country. Je wht about the common man??????

    Hi yote inatuthibitishia kwamba corruption is more a problem than we think, na kama kweli serikali ipo serious kurekebisha hili, a proper plan and strategy should be in place.

    Na si haya mazingaombwe tunayoonyeshwa na TAKUKURU hivi sasa.

    When we talk about professionalism we talk about the methods, character, status, the standing, and practice.

    These key elements are still lacking within our Police na TAKUKURU.

    Is until we see their unique methods and the way these methods are implemented, the character from their top man Mr Hosea and all officers on the fields, how they represents and feature their organisations in such a way the public will recognise and give them the status.

    How these institutions stand in public and get appeciation for their dedication towards investigation, apprehending of all offenders (without picking small fishes) and last how they follow the code of practice we will not see these institutions as viable ones.

    They have to remember professionalism always distinguished itself from an amateur.

    Maandishi yangu yaliyoko kwenye rangi nyeupe, nadhani paragraph mbili au tatu za kwanza huenda hayaonekani sawasawa. Wasiwasi wangu ni kuhusu training waliyo nayo watu hawa hasa endapo ama watashindwa mahakamani au wakisihidnwa hata kupeleka kesi yenyewe mahakamani. Ni jambo la ajabu kuwa polisi wamekuwa kama wanasiasa hadi kufikia kukemewa na msajiri wa vyama kuwa polisi wasiwe na upendeleoa cha chama chochote. Utakuta polisi anaongea kama mwanasiasa badala ya kuongea kama law enforcement professional. Miaka michache iliyopita nilimsikia aliyekuwa mkuu wa polisi akidai hadharani kuwa CUF hawatashinda uchaguzi mbele yake, hiyo ilionyesha wazi kuwa jamaa yule hakuwa na professional training ya kutosha ya upolisi.

    What do you expect of a person aliyezaliwa kwenye mazingira ya kifisadi, kukua kwenye mazingira ya kifisadi, kusoma kuishi yoite hayo into a corrupted community.

    Halafu eti naenda training for just 6 months tayari ni qualified law enforcement officer!!!!!

    Wakuu mnajua mambo yoote haya yanahitaji good leadership na hapo kwenye jeshi la polisi pamoja na hio TAKUKURU.

    Hata wale walioteuliwa kuongoza vyombo mahili duniani vya upelelezi kama FBI, Scotland Yard na idara zingine za kudhibiti ufisadi wanakuwa ni watuu walioiva sana.

    Wakuu wa jeshi la polisi na TAKUKURU ni watu mahili na waiva sana ila tatizo ni kwamba wamekumbwa na giza nene la ufisadi na hawawezi kuli-clear.

    Samahani post yangu ya awali ilikuwa na typos nyingi, (hicho ni kilema changu kwani mara nyingi huandika post zangu straightline bila kuangalia nyuma hadi baadaye post ikishajibiwa ndipo ninaisoma tena na kugundua makosa yangu).

    Kitu ninachotaka kusema hapa ni kuwa law enforcement profession inatakiwa iwe ya hali ya juu sana. Kwa marekani, polisi ana nguvu kubwa sana kuliko mwanajeshi, na kuna watu wengi wanaingia jeshini kwa mikataba kusudi wakishamaliza mikataba yao huo iwe ni rahisi kwao kuwa mapolisi. Kutokana na umuhimu wa wa utii wa sheria katika jamii, ningependa law enforcement officers wawe ni watu wanye hadhi ya juu sana kenye jamii. Hiyo ni pamoja na kuwa na training kubwa, na mishahara mikubwa. Inatia aibu kuwa wafanyakazi wa TRA wanalipwa viwango vya zaidi ya mara kumi ya viwanago vya polisi halafu unategemea kuwa maofisa hao wa TRA wakiiba hela za serikali eti polisi atawashika na kuwatia hatiani ilihali jamaa hao wanaweza kuwagawaia polisi wetu sehemu ndogo tu ya mapato yao na kuwanyamazisha.

    Ningependa polisi na Takukuru wawe na elimu ya juu na mishahara mikubwa sana kiasi cha kuwa wawe wanaogopwa sana na wahalifu!! Vile vile madaraka makubwa huendana na responsibilities kubwa. Adhabu kwa Law enforcement officer anayeshikwa na kosa la kupokea rushwa iwe ni kali sana na ya kukatisha tamaa kabisa.

    Unajua mkuu, in short hakuna sector or department ya serikali inayofanya kazi at least 60% proffersionally. I have done no research on this but it can be seen. The only department iliyowahi kujaribu miaka ya nyuma ilikuwa ni Agriculture.

    Tatizo naloliona ni hili la kufanya politiksi kila mahali hata kuler tusikohitaji. Na kwa viongozi wa staili ya muungwana ndiyo kwanza tunapiga hatua tano nyuma, moja mbele.

    Ukiangalia kiundani hata hao TRA bado wana mishahara duni na poor condition of service and workplaces. The only thing inayowapa unafuu ni rushwa.

    Kuna kila haja ya kuanza upya, upya kabisaaaaaaaaaaa!!!!

    Mkuu kama ingekuwa 60 percent ina maana tungekuwa 60 percent better of than we are. It is far worse than that. Nimewahi kwenda polisi na issue muhimu sana nilijibiwa kuwa "nimechoka sana naomba uje kesho asubuhi", kesho asubuhi issue ikawekwa kwenye faili na iliishia kwenye faili mpaka leo.

    Ukiwa kiongozi au mtu mwenye jina na mfuko mkubwa kila kitu kinafanyika vizuri, ukiwa hohe hahe huna maana kabisa.

    Sidhani kama mishahara ya TRA ni duni hivyo, hiyo ni relative term tu. mwaka 1996 muda mfupi baada ya TRA kuanzishwa, mshahara wa chini wa TRA ulikuwa laki sita, hiyo ni kipindi ambacho mshahara wa chini serikalini ulikuwa ni kama elfu 20 au thelathini - not more than elfu 40. Sijui mishahara ya TRA leo lakini ni lazima mishahara yao ni mikubwa sana kuliko mfanyakazi mwingine yeyote wa serikali. Sababu ya kuifanya TRA iwe taasisis inayojitegemea ilikuwa ni khakikisha kuwa mishahara yao haiendani na ile ya wafanyakazi wengine wa serikali. TRA siyo idara ya serikali, ni kama ilivyo BOT, na TANROADS. Ningetaka POLISI na TAKUKURU nazo ziwe tasisisi zinazojitegemea kama TRA, BOT na TANROADS badala ya kuzifanya kuwa ni idara za serikali zinazoongozwa na wanasiasa!

    Mkuu mshahara wa kuanzia kazi pale kwa mtu mwenye digrii as by 2009 ilikuwa something kwenye 750,000. Kibongobongo ni hela nyingi lakini siku hizi sekta binafsi maeneo mengi tu wanalipa that much tena hata na zaidi. Lakin the impression iliyoko mtaani ni kwamba TRA are paid extremely well. As such unaweza kufikiria labda ni around milioni sayu mbili kwenda juu. But in reality wafanyakazi wengi wa TRA wanalipwa chini ya 1.5 millioni kwa mwezi. Inawezekana ikaonekana ni hela nyingi, lakini kiukweli si nyingi kama tunavyofikiri. Na can you believe more than half ya hawa jamaa hata computer ofisini hamna. Na zilizopo ni rarely kuwa connected kwenye mtandao.

    Ila sasa njoo kwenye rushwa, hapo ndiyo they are above everybody kwa makisio nadhani mfanyakazi wa kawaida kabisa kuondoka na milioni tano kwa mwezi wala si ajabu.

    To be frank for a proffessional ambaye unaweza kumake money handsomely from the private sector TRA is not an advisable employer kwa mtizamo wangu.

    Ulichosema ni kweli mkuu. Sijui kama hali siku hizi imebadilika lakini nakumbuka kwenye miaka ya 90... wale form four failers ndio walikuwa wanachaguliwa kujiunga na polisi. Sasa nadhani wengi wao ndio wanaoliunda jeshi la police la sasa.

    Hayo ni makosa kwa sababu watu hawa hupewa jukumu kubwa sana la kulinda sheri za nchi. Nchi bila utawala wa sheria ni kama Somalia tu, na ili kuimarisha utawala wa sheria ni lazima kuwa na polisi wanaojua kulinda hizo sheria. Sasa kama utampa mtu asiyejua wajibu huo bali anfurahia mabavu aliyopewa na sheria anazoshindwa kulinda inakuwa ni kichekesho sana.
