    Nimekuwepo mjini Dodoma kwa siku mbili tatu. This is my opinion kuhusu Uchaguzi wa nafasi ubunge wa Afrika Mashariki, wagombea gani wana chances zaidi za kushinda na sababu zao za kushinda zikiwemo strength na weaknesses za baadhi yao!.

    My Opinion
    Kundi hili wanatakiwa wawili (3). Mbunge bora wa kundi hili ni Fancy Nkuhi kwa sababu ya elimu bora na Shyrose Bhaji kwa sababu ni bingwa wa publicity hivyo kusaidia Watanzania kuifahamu vizuri hii jumuiya. Chances kubwa zimewalalia Janet Mmari na Janet Mbene simply because kuna wazito wanene wanawabeba!. Mmari alikuwepo amefanya nini kustahili kurejea?. Mbene aliteuliwa kuwa mbunge wa kuteuliwa siku chache kabla bunge lililopita halijamalizika, nani anajua sababu ni zipi?, hivyo atachaguliwa Eala kuzikamilisha!. Angela Kizigha ni master lobbyist, hivyo kwa jinsi bunge lilivyojaa mabendera fuata upepo, ma lobbysit wenye nothing in trheir heads wana chances kubwa kuliko ma Ph.D holders wasiojua lobbying!. Kosa la Angela ni uwezo, ndio maana Kawe tulimkataa na kuikataa CCM jumla!. Most unfortunate ni Dr.Godbetha ambaye ni msomi wa Ph.D kwa sababu she belongs to the elite class "mshomile"!

    Hapa zinatakiwa nafasi 3. The best options hapa ni William, Mrisho na Dr. Rweikiza (The young, vibrant and energetic). Watakao chaguliwa ni Kimbisa, Edmund Mndolwa for connections na Makongoro Nyerere kumuenzi tuu Baba wa Taifa!. (Inaonyesha kuna watu wamekuja na fungu la kufa mtu huwezi amini hata wale ambao huwezi amini kuwa wana vuta, wamevutishwa!).

    Hitimisho
    Haya ni maoni tuu, matokeo sio lazima yatokee hivi hivyo nawaombeni msinitolee mimacho kama nlivyomtabiria Sioi ushindi kule Arumeru halafu aliyeshinda ni Nasari. Na wewe unaruhusiwa na kutoa maoni yako nani unadhani anafaa zaidi na kwa sababu zipi?, kama kuna mtu unaona hafai au hakupaswa hata kuwepo miongoni mwa wagombea pia unaweza kumtaja na sababu.

    NB. Naomba kusisitiza sana, tuwajadili kila mmoja based on the their own merit na sio kuwajadili kwa majina ya baba zao!, baba zao ni baba zao, na wao ni wao ndio maana wamesimama!.

    Ahsante kaka kwa kutupa changamoto. Lakini wabunge wetu huwa hawatabiriki katika chaguzi kama hizi na huenda wakafanya mambo ya ajabu sana ambayo yanaweza kufanya matokeo yakawa ya ajabu pia. Nakubaliana na wewe katika hili la hitaji la kuwa na vijana katika Bunge la Afrika Mashariki kuepukana na uongozi wa mazoea. William na Mrisho kwa wanaume na Shy-Rose na Nkuhi kwa wanawake wana nafasi nzuri ya kutusaidia kama Taifa.

    Kuna wagombea wawili wa vyama vya upinzani naona umewaweka kwenye kundi la wagombea wa CCM. Nimeona kuna mgombea CUF amechanganywa kwenye kundi la wanawake CCM (Bara) na kuna mwingine wa TADEA umemuweka kwenye kundi la Wanaume (Bara), kulikoni? Au hizo ndo taratibu mpya?

    Ukitumia kigezo cha elimu, kuna baadhi ya watu unaowapigia debe kwamba ni vijana na wana nguvu, sioni kama wana fit. Tafuta kigezo kingine tofauti, lakini usiweke elimu maana huo ni mtego unaoweza kuwanasa hao vijana wako. I am comfortable na Mrisho Gambo anaweza kusimamia hoja na kuzitetea bila kutetemeshwa na mtu na ndiye kijana pekee anayepingana na Lowassa kule Arusha na kundi la EL wameshindwa kumshughulikia. Mtu kama huyo ukiniambia nimpigie debe naweza kulipiga. Anasimamia kile anachoamini ni sahihi na haki (kwa mtazamo wake na sio mtazamo wa kichama), ndio maana kule Arusha walimtuhumu kwamba hakumpa kura Dr. Burian kwa kuwa alikuwa anaona hafai.

    Mkuu Halisi, ni kweli kabisa na kwa utafiti wangu hapa Dodoma, hawa vijana wote ni CCM, wanajua fika jinsi uongozi CCM ni pesa mbele, very unfortunately, hawa vijana hawana kitu!, na kama wanacho ni kidogo!, wenzao kila siku wana throw parties na kuwakirimu wabunge kwa makundi, parties zenyewe, wanajifanya zimefanywa na wengine baada ya kula na kunywa ndipo utamsikia mwenyeji akisisitiza hapa tuko na mwenzetu so and so mara huitwa kuja kusalimia na kupiga kampeni ya kufa mtu.

    Hapa Dodoma, niko na wagombea vijana 3 tumefikia hoteli moja, tumeishia kusalimiana tuu, hata soda hakuna!, kisa mimi sio mpiga kura!, ukikutana na hawa wazeiye, kula kunywa tani yako!. Kijana mmoja ataangushwa kwa kosa la kutokuwa timu ya Mzee wa Monduli, kijana mwingine atapigwa chini kwa sababu yuko too immotional na hatabiriki sana, na kijana wetu, akipita, basi ni kumuenzi tuu mwenye ubini wake!. Hawa wabunge mkiwaona bungeni, utawaona ni waheshimiwa sana, huku nje, wanamendea fungu na takrima kama hawana akili nzuri!. Uchaguzi ndani ya CCM ni pesa, na pesa ni CCM!.

    Wabunge wote wa CCM wako kimaslahi zaidi, si vijana wala wazee. Hata hawa unaowapigia debe na wao pia wako ki-maslahi pia.

    Huyo kijana mwenye tofauti na Mzee wa Monduli, Mungu apishie mbali ingawa kwa maoni yangu ni the best kati ya vijana wote ana uthubutu.

    Anyway, kura za maoni za wana CCM zilisha set trend ya msimamo wa ligi. Hao vijana wakomae na kura za kutoka kwa wabunge wa upinzani.

    ..ningekuwa na uwezo ningeahirisha uchaguzi huu mpaka tujue majirani zetu wamechagua wabunge wa aina gani.

    ..tunatakiwa kupeleka wataalamu waliobobea ambao tuna uhakika wanaweza kutetea maslahi yetu ndani ya jumuiya.

    ..uamuzi ungekuwa wa kwangu ningechagua wenye PhD kwanza, baada ya hapo wenye masters za uchumi,sheria,biashara,fedha,mazingira,na teknolojia.

    ..baada ya kuwamaliza hao sasa ndiyo ningeangalia vijana.

    economic blocks zinahitaji serious experts watu wenye experience on economics maana kuna vitu kama ku-set taxation quotas kwa member states na sioni watu competent zaidi ya watu kama wakina Mndolwa aliyewahi kuwa managing partner wa PriceHousewater coopers na mama Mbene mwenye economics background au mama Mmari pia! hao wakina Nkuhu na Banji waendelee kutumikia nafasi zao ndani ya CCM EA block means serious business na sidhani kama ni uwanja wa majaribio ule ni vizuri tukapeleka watu walio na economics qualifications na pia waliotumikia fani zao kwa utimilifu!

    Hon. Janet Mmari is a member of the East African Legislative Assembly.
    She comes with a strong Accounting background having qualified as a Chartered Certified Accountant (CCA) 1977 and a CPA (T) since 1982. She also holds an MBA from the University of Illinois (Urbana-Champaign) USA 1992 as well as a Cum Laude Economics Certificate - Economic Institute, Boulder Colorado (EI) (1990). As part of continuous professional education which she is duty bound, Hon. Mmari has also attended several courses locally and internationally, mainly in Strategic Negotiations at Kennedy School (Harvard), Information Technology (IT), International Business, International Education, Topical issues in Finance and Accounting and a specialization in Business Management Systems (BMS) through International Trade Centre (ITC). Hon. Mmari joined political career after 20 years of international and local management consulting experience from Coopers and Lybrand now Price Water House Coopers where she worked for 13 years rising to a Senior Consultant. She left Coopers to join International School of Tanganyika as a Business Manager and later reverted to Consulting as one of the Directors of PACE International, a local Consulting organization based in Arusha. Her main area of consulting included Systems design and implementation, Auditing and Investigation, Accounting, Liquidation, and General Management. Prior to joining Coopers & Lybrand she worked with the defunct East African Harbors Corporation and later THA as a Principal Accountant responsible for preparing and controlling the Authority's Capital and Recurrent budget. The interest in serving Tanzania on the East African Community was rekindled when she served as a Finance and IT specialist supporting a team of six Eminent Persons appointed by the Partner States with a mandate to restructure the East African Community and its Organs. Hon. Mmari has served on a number of Boards including National Board of Accountants and Auditors, Tanzania Association of Accountants, National Microfinance Bank, IST Medical Scheme, Tanzania Fisheries Company to name a few. She is currently a Trustee of Social Action Trust Fund (SATF), Member of the Governing Board of Tumaini – Dar Campus, and the Chair of the Finance Committee of the Evangelical Lutheran Church of Tanzania.

    Janet Mbene is founder and Director of SIA Limited, a private firm that provides capacity-building support for small and medium enterprises.
    Ms. Mbene has a rich history in development economics, banking, and international and regional trade. Her diverse background includes leadership positions in the private sector and in the United Nations before joining the non-profit sector. Prior to leading Mwengo, Ms. Mbene worked with Oxfam International, the UN Development Program, the International Labor Organization, and several international nongovernmental organizations. Her work focused on mobilizing producers and entrepreneurs into associations, building their capacity to improve production and manage their enterprises better, facilitating access to markets, campaigning for better conditions through dialogue with relevant authorities, and promoting fair trade policies. She has also led rights and empowerment programs for women and youth, particularly in advocacy, training in legal concepts and instruments, and microfinance and income-generation.​
    Ms. Mbene has also interspersed her career with short-term consultancies around entrepreneurship development (e.g. with TechnoServe in 2007); research and analysis around rural microfinance services (e.g. with the Economic and Social Research Foundation in Tanzania); and financial services to small and medial enterprises (e.g. with a project of the Austrian government in Tanzania).
    Alongside her work with SIA Limited, Ms. Mbene is also the founder and chairperson of YATIMA Trust on HIV/AIDS in Tanzania, which provides support for children who were orphaned or partially orphaned by HIV/AIDS and advocates for policy changes protecting orphans and orphanages. She is also a founding Trustee of the Association of Women Economists in Tanzania, promoting economic literacy and empowerment of particularly rural women.
    Ms. Mbene has a Master's degree in economics from the University of New England in Australia.​
    SIA Limited aims to contribute to poverty eradication and sustainable growth support and promote entrepreneurs leading small and medium enterprises (SMEs) in Tanzania, and to contribute to the policy dialogue on SMEs and rural development in Tanzania. SIA targets start-up entrepreneurs in rural and urban areas, as well as local government bodies working with local communities in need of planning, implementation, and monitoring and evaluation capacities.​
    Additionally, Ms. Mbene serves as chairperson for Getting Old is to Grow (GOIG), an NGO involved in advocacy around aged-people, which also supports vocational training centers in handicraft work for youth, as well as a project for orphans left in the care of their grandparents. She co-founded an NGO to offer support to home based orphans living with relatives.

    FACTORS AFFECTING BANK CREDIT MANAGEMENT


    The Case of NBC Limited

    This study aimed at reviewing the general credit management systems in financial institutions to find out
    those factors that have significant influence on credit management effectiveness among the financial institutions
    in the country so that credit risk can be mitigated.
    In order to achieve the intended objective, three research questions and two hypotheses were raised
    and tested to guide the study. In this study primary data was collected from NBC Ltd members of staff
    through a semi structured questionnaire using a number of attitude scales.
    It can also be concluded from the findings made that character, collateral and circumstance are effective
    tools in assessing customers' creditworthiness. This implies that, good character, supported with collateral
    and favorable circumstance are the haven for adherence to credit obligations by borrowers.
    Collateral and character differ significantly in terms of their effectiveness in credit risk mitigation. This is
    because collateral is something measurable and its stability in value can be ascertained while character is
    something invisible and strongly out of control of the lender.
    This study recommends to all the stakeholders in lending business to consider all the six tools in the
    course of assessing customers' creditworthiness, the six C's of Credit.

    Dr. Evans Rweikiza (48) - PhD; MBA; FCPA is the Executive Director of the Tanzania Private Sector Foundation, the Focal Business Association in Tanzania which was established to serve as the focal point for the private sector in its advocacy and lobbying aimed at the promotion of the long-term social and economic development of the private sector in Tanzania. Evanshe is Fellow Certified Public Accountant –FCPA(T)and Fellow member of the Tanzania Association of Accountants in Tanzania. He has a PhD in Strategic Management and Master in Business Administration (MBA).
    Before working for the Tanzania Private Sector Foundation he worked for over ten years with (Coopers & Lybrand) recently PricewaterhouseCoopers one of the largest global networks of Accounting and Advisory firms offering industry-focused assurance, tax and advisory services for public and private clients. From Year 2000 he served as a Director of Finance and Administration with Action Aid International, General Manager of the Kilimanjaro Industrial Development Trust (KIDT) managing one of the United Nations Industrial Development Organization (UNIDO)'s Integrated Programme for Capacity Building to Enhance Industrial Competitiveness and Sustainability. From 2004 Evans served as a Capacity Development Advisor with the Ethiopian Federal Micro and Small Enterprise Development Agency (FeMSEDA), another UNIDO's project responsible for the promotion of Micro and Small Enterprises in Ethiopia and later on joined practice as a Development Partner - Global Finance and Business Solutions (GFBS) Certified Public Accountants and Auditors.
