The United States is circulating a proposal that could allow military forces to enter Somali territory in "hot pursuit" of pirates, sources on the U.N. Security Council said Wednesday.
A senior diplomat on the Security Council said the United States has distributed a text to the other five permanent members of the Security Council -- Britain, France, Russia and China -- that outlines its proposals.

The diplomats are discussing a proposal that would expand on existing powers national navies have to enter Somalia's territorial waters, including an initiative that could allow military forces to chase pirates onto sovereign Somali land in "hot pursuit," the sources said.

The U.N. Security Council passed a resolution December 2 that added 12 months to authorization for nations to enter Somali waters.

The latest U.S. initiative may be seen as a further response to a crisis that has "clearly escalated," according to a senior U.N. diplomat.
 
Ex-Somali Army Colonel Mohamed Nureh Abdulle lives in Harardhere - the town closest to where the hijacked Saudi oil tanker, Sirius Star is moored.
He tells the BBC, via phone from his home, that the town's residents are more concerned about the apparent dumping of toxic waste than piracy.

You know, our problem is not piracy. It is illegal dumping.
These problems have been going for sometime and the world knows about it. The Americans have been here in the region for a long time now - they know about the pollution.
Instead, no, the world is only talking about the pirates and the money involved.
Meanwhile, there has been something else going on and it has been going on for years. There are many dumping made in our sea, so much rubbish.
It is dumped in our seas and it washes up on our coastline and spreads into our area.
A few nights ago, some tanks came out from the high sea and they cracked it seems and now they are leaking into the water and into the air.
The first people fell ill yesterday afternoon. People are reporting mysterious illnesses; they are talking about it as though it were chicken pox - but it is not exactly like that either. Their skin is bad. They are sneezing, coughing and vomiting.
This is the first time it has been like this; that people have such very, very bad sickness.
The people who have these symptoms are the ones who wake early, before it is light, and herd their livestock to the shore to graze. The animals are sick from drinking the water and the people who washed in the water are now suffering.
We are people who live in a very remote town and here, we are isolated; we only rely on God.
This town is close to the sea. It is a very old town which has a mixture of Somali clans. It is not big but it has a well-knit community.
Our community used to rely on fishing. But now no-one fishes. You see, a lot of foreign ships were coming and they were fishing heavily - their big nets would wipe out everything, even the fishermen's equipment. They could not compete.
So the people here began farming and keeping greater numbers of livestock. Like in any other Somali town, all one can do is rely on oneself.
But now we have these medical hazards.
What can we do about it?

Kimsingi, US haiwezi kurudia makosa ya kuivamia Somalia peke yake kama ilivyofanya siku za nyuma. Wamarekani walipoteza maisha ndani ya Somalia. Na ukizingatia uzoefu wa Iraq na Afghanistani, kuna uwezekano mdogo sana kwa nchi nyingine (esp. EU) kuunga mkono hii proposal.

Dar deny claims on pirates operating from its waters

The government has denied reports that Somali pirates have attacked several ships off the coast of Dar es Salaam, explaining that all attacks were made in high seas, far from Tanzanian waters.

A statement issued yesterday by the Tanzania People’s Defence Forces (TPDF) said that all reported incidents were more than 360 nautical miles from the coast of Tanzania, which is beyond Tanzania Exclusive Economic Zone (EEZ). “TPDF would like to assure the public that all our borders are safe and security has been tightened,” said the statement.

Under the United Nations Convention of the Law of the Sea, EEZ is a sea zone which extends 200 nautical miles from a coast, over which a state has special rights over the exploration and use of its marine resources.

Reports were published on the internet last Sunday saying that Somali pirates armed with rocket-propelled grenades and automatic weapons attacked a Dutch-operated container ship off the coast of Tanzania but failed to hijack the vessel.

However, TPDF says that the attack on a bulk carrier called Marsk Regency occurred at the east of the country, about 480 nautical miles off Dar es Salaam coast, some 450 nautical miles from Kisimayo, Somalia and 210 nautical miles from Seychelles.

The statement further explained that other two attacks that were carried out in November were done on MV Kaanitonnilov, 360 nautical miles from Dar es Salaam, while the other was carried on a Saudi Arabia tanker, some 405 nautical miles from the city’s coast.

The heavily-armed pirates, many of them former fishermen, prey on ships along a key route leading to the Red Sea through which one-third of the world's oil transits. Equipped with high-powered boats, assault rifles and rocket launchers, the pirates have attacked more than 100 ships since the beginning of the year.

Drawn from several local clans on the Somali coast, they are currently holding more than a dozen foreign merchant vessels and their crew in several ports along the Indian Ocean coast. Reports claimed that the Somali pirates are now moving further south, close to the Kenyan and Tanzanian waters to avoid the first ever EU naval operation aimed to secure the waters.

Indian navy 'captures 23 pirates'

The Indian navy said it seized weapons from the arrested pirates.
The Indian navy says it has arrested 23 Somali and Yemeni pirates who tried to storm a ship in the Gulf of Aden.

A navy spokesman said it had responded to a mayday call from MV Gibe, flying under the Ethiopian flag.

Several countries have warships patrolling the gulf amid growing international concern about piracy.

Meanwhile, US Defence Secretary Robert Gates said better intelligence was needed for a land attack on pirate bases to be considered.

Mr Gates, speaking at a security conference in Bahrain, also called for shipping companies to do more to protect their vessels travelling through the Arabian Sean and Indian Ocean.

The Indian government said in a statement that the captured pirates had a cache of arms and equipment, including seven AK-47 assault rifles, three machine guns, and a rocket-propelled grenade launcher.

The pirates would be handed over to the appropriate authorities, the statement added.

Last month, India's navy said it had sunk a pirate "mother vessel" off Somalia.

But it later emerged that the vessel was actually a Thai fishing trawler that had been seized by pirates off Yemen.

Better intelligence

Mr Gates told the security conference: "The need for increased maritime security and potentially new and better means of co-operation has been highlighted by the recent high-profile acts of piracy off the coast of Somalia and in the Gulf of Aden.

Robert Gates called for companies to protect their ships better
"As with terrorism, piracy is a problem that has serious international implications and should be of particular concern to any nation that depends on the seas for commerce."

Mr Gates said most ships could outrun the pirates and they should take more preventative measures, like pulling up their ladders when at sea and perhaps placing armed guards on board.

When asked by the BBC if the US intended to attack the pirates' land bases, Mr Gates replied that the US and its allies would first need to acquire better intelligence on who is behind the ongoing attacks on shipping.

He said he believed that just two or three Somali clans were responsible and that the individuals involved needed to be targeted accurately to avoid killing innocent civilians.
 
Now we are getting somewhere, we were being held at ransom by these guys and nobody would dare take any action.

I have no reason to doubt Indian navy's story.

DAILY NATION*- Piracy fight stepped up as jets patrol waters


Kenya on Monday stepped up the fight against piracy by deploying fighter jets to patrol its territorial waters in the Indian Ocean.

The jets will join Kenya Navy patrol boats in offering surveillance and relaying information on crime at sea.

Briefing journalists at the Kenya Air Force base at Moi International Airport, Mombasa, where he saw off the two F5 fighter jets, Chief of General Staff Jeremiah Kianga said the forces would ensure that Kenyan waters were safe.

“We want to let the international business community know that our waters are free from piracy attacks,” he said, adding that the move would step up surveillance that has been going on since piracy threats heightened.

The Kenya Navy has been offering surveillance within the Kenyan waters and introduction of the fighter jets would improve security.

“We are today sending a message to those intending to engage in piracy that we will deal with them,” Gen Kianga said. The jet pilots, he said, would be on call and would relay information to the patrol boats.

However, the operation would be confined to Kenyan waters, he said, adding that there were no plans of pursuing pirates in Somali waters.

Major threat

The move comes at a time piracy is a major threat to international business, with the pirates holding dozens of ships and hostages.

The Gulf of Aden, a route for most cargo ships headed for European, Asian and African destinations, is the hardest hit.

Among the ships being held by pirates is a Saudi Arabian supertanker with $100 million (Sh7.9bn) worth of crude oil.

Pirates have continued to seize ships and carrying out daring attacks, despite the presence of North Atlantic Treaty Organisation (Nato) ships patrolling the Indian Ocean.

The operation will also be in collaboration with other Nato operations in the ocean, said Gen Kianga.
 
lets see what happens from there,But its never been a problem on the Kenyan side the problem is in Somalia way up to the Red sea. However with such deterrents the likelihood of these goons daring to play in our territorial waters is minimized five fold.Even the one captured off the coast of Tanzania i doubt whether it was in Tanzania's territorial waters.The pirates cant dare mess with regional Navies.
