Tanzania's ailing national airline is now looking at Airbus planes to boost its services.
DAR ES SALLAM, Tanzania (eTN) - In its efforts to survive in African skies, Tanzania's cash-strapped national airline, Air Tanzania Limited (ATCL), is said it is planning to purchase five Airbus planes in a near future.

According to published reports, the ailing airline's chief executive officer David Mataka confirmed the plan that will add five Airbus A320s to its fleet, a first in its 30-year history.

Mataka, who was in Miami, Florida last month for the US-Africa Air Transportation Summit, said adding Airbus to its fleet is the airline's dream. At the Florida meet, the Air Tanzania CEO represented Tanzania and discussed with American aviation business and air transport experts on measures to boost African skies and airlines.

"It is the intention of the Tanzania government to re-establish the Middle East and Far East routes as well as the western Europe routes as we expand from a predominantly domestic service to both regional and international routes," he said during the summit in Miami.

After parting away from South African Airways (SAA), now ATCL is fighting hard to find a new partner. However, there is talk that China Southern Airlines may buy 25 percent shares in Tanzania's national flag carrier.

Aviation observers claim they find it difficult to keep the airline afloat after the Tanzanian government withdrew its subsidy to the company last week. In its national annual budget, the government did not allocate funds to subsidize the loss making airline amid outcries form parliamentarians who predicted an amicable death of the airline.

The Tanzanian government has been subsidizing the loss-making ATCL to the amount of more than US$ 400,000 every month before ending its business venture with the SAA early this year.

The airline was established and registered as Air Tanzania Corporation (ATC) in 1977 after the collapse of East African Airways (EAA), an East African regional joint airline whose outright shares were owned by Kenya, Uganda and Tanzania.

Decades of losses and poor performance forced the Tanzanian government to privatize the airline in 2002, with SAA taking 49 percent shares plus management services and business consultancy. Pre-tax loss of US$7.3 million hit the airline (ATCL) in the first year under SAA marriage.

If Tanzania's national airline succeeds in purchasing the five Airbus A320s, it still faces stiff competition with Kenya Airways, which has dominated the East African skies with affordable and competent airfare. The Kenyan airline has been growing fast in route expansion and ownership of modern aircraft with an introduction of new version of Boeing aircraft.

ATCL operates only two Boeing 737s in its domestic flights and regional destinations.

3. On Tanzania, the ATCL case is a second publication of the secret cable from US embassy in Dar Es Salaam to US Government in Washington DC. THe first Wikileak was on Corruption and how TAKUKURU boss approached the US embassy on his fears for his life.

4. On the ATCL leak, the US embassy man in Dar Es Salaam, reported to his government and specifically to Trade ministry about the suspicious activity and business dealing between ATCL and Airbus. Airbus and Boeing are two major competitors who manufacture planes. On his report, the US embassy official reported on what had transpired when he approched ATCL and Ministry of infrustructure to discuss the Boeing (an American company) intent to supply ATCL with aircrafts.

5. THe official reported the corruption environment surroubnding dealing between ATCL and Airbus and since both Boeing and Airbus are the two major competitors, this could be violation of international trade agreements in addition to criminal conduct and also the trade relationship and issues between US and EU.

6. Yes ATCL had intended to purchase 5 Airbus plane according to David Mattaka in 2007, when he attended an air show somewhere in Florida USA. IN addition, ATCL leased an Aiburs which was an old plane that had been used by Jamaican Airways and it was repaired in El Salvador.

1. (C) As Air Tanzania shops for new airplanes for its aging
fleet, we remain troubled by separate press reports, quoting
Air Tanzania leadership and most recently the Minister of
Infrastructure, that a decision has been made in favor of
Airbus. This decision would have been made without any
serious negotiations with Boeing. We have actively engaged
at the highest reaches of this government, and for the moment
halted the rush to Airbus and opened a window that Boeing
intends to exploit. Air Tanzania now seems to be seriously
evaluating the leasing and sale options offered by Boeing.
But we do not believe we are out of the woods, in view of
early efforts to pressure Boeing to hire an "agent," and
subsequent rumors that China is tying aid to purchase of
Airbuses in order to give business to the joint manufacturing
facility being built in China. Ambassador Green raised MCC,
the importance of transparency to the investment climate, and
a level playing field for Boeing in his presentation of
credentials to President Kikwete on September 12. Earlier
the DCM had called on the Infrastructure Minister and spoken
with a close advisor to the President underscoring the same
points. We will continue to press hard not only on behalf of
Boeing, but the importance of transparency and a level
playing field to the positive investment climate Kikwete is
working to create. END SUMMARY.
2. (SBU) Air Tanzania plans to replace its aging fleet with
newer, more efficient aircraft, and has solicited proposals
from Boeing and Airbus. In June 2007, Boeing submitted a
request for advocacy through the Department of Commerce's
International Trade Administration, and Ambassador Retzer,
the DCM, and EconCouns met with Rob Faye, Regional Director
of Sales for Boeing Commercial Airplanes, on several
occasions. Boeing's early dealings with top officials of the
airline beginning in June suggested to Post that the
company's fear of outside influence or corruption might be
legitimate (reftel).
3. (C) Subsequent to meetings with Faye, the DCM raised the
issue of Air Tanzania's dealings with Boeing and Airbus in
conversations with a close advisor to President Jakaya
Kikwete. The DCM specifically noted Air Tanzania Managing
Director and CEO, David Mattaka's unusual "suggestion" that
Faye should contact a wealthy South Asian hotelier, who
subsequently suggested to Faye that he would need his
services to open the right doors in government. Faye flatly
refused, responding that Boeing does not use "agents" in
Tanzania or elsewhere. (Comment: "Agents" and steep
"commissions" have been at the heart of several corruption
scandals here, including a BAE radar deal in which the GOT
paid a 31 percent commission to a Tanzanian agent, much of
which ended up in Swiss bank accounts, according to a UK
Parliamentary investigation. Despite the fact that the UK
shared this evidence with Tanzania's corruption board, no
evident action has been taken. End Comment.) The
presidential advisor later got back to the DCM, telling him
that President Kikwete was "incensed" upon learning that
senior Air Tanzania officials might be intending to profit
personally from the deal.
4. (SBU) On August 9, Boeing's Faye met with Maua Daftari,
Deputy Minister of Infrastructure, and Dr. Bartholomew
Rufunjo, Director of Transport and Communications in the
Ministry of Infrastructure (the Ministry that makes all
financial decisions regarding Air Tanzania). Faye reported
his meetings with both Daftari and Rufunjo were promising.
Both officials mentioned more than once the importance of a
fair and level acquisition process for Air Tanzania's
development. David Mattaka, CEO of Air Tanzania, went out of
his way to tell Faye on August 10 that Air Tanzania did not
use agents. Mattaka repeated this statement during a meeting
between Faye and the Air Tanzania board of directors. Faye
reported that it was apparent that there had been some
communication with the Ministry, presumably from State House,
to ensure there would be no "go-betweens" in Air Tanzania's
dealings with Boeing. On the sidelines, Mattaka mentioned to
Faye that he thought the pressure was originating with the
U.S. Embassy.

5. (U) Ambassador Retzer forcefully raised the issue of
combating corruption in his last public speech before
departing Post on August 31. On September 2, forty-eight
hours after Retzer departed country, the Tanzanian press
reported for the second time that Air Tanzania was in the
process of procuring eight Airbus planes, and extensively
quoted Tanzanian Minister of Infrastructure, Andrew Chenge.
We did not view the timing of the second announcement -- on
the heels of Retzer's departure and before Ambassador Green
had arrived and been credentialed -- as a coincidence.
6. (C) On September 7, the DCM and EconOff met with Minister
Chenge. The DCM began by raising President Kikwete,s
upcoming trip to the United States and his plan to take a
large business delegation. Kikwete would be marketing
Tanzania as a prime location to trade and invest. It was
important, therefore, that a major U.S. corporation like
Boeing compete on a level playing field with Airbus, so its
message to the U.S. business community would echo Kikwete's
message. The DCM said Boeing and the Embassy had been
confused by recent press reports regarding Air Tanzania,s
acquisition of new aircraft, and asked Chenge to clarify the
status of negotiations.
7. (C) Chenge said contrary to his purported statements to
the Tanzanian press, no final decision had been made on
whether Air Tanzania would acquire Airbus or Boeing
airplanes. The first decision was what type of airplanes to
buy, and Boeing was the obvious choice since Air Tanzania
already owned and maintained several Boeing airplanes.
However, the issue of financing was also a primary concern
due to a lack of government funding for the new aircraft. He
stated that he could say "with certainty" that no decision
has been made, but his Ministry was "very cautious on how to
proceed because (they) don,t have the money." He said he
understood Boeing could help open doors to financing
possibilities, but "certain deadlines" needed to be met. The
DCM stressed that regardless of the outcome, the Embassy
wants to see that Air Tanzania is engaged in fair and
transparent negotiations. He pointed out that Tanzania would
benefit from giving Boeing the chance to underbid Airbus.
8. (C) The DCM ended the meeting by mentioning the upcoming
vote on the Millennium Challenge Corporation (MCC) Compact
for Tanzania, and the importance of transparency to
sustaining any Compact that eventually would be signed. On
the way out, Chenge,s staffer told the DCM that he was aware
that Chenge had "misspoken" and been "misquoted" in the
press, and that his office had already received several calls
for clarification. (Comment: We think one of the calls to
Chenge,s office may have come from State House. End Comment)

9. (C) Although Air Tanzania is a small airline, looking to
expand its fleet of two Boeing 737's to a fleet of about 10
planes, this deal has the potential to result in USD 537
million in sales for Boeing. Boeing is ready to offer Air
Tanzania a number of capacity-building services to enable the
airline to better serve the Tanzanian public. More broadly,
if done right, the deal can reinforce the impression that
Tanzania is a promising place to invest. Done wrongly, it
can reinforce impressions that have been building here for
the past 18 months that this is a government without the
political will to tackle senior-level corruption. To us,
reinforcing the view that Tanzania is a positive place to
invest is almost as important as ensuring one of America's
premier private sector "champions" is accorded the
transparency and level playing field it is due. We remain
concerned, however, in part due to rumors that the Chinese
have tied aid to buying Airbus. We will continue to monitor
this case closely, intervening decisively with the government
when necessary.

Impeccable sources close to the national flag carrier claimed yesterday that CITI Bank was looking into the airline's request for a loan amounting to some 7.1bn/-.

The financially troubled Air Tanzania Corporation Limited (ATCL) might soon get a loan amounting to some seven billion shillings from an international bank - all guaranteed by the government, it has been learn. Impeccable sources close to the national flag carrier claimed yesterday that CITI Bank was looking into the airline�s request for a loan amounting to some 7.1bn/-.

�Air Tanzania had approached several banks for such credit... the CITI Bank has agreed to look into its request and chances are things will work out positively,� the sources said. The sources also indicated that the airline needed the money to pay for staff salaries and administrative costs, among others. However, the sources claimed that the airline�s request for the money had since been rejected, and that the airline can no longer meet its mandatory operational costs such as fuel.

The airline has been experiencing financial problems since 2004 when it incurred a loss of some 7.7bn/-, which improved somewhat when it broke its troubled marriage with the South African Airlines in late 2006. According to Treasury records, it held some 13bn/- by March last year. Some of the workers who did not want their names to be disclosed said the morale of the majority of the workforce has gone down because the company was nosing down.

�The government has not kept its word on giving ATCL full support... it has not done so since we parted company with the South Africans,� they allege. ATCL, formerly known as Air Tanzania Corporation (ATC) was privatized on December 2, 2002 in a deal under which SAA acquired 49 per cent shares in the firm. SAA bought the 49 per cent shares for only $20m which largely went into shareholding - the rest going into capital and training accounts.

Transport Minister, Omari Nundu yesterday described revelations by Wikileaks on corruption allegations in the Air Tanzania’s jetliner-purchase deal as illogical and untrue.

“The revelations do not make sense…they are totally untrue,” said the minister in an exclusive interview with The Guardian yesterday.

The minister reacting two days after whistle blower website, Wikileaks revealed massive corruption allegations that surrounded a multi-billion airplanes-purchase deal for Air Tanzania (ATCL) four years ago.

According to the information sourced from US diplomatic cables, there were elements of corruption in ATCL’s plan of purchasing ten airplanes - in a government concerted efforts to revamp the national flag carrier.

In his response, the transport minister said although he was not in the ministry at the time the processes were being implemented, “simple logic would tell you that Wikileaks revelations are not true.”

“It does not make any sense to say Air Tanzania, which is financially constrained, could involve itself in negotiations for the purchase of airplanes worth billions of shillings. I was not there when these deals were being negotiated, but I know that even by that time, ATCL had no money to embark on large-scale purchasing,” noted minister Nundu.

He said Wikileaks corruption allegations in the deal were “illogical” because they cannot be proved, as ATCL had not managed to purchase new plane since then.

“It would have been easier to substantiate the validity of Wikileaks allegations if ATCL had acquired new airplanes. But Air Tanzania does not possess any new plane…that’s why I can say with certainty that the Wikileaks allegations are invalid, illogical and untrue, since they cannot be proved,” said Nundu.

The minister did not disclose specific measures for revamping ATCL saying he was working on a holistic approach to improve aviation sector in the country.

He said his ministry was stepping up strategic measures to assist local and foreign investors enter the aviation sector with a view to improving services delivery.

The country, he said, needed investors, insisting that in these moves, the government would not mind if the investors were foreigners and locals.

“What we want are serious investors who will operate under the country’s aviation framework, policies, laws and principles…it could be foreign-owned airlines, locally-owned or joint ventures, but committed investors who would be ready to operate under our aviation systems,” explained the minister.

Zitto Kabwe, former chairman of a parliamentary committee overseeing public organizations accounts, expressing ignorance of the purchase details, said although Air Tanzania was a public firm, its audited reports had not been submitted to the responsible parliamentary committee for the last five years.

According to the Kigoma North MP, the parliamentary committee could not access its audited reports because of certain factors —one being that the national flag carrier was restructured in 2006 and later on, a special task force appointed to shape its operations.

“Because of these factors, the parliamentary committee on public institutions did not manage to get audited reports of ATCL operations,” said Kabwe.

“On that basis, I cannot make any comment regarding suspected corrupt dealings in the processes of purchasing the said aircraft by Air Tanzania as revealed by Wikileaks. I cannot do that from a parliamentary perspective; I cannot do that from personal perceptive, because of I was not aware of these dealings,” noted Kabwe.

“I am still following up these unfolding issues and will comment later on,” he added.

“If an MP like me is not aware of this latest ATCL scam, ordinary people cannot understand anything,” he said.

On Monday, Wikileaks revealed diplomatic cables complaining of favouritism and suspicion of corruption in the manner Air Tanzania Company Limited (ATCL) went about shopping for jetliners for its ageing fleet four years ago.

According to the cables, carried in the New York Times of Sunday, January 2 this year the US Embassy in Dar es Salaam fighting for Boeing then said: “As Air Tanzania shops for new airplanes for its ageing fleet, we remain troubled by separate press reports, quoting Air Tanzania leadership and most recently the Minister of Infrastructure that a decision has been made in favour of Airbus.”

I can speak with absolutely certainty that there is enough evidence supporting the US's diplomatic cable on the airbus issue. I hope he will reconsider restating his ministry's position before this evidence becomes public next week on JF's own expose!!

Kama Marekani watafanya hivyo basi hiyo nayo ni sura nyingine ya rushwa labda tofauti zao zitakua ndogo tu.
