    Rwanda is turning the screws on corruption in public offices with a crackdown on suspects that has resulted in several arrests of top officials.

    The police, working under Prosecutor General Martin Ngoga, have arrested senior officials from the Ministries of Education, Infrastructure, the National Institute of Statistics of Rwanda, the Central Public Investment and External Finance Bureau, and Strabag, a private firm.

    The first to be arrrested by Mr Ngoga — President Paul Kagame’s anti-graft czar — was Justin Nsengiyunva, Permanent Secretary at the Ministry of Education.

    Nsengiyunva was arrested in November last year after police were tipped off by a businessman that Nsengiyunva was demanding a bribe before authorising a payment order for the supply of IT equipment to the ministry worth 99.7 million Rwanda francs ($176,000)

    The police, working with the businessman Moses Byaruhanga, trapped Nsengiyunva’s accomplice, Evariste Gasirabo, an employee with the Central Bank.

    Mr Gasirabo had initially asked for RwF3.5 million ($6,200) to ‘facilitate’ the signing of the order but this was negotiated down to RwF2 million ($3,500).

    Mr Byaruhanga informed the Criminal Investigation Department about the solicited bribe. The CID in turn supplied him with the RwF2 million ($3,500) in marked banknotes.

    At the appointed venue, Byaruhanga handed the money to Gasirabo and the police pounced, arresting the latter with the incriminating evidence.

    The police then went for Nsengiyunva who reacted by trying to bribe the officers — another offence.

    To attempt to bribe a police officer in Rwanda is tantamount to presenting yourself at the nearest police station to report your crime!

    Nsengiyunva and his sidekick were immediately led away to jail pending court cases for soliciting a bribe, extortion and attempted bribery.

    But much as the Rwanda government is committed to fighting graft and all kinds of abuse of office, there are those who are wont to look the other way or even abet the crime.

    After about a week in jail, Nsengiyunva escaped. It is suspected his escape was engineered by some powerful government officials who were afraid that, when interrogated, he would implicate them in corrupt deals.

    Talking to this writer, Mr Ngoga said corruption got the man in, and it got him out.

    Rwanda has issued an Interpol alert for Nsengiyunva, who is still is at large.

    Another high-profile arrest was that of Louis Munyakazi, the director of the National Institute of Statistics of Rwanda.

    Munyakazi, who has the look of a college professor with eyes peering out of thick-lensed spectacles and a tall, lanky frame always dressed in dark brown blazers and un-matching pants, seemed the least likely candidate to be caught in a corruption probe.

    But three weeks ago, Rwandans woke up to the news that he had been arrested after investigations by the CID and the Prosecutor General’s office established he had embezzled a large sum of NISR money.

    But the case that clearly highlights the government’s intent to root out graft is the one involving officials of the Ministry of Infrastructure, Central Public Investment and External Finance Bureau, and Strabag, a German road construction firm.

    Quite a number of officials from these institutions have been arrested so far.


    The first to be arrested was Infrastructure Permanent Secretary Vincent Gatwabuyenge for authorising and signed off a payment of over RwF1.7 billion ($2.998 million) to Strabag for services the company did not provide.

    The payment was for installations Strabag was supposed to put up including residential housing for staff, stores and control buildings in Kigali and the small provincial town of Nyamata.

    A few years ago, Strabag won a tender to build a 70-kilometre tarmac road from Kigali to the rural region of Bugesera.

    Once in jail and under relentless questioning, Mr Gatwabuyenge divulged more details about the graft involved in construction of that road.

    In one incident, he said, together with George Katurebe, Director of the Central Public Investment and External Finance Bureau, they conspired to exonerate Strabag from payment of a RwF 456 million ($804,000) fine for breach of contract after the company failed to complete the road in the stipulated timeframe.

    A quick investigation showed that indeed, Strabag never paid the fine. Mr Katurebe was soon after arrested.

    The Director of Finance at the Ministry of Infrastructure, Faustin Gacinya, was not spared either. He was found complicit in a RwF1.7 billion ($2.998 million) payment.

    The head engineer in the same ministry, Eliab Munyemana, was also arrested on the same day as Jean Baptiste Habyarimana and Jean Ngarambe, two employees of Studi International — a company the government of Rwanda hired to supervise construction of the Kigali-Bugesera road.

    Kagame has said he will not tolerate corruption and so far, he has shown that he means it.

    “This is not a man to joke with,” said a Kigali resident.

    Kigali is becoming too hot a place for the corrupt.

    kwa taarifa nilizozipata kwa wale waliotembelea hivi karibuni kigali, wanasema wenzetu wa kigali hali imebadilika sana, na inasemekana Kagame alipokuja DSM na kuwaona maafisa wa TRA bandarini alisema hatuwezi kufanyakazi na watu wa sampuli ya watz.

    Kutupa taka hovyo huwezi ukiwa kigali, na tabia ya magari ukiwa ktk foleni kukatisha nalo ni kosa kubwa. sie tunahitaji mtu kama yule "Mwanajeshi aliewapiga viboko walimu wazembe"...kwa style ya viongozi tulionao wengi wetu humu tumekuwa wapambe wa viongozi...na Ufisadi tunaopiga vita sio sio serious war...ni war ya wale waliokosa ulaji au washikaji wetu wamekosa ulaji....

    We need serious leaders...atakae wanyoosha watz...Najua mwanzoni tutamuona Mbaya lkn at the end ataonekana kiongozi Bora.

    Kinachotia moyo kuhusu Rwanda miaka michache iliyopita waliuana in big numbers lakini sasa wameamua kuweka tofauti zao pembeni na kujenga nchi yao na Wananchi wanaona mabadiliko ya kweli ya kiuchumu.

    Kinachosikitisha kuhusu Tanzania, pamoja na 'amani' yetu ya miaka nenda miaka rudi tunawaona mabilionea wachache wakizidi kushindana kwa utajiri ili kuonyesha nani ni tajiri mkubwa kuliko mwenziye tena kwa kufanya ufisadi dhidi ya Watanzania na wakati huo huo maisha ya Watanzania walio wengi yakizidi kuwa mabaya kila kukicha.

    Nimekuwa nikijaribu kufuatilia habari za huyu mtu anayeitwa Paul Kagame, rais wa Rwanda. Habari nilizopata hivi karibu ni kuwa huyu ndiye rais pekee wa Afrika anayefanya kazi ya kuendeleza nchi kwa mtazamo wa mbali sana. Nimeambiwa anafanya maajabu makubwa sana. Kwamba Rwanda hakuna ufisadi na hata rushwa ndogo ndogo za kijinga zinaelekea ukingoni. Mbali ya hayo jamaa anasisitiza uwajibikaji katika utumishi wa umma. Je, ni kweli anastahili kuwa role model ya viongozi wa Afrika??

    MMMmmhhh hapo nina wasiwasi tukitaka kuiga ya Kagame na ili tuyaweze ni lazima tukubali njia alizopita yeye ambazo lazima kwanza tutwangane viboko na wengine wafe kwa manufaa ya Taifa . Hapo ndipo tutaheshimiana. Lakini kwa hali ya sasa hata aje malaika toka mbinguni hao Mafisadi ulionao Tz hawatamwogopa kwani hawajaona wala kuonja JOTO la MWENYE NJAA.

    Kwa harakaharaka, naweza kukubaliana nawe kabisa kuwa huyu ni role model kwa maana ya kuwa na dira na mwelekeo wa kuibadili nchi na hali za wananchi wa Rwanda baada ya Mauaji ya halaiki ya 1994.Hivi sasa Rwanda wamepiga hatua kubwa sana katika maendeleo maana wameonja chungu na sasa hawataki mchezo.Wanyarwanda wengi waliokuwa in diaspora wamerudi na ari ya kujenga nchi yao.Wamewekeza katika sekta mbalimbali na serikali yao inawapa support kubwa tu.Rwanda pia ina mipango kabambe katika kila nyanja na wanasonga mbele kwa speed ya ajabu na wameshawapita wengi ( hata sisi) kama vile tumesimama.Nadhani hii amani na mshikamano tulio nao na tunaojivunia ndiyo unatufanya tuwe katika usingizi muda wote.Ukiangalia utendaji katika kila nyanja ni wa kusuasua.Angali mipango miji yetu utadhani hatuna wataalamu kabisa, Miji yetu ni michafu kwa maana halisi ya uchafu na kukosekana plan za ujenzi na hata miundo mbinu.Ukienda Kigali kwa mfano utashangaa! Na wataalamu wetu wanatembelea nchi zingine kila leo "study tours" eti! Nadhani wanachokifanya ni hiyo "tour" tu "study" wanakuwa hawana habari nayo na wakirudi hakuna wanaloleta kuboresha nchi yetu.
    Binafsi I admire Kagame ile mbaya!

    Huyu mkulu wetu huwa anafanya nini? Kwani kuanzia hapa nchini amefanya ziara kibao za mafunzo; pia nje ya nchi. Kwa hiyo hata yeye atakuwa anafanya "ziara" na anaacha "mafunzo"? Kazi ipo kweli kweli.

    Kagame atakuwa na mapungufu kama binadamu na mwanasiasa. Ila yanayosemwa kama ni kweli basi tunaweza kumpa tenda atusaidie kidogo. Au vipi?

    Wanyarwanda pia wana advantage ya lugha - kinyarwanda, kiingereza, kiswahili na kifaransa.Sasa siye watz tumebweteka na kiswahili chetu tu na pengine kiingereza.Kifaransa ndo kabisaa ni wachache wa kuhesabu.Inapotokea fursa, tunabaki nyuma.Kagame kuona potentials ndani ya EAC haraka sana akarukia fursa ya kutaka kujiunga ili wafaidike.Siye watz hata ingekuwepo fursa kwa francophone countries, tusahau.Hiyo ICTR ( Mahakama ya Rwanda) watz ambao wangetarajiwa kujaza nafasi hizo ni wa kuhesabu.Wamejaa wa senegalese, wacongo, wanyarwanda, wanaigeria na wengine kutoka latin american na ulaya.Jamani tuna kazi kwelikweli watz!

    Mzalendo, ndiyo maana tunajadili hapa. Na katika posts zangu hapo juu naweka maoni yangu kwa tahadhari sana, kwa sababu sijui mengi kuhusu huyu jamaa. Ila kwa mawazo yangu, inapofikia mahali ambapo nchi haitawaliki au haipati maendeleo kwa sababu kila mtu anajiona kijogoo, basi na aje Kagame wetu. Potelea mbali, hayo mambo mengine tutaanza kujadili baadaye. Tukishakuwawa na adabu ya kuendesha mambo nchi yetu na maisha yetu kwa ujumla. Hatuwezi kuendelea kutomasana wakati watu wanakufa kwa umasikini. It doesn't make any sense at all. Tuburazane kwanza halafu tuje kucheka baada ya mambo kuwa sawa.

    Nafikiri kuwa ili kuondoa non-sense zinazoendelea ktk nchi nyingi za Afrika, mtazamo wa Kagame ni sahihi kabisa. Tunahitaji maendeleo, na dikteta ambaye atatusaidia kuyapata hayo maendeleo ni bora kuliko kuendelea kukaa na 'uswahili" usiokwisha na maneno tele bila maendeleo.

    Namsifu Kagame kwa kuweza kutumia strength yake ya kupanga mikakati ya kijeshi kuhakikisha Rwanda inaendelea kusonga mbele kimaendeleo tena kwa mkono wa chuma.Hataki kulea rushwa na wapinga maendeleo kwa kigezo cha demokrasia.Mbona hata Putin anafanya hivyo na Rusia imeweza kurudi taratibu pale inapotaka kuwa?

    Nchi yetu hii tunapenda wapiga hadithi kuliko watekelezaji sasa tumekwama.Mambo hayaendi.Kila siku sound nyingi bila utekelezaji.

    Pengine sijaifahamu vizuri Rwanda, lakini nahisi tuna utajiri mkubwa kuliko wao. Sidhani kama wana mali nyingi tulizonazo kama dhahabu, gas asilia, vito, bandari etc? Mara nyingine ili mambo yaende tunahitaji mtu kama Kagame.Demokrasia inayodhidi kutupeleka kwenye umaskini haitatusaidia mana tutaishia kupigana bila sababu.Imetuzalia ufisadi na rushwa isiyokwisha.

    Lakini hata JK ni askari..tumpe muda atumie uzoefu wa kupanga mikakati ya kijeshi kutuletea maendeleo. Tatizo ni mpaka lini tutamsubiri?

    JK tumpe muda gani? Amekuwa mamlakani tangu 2005 na mpaka leo hatujui anatupeleka wapi. Tusubiri tena mpaka 2010 halafu tumuongeze muda kwa sababu hakukamilisha yale aliyopaswa kuyakamilisha katika awamu ya kwanza?

    Nadhani ni muhimu kuelewa kuwa fursa haisubiriwi itokee kutoka kwa akina fulani..,bali hutengenezwa. Dola letu ni chaka la wazembe! Mathalani, fikiria zipo fursa kiasi gani iwapo serikali itaweka sheria ya kutaka kila mikataba yote ya biashara na uwekezaji, ikiwa ni pamoja na nyaraka rasmi \(pamoja na sheria) ziandaliwe/zitafsiriwe kwa ligha ya Kiswahili. Hiyo si fursa tosha Mama?

    yawezekana kabisa na ni kweli kuwa fursa haitokei tu ( japo huwa kuna windows of opportunity zinajitokeza japo mara chache na ukishindwa kuziona zikapita ndo imetoka hairudi tena).Tukitegemea sana Serikali kuleta fursa tunaweza tukasubiri sana.Serikali hata ikiweka sheria, utekelezaji wake utakuwa vipi?Sidhani na wala haijawahi kuwa kwamba Sheria ndiyo suluhisho la matatizo.

    In the meantime nadhani Watanzania tukubali ukweli kuwa bado hatuko competitive na hii inatokana na uzembe na kubweteka kwetu kama wananchi! Hutegemei serikali kwa kila kitu hata kujifunza lugha! Hata serikali ikatafsiri mikataba na makabrasha yote kwa kiswahili, bado tatizo litabaki pale pale.Kuna sheria nyingi ziko kwa kiswahili ikiwa ni pamoja na Katiba ya Nchi, kwa sababu nina uhakika si wengi wameisoma Katiba ambayo ndiyo sheria mama yenye kubeba pia Haki za Binadamu ( Bill of Rights).Hapa kumekuwepo na mijadala mathalani ya Dhamana, kuwekwa rumande, uhuru wa mawazo, etc.Maswali mengi yameulizwa na nina uhakika kama watu tungekuwa tunajishughulisha kufahamu na kujisomea basi tungekua na uelewa mpana zaidi.

    Binafsi naamini kabisa elimu bora kwa mtu aliyeeelimika hutafsirika kwa vitendo vyake na sio kile kilichoganda kichwani...Kiongozi yeyote anayepuuuza elimu yake inavyomtaka kufanya akaweka sahihi mkataba feki kwa kisingizio cha Lugha wakati mtu huyu ana Master degree au Phd ni moja ya Ujinga wenyewe..
