    Eliasi John (28) of Kigamboni Vijibweni is accusing a police officer of Minazini station of injecting a liquid suspected to be acidic into his eyes causing him permanent blindness.

    The incident took place on January 18th, last year, according to John who narrated the ordeal at the Legal Aid Clinic in Dar es Salaam operating under the Legal and Human Rights Centre (LHRC) where he had gone to seek assistance.

    On the mentioned date, John said he had gone to visit his sister-in-law, one Aziza Momba, but found she was out of her house.

    “I decided to rest at a local drinking pub where they sell Kibuku and Mnazi, but before I knew what was happening, policemen had surrounded us, telling us we were under arrest. They took seven of us to the Kilwa Road Police Station, but a few minutes later they took me to Minazini Police Station near the Episcopal Centre. Upon arrival, a policeman called Onesmo handcuffed me and tied my feet before he left the room. A few minutes later, another policeman called James came in with a syringe full of acid water which he injected into my eyes,” he alleged.

    According to John, he felt dizzy and all of a sudden it was all dark; he could not see anything.

    He said they then untied him and took him back to Kilwa Road Police Station where they opened charges of robbery, injuring, and breaking and stealing against him, which he claimed were mere fabrications.

    “On February 19, last year, they took me to the Temeke District Court where I complained about the acid water incident, but no one paid attention to me. I was taken to Keko remand prison and the following morning they took me to Temeke District Hospital for treatment,” said John.

    He said doctors at the hospital said his eyes had been destroyed and referred him to Muhimbili National Hospital where he was admitted.

    “They removed all my eyes because they were incurable and I was sent back to Keko. I was released on July 27, 2010 after being found not guilty by the court.
    Asked whether he had problems with James, John said the latter had on numerous occasions accused him of having an affair with his wife and had always threatened to teach him an unforgettable lesson.

    Asked whether he knew who James’s wife was, John said he had no idea.
    “I wish he had killed me instead of what he has done to me. I am now very poor and I don’t know what to do but to seek legal help to enable me receive a fair compensation for the ordeal I went through,” he said.

    In an immediate rejoinder yesterday, Temeke Regional Police Commander David Misime admitted being aware of the issue saying: “I am aware of the story. We have already received a letter of inquiry from the Commission of Human Rights and Good Governance and responded to it,” he said.

    He however declined to comment further, advising the reporter to write or to go in person to his office to seek more details over the matter.

    “You should come to our office in case you need any clarifications on the issue,” he said.

    Commenting on the issue, a legal officer who has been handling the issue Advocate Edina Lushaka said she had ordered him to bring the case file for their perusal.
    “We have written a letter to the Temeke District Court to seek the judgement papers. We want to see how we can assist him,” said Advocate Lushaka.

    Wanajeshi watembeza kipigo kwa raia Z`bar

    Watu 10 wamelazwa katika Hospitali ya Rufaa ya Mnazi Mmoja mjini Zanzibar baada ya kupigwa na askari wa Jeshi la Ulinzi la Wananchi wa Tanzania (JWTZ) wa kambi ya Bavuai Migombani kufuatia mke wa askari mmoja kuibiwa pochi na watu wasiojulikana.

    Mwanamke huyo aliibiwa pochi hiyo huko Jang’ombe katika Mkoa wa Mjini Magharibi Unguja.

    Habari kutoka eneo la tukio zimeeleza askari hao walianza kupiga watu kwa zamu katika mitaa ya Jang’ombe, Urusi na Mpendae majira ya saa 1:00 jioni juzi na kusababisha watu kukimbia ovyo na maduka kufungwa.

    Msaidizi Katibu Hospitali ya Mnazi Mmoja, Omari Abdalla Ali, alisema majeruhi hao walianza kupokelewa kuanzia saa 2:00 na kulazwa katika wodi namba 1 na 2 na wengine kulazimika kushonwa kutokana na majeraha waliyoyapata katika sehemu za kichwani na mikononi.


    Kamanda wa Polisi wa Mkoa wa Mjini Magharibi, Azizi Juma Mohammed, alithibitisha kutokea kwa tukio hilo, lakini alisema hadi jana majeruhi waliokuwa wamelazwa ni tisa baada ya mmoja kuruhusiwa baada ya hali yake kuimarika.

    Hata hivyo, alisema polisi wanaendelea na uchunguzi kujua chanzo cha tukio hilo na hawatasita kuchukua hatua za kisheria kwa watu waliohusika kwa sababu tukio hilo ni uhalifu.

    Taarifa kutoka katika eneo la tukio zimeleza kuwa kabla ya askari hao kuvamia na kuanza kupiga wananchi katika mitaa hiyo, mke wa askari mmoja wa JWTZ aliporwa pochi ndani yake kukiwa na simu na Sh. 5,000 katika eneo la Jang’ombe, Urusi.

    Imeelezwa kwamba baada ya mwanamke huyo kuporwa, alifikisha malalamiko kwa mumewe na ndipo askari huyo alipoamua kwenda katika eneo la tukio na kwamba vijana aliowakuta walidai hawahusiki na kumpiga askari huyo kwa jiwe.

    Hata hivyo, inadaiwa majira saa 1:00 gari la JWTZ aina ya Landrover yenye namba Z997 JW 04 lilifika katika eneo la Jang’ombe Lofi na askari kuanza kushuka kabla ya gari kusimama na kuanza kupiga watu waliokuwa katika eneo hilo.

    “Hali ilikuwa mbaya askari walianza kupiga watu kila waliomkuta njiani au katika baraza ya kahawa na tumeshindwa kutoka majumbani kwenda msikitini kufanya ibada kuhofia kipigo,” alisema Omar Hassan, mkazi wa eneo hilo.

    Alisema askari hao walikuwa wengi na walikuwa wamevaa kiraia na walikuwa wakitumia silaha mbalimbali kama minyororo, mikanda bakora na makwanja ya kukatia nyasi na kusababisha watu kukimbia na kufunga maduka yao.

    Wakizungumza na NIPASHE, baadhi ya majeruhi katika Hospital ya Mnazi Mmoja walisimulia kuhusu tukio hilo.
    Fundi cherahani, Ali Abrahamani Mwinyi, alisema akiwa amefuatana na fundi mwenzake, Tausiri Juma, baada ya kufika Jango’mbe Gengeni waliona mkusanyiko wa watu katika kituo kidogo cha polisi.

    “Tulikwenda dukani kununua maziwa mara tu baada ya kuteremka katika daladala, tulipokatisha barabara kuelekea nyumbani ghafla watu walituvamia na kuanza kutupiga na sasa nasikia maumivu makali katika sehemu za mbavu,” alisema.

    Alisema aliamua kulala chini na kuficha uso chini ya ardhi, lakini watu hao waliendelea kumpiga na hadi jana alikuwa akigeuka kwa tabu kitandani kutokana na kusikia maumivu makali katika mbavu.

    Kwa upande wake, Omar alisema hadi jana hali yake ilikuwa mbaya kutokana na kipigo hicho.

    Msemaji wa JWTZ Zanzibar, Luteni Masali, alisema tukio hilo wamelisikia kupitia vyombo vya habari na anaendelea kufuatilia taarifa hizo.
    Hata hivyo, alisema baada ya kusikia taarifa hizo waliamua kuchunguza kama kuna askari walitoka kambini na kubaini askari wote wakati huo walikuwepo.

    Miongoni mwa watu walioathirika na vurugu hizo ni pamoja na wafanyabiashara wadogo wakiwemo mama lishe baada ya wateja kukimbia vurugu hizo kabla hawajalipa fedha.

    Mmiliki mmoja wa baa ya Jang’ombe, ambaye hakutaka jina lake liandikwe, alisema askari hao waliingia ndani ya baa hiyo na baada ya kuwakuta wateja walianza kuwapa adhabu ikiwemo kuwamwagia maji wakiwa wamelala chini huku wakipigwa na wengine kulazimika kukimbia.

    Wakati huo huo, Chama Cha Wananchi (CUF) kimetoa tamko na kulaani kitendo hicho na kumtaka Waziri wa Ulinzi na Jeshi la Kujenga Taifa (JKT) Dk. Hussen Mwinyi, kuhakikisha askari waliohusika wanachukuliwa hatua za kisheria

    Mkurugenzi wa Uenenzi na Mawasiliano ya Umma wa CUF, Salum Bimani, alisema vyombo vya dola wajibu wake mkubwa ni kulinda misingi ya sheria na sio kuchukua sheria mkononi kama walivyofanya askari hao.

    “Tunamtaka Mkuu wa Majeshi na Waziri wa Ulinzi kuhakikisha wanachukua hatua za kisheria kwa askari wote waliohusika na kitendo hicho,” alisema.
