Performance evaluation kwa watumishi wa umma!!

    Leo asubuhi nilikuwa nikisikiliza BBC na nikavutiwa na habari moja inayohusu serikali ya Rwanda kuamua kuwafanyia tathmini watumishi wake wote ili kupima kiwango cha ufanisi wa utendaji wao.

    Tathmini hiyo inafanyika katika makundi matatu ambapo watumishi watapewa maksi kama ifuatavyo..

    Kundi la kwanza marks 70 - 100 (hawa wataendelea na ajira zao na kupandishwa madaraja/vyeo kama kuna sababu ya kufanya hivyo)

    Kundi la Pili marks 50 - 69 (hawa wataondolewa kazini lakini wataruhusiwa kuomba upya kazi walizokuwa wakifanya na endapo watakuwa short listed watafanyiwa interview)

    Kundi la tatu marks 0- 49 (hawa moja kwa moja wanatimuliwa kazi)

    Nadhani tunahitaji utaratibu kama huu hapa Tanzania maana watumishi wengi wa taasisi za umma na serikali wamejiachia kiasi kwamba wanaona kama vile ofisi ni mali zao lugha chafu na majidai ya hovyo.

    Hebu tujaribu hili laweza kutubadilisha na kuongeza ufanisi.....

    SYSTEM YA KUPIMA UTENDAJI KAZI IPO KATIKA MAOFISI MENGI SERIKALINI, INAITWA OPRAS.

    Shida ya hapa kwetu ni kwamba haifanyiwi kazi vile inavyostahili, na inaishia kuwa White Elephant kwa lugha ya wenyewe!

    Vinginevyo, utaratibu huo ungekomaliwa fresh ni mzuri sana, maana mtumishi mwenyewe anajiona kabisa kuwa hafai baada ya kutotimiza malengo aliyokubaliana na bosi wake!

    Anyway, acha tulalelale kwanza, kausingizi katamu mno!.

    OPRAS ni sehemu ya watu wa HR kupata posho. Wanafanyiwa Waajiriwa Wapya lakini ni lazima ifanyike nje ya eneo husika. Kwa mfano ukiajiriwa Ofisi ya Serikali hapa Dar es Salaam, mtaenda kufanyiwa/kufunzwa OPRAS Morogoro!

    Hii system ni nzuri kimaadishi lakini hakuna anayetilia maanani.

    yote yanayosifiwa kwa serikali ya rwanda yapo tanzania na yameanshwa hapa tatizo la tanzania ni uzembe wa utekelezaji. OPRAS inyo ongelewa ni vigumu kuitumia ktk mazingira ya afrika ndo maana inaleta shida.

    Huwezi kumwambia mwalimu wa chuo kikuu ahakikishe ktk semester awe amefanya research 2, je pesa anapata kutoka wapi??

    Hii inafaa kuigwa with slight improvement, that is itumike hata kwenye nafasi za kuchaguliwa example Urais, ubunge na udiwani kwani watu hukazana sana wakati wa kampeni wakipata wanasahau kula kitu. Wadau mnaionaje hii.

    Wenzenu kwenye Makampuni haya wa Binafsi hasa ya Makaburu, tuna kitu inaitwa KPO (Key Perfomance Objectives) and KPA(Key Perfomance Area) kila mwezi tunafanyiwa ha hii na determine your bonus, salary increament, ukiwa chini ya 65% wewe ni non perfomer unarudishwa training, ukirudi ukiperfom tena vibaya safari yako inakuwa imeiva.

    Tatizo la Tanzania viongozi wanadhani wakishabuni au, kama inavyotokea mara nyingi, wakishaiga "cut and paste" taratibu au sheria basi imetosha. Wanasahau kuwa utekelezaji ndiyo ngoma ya kucheza.
    Nchi ina sheria makini, taratibu za ufanisi kazini kibao lakini badala ya watu kuwaza namna ya kuzisimamia zitupe mazao yaliyokusudiwa wanabuni zaidi mbinu za ulaji kutoka kwenye huo huo utaratibu. Washa zilipoanza Tanzania zilikusudiwa kuwanoa wafanyakazi, transfer of skills etc. Zimeishia kuwa mradi tena unaojumuisha hata wenye mahoteli makubwa na majumba ya mikutano.
    Ni ujinga kuwa na taratibu zisizosimamiwa sawa sawa na kuonyesha zinalinufaisha vipi Taifa.

    Ni jambo gani linaweza kueleweka kama tuna vyuo vinavyozalisha Accountants and Auditors kibao lakini eti ili kugundua EPA na kuiweka kwenye ripoti inabidi kuajiri external auditing Co. Tujiulize tu tulivyoona reaction ya Mama Meghji wakati akiwa Waziri wa Fedha wakati walipolipua discrepancies kule BoT, ingelikuwa ni Kampuni ya ndani au mkaguzi wa serikali kafanya ile kazi ni kitu gani kingeeleweka mpaka leo??

    TATIZO SIYO TARATIBU NZURI, TATIZO LETU NI KUZISIMAMIA ZITUPE MAJIBU MAZURI YA KWELI NA YENYE MANUFAA KWA TAIFA.

    Inabidi serekali kama inyo akili ituchukue sisi tumefanya kazi kwa KPI/KPA etc and MMA etc ili tueneze huu utaratibu serekalini. Ila nahofia kazi inayofanywa na watu kumi itafanywa na mmoja tu wa KPI/KPA experinced, but hakuna hata dalili za govt kuiba wafanyakazi waliopata mafunzo bobezi ya kazi esp kutoka kampuni za nje, wanabaki kuzungushana wao kwa wao,na mtu wa private anatamani aende govt kupumzika. Hofu ingine huu utaratibu ukiwekwa serikalini wafanyakazi hawatakuwa na cha kupanga kwa mwka mzima kipindi cha goal setings na kukubaliana KPA's na bosi. inabidi kila kazi ifanyiwe Job descriptin kwanza, na capping pia injep ndo govt itaweza kumove otherwise, duh hawawezi kuapply hii kitu! mi nipo likizo hapa but ninajipanga vyema nirudipo kazini kutimiza malengo yangu ya mwaka ili nisikose bonus na x-mass gift!kama ulaya vile
